  From the Summary: "The estimated number of violent crimes in the nation increased for the second straight year, rising 4.1 percent in 2016 when compared with 2015 data, according to FBI figures released today. Property crimes dropped 1.3 percent, marking the fourteenth consecutive year the collective estimates for these offenses declined. The 2016 statistics show the estimated rate of violent crime was 386.3 offenses per 100,000 inhabitants, and the estimated rate of property crime was 2,450.7 offenses per 100,000 inhabitants. The violent crime rate rose 3.4 percent compared with the 2015 rate, and the property crime rate declined 2.0 percent. These and additional data are presented in the 2016 edition of the FBI's annual report Crime in the United States. This publication is a statistical compilation of offense, arrest, and police employee data reported by law enforcement agencies voluntarily participating in the FBI's Uniform Crime Reporting (UCR) Program. The UCR Program streamlined the 2016 edition by reducing the number of tables from 81 to 29, but still presented the major topics, such as offenses known, clearances, and persons arrested. Limited federal crime, human trafficking, and cargo theft data are also included. The UCR Program collects information on crimes reported by law enforcement agencies regarding the violent crimes of murder and nonnegligent manslaughter, rape, robbery, and aggravated assault as well as the property crimes of burglary, larceny-theft, motor vehicle theft, and arson. (Although the FBI classifies arson as a property crime, it does not estimate arson data because of variations in the level of participation by the reporting agencies."

  From the Press Release: "Today, the FBI is releasing the 2014 edition of its annual report Crime in the United States, a statistical compilation of offense, arrest, and police employee data reported voluntarily by law enforcement agencies that participate in the Bureau's Uniform Crime Reporting (UCR) Program. This latest report reveals that the estimated number of violent crimes reported by law enforcement to UCR's Summary Reporting System during 2014 decreased 0.2 percent when compared with 2013 data. And the estimated number of property crimes decreased 4.3 percent from 2013 levels. Here are some highlights from 'Crime in the United States, 2014': [1] There were an estimated 1,165,383 violent crimes (murder and non-negligent homicides, rapes, robberies, and aggravated assaults) reported by law enforcement. [2] Aggravated assaults accounted for 63.6 percent of the violent crimes reported, while robberies accounted for 28.0 percent, rape 7.2 percent, and murders 1.2 percent. [3] There were an estimated 8,277,829 property crimes (burglaries, larceny-thefts, and motor vehicle thefts) reported by law enforcement. Financial losses suffered by victims of these crimes were calculated at approximately $14.3 billion. [4] Larceny-theft accounted for 70.8 percent of all property crimes reported, burglary for 20.9 percent, and motor vehicle theft for 8.3 percent [5] Police made an estimated 11,205,833 arrests during 2014--498,666 for violent crimes, and 1,553,980 for property crimes. More than 73 percent of those arrested during 2014 were male. [6] The highest number of arrests was for drug abuse violations (1,561,231), followed by larceny-theft (1,238,190) and driving under the influence (1,117,852). What's new this year? For one, the 2014 publication includes the inaugural Federal Crime Data report, which contains traditional UCR data from a handful of federal agencies, as well as FBI arrest data on human trafficking, hate crimes, and criminal computer intrusions."

  "On December 2, 2015, the Criminal Justice Information Services Division's Advisory Policy Board (APB) approved the recommendation to sunset the traditional Summary Reporting System and replace it with the National Incident-Based Reporting System (NIBRS) by January 1, 2021. The Uniform Crime Reporting (UCR) Program's transition from summary to incident-based data will establish NIBRS as the national standard for crime reporting. [...] The path to better, more comprehensive data is clear and the FBI has worked diligently in 2016 to expand NIBRS and move toward making that more complete data a reality. In 2016: Fifty-six agencies began reporting NIBRS in response to the APB recommendation to retire the Summary Reporting System.   "Today the FBI released details on more than 5.6 million criminal offenses reported via the National Incident-Based Reporting System (NIBRS) in 2013. The Uniform Crime Reporting (UCR) Program's latest report, 'NIBRS 2013', provides a diverse scope of information about victims, known offenders, and relationships for 23 offense categories (including sex offenses). It also presents arrest data for those offense categories plus 11 more. Unlike data reported via the Summary Reporting System in Crime in the United States, data in NIBRS 2013 include all offenses within an incident, as well as additional aspects about each event such as location, time of day, and clearances. NIBRS 2013 also provides agency-level offense data by state; however, there are no estimates for agencies that did not submit NIBRS data to the UCR Program. In 2013, 6,328 law enforcement agencies, representing coverage for more than 92 million U.S. inhabitants, submitted NIBRS data. While not yet nationally representative, this coverage represents 34.4 percent of all law enforcement agencies that participate in the UCR Program."

