  "One strain of avian influenza currently identified in Asia and Europe is known as Influenza A/H5N1. Although it is a bird flu, it has infected a relatively small number of people - killing around 50% of those infected. Scientists are concerned that H5N1 may cause the next influenza pandemic. Flu pandemics have occurred cyclically, roughly between every 30 and 50 years. Since 1997, when the first human contracted H5N1 in Hong Kong, the virus has resurfaced and spread to more than a dozen countries in Asia and Europe - infecting more than 140 people and killing approximately half. Britain and Taiwan both reported avian flu cases of H5N1 in 2005. In the latter cases, the infected birds were identified as imports, and died in quarantine. A global influenza pandemic could have a number of consequences. Global competition for existing vaccines and treatments could ensue. Some governments might restrict the export of vaccines or other supplies in order to treat their own population. Some countries might face a shortage of vaccines, antiviral medication, or other medical equipment, because of limited global supply. Hospitality and airline industries, and international trade could be negatively impacted. If global travel and trade were to suddenly drop, there could be productivity losses and service disruptions. Essential workers might become ill or stay home out of fear of contracting the virus. Such workers could include law enforcement, medical personnel, mass transit drivers and engineers, and other crucial emergency personnel."

  "A strain of the avian influenza virus known as H5N1 threatens to develop into a human pandemic. First appearing in birds and humans in Hong Kong in 1997, the virus re-surfaced in late 2003 and since has spread throughout Asia, causing over 100 reported human deaths from Vietnam to Turkey and appearing in birds in Africa and Europe. The strain is considered particularly dangerous because of its human fatality rate to date of over 50% and because of the risk that the virus may develop the ability to pass efficiently between humans. This report focuses on the efforts of overseas governments to combat the spread of avian influenza, specifically on the response of those countries which have confirmed human deaths from the virus. As of April 2006, the vast majority of fatal and total cases have been in East Asia, including Vietnam (42/93), Indonesia (23/30), Thailand (14/22), China (11/16), and Cambodia (5/5). In 2006, human cases and deaths from H5N1 were newly reported in Azerbaijan (5/7), Turkey (4/12), Egypt (2/4) and Iraq (2/2). Appearance of the disease in animals has spurred prevention efforts on three continents, including the slaughter or vaccination of millions of domestic poultry."

  "U.S.-Thailand relations are of interest to Congress because of Thailand's status as a long-time military ally, a key country in the war against terrorism in Southeast Asia, and a significant trade and economic partner. A proposed U.S.-Thailand Free Trade Agreement (FTA), currently being negotiated, would require implementing legislation to take effect. However, the sudden resignation of Prime Minister Thaksin Shinawatra in April 2006 cast uncertainty on how these U.S. priorities and Thai politics in general would fare in the near future. Despite differences on Burma policy and human rights issues, shared economic and security interests have long provided the basis for U.S.-Thai cooperation. Bangkok and Washington coordinate closely on law enforcement, intelligence, and security cooperation. Thailand contributed troops and support for U.S. military operations in both Afghanistan and Iraq and was designated as a major non-NATO ally by President Bush in December 2003. Thailand's airfields and ports play a particularly important role in U.S. global military strategy, including having served as the primary hub of the relief effort for the Indian Ocean tsunami. The high-profile arrest of radical Islamic leader Hambali in a joint Thai-U.S. operation in 2003 underscores Thailand's role in the U.S.-led war on terrorism. If negotiations for an FTA are successful, the current U.S.-Thai bilateral trade total of $20 billion could rise considerably. Thailand is the United State's 19th largest trading partner."

  From the Document: "On March 11, a magnitude 9.0 earthquake jolted a wide swath of Honshu, Japan's largest island. The quake, with an epicenter located about 230 miles northeast of Tokyo, generated a tsunami that pounded Honshu's northeastern coast, causing widespread destruction in Miyagi, Iwate, Ibaraki, and Fukushima prefectures. As of May 23, over 15,188 deaths had been confirmed, with 8,742 missing and likely to be included in the final death toll. It appears that the tsunami, rather than the earthquake, caused nearly all the deaths. Entire towns were washed away; over 432,047 homes and 27,019 other buildings, as well as 3,700 roads were damaged or destroyed. With almost 40,000 U.S. troops stationed in Japan, the situation was unique in that U.S. forces and associated resources were located in close proximity to deal with the crisis. All services-- Army, Navy, Marine Corps, and Air Force--are present in Japan in various capacities. In addition, U.S. forces train regularly with their Japanese Self Defense Force (SDF) counterparts, including many humanitarian assistance and disaster relief exercises."

