"This directive establishes the policy of the United States with respect to the Arctic region and directs related implementation actions. This directive supersedes Presidential Decision Directive/NSC-26 (PDD-26; issued 1994) with respect to Arctic policy but not Antarctic policy; PDD-26 remains in effect for Antarctic policy only. […] This directive shall be implemented in a manner consistent with the Constitution and laws of the United States, with the obligations of the United States under the treaties and other international agreements to which the United States is a party, and with customary international law as recognized by the United States, including with respect to the law of the sea."

Homeland Security Presidential Directive 25: Arctic Region Policy
"The United States is an Arctic nation, with varied and compelling interests in that region. This directive takes into account several developments, including, among others: altered national policies on homeland security and defense; the effects of climate change and increasing human activity in the Arctic region; the establishment and ongoing work of the Arctic Council; and a growing awareness that the Arctic region is both fragile and rich in resources. It is the policy of the United States to: meet national security and homeland security needs relevant to the Arctic region; protect the Arctic environment and conserve its biological resources; ensure that natural resource management and economic development in the region are environmentally sustainable; strengthen institutions for cooperation among the eight Arctic nations (the United States, Canada, Denmark, Finland, Iceland, Norway, the Russian Federation, and Sweden); involve the Arctic's indigenous communities in decisions that affect them; and enhance scientific monitoring and research into local, regional, and global environmental issues."

The White House Office of the Press Secretary issued this Homeland Security Presidential Directive on Biometrics for Identification and Screening to Enhance National Security yesterday. "This directive establishes a framework to ensure that Federal executive departments and agencies use mutually compatible methods and procedures in the collection, storage, use, analysis, and sharing of biometric and associated biographic and contextual information of individuals in a lawful and appropriate manner, while respecting their information privacy and other legal rights under United States law."

"This directive establishes a comprehensive national policy on the continuity of Federal Government structures and operations and a single National Continuity Coordinator responsible for coordinating the development and implementation of Federal continuity policies. This policy establishes 'National Essential Functions,' prescribes continuity requirements for all executive departments and agencies, and provides guidance for State, local, territorial, and tribal governments, and private sector organizations in order to ensure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid and effective response to and recovery from a national emergency."

Homeland Security Presidential Directive 16: [Classified]
National Security Presidential Directive 47/ Homeland Security Presidential Directive 16 are classified directives that address aviation security. According to the Rules and Regulations Plan for the Emergency Security Control of Air Traffic (ESCAT) ( Federal Register volume 71, no. 203/Friday, October 20, 2006), where they are referenced, the directives change how air traffic would be controlled in the event of a terrorist attack. Decisions on shutting down airspace would be given to the Department of Defense with the President as the only civilian to have veto power. The new plan allows the Department of Defense to determine when to call an Air Defense Emergency and to decide what airspace sectors would be involved in a shutdown, a change seen as being friendly to the economic community. The plan does not define an "end" to an emergency.

Homeland Security Presidential Directive 9: Federal Food and Agriculture Contamination and Disposal Roles and Responsibilities
"This document describes the general Federal roles and responsibilities for decontamination and disposal in response to animal, crop, and food incidents. It is consistent with the U.S. Government's National Response Plan (NRP) and Annexes and is intended to clarify and document existing relationships among the Federal community rather than replace existing plans or agreements. Federal roles are described for incidents at three levels of magnitude: 1) Local/Limited Response, 2) State/Regional Response, and 3) National Response. Discussions are limited to incidents involving chemical or biological agents. Radiological incidents are not addressed."

homeland security by protecting U.S. maritime interests. It
directs the coordination of United States Government maritime

establishes a Maritime Security Policy Coordinating Committee to

Homeland Security Presidential Directive 4: National Strategy to Combat Weapons of Mass Destruction [Unclassified Version]
Issued by the White House in 2002, Homeland Security Presidential Directive (HSPD)4 lays out the "three pillars" in the fight against weapons of mass destruction: counterproliferation to combat WMD use; strengthened nonproliferation to combat WMD proliferation; and consequence management to respond to WMD use. The Strategy also details the four "cross-cutting enabling functions" to be pursued: intelligence collection and analysis on WMD, delivery systems, and related technologies; research and development to improve our ability to respond to evolving threats; bilateral and multilateral cooperation; and targeted strategies against hostile states and terrorists.

Homeland Security Presidential Directive-3
"The Nation requires a Homeland Security Advisory System to provide a comprehensive and effective means to disseminate information regarding the risk of terrorist acts to Federal, State, and local authorities and to the American people. Such a system would provide warnings in the form of a set of graduated 'Threat Conditions' that would increase as the risk of the threat increases. At each Threat Condition, Federal departments and agencies would implement a corresponding set of 'Protective Measures' to further reduce vulnerability or increase response capability during a period of heightened alert. This system is intended to create a common vocabulary, context, and structure for an ongoing national discussion about the nature of the threats that confront the homeland and the appropriate measures that should be taken in response. It seeks to inform and facilitate decisions appropriate to different levels of government and to private citizens at home and at work."

Homeland Security Presidential Directive-2: Combating Terrorism Through Immigration Policies
"The United States has a long and valued tradition of welcoming immigrants and visitors. But the attacks of September 11, 2001, showed that some come to the United States to commit terrorist acts, to raise funds for illegal terrorist activities, or to provide other support for terrorist operations, here and abroad. It is the policy of the United States to work aggressively to prevent aliens who engage in or support terrorist activity from entering the United States and to detain, prosecute, or deport any such aliens who are within the United States."
