Implications of COVID-19 for Mental Health and Substance Use
From the Webpage: "The COVID-19 [coronavirus disease 2019] pandemic and the resulting economic recession have negatively affected many people's mental health and created new barriers for people already suffering from mental illness and substance use disorders. In a KFF [Henry J. Kaiser Family Foundation] Tracking Poll conducted in mid-July, 53% of adults in the United States reported that their mental health has been negatively impacted due to worry and stress over the coronavirus. [...] This brief explores mental health and substance use in light of the spread of coronavirus. Specifically, we discuss the implications of social distancing practices and the economic recession on mental health, as well as challenges to accessing mental health or substance use services."

How Much Fiscal Relief Can States Expect from the Temporary Increase in the Medicaid FMAP?
From the Document: "The economic consequences of the coronavirus pandemic have led to historic levels of job loss in the United States and severe declines in state revenues. Medicaid is a countercyclical program, so during economic downturns more people lose income and will qualify for Medicaid at a time when it is difficult for states to support increased program spending. The Families First Coronavirus Response Act (FFCRA) provided a 6.2 percentage point increase in the federal share of Medicaid spending with requirements to maintain eligibility and provide continuous coverage for Medicaid enrollees. The FMAP [Federal Medical Assistance Percentages] increase included in the FFCRA was designed to provide broad fiscal relief to all states; however, the current level of aid may be small relative to state revenue losses and projected shortfalls, and the duration of the aid is not certain. [...] This brief examines how much fiscal relief states can expect from the increase in the FMAP under FFCRA under different assumptions about the duration of the relief, how the FMAP increase provides broad fiscal relief to states and the factors that affect how much relief is available across states."

Vaccination is Local: COVID-19 Vaccination Rates Vary by County and Key Characteristics
From the Introduction: "COVID-19 [coronavirus disease 2019] has disproportionately affected certain underserved and high-risk populations, including people of color, those with underlying health conditions, and those who are socioeconomically disadvantaged. Ensuring access to COVID-19 vaccines for these communities can help address the disparate health effects of the virus and achieve herd immunity. The Biden administration has identified vaccine equity as a priority, but states and local jurisdictions vary in how and the extent to which they prioritize equity. Given that vaccine roll-out in the U.S. is inherently local, understanding how vaccination rates vary at the local level is important for informing outreach efforts and addressing equity. Earlier CDC [Centers for Disease Control and Prevention] analysis [hyperlink] found that, as of early March, counties with high social vulnerability had lower vaccination rates than counties with low social vulnerability. This issue brief builds on that analysis by analyzing how vaccination rates to date vary by counties and identifying key county characteristics that are associated with higher or lower county vaccination rates."