  This CRS report focuses on U.S. policy on North Korean human rights and refugees. "The passage of the reauthorization of the North Korean Human Rights Act in October 2008 (P.L.110-346) reasserted congressional interest in influencing the Bush Administration's policy toward North Korea. In addition to reauthorizing funding at original levels, the bill expresses congressional criticism of the implementation of the original 2004 law and adjusts some of the provisions relating to the Special Envoy on Human Rights in North Korea and the U.S. resettlement of North Korean refugees. Some outside analysts have pointed to the challenges of highlighting North Korea's human rights violations in the midst of the ongoing nuclear negotiations, as well as the difficulty in effectively reaching North Korean refugees as outlined in the law. Further, the law may complicate coordination on North Korea with China and South Korea.   "The economy of North Korea is of interest to Congress because the it provides the financial and industrial resources for Pyongyang to develop its military, constitutes an important "push factor" for potential refugees seeking to flee the country, creates pressures for the country to trade in arms and illegal drugs, is a rationale for humanitarian assistance, is tied to Pyongyang's program to develop nuclear energy and bombs, and creates instability that ultimately affects the economy of South Korea. The North Korean threat to sell nuclear weapons material could be driven in part by its need to generate export earnings. The dismal economic conditions also foster forces of discontent that potentially could turn against the Kim regime -- especially if knowledge of luxurious lifestyle of communist party leaders becomes better known or as the poor economic performance hurts even Pyongyang's elite. The North Korean economy also is a target of economic sanctions. Economic conditions in North Korea have been dismal for those out of the center of power. Mass starvation -- eased only by international food aid and other humanitarian assistance -- has stalked the countryside. With the termination of aid from Russia in the form of fuel and other raw materials at concessional prices, industrial production in North Korea has shrunk, from 60% of the economy in 1987 to 27% in 2002. The country has embarked on a program of economic reforms that include raising wages, allowing prices to better reflect market values, reducing dependence on rationing of essential commodities, less centralized control over factory operations, and opening foreign trade zones for international investment."

Ties have been complicated by deep political and economic instability in the wake of a September 2006 coup that displaced Prime Minister Thaksin Shinawatra, a popular but divisive figure who remains a flashpoint for many divisions within Thailand. The United States has removed the restrictions on aid imposed after the 2006 coup, but questions remain about how relations will fare as Bangkok seeks political stability. Thailand has long been seen as a stable model of democracy and economic development, but its politics have more recently been dominated by battles between populist forces led by Thaksin (now in exile) and his opponents, a mix of conservative royalists and military figures, and other Bangkok elites. Despite his exile, pro-Thaksin political parties have won both nationwide elections since his ouster, and the current government is led by his younger sister, Yingluck Shinawatra. […] Under the Obama Administration, the United States has prioritized engagement with Southeast Asia. With its favorable geographic location and broad-based economy, Thailand has traditionally been considered among the most likely countries to play a major leadership role in the region and has been an aggressive advocate of increased economic integration.   "Since September 2001, the United States has been concerned with radical Islamist groups in Southeast Asia, particularly those in the Philippines, Indonesia, Malaysia, Thailand, and Singapore that are known to have ties to the Al Qaeda terrorist network. Southeast Asia is a base for past, current, and possibly future Al Qaeda operations. For nearly fifteen years, Al Qaeda has penetrated the region by establishing local cells, training Southeast Asians in its camps in Afghanistan, and by financing and cooperating with indigenous radical Islamist groups. Indonesia and the southern Philippines have been particularly vulnerable to penetration by anti-American Islamic terrorist groups. Members of one indigenous network, Jemaah Islamiyah (JI), with extensive ties to Al Qaeda, are known to have helped two of the September 11, 2001 hijackers and have confessed to plotting and carrying out attacks against Western targets. [...] To combat the threat, the Bush Administration has pressed countries in the region to arrest suspected terrorist individuals and organizations, deployed over 1,000 troops to the southern Philippines to advise the Philippine military in their fight against the violent Abu Sayyaf Group, launched a Regional Maritime Security Initiative to enhance security in the Straits of Malacca, increased intelligence sharing operations, restarted military-military relations with Indonesia (including restoring International Military Education and Training [IMET]), and provided or requested from Congress over $1 billion in aid to Indonesia and the Philippines."

