From the Introduction: "Michigan is the 9th largest state with regard population with an equally large territory encompassing large urban, rural, and remote areas. The purpose of the MDHHS [Michigan Department of Health and Human Services], Division of Immunization COVID-19 [coronavirus disease 2019] vaccination plan is to provide a framework for planning/implementation, vaccine distribution and monitoring of the COVID-19 vaccine. The Division of Immunizations will use a phased approach to recruit and enroll providers, identify critical populations, and work with local health departments and partners to determine vaccine allocation. Communication strategies will include, trainings with immunization nurse educators, sharing information on our MDHHS COVID-19 dashboard, hosting statewide calls, and sharing critical resources. The Michigan Care Improvement Registry (MCIR) will be used to track and order the COVID vaccine and manage vaccine inventories."

Massachusetts Interim COVID-19 Vaccination Plan
From the Introduction: "The Massachusetts Department of Public Health (MDPH) leads the planning, distribution, and implementation efforts of the Massachusetts COVID-19 [coronavirus disease 2019] Vaccination Program (MCVP). The MCVP will build on the Department's experience and strong existing foundation, which currently supports the distribution of over 3 million doses of vaccine annually to more than 1,000 health care provider sites. MDPH launched its internal COVID-19 Vaccine Planning Structure on August 13, 2020, engaged critical partners across MDPH, and identified external partners to guide this effort to ensure all Massachusetts citizens have access to COVID-19 vaccine in a safe and timely manner. On October 7, 2020, the Baker-Polito Administration announced a COVID-19 Vaccine Advisory Group to inform MDPH's planning to distribute a safe and effective COVID-19 vaccine. This work will be conducted with an equity lens to ensure distribution to the critical populations considered most vulnerable. Planning will include coordination with the federally-recognized Tribal Nations."

Texas Interim COVID-19 Vaccination Plan
From the Introduction: "Texas Department of State Health Services (DSHS) will manage COVID-19 [coronavirus disease 2019] vaccine distribution in accordance with the recommendations of the Center for Disease Control and Prevention's (CDC) Advisory Committee on Immunization Practices (ACIP). To build a robust base of providers, DSHS will initiate an outreach campaign to potential COVID-19 vaccine providers. It is estimated that up to 14,000 providers across Texas may register to order and provide COVID-19 vaccine. Texas DSHS will seek to direct vaccine in the manner that best reaches recommended target groups while recognizing there may be more than one reasonable approach to doing so. This effort may still leave gaps in vaccination services for certain high-risk individuals or groups, and the state will plan to fill such gaps using vaccine strike teams. In addition, Texas recognizes that vaccine hesitancy presents a significant challenge to optimal uptake of COVID-19 vaccines as they become available. Assuring vaccine confidence in our communities by sharing credible and accurate information will be a key activity."

Rhode Island Interim Draft COVID-19 Vaccination Plan
From the Introduction: "The State of Rhode Island is currently planning and preparing for its coming campaign to vaccinate Rhode Islanders against COVID-19 [coronavirus disease 2019]. To date, this effort has sought to build on previous successful vaccination campaigns and leverage a robust whole-of-government emergency management infrastructure established in response to COVID-19. Through its COVID-19 vaccination campaign, Rhode Island aims to protect human life, safely speed up the reopening of the State's economy, and equitably distribute vaccines through accessible points of dispensing. Ultimately, the State is focused on successfully mitigating the spread of morbidity and mortality by the SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2] virus through effective and efficient mass vaccination strategies that equitably ensure universal access to vaccine, while strategically prioritizing distribution, in light of anticipated limited supply of the vaccine, toward the most critical and high-risk populations first."

North Dakota Interim COVID-19 Vaccination Plan
From the Introduction: "A safe and effective COVID-19 [coronavirus disease 2019] vaccine(s) will be critical to preventing and reducing morbidity, severity, and mortality associated with COVID-19 in North Dakota. When a large proportion of the population has immunity to a virus (community immunity), a virus is less likely to spread. The safest way to achieve community immunity is through vaccination. Internal planning for a future COVID-19 vaccine started in May 2020. In August 2020, North Dakota was selected as a pilot site for enhanced planning with the federal government. In early September, planning expanded to include external stakeholders (i.e., long term care, pharmacies, tribes, corrections, universities, local public health, etc.). A draft plan for prioritization, allocation, distribution, administration, and reporting of a future COVID-19 vaccine was submitted to the CDC [Centers for Disease Control and Prevention] on October 16, 2020. Although this plan will require updates as new information is available, creation and partial implementation of this plan are needed now for resource acquisition and allocation, and testing of vaccination methods across the state."

