National Infrastructure Advisory Council (NIAC): The Critical Infrastructure Resilience Study Working Group
This is a presentation of the National Infrastructure Advisory Council's (NIAC) Critical Infrastructure Resilience Study Working Group which made the presentation at the NAIC's July 14, 2009 meeting. More specifically, the Objective of this Working Group's presentation was to "Examine opportunities to integrate and encourage resilient practices and strategies within critical infrastructures. In particular, NIAC will examine: 1.) How resilience is defined and practiced within the various critical infrastructure sectors 2.) The role of government in developing policies and programs to promote/encourage resilience 3.) Options for improving current infrastructure resilience to achieve national homeland security policy goals."

NIAC Convergence of Physical and Cyber Technologies and Related Security Management Challenges Working Group: Final Report and Recommendations by the Council
"Through DHS and the Secretary of the Department of Homeland Security, the NIAC provides the President with advice on the security of the critical infrastructure sectors and their information systems. These critical infrastructures support vital sectors of the economy, including banking and finance, transportation, energy, manufacturing, and emergency government services, among others. The NIAC convened the Physical/Cyber Convergence Working Group (CWG), in October 2005, to investigate the ongoing convergence of physical and cyber technologies for Supervisory Control and Data Acquisition (SCADA) and process control systems and their consolidated network management. The Working Group convened a Study Group of subject matter experts to inform its work. The Working Group report informed the NIAC's deliberations."

Transportation Sector Resilience: Final Report and Recommendations [2015]
From the Executive Summary: "The Nation's transportation system is crucial to the U.S. economy and the overall quality of life for Americans from all walks of life. In today's increasingly complex and connected society, every critical infrastructure sector depends on a resilient transportation system that is safe, secure, reliable and efficient in the movement of people and goods; without it, most critical services cease to function. In recognition of this important role, the President directed the National Infrastructure Advisory Council (NIAC) to examine the resilience of the Nation's transportation sector to determine potential gaps and identify opportunities for the Federal Government to improve the sector's resilience and security. Throughout this study, infrastructure resilience is defined as the ability to reduce the magnitude or duration of disruptive events that is accomplished by anticipating, absorbing, adapting to, or rapidly recovering from the disruption. In simplest terms, resilient systems can maintain critical functions during a disruption and require less time and fewer resources to recover functions that have degraded."

Critical Infrastructure Partnership Strategic Assessment Final Report and Recommendations
"The National Infrastructure Advisory Council (NIAC) affirms that productive collaboration among federal agencies, state and local governments, and the private businesses that own and operate roughly 90 percent of the nation's critical infrastructures will lead to a safer, more secure, and resilient United States. Because partnerships play a central role in homeland security, the NIAC endeavored to assess the effectiveness of the public-private partnership for critical infrastructure protection and recommend opportunities to strengthen it."

This study examines the Sector Partnership Model for critical infrastructure protection to identify opportunities to strengthen public-private collaboration. It also assesses the effectiveness of the partnership model in achieving its stated objectives, identifies options to improve the efficiency and effectiveness of the partnership, identifies opportunities to update the partnership model to respond to changing requirements, and seeks to strengthen executive level participation in the private sector.