  "The post-World War II U.S.-Japan alliance has long been an anchor of the U.S. security role in East Asia. The alliance, with its access to bases in Japan, where about 53,000 U.S. troops are stationed, facilitates the forward deployment of U.S. military forces in the Asia-Pacific, thereby undergirding U.S. national security strategy. For Japan, the alliance and the U.S. nuclear umbrella provide maneuvering room in dealing with its neighbors, particularly China and North Korea. […] Following the September 11, 2001 terrorist attacks, Japan made its first-ever military deployments in non-combat support of U.S. and allied forces in Afghanistan. In 2004 Tokyo sent non-combat troops to Iraq, despite considerable domestic opposition. In 2005 the United States and Japan announced a sweeping new agreement to strengthen military cooperation. The plan calls for U.S. forces to be realigned and Japan to take on a more active (non-combat) role in maintaining regional and global security. The ruling party's historic defeat in Upper House elections in July 2007 may slow some of this cooperation. As Prime Minister Yasuo Fukuda attempts to restore his party's leadership, some of Koizumi and Abe's platform may be placed on hold. […] Japan is one of the United States' most important economic partners. […] Bilateral trade friction has decreased in recent years, partly because U.S. concern about the trade deficit with Japan has been replaced by concern about a much larger deficit with China.   "Since late 2008, relations between the United States and South Korea (known officially as the Republic of Korea, or ROK) have been arguably at their best state in decades. By the middle of 2010, in the view of many in the Obama Administration, South Korea had emerged as the United States' closest ally in East Asia. Of all the issues on the bilateral agenda, Congress has the most direct role to play in the proposed Korea-U.S. Free Trade Agreement (KORUS FTA). Congressional approval is necessary for the agreement to go into effect. In early December 2010, the two sides announced they had agreed on modifications to the original agreement, which was signed in 2007. South Korea accepted a range of U.S. demands designed to help the U.S. auto industry and received some concessions in return. In the United States, the supplementary deal appears to have changed the minds of many groups and Members of Congress who previously had opposed the FTA, which is now expected to be presented to the 112th Congress in 2011. If Congress approves the agreement, it would be the United States' second-largest FTA, after the North American Free Trade Agreement (NAFTA). […] The United States maintains about 28,500 troops in the ROK. Since 2009, the two sides have accelerated steps to transform the U.S.-ROK alliance's primary purpose from one of defending against a North Korean attack to a regional and even global partnership. Washington and Seoul have announced a 'Strategic Alliance 2015' plan to relocate U.S. troops on the Peninsula and boost ROK defense capabilities. Some Members of Congress have criticized the relocation plans."

The alliance facilitates the forward deployment of about 36,000 U.S. troops and other U.S. military assets in the Asia-Pacific, thereby undergirding U.S. national security strategy in the region. For Japan, the alliance and the U.S. nuclear umbrella provide maneuvering room in dealing with its neighbors, particularly China and North Korea. When a devastating earthquake and tsunami hit Japan on March 11, 2011, U.S.-Japan relations were stable but still recovering from a difficult period in 2009-2010. The Democratic Party of Japan's (DPJ's) landslide victory in the August 2009 elections for the Lower House of Japan's legislature marked the end of an era in Japan; it was the first time Japan's Liberal Democratic Party (LDP) was voted out of office. The LDP had ruled Japan virtually uninterrupted since 1955. Since the resignation of the DPJ's first prime minister, Yukio Hatoyama, in June 2010, bilateral relations have been smoother under the leadership of Naoto Kan and Yoshihiko Noda. The party appears to have shifted its strategic thinking after a series of provocations from North Korea and indications of growing assertiveness from the Chinese military in disputed waters in 2010. The massive and immediate relief provided by the United States following the March 11 disaster bolstered the relationship further."

