Based on direct field experience, IAB members advocate for and assist with developing and implementing performance criteria, standards, test protocols, and technical, operating, and training requirements for all-hazards incident response equipment with a special emphasis on chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) issues. The IAB also provides subject matter expertise to inform the development of emergency preparedness and response policy, doctrine, and practice."

Interagency Board 2008 Annual Report and 2009 Standardized Equipment List
"The InterAgency Board (IAB) for Equipment Standardization and Interoperability is designed to establish and coordinate local, state, and federal standardization, interoperability, compatibility, and responder health and safety to prepare for, train and respond to, mitigate, and recover from any incident by identifying requirements for an all-hazards incident response with a special emphasis on chemical, biological, radiological, nuclear, or explosive (CBRNE) issues." From the Chair, Robert Ingram: "IAB Committee members worked diligently to prioritize issues and gaps in Science and Technology, Standards, and Interoperability and Compatibility areas. The final lists will be posted on the IAB website and forwarded to federal agency partners and have been presented at Department of Homeland Security (DHS) conferences already. IAB members participated in working groups on several issues responders have determined are important: • Development of the National Institute of Justice (NIJ) law enforcement personal protective equipment standard • The DHS S&T/ASTM review of the Standard Practices for Bulk Sample Collection of Visible Powders on Non-Porous Surfaces (ASTM Standard E2458-06) • The DHS S&T Stakeholders Panel on Agent (Bio) Detection Assays (SPADA) committee work on standards development for detection equipment • International Association of Fire Chiefs and the Department of Transportation Pipeline and Hazardous Materials Safety Administration's Haz-Mat Fusion Center and Regional Incident Survey Teams."

InterAgency Board (IAB) 2007 Annual Report and the 2008 Standardized Equipment List (SEL)
"Found in this annual report are our prioritized lists of gaps in technology, standards, and interoperable and compatible areas of equipment our membership identified as important in preventing, planning, and training for and preparing to respond to all-hazard events with a special emphasis on WMD [Weapons of Mass Destruction] equipment issues. These lists represent a true multidisciplinary view of critical issues in equipment today. Our five SubGroups--Interoperable Communications and Information Systems (ICIS), Decontamination and Detection (D&D), Medical, Training, and Personal Protective and Operational Equipment (PP&OE), consisting of members from multiple disciplines--identify and prioritize gaps in technology, standards, and interoperability. Our committees--Science and Technology, Standards Coordination, and Compatibility and Interoperability--refine these gaps further and present them to the entire membership for a vote to develop a final, prioritized list of gaps in equipment-related issues for first responders. The final step is to make them accessible to our federal partners to use in shaping their budget and program plans."

Strengthen, Prepare, Respond: The Interagency Board FY 2016 Annual Report
"The IAB's [InterAgency Board] mission is to strengthen the Nation's ability to prepare for and to respond safely and effectively to emergencies, disasters, and chemical, biological, radiological, nuclear,
and explosive (CBRNE) incidents. Today, this mission is more complex than in the early days of the IAB. Attacks on police, civil unrest, wildfires, and widespread addiction were not as prominent then as they are now. These incidents have significant impacts on our communities and tax public safety resources. Incidents today routinely cross disciplinary lines and have raised citizens' expectations of local, state, and federal response capabilities. Public safety responses to local incidents now include emergency management, public health, and state and federal partners in addition to police, fire, and emergency medical services. Assets such as the National Guard Civil Support Teams, the Federal Bureau of Investigation, and U.S. Customs and Border Protection are increasingly integrated into local planning meetings. Additionally, our Nation's Fusion Centers are routinely involved in intelligence sharing with local partners. Interagency cooperation across all tiers of response is vital as we all work in a common mission space."