Delaware Interim COVID-19 Vaccination Playbook
From the Introduction: "Delaware, located in the Mid-Atlantic region, has a population of 972,332, which is 45th in population size among all U.S. states, with significant increases during the spring/summer seasons due to an influx of visitors to its beaches. While most states have both local and state health departments, the Division of Public Health (DPH) within the Department of Health and Social Services (DHSS) serves as the public health entity for both state and local needs. During this COVID-19 [coronavirus disease 2019] pandemic, effective allocation and administration of a vaccine will significantly reduce COVID-19 effects on Delaware's health, society, and economy. Although the overarching aim is to vaccinate all persons in Delaware, the initial vaccine supply will be insufficient to meet this goal. Delaware will use its experience in mass vaccination during the novel H1N1 [Hemagglutinin Type 1 and Neuraminidase Type 1] Influenza pandemic and the yearly influenza season, as well as the infrastructure created for COVID-19 testing to develop and implement a phased approach to vaccine distribution."

Colorado Interim COVID-19 Vaccination Plan

U.S. Virgin Islands Interim COVID-19 Vaccination Plan
From the Introduction: "Since March 2020, the U.S. Virgin Islands (USVI) Department of Health (VIDOH) has led a multisector response to the COVID-19 [coronavirus disease 2019] pandemic in the territory. Given the unknowns with vaccine planning, VIDOH's COVID-19 vaccination plan is being designed to be flexible and accommodating to multiple scenarios - ranging from an early vaccine campaign start as well as delays in production and distribution. West Virginia Interim COVID-19 Vaccination Plan

Utah's Interim COVID-19 Vaccination Plan
From the Introduction: "The Utah Immunization Program (UIP), in conjunction with several partners throughout the state, has developed the interim COVID-19 [coronavirus disease 2019] vaccination plan to describe planning efforts and the intended distribution procedures for COVID-19 vaccine in the state of Utah. Nebraska Interim COVID-19 Vaccination Plan
From the Introduction: "The purpose of the COVID-19 [coronavirus disease 2019] Vaccine Plan is to assist partners in a shared understanding of pandemic response that includes planning assumptions, roles and responsibilities, ordering and reporting, and mass vaccination tools for local providers to substantially reduce morbidity and mortality from COVID-19. The scope of this plan is limited to the distribution and dispensing of COVID-19 vaccine and ancillary supplies to all Nebraskans through vaccine supplied by the federal government to include tribal nations located in the state (unless otherwise directed by federal guidance). COVID-19 was declared a pandemic in March of 2020. COVID-19 vaccine research and development also began in March 2020. Thoughtful allocation of COVID-19 vaccines will be critical to prevent morbidity and mortality and reduce the impact of COVID-19 on society. The Nebraska Department of Health and Human Services (NDHHS) Immunization Program will work with various providers, traditional and nontraditional, to explore training opportunities, set goals, evaluate vaccination exercise experiences, and provide collective collaboration that is solution-oriented. However, the Immunization Program will continue to update and improve the plan on an on-going basis to ensure that Nebraskans are the recipients of the most current, efficient, and effective services."

Ohio Interim COVID-19 Vaccination Plan
From the Introduction: "Since the beginning of the COVID-19 [coronavirus disease 2019] pandemic, the State of Ohio has led an aggressive response to the virus focusing on education, prevention, testing, tracing, and treatment. From the Introduction: "The South Dakota Department of Health (SDDOH) will protect South Dakota citizens during the COVID-19 [coronavirus disease 2019] Pandemic by providing opportunities for COVID-19 vaccination. The state will work to ensure that hospitals, long-term care facilities, tribes, and the general public have access to the COVID-19 vaccine upon availability. The COVID-19 Interim Mass Vaccination Plan provides a framework for the State of South Dakota (SD) in collaboration with stakeholders to serve the vaccination needs of South Dakotans. The plan defines a phased approach to vaccination planning and distribution, and outlines how the state will provide vaccination services according to priorities outlined by the ACIP [Advisory Committee on Immunization Practices]."