  "Although the U.S.-Japan alliance is often labeled as 'the cornerstone' of security in the Asia Pacific region, local concerns about the U.S. military presence on the Japanese island of Okinawa have challenged the management of the alliance for decades. The Japanese archipelago serves as the most significant forward-operating platform for the U.S. military in the region; approximately 38,000 military personnel, 43,000 dependents, and 5,000 DOD civilian employees live in Japan. With the United States pledging to rebalance its defense posture towards Asia, the uncertainty surrounding the medium and long-term presence of American forces on Okinawa remains a critical concern for national security decision-makers. Due to the legacy of the U.S. occupation and the island's key strategic location, Okinawa hosts a disproportionate share of the continuing U.S. military presence. About 25% of all facilities used by U.S. Forces Japan and about half of the U.S. military personnel are located in the prefecture, which comprises less than 1% of Japan's total land area. Many observers assert that Tokyo has failed to communicate effectively to Okinawans the necessity and benefits of the alliance. However, Okinawa has received millions of dollars in subsidies from the central government in exchange for the burden of hosting U.S. troops. This year, Tokyo awarded a large amount to Okinawa for the prefecture's economic development plan. […] The arrangement was designed to reduce the local community's burden of hosting a loud air base that has generated safety concerns and, eventually, to return control of the Futenma land to local authorities as a way to boost economic development in the area. The controversy surrounding relocation of MCAS [Marine Corps Air Station] Futenma has overshadowed progress in the largely successful implementation of other elements of the realignment agreement."

  "After a period of diplomatic rancor earlier this decade, Japan and China have demonstrably improved their bilateral relationship. The emerging détente includes breakthrough agreements on territorial disputes, various high-level exchanges, and reciprocal port calls by naval vessels. Over the past ten years, China-Japan economic interdependence has grown as trade and investment flows have surged. China -Japan economic ties serve as an anchor for the overall bilateral relationship and have become the center of a robust East Asian trade and investment network. On the other hand, military strategists on each side remain wary of each other's motives.   "The Chosen Soren (Chongryun in Korean), a group of pro-Pyongyang ethnic Koreans permanently residing in Japan, has come under heightened scrutiny as U.S. and Japanese policy makers seek new ways to stop North Korea's nuclear weapons program. With the six-party talks currently at a standstill, the United States and its allies are seeking ways to pressure economically and politically the Pyongyang regime to abandon its nuclear weapons program. The Chosen Soren organization has long supported North Korea by facilitating trade, remitting cash donations, establishing personal contacts, and possibly coordinating illicit transfers of narcotics and weapon parts. Japanese officials have recently indicated more willingness to crack down on Chosen Soren's illegal activities. U.S. officials may be prepared to cooperate with Japan in dealing with the organization as part of a broader strategy of influencing North Korean actions. […] This report provides a background on Chosen Soren and its membership in Japan and explores its relationship with the Japanese government. It goes on to discuss documented links, both legal and illegal, with the North Korean government, including weapons, drugs, and cash transfers. A third section outlines changes to Japan's policy towards Chosen Soren, ranging from taxation policy to shipping surveillance to restructured credit unions. The report concludes with a brief discussion of possible options for Congress and U.S. officials. This report will be updated as necessary."

  "The post-World War II U.S.-Japan alliance has long been an anchor of the U.S. security role in East Asia. The alliance, with its access to bases in Japan, where about 53,000 U.S. troops are stationed, facilitates the forward deployment of U.S. military forces in the Asia-Pacific, thereby undergirding U.S. national security strategy. For Japan, the alliance and the U.S. nuclear umbrella provide maneuvering room in dealing with its neighbors, particularly China and North Korea. […] The ruling party's historic defeat in Upper House elections in July 2007 may slow some of this cooperation. As Prime Minister Yasuo Fukuda attempts to restore his party's leadership, some of Koizumi and Abe's platform may be placed on hold. If political jockeying weakens Tokyo's focus on U.S.-Japan relations as an aging Japanese population demands more attention to domestic economic issues, the U.S.- Japan relationship may struggle to maintain its momentum of the past several years. Japan is one of the United States' most important economic partners. Outside of North America, it is the United States' largest export market and second-largest source of imports. Japanese firms are the United States' second-largest source of foreign direct investment, and Japanese investors are by far the largest foreign holders of U.S. treasuries, helping to finance the U.S. deficit and reduce upward pressure on U.S. interest rates. Bilateral trade friction has decreased in recent years, partly because U.S. concern about the trade deficit with Japan has been replaced by concern about a much larger deficit with China. The exception was U.S. criticism over Japan's decision in 2003 to ban imports of U.S. beef, which have since resumed."

