  From the Document: "Which issues are, or will be, on voters' minds as they enter the voting booth on or before November 3rd? Candidates Trump and Biden have stressed quite distinct issues throughout the campaign. The Democrat, Joe Biden, has sought to maintain a focus on the President's handling of the COVID-19 [coronavirus disease 2019] pandemic, claiming that Donald Trump is undermining Americans' healthcare with his COVID-19 response. He also has accentuated Trump's efforts to revoke the Affordable Care Act, and the issue of systemic racism. President Trump, the Republican, has emphasized starkly different issues, particularly law and order and the economy, while seeking to avoid focus on the COVID-19 pandemic. But to what extent are the campaigns succeeding in framing the election according to their preferred emphases? In this report, we present results from our September and October survey waves in which we asked respondents to name the most important problems (MIPs) facing the nation. We investigate overall responses, as well as differences across individual states and demographic subgroups."

• Pandemic's Impact on State Revenues Less Than Earlier Expected but Still Severe

  From the Document: "The pandemic's impact on state revenues this spring was smaller than the historical record predicted. Nevertheless, states, localities, tribal nations, and U.S. territories like Puerto Rico still face large shortfalls for this fiscal year and the next in funding schools, health care, and other basic public services. They desperately need more federal aid to avoid more layoffs and other cuts that would further weaken the economy, increase hardship, and worsen racial and class inequities. State and local revenues have fallen as the pandemic has forced businesses to close or scale back, costing millions of jobs. Sales taxes, a major revenue source for states and, to a lesser extent, localities, have fallen especially sharply. Income taxes -- states' other primary revenue source -- are also down, as are revenues from gasoline taxes and other lesser sources. As a result, states and localities have furloughed or laid off 1.2 million workers to date, far more than the 750,000 that lost their jobs during the Great Recession. They've also imposed spending cuts that diminish the reach and quality of public services. Georgia, for example, cut K-12 [kindergarten-12th grade] funding by nearly $1 billion, and California cut higher education by roughly the same amount. Because many states are operating under budgets they know are unrealistic, more cuts -- likely leading to more layoffs, tuition hikes, and reductions in public services -- are coming unless the federal government steps up."

[...] In this report, we provide preliminary evidence regarding one aspect of the relationship between the ongoing pandemic and the 2020 election. Specifically, we ask about the degree to which vote choice is associated with attitudes and behaviors regarding the pandemic, and whether the pandemic may be making voters who would otherwise be likely to support Donald Trump for re-election reluctant to do so. Throughout, our analysis is restricted to likely participants in the two-party contest this November - that is, respondents who say they are registered to vote, are very likely to vote in the 2020 election or have already voted, and are supporting Joe Biden, Donald Trump, or are undecided."

We found a remarkably consistent picture of public opinion: respondents prefer state governments over the federal government when it comes to COVID-19 [coronavirus disease 2019]. Out of 8 waves in 50 states & DC - a total of 408 surveys at the state level - in 402 state-level surveys more people in the state felt the state government was reacting 'about right' to the COVID-19 outbreak as compared to the federal government; and only 6 times did people in a state choose the federal government over their state government."

• Effects of Large Group Meetings on the Spread of COVID-19: The Case of Trump Rallies

  From the Abstract: "We investigate the effects of large group meetings on the spread of COVID-19 [coronavirus disease 2019] by studying the impact of eighteen Trump campaign rallies. To capture the effects of subsequent contagion within the pertinent communities, our analysis encompasses up to ten post-rally weeks for each event. Our method is based on a collection of regression models, one for each event, that capture the relationships between post-event outcomes and pre-event characteristics, including demographics and the trajectory of COVID-19 cases, in similar counties. We explore a total of 24 procedures for identifying sets of matched counties. For the vast majority of these variants, our estimate of the average treatment effect across the eighteen events implies that they increased subsequent confirmed cases of COVID-19 by more than 250 per 100,000 residents. Extrapolating this figure to the entire sample, we conclude that these eighteen rallies ultimately resulted in more than 30,000 incremental confirmed cases of COVID-19. Applying county-specific post-event death rates, we conclude that the rallies likely led to more than 700 deaths (not necessarily among attendees)."

