U.S. Special Operations Command (USSOCOM) has about 70,000 Active Duty, National Guard, and reserve personnel from all four services and Department of Defense (DOD) civilians assigned to its headquarters, its four service component commands, and eight sub-unified commands. In 2013, based on a request from USSOCOM (with the concurrence of Geographic and Functional Combatant Commanders and the Military Service Chiefs and Secretaries), the Secretary of Defense assigned command of the Theater Special Operations Commands (TSOCs) to USSOCOM. USSOCOM has the responsibility to organize, train, and equip TSOCs. While USSOCOM is responsible for the organizing, training, and equipping of TSOCs, the Geographic Combatant Commands will have operational control over the TSOCs. Because the TSOCs are now classified as sub-unified commands, the services are responsible to provide non-SOF support to the TSOCs in the same manner in which they provide support to the Geographic Combatant Command headquarters. [...] USSOCOM's FY2022 budget request was for $12.6 billion, representing a decrease of $495 million (4%) of the FY2021-enacted position of $13.1 billion. A potential issue for Congress includes potential implications of the Ukraine Conflict for U.S. SOF."

[...] On November 18, 2020, Acting Secretary of Defense Christopher Miller announced that he was implementing the reforms outlined in Section 922 of the Fiscal Year 2017 National Defense Authorization Act by 'elevating Special Operations forces to a level on par with military departments as authorized and directed by Congress.' On May 5, 2021, Secretary of Defense Lloyd Austin reversed Acting Secretary of Defense Christopher C. Miller's 2020 decision and returned the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict (ASD [SOLIC]) to the control of the Under Secretary of Defense for Policy (USD [P]). Potential issues for Congress include policy concerns relating to Secretary of Defense Austin's decision to reverse Acting Secretary of Defense Miller's 2020 policy decision and the status of DOD's review of DOD and USSOCOM support to the Central Intelligence Agency (CIA)."

The 2014 QDR calls for 3,700 personnel to be added to USSOCOM's current strength but falls short of the 72,000-person goal set by the 2010 QDR. The 2014 QDR also places heavy emphasis on USSOCOM's role in counterterrorism operations. Beyond this, the QDR offers little detail as to how these additional personnel will be allocated and how the counterterror mandate will be accomplished. USSOCOM's FY2015 budget request was $9.913 billion--a 4% reduction over the $10.409 billion FY2013 budget request. This includes both the Base Budget and Overseas Contingency Operation (OCO) funding. Potential issues for Congress include possible greater clarification of the 2014 QDR's implications for USSOCOM and U.S. SOF and recent events in Crimea and the rest of Ukraine. In February 2013, based on a request from USSOCOM and the concurrence of Geographic and Functional Combatant Commanders and Military Service Chiefs and Secretaries, the Secretary of Defense reassigned the Theater Special Operations Commands (TSOCs) to USSOCOM. This means that USSOCOM now has the responsibility to organize, train, and equip TSOCs as it previously had for all assigned SOF units. While USSOCOM is now responsible for the organizing, training, and equipping of TSOC s, the Geographic Combatant Commands will continue to have operational control over the TSOCs. The current Unified Command Plan (UCP) stipulates USSOCOM is responsible only for synchronizing planning for global operations to combat terrorist networks. This limits its ability to conduct activities designed to deter emerging threats, build relationships with foreign militaries, and potentially develop greater access to foreign militaries. USSOCOM is proposing changes that would, in addition to its current responsibilities, include the responsibility for deploying and, when directed, employing SOF globally with the approval of the Geographic Combatant Command. In March 2013, Secretary of Defense Chuck Ha gel directed a DOD-wide Strategic Choices Management Review (SCMR). SCMR proposals include a possible reduction of USSOCOM and Service Component Headquarters by as much as 20%, a reduction in headquarters intelligence staff and capabilities, and possible reductions to SOF force structure."

"Special Operations Forces (SOF) play a significant role in U.S. military operations, and the Administration has given U.S. SOF greater responsibility for planning and conducting worldwide counterterrorism operations. U.S. Special Operations Command (USSOCOM) has close to 60,000 active duty, National Guard, and reserve personnel from all four services and Department of Defense (DOD) civilians assigned to its headquarters, its four components, and one sub-unified command. The 2010 Quadrennial Defense Review (QDR) directs increases in SOF force structure, particularly in terms of increasing enabling units and rotary and fixed-wing SOF aviation assets and units. [...] The National Defense Authorization Act for FY2012 (P.L. 112-81) authorized $10.4 billion for USSOCOM and contained a number of provisions. The provisions include a review of USSOCOM's dry combat submersible programs; a prohibition on obligating funds for aviation foreign internal defense programs; establishment of an annual requirement for enabling forces; a study of SOF training ranges; re-designation of military information support operations; and a study on USSOCOM sub-unified command structure. [...] On January 5, 2012, the Administration unveiled its new strategic guidance refocusing U.S. strategic efforts to the Pacific and the Middle East and, at the same time, proposing significant cuts to ground forces. While there are presently few specifics known, this new strategic direction has the potential to significantly impact U.S. SOF. Of potential concern to Congress is that with fewer general purpose forces, SOF operational tempo might increase. While DOD maintains that it is willing to increase its investment in SOF, there are limitations on expansion because of stringent qualification and training standards. In addition, little is known about how SOF would be employed under this new strategy and if it even has the ability to take on new mission requirements. The further downsizing of ground forces (Army and Marines) also brings up concerns that the services might be hard-pressed to establish and dedicate enabling units needed by USSOCOM while at the same time adequately supporting general purpose forces. An examination of proposed force structure in relation to anticipated requirements for enabling forces could prove useful to Congress. This report will be updated."

These SOF raids have been characterized as being highly successful, even though on some occasions they have resulted in civilian casualties. U.S. SOF have been given the mission of training Afghan Civil Order Police. A more controversial mission involves up to 23 Special Forces Operational Detachments -- Alphas (ODAs) training local militias in remote areas of Afghanistan to fill a security void. Potential issues for congressional consideration include how command relationships and rules of engagement are affecting special operations in Afghanistan and whether training police and militias is the best use of U.S. SOF."

"Special Operations Forces (SOF) play a significant role in U.S. military operations and the Administration has given U.S. SOF greater responsibility for planning and conducting worldwide counterterrorism operations. The progress of mandated SOF growth, possible equipment and logistical shortfalls, and SOF's role in irregular warfare (IW) are potential policy issues for congressional consideration. This report will be updated as events warrant. […] While SOF non-permissive raids into Pakistan and other countries are well within its capabilities, such operations may not be in its best self-interest. These raids may in fact kill insurgents and their leaders, disrupt their operations, and send the message that there is no sanctuary for them but such raids might also make it more difficult for SOF to conduct 'indirect operations.' SOF indirect operations, such as training foreign militaries--like Pakistan's Frontier Corps--have proven successful in the Philippines and in Colombia, but are very dependent on 'strong, longterm ties to foreign militaries' and the host nation's government. Given Pakistan's reaction to the September 2008 unsanctioned raid into South Waziristan, U.S. leaders may wish to consider that further efforts could imperil long-term indirect SOF efforts to train Pakistani forces to assist in defeating insurgents in the tribal and border regions--a key operational requirement for stability in Afghanistan."