By the middle of 2010, in the view of many in the Obama Administration, South Korea had emerged as the United States' closest ally in East Asia. Of all the issues on the bilateral agenda, Congress has the most direct role to play in the proposed Korea-U.S. Free Trade Agreement (KORUS FTA). Congressional approval is necessary for the agreement to go into effect. Presidents Obama and Lee Myung-bak have announced their desire to resolve U.S. concerns over market access for autos and beef by the time they meet again in Seoul during the November 2010 Group of 20 (G-20) meeting. Obama said that he intends 'in the few months' after the November meeting to present Congress with the KORUS FTA's implementing legislation. If approved, the agreement would be the second largest FTA market in which the United States participates, after the North American Free Trade Agreement (NAFTA). The two countries' coordination over policy towards North Korea has been particularly close. The Obama and Lee Administrations have adopted a medium-to-longer-term policy of 'strategic patience' that involves three main elements: refusing to return to the Six-Party Talks without an assurance from North Korea that it would take 'irreversible steps' to denuclearize; gradually attempting to alter China's strategic assessment of North Korea; and using Pyongyang's provocations as opportunities to tighten sanctions against North Korean entities."

  "Since late 2008, relations between the United States and South Korea (known officially as the Republic of Korea, or ROK) have been arguably at their best state in decades. Much of the current closeness between Seoul and Washington is due to the policies undertaken by President Lee Myung-bak, who will leave office at the end of February 2013. His successor, Park Geunhye, is another conservative leader who is expected to maintain strong ties to the United States. However, while the overall U.S.-South Korean relationship is expected to remain healthy under Park, she also has hinted at policy moves--particularly with respect to North Korea and civilian nuclear cooperation--that could strain bilateral ties. Members of Congress tend to be interested in South Korea-related issues because of bilateral cooperation over North Korea, the U.S.-South Korea alliance, South Korea's growing importance in various global issues, deep bilateral economic ties, and the interests of many Korean-Americans. The 112th Congress held over 15 hearings directly related to South and North Korea."

  From the Document: "With almost 40,000 U.S. troops stationed in Japan, the March 11, 2011, earthquake and tsunami is unique in that U.S. forces and associated resources were located in close proximity to deal with the crisis. All services--Army, Navy, Marine Corps, and Air Force--are present in Japan in various capacities. In addition, U.S. forces train regularly with their Japanese Self Defense Force (SDF) counterparts, including many humanitarian assistance and disaster relief exercises. With 100,000 SDF troops called up to respond to the disaster, U.S. forces were able to coordinate their efforts almost immediately to provide support for the Japanese responders. Within five days of the earthquake, the SDF had deployed 76,000 personnel (45,000 ground, 31,000 air and maritime); 194 rotary aircrafts and 322 fixed-wings; and 58 ships. As of March 16, the SDF had rescued 19,300 people, in addition to supporting activities at the troubled nuclear reactors."

[...] The Obama and Lee Administrations have adopted a medium-to-longer-term policy of 'strategic patience' that involves four main elements: refusing to return to the Six-Party Talks without an assurance from North Korea that it would take 'irreversible steps' to denuclearize; gradually attempting to alter China's strategic assessment of North Korea; using Pyongyang's provocations as opportunities to tighten sanctions against North Korean entities; and insisting that significant multilateral and U.S. talks with North Korea must be preceded by improvements in North-South Korean relations. Lee, in turn, has linked progress in many areas of North-South relations to progress in denuclearizing North Korea. The United States maintains about 28,500 troops in the ROK [Republic of Korea]. Since 2009, the two sides have accelerated steps to transform the U.S.-ROK alliance's primary purpose from one of defending against a North Korean attack to a regional and even global partnership. Washington and Seoul have announced a 'Strategic Alliance 2015' plan to relocate U.S. troops on the Peninsula and boost ROK defense capabilities. Some Members of Congress have criticized the relocation plans. Much of the current closeness between Seoul and Washington is due to President Lee. It is unclear how sustainable many of his policies will be, particularly into 2012, when South Koreans will elect a new president and a new legislature. Bilateral coordination will be particularly tested if South Korea's left-of-center groups, which gained significant momentum in 2011 and which bitterly oppose much of Lee's agenda, retake the presidency and/or the National Assembly."

