DoD's Collaborative Approach to Developing Biometrics Standards
"The Global War on Terrorism (GWOT) has heightened the need for technologies that can enhance homeland security, force protection, and counterterrorism measures, and in turn, can allow Department of Defense (DoD) organizations to readily identify 'friend or foe.' Biometric technologies will help promote these goals by assisting with greater interoperability, i.e., the ability to exchange and use information, in DoD systems. In this article, John D. Woodward, Jr., the former Director of the DoD Biometrics Management Office (BMO) from 2003 to 2005 outlines the DoD's collaborative approach for the development and establishment of biometric standards. Building on the DoD Biometrics Standards Development Recommended Approach and its conceptual framework, DoD's goals to encourage, facilitate, and ensure interoperability involving biometrics among DoD organizations. This article was originally published in the April/June 2004 edition of the Defense Standardization Program Journal and is included as a RAND reprint because its analysis is relevant to RAND's work for the U.S. Army."