This paper is organized into four sections. First, this paper described the outbreak of COVID-19 in Seoul from January to August 2020 and the Seoul city's response over time. Second, the background of Alliance for Multilateralism and inter-city cooperation in accordance with the changes in the international situation due to COVID-19 was explained. This review focused on select Veterans Crisis Line (VCL) operations ranging from contingency planning to quality metrics and lessons learned. The VCL is organizationally aligned under the VHA Office of Mental Health and Suicide Prevention and operates 24 hours per day and 7 days per week, with call centers in Canandaigua, New York; Atlanta, Georgia; and Topeka, Kansas. [...] As COVID-19 evolved, many Americans, including veterans, experienced a range of negative effects from fear and social isolation to unemployment and financial insolvency. Because of these and other stressors associated with the pandemic, an increase in the volume of incoming VCL calls, chats, and texts was expected. [...] Overall, VCL leaders repeatedly expressed that although initially reluctant, the transition to telework had improved staff morale and decreased unplanned leave usage, as well as positioned the VCL to recruit additional staff and enhance future services operations.   From the Summary: "This document provides an overview of the key aspects related to the initial phases following the introduction of one or more COVID-19 [coronavirus disease 2019] vaccines in the European Union and European Economic Area (EU/EEA) and the United Kingdom (UK). The aim is to support but not define EU policy on COVID-19 vaccination. [...] COVID-19, caused by the virus SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2], is a new disease, and no vaccine is yet available for it, posing great challenges to the early development of national vaccination strategies. Patterns of exposure to SARS-CoV-2, as well as the incidence, burden and geographical distribution of COVID-19, will influence choices about vaccine deployment. There is currently a lack of certainty and knowledge about the characteristics of COVID-19 vaccines that could become available in the EU/EEA and the UK, as well as remaining gaps in the scientific knowledge of the virus and the disease. Vaccination plans and strategies will therefore need to be adapted as more information becomes available. Once vaccines against COVID-19 are available, their supply is likely to be limited, at least initially. Supply capacity, both initially and over time, will thus determine vaccine usage and delivery prioritisation.   From the Overview: "The COVID-19 [coronavirus disease 2019] pandemic is exacerbating the threat of violent extremism by providing new opportunities, motivations, and capabilities to violent extremists. The virus has created anger, fear, social isolation, and profound uncertainty about the future, These factors have contributed to more online activity, and have increased the attractiveness of ideologies that promise 'certainty.' Concurrent crises exacerbate these challenges, all at a time when first responders are stretched thinly and adapting operations to the pandemic, likely complicating responses to violent extremist and terrorist attacks. This brief introduces this aspect of this challenge. It is a small part of a larger, mixed-methods study that aims to provide the first responder community with operationally relevant insights on COVID-19."

  From the Introduction: "The Massachusetts Department of Public Health (MDPH) leads the planning, distribution, and implementation efforts of the Massachusetts COVID-19 [coronavirus disease 2019] Vaccination Program (MCVP). The MCVP will build on the Department's experience and strong existing foundation, which currently supports the distribution of over 3 million doses of vaccine annually to more than 1,000 health care provider sites. MDPH launched its internal COVID-19 Vaccine Planning Structure on August 13, 2020, engaged critical partners across MDPH, and identified external partners to guide this effort to ensure all Massachusetts citizens have access to COVID-19 vaccine in a safe and timely manner. On October 7, 2020, the Baker-Polito Administration announced a COVID-19 Vaccine Advisory Group to inform MDPH's planning to distribute a safe and effective COVID-19 vaccine. This work will be conducted with an equity lens to ensure distribution to the critical populations considered most vulnerable. Planning will include coordination with the federally-recognized Tribal Nations."

  From the Introduction: "Texas Department of State Health Services (DSHS) will manage COVID-19 [coronavirus disease 2019] vaccine distribution in accordance with the recommendations of the Center for Disease Control and Prevention's (CDC) Advisory Committee on Immunization Practices (ACIP). To build a robust base of providers, DSHS will initiate an outreach campaign to potential COVID-19 vaccine providers. It is estimated that up to 14,000 providers across Texas may register to order and provide COVID-19 vaccine. Texas DSHS will seek to direct vaccine in the manner that best reaches recommended target groups while recognizing there may be more than one reasonable approach to doing so. This effort may still leave gaps in vaccination services for certain high-risk individuals or groups, and the state will plan to fill such gaps using vaccine strike teams. In addition, Texas recognizes that vaccine hesitancy presents a significant challenge to optimal uptake of COVID-19 vaccines as they become available. Assuring vaccine confidence in our communities by sharing credible and accurate information will be a key activity."