  "Singapore's heavy dependence on international trade makes regional stability and the free flow of goods and services essential to its existence. As a result, the island nation is a firm supporter of both U.S. international trade policy and the U.S. security role in Asia, but also maintains close relations with China. The U.S.-Singapore Free Trade Agreement (FTA) went into effect in January 2004, and trade has burgeoned. [...] As one of the closest U.S. partners in ASEAN [Association of Southeast Asian Nations], Singapore is one of the strongest supporters of closer American engagement in Southeast Asia. Maintaining positive relations with both China and the United States is a keystone of Singapore's foreign policy. Singapore often portrays itself as a useful balancer and intermediary between major powers in the region. China's economic power makes it a crucial component of trade policy for all countries in the region, but Singapore's ties with Beijing are multifaceted and extend to cultural, political, and educational exchanges as well. Singapore adheres to a one-China policy, but has an extensive relationship with Taiwan and has managed it carefully to avoid jeopardizing its strong relations with Beijing. In 2010, Singapore was the 13h largest U.S. trading partner with $46.6 billion in total two-way goods trade, and a substantial destination for U.S. foreign direct investment. It is frequently ranked as one of the world's freest economies--the Heritage Foundation's 2011 Index of Economic Freedom ranked Singapore second, behind only Hong Kong. In addition to trade, mutual security interests strengthen ties between Singapore and the United States. A formal strategic partnership agreement outlines access to military facilities and cooperation in counterterrorism, counter-proliferation of weapons of mass destruction, joint military exercises, policy dialogues, and shared defense technology."

  "The increased international attention given to the situation of North Koreans seeking refuge, primarily in China, has led Congress to take a greater interest in the refugee situation and the underlying causes within North Korea and across its borders. Food shortages, persecution, and human rights abuses have prompted thousands and perhaps hundreds of thousands of North Koreans to go to China where they often become victims of further abuse, neglect, and lack of protection. Those who remain in North Korea […] also continue to suffer from a lack of food and other basic humanitarian provisions. […] North Korea has been viewed as a threat to U.S. interests for a number of important security reasons that go well beyond refugee concerns and human rights issues. These include the pursuit of nuclear weapons and missile programs; a history of proliferating missiles; reported threats to export parts of its self-declared nuclear arsenal; and possible possession of chemical and biological weapons programs. North Korea is also on the U.S. list of states that sponsor terrorism. Amid an atmosphere of continuing tensions over North Korea's nuclear program, the potential remains for worsening humanitarian conditions and a possible increase in North Koreans fleeing the country. The situation raises the questions of what more, if anything, can and should be done -- by the United States and the international community -- not only to focus attention on the abuses of the DPRK regime, but to alleviate the suffering of North Koreans."

  From the Document: "This paper examines the prospects for Japan pursuing a nuclear weapons capability by assessing the existing technical infrastructure of its extensive civilian nuclear energy program. It explores the range of challenges that Japan would have to overcome to transform its current program into a military program. Presently, Japan appears to lack several of the prerequisites for a full-scale nuclear weapons deterrent: expertise on bomb design, reliable delivery vehicles, an intelligence program to protect and conceal assets, and sites for nuclear testing. […]. Any reconsideration and/or shift of Japan's policy of nuclear abstention would have significant implications for U.S. policy in East Asia. In this report, an examination of the factors driving Japan's decision-making--most prominently, the strength of the U.S. security guarantee--analyzes how the nuclear debate in Japan affects U.S. security interests in the region. Globally, Japan's withdrawal from the Nuclear Non-Proliferation Treaty (NPT) would damage the world's most durable international non-proliferation regime. […]. Bilaterally, assuming that Japan made the decision without U.S. support, the move could indicate a lack of trust in the U.S. commitment to defend Japan. An erosion in the U.S.-Japan alliance could upset the geopolitical balance in East Asia, a shift that could strengthen China's position as an emerging hegemonic power.   "The Financial Services and General Government (FSGG) appropriations bill includes funding for the Department of the Treasury, the Executive Office of the President (EOP), the judiciary, the District of Columbia, and 26 independent agencies. Among the independent agencies funded by the bill are the General Services Administration (GSA), the Office of Personnel Management (OPM), the Small Business Administration (SBA), the Security and Exchange Commission (SEC), and the United States Postal Service (USPS). On February 14, 2011, President Obama issued his FY2012 budget request. The request included a total of $49.68 billion for agencies funded through the Financial Services and General Government (FSGG) appropriations bill, an increase of $3.24 billion over FY2010 enacted appropriations and $4.93 billion over FY2011 enacted levels. For each title of the regular FSGG appropriations bill, Table 1 lists the enacted amounts for FY2010, the President's FY2011 request, enacted amounts for FY2011, and the President's FY2012 request. FY2011 enacted amounts may be revised as additional information becomes available."