  "Preliminary figures indicate that, as a whole, law enforcement agencies throughout the nation reported an increase of 1.2 percent in the number of violent crimes brought to their attention for 2012 when compared with figures reported for 2011. The violent crime category includes murder, forcible rape, robbery, and aggravated assault. Collectively, the number of property crimes in the United States in 2012 decreased 0.8 percent when compared with data from 2011. Property crimes include burglary, larceny-theft, and motor vehicle theft. Arson is also a property crime, but data for arson are not included in property crime totals. Figures for 2012 indicate that arson decreased 1.2 percent when compared with 2011 figures. The data presented in Tables 1 and 2 indicate the percent change in offenses known to law enforcement for 2012 compared with those for 2011 by population group and region, respectively. Table 3 reflects the percent change in offenses reported within the nation for consecutive years (each year compared with the prior year). Table 4 presents the number of offenses known to law enforcement for agencies with a resident population of 100,000 and over and that provided 12 months of complete data for 2012.   "The National Incident-Based Reporting System (NIBRS) was implemented to improve the quality of crime data collected by law enforcement by capturing detailed information on each single crime occurrence. Designed for law enforcement, the NIBRS has the flexibility to gather administrative facts on crime incidents as well as varied information about the victims, offenses, arrestees, and property involved in them. Accordingly, the offenses are categorized as Crimes Against Persons, Crimes Against Property, and Crimes Against Society.   "The National Incident-Based Reporting System, or NIBRS, was created in 1991 to improve the quantity and quality of crime data collected by law enforcement. It captures more detailed information of each single crime occurrence than the Uniform Crime Reporting (UCR) Program's traditional Summary Reporting System, collecting data on when and where crime takes place, what form it takes, and the characteristics of victims and perpetrators. NIBRS 2011, the first published compilation of annual data, represents crime data from calendar year 2011 reported by 5,880 law enforcement agencies around the nation, approximately 32 percent of all UCR agencies. The data includes information on incidents, offenses, victims, and known offenders for 46 specific crimes in 22 major offense categories. It captures data such as the age, sex, and race of victims, offenders, and arrestees; crime locations and times of day; and the type of weapons and force involved. "The Uniform Crime Reporting (UCR) Program collects data about both single-bias and multiple-bias hate crime incidents.   "Statistics released today by the Federal Bureau of Investigation revealed that 7,722 criminal incidents involving 9,080 offenses were reported in 2006 as a result of bias against a particular race, religion, sexual orientation, ethnicity/national origin, or physical or mental disability. Published by the FBI's Uniform Crime Reporting Program, Hate Crime Statistics, 2006, includes data from hate crime reports submitted by law enforcement agencies throughout the Nation. Analysis of the 7,720 single-bias incidents by bias motivation showed that 51.8 percent were motivated by a racial bias, 18.9 percent were motivated by a religious bias, 15.5 percent were triggered by a sexual-orientation bias, and 12.7 percent of the incidents were motivated by an ethnicity/national origin bias. One percent involved bias against a disability. There were 5,449 hate crime offenses classified as crimes against persons in 2006. Intimidations accounted for 46.0 percent, simple assaults for 31.9 percent, and aggravated assaults for 21.6 percent. Three murder and non-negligent manslaughter offenses, as well as 6 forcible rapes, were reported as hate crimes. Of the 3,593 hate crime offenses classified as crimes against property, the majority (81.0 percent) were acts of damage/destruction/vandalism. The remaining 19.0 percent of crimes against property consisted of robbery, burglary, larceny-theft, motor vehicle theft, arson, and other crimes. According to data for the 7,330 known offenders reported in 2006, 58.6 percent were white, and 20.6 percent were black. The race was unknown for 12.9 percent, and other races accounted for the remaining known offenders."

  "For the second consecutive year, the estimated number of violent crimes in the Nation increased, and for the fourth year in a row, the estimated number of property crimes decreased. According to statistics released today by the FBI, the estimated volume of violent crime increased 1.9 percent, and the estimated volume of property crime decreased 1.9 percent in 2006 when compared with 2005 figures. The estimated rate of violent crime was 473.5 occurrences per 100,000 inhabitants (a 1.0-percent increase when the 2006 and 2005 rates were compared), and the estimated rate of property crime was 3,334.5 per 100,000 inhabitants (a 2.8-percent decline). The FBI presented these data today in the 2006 edition of Crime in the United States, a statistical compilation of offense and arrest data as reported by law enforcement agencies throughout the Nation. The FBI collected these data via the Uniform Crime Reporting (UCR) Program. The UCR Program gathers offense data for violent and property crimes. Violent crimes are the offenses of murder and nonnegligent manslaughter, forcible rape, robbery, and aggravated assault; property crimes are the offenses of burglary, larceny-theft, motor vehicle theft, and arson. (Though the FBI classifies arson as a property crime, it does not estimate arson data because of variations in the level of participation at the agency level.   "On April 23, 1990, Congress passed the Hate Crime Statistics Act, which required the Attorney General to collect data 'about crimes that manifest evidence of prejudice based on race, religion, sexual orientation, or ethnicity.' The Attorney General delegated the responsibilities of developing the procedures for implementing, collecting, and managing hate crime data to the Director of the FBI, who in turn assigned the tasks to the Uniform Crime Reporting (UCR) Program. Under the direction of the Attorney General and with the cooperation and assistance of many local and state law enforcement agencies, the UCR Program created a hate crime data collection system to comply with the congressional mandate. The UCR Program's first publication on the subject was Hate Crime Statistics, 1990: A Resource Book, which was a compilation of hate crime data reported by 11 states that had collected the information under state authority in 1990 and were willing to offer their data as a prototype. The UCR Program continued to work with agencies familiar with investigating hate crimes and collecting related information so that it could develop and implement a more uniform method of data collection on a nationwide scale. Hate Crime Statistics, 1992, presented the first data reported by law enforcement agencies across the country that participated in UCR hate crime data collection."

  "Since it was established in 1930, the Uniform Crime Reporting (UCR) Program has been the starting place for law enforcement executives, students of criminal justice, researchers, members of the media, and the public at large seeking information on crime in the Nation. With Congress's passage of the Hate Crime Statistics Act of 1990, mandating the collection of those crimes that law enforcement has determined were motivated by the offenders' bias against a race, religion, ethnicity, sexual orientation, or disability, the Program has also become a leading source of information about hate crime. Published annually since 1992, Hate Crime Statistics is the byproduct of the joint effort between the FBI and the law enforcement agencies that identify and report hate crimes. This partnership and, ultimately, this publication serve as the cornerstone in raising the Nation's awareness about the occurrence of bias-motivated offenses. The publication has also become a statistical tool for those involved in the advocacy or the study of persons persecuted because of their inherent traits, such as the color of their skin, or the personal decisions they make, like what church they attend. Eleven of the 14 tables in this publication present various information about hate crime incidents, the types of offenses committed, and some aspects of the victims and the offenders. The remaining tables contain hate crime data aggregated by state or agency type and show the parameters of participation for law enforcement agencies that contributed data to the program."

  "Crime in the United States, 2004, a manifestation of this collaboration, offers an array of offense, arrest, and police employment data with national totals broken down by region, state, and agency. Narrative and tabular portions highlight national and regional trends identified in the reported figures for the year. Yet, the statistics included in this publication represent only a small percentage of the voluminous amount of information the Program captures and makes available to law enforcement and the public. This vast compilation of data serves a large and varied audience.   "The FBI's Uniform Crime Reporting (UCR) Program has been collecting statistics on crimes motivated by a bias against a race, religion, sexual orientation, or ethnicity/national origin since 1992 and against a disability since 1994. The hate crime data collection program is viewed by many as the essential first step toward quantifying these occurrences in our Nation. During 2003, nearly 12,000 law enforcement agencies identified 7,489 criminal incidents that were motivated by the offender's irrational antagonism toward some personal attribute associated with the victim. In 'Hate Crime Statistics, 2003', the FBI through its UCR hate crime data collection program publishes the data collected by these agencies about the 8,715 offenses, the 9,100 victims, and 6,934 offenders involved in these incidents."

  "Each year when Crime in the United States is published, many entities-news media, tourism agencies, and other groups with an interest in crime in our Nation-use reported figures to compile rankings of cities and counties. These rankings, however, are merely a quick choice made by the data user; they provide no insight into the many variables that mold the crime in a particular town, city, county, state, or region. Consequently, these rankings lead to simplistic and/or incomplete analyses that often create misleading perceptions adversely affecting cities and counties, along with their residents. To assess criminality and law enforcement's response from jurisdiction to jurisdiction, one must consider many variables, some of which, while having significant impact on crime, are not readily measurable nor applicable pervasively among all locales. Geographic and demographic factors specific to each jurisdiction must be considered and applied if one is going to make an accurate and complete assessment of crime in that jurisdiction. Several sources of information are available that may assist the responsible researcher in exploring the many variables that affect crime in a particular locale. The U.S. Census Bureau data, for example, can be used to better understand the makeup of a locale's population. The transience of the population, its racial and ethnic makeup, its composition by age and gender, educational levels, and prevalent family structures are all key factors in assessing and comprehending the crime issue."

  "The Uniform Crime Reporting Program is a nationwide, cooperative statistical effort of more than 17,000 city, county, and state law enforcement agencies voluntarily reporting data on crimes brought to their attention. During 2002, law enforcement agencies active in the UCR Program represented 93.4 percent of the total population as established by the Bureau of Census. The coverage amounted to 94.3 percent of the United States population in Metropolitan Statistical Areas (MSAs), 89.9 percent of the population in cities outside metropolitan areas, and 89.5 percent in rural counties. Since 1930, the FBI has administered the Uniform Crime Reporting Program and issued periodic assessments of the nature and type of crime in the Nation. The Program's primary objective is to generate a reliable set of criminal statistics for use in law enforcement administration, operation, and management; however, its data have over the years become one of the country's leading social indicators. The American public looks to Uniform Crime Reports for information on fluctuations in the level of crime, and criminologists, sociologists, legislators, municipal planners, the media, and other students of criminal justice use the statistics for varied research and planning purposes. Recognizing a need for national crime statistics, the International Association of Chiefs of Police (IACP) formed the Committee on Uniform Crime Records in the 1920s to develop a system of uniform police statistics."
