Alternate Care Site Operations Guide
From the Executive Summary: "Over the past 10 to 15 years, the U.S. has experienced disasters such as Hurricane Katrina, Hurricane Sandy, the H1N1 pandemic, and other large-scale emergencies. It has become clear that medical surge is a major issue that must be addressed during such emergencies. The Florida Department of Health, therefore, has taken a number of steps to help local communities prepare for the operation of one medical surge solution, alternate care sites (ACS). Included are planning tools, online training modules, exercises, response resources, and guidelines such as this Alternate Care Site Operations Guide. This guide has been designed to serve as a planning and operational resource. Guides such as this are often hundreds of pages long; however, in order to make this guide most useful, it has been limited to the key concepts and practices for ACS operations. Additionally, to provide even more concise guidance, a 'Quick Start' guide has been added to the Appendix section to facilitate rapid implementation of an alternate care site."

"This All-Hazard booklet was developed as a resource for citizens of rural agricultural communities - individuals, farmers and producers, businesses - with the hope of raising awareness of the natural and man-made threats to these communities and their commodities. These threats can include natural disaster situations (e.g., floods, tornadoes); biological emergencies (e.g., pandemic flu, food safety recalls) and man-made or technological threats (e.g., bio- or agro-terrorism, agrochemical situations). The booklet is divided into 4 sections: 1) general preparedness measures, 2) natural disasters hazards, 3) biological emergencies, 4) manmade or technological threats. Sections containing National and State contacts as well as sources for additional information are also provided. Each section contains an overview of the particular hazard and several informational handouts. The handouts are presented in a check list format to help guide individuals in rural communities in preparing for a particular hazard before it occurs, during the event, and recovering from the situation."

Addressing Communication Challenges During an Infectious Disease Emergency Response: State Experiences from the H1N1 Pandemic
From the Introduction: "Communication overload can be a major challenge during an emergency response as large amounts of information are directed at federal, state, and local health agencies from multiple sources. Risk communication principles dictate that one must be first, be right, and be credible, but it may be difficult to balance these principles in a time when information is rapidly changing. During the 2009 H1N1 [swine flu] pandemic, data and guidance changed quickly. States found it difficult to keep up with and take action on all of the information they were receiving. After the pandemic, they were able to reflect on what worked well during the response and what areas could be improved. This document draws from state experiences during the H1N1 pandemic response and discusses potential ways to address communication challenges that state health agencies (SHAs) may face when responding to an infectious disease outbreak, including tools available for more effective and efficient communications. These suggestions were compiled from evaluations of communications during the H1N1 pandemic, including three state after-action reports (New Jersey, Kentucky, and Iowa) funded by ASTHO [Association of State and Territorial Health Officials]."

From the Document: "The current pandemic with SARS CoV-2 [severe acute respiratory syndrome coronavirus 2] represents the realization of imagined scenarios with serious consequences. The current viral interstitial pneumonia has resulted in severe hypoxemic respiratory failure, overcrowded ICUs [intensive care units], equipment and personnel shortages, and significant mortality. Projections for patient volumes are expected to overrun critical care capabilities, with shortages of PPE [personal protective equipment], staff, and ventilators dominating discussions in local hospitals and the news media. We provide a synthesis of the current experience coming from China, Italy and the US (Seattle & New York) and some common sense approaches from past lessons learned. These discussions are prompted by the frequent questions we receive by email and phone. Whenever possible, the statements here are supported by the most recent findings. At the time of this writing, the statement from the Society of Critical Care Medicine (SCCM) has been published addressing many issues related to treatment of ventilated patients."

Spanish Influenza: A Brief Overview
From the Introduction: "The Spanish Flu has lived in cultural memory with varying degrees of emphasis since it first appeared early in 1918. Recent shows like 'Downton Abbey' and 'The Village' have tried to show the effects of the disease at all levels of society, but it's difficult for the screen to convey just how far-reaching the disease actually was. We do have an abundance of first-hand accounts and no end of contemporary newspaper coverage, however, so there's very little need to imagine just how damaging it was in its reach. Estimates place the death toll around the world at anywhere between 17 and 100 million, with most sources hovering around 50 million, a number that exceeds the combined number of military and civilian casualties from the First World War. The uncertainty lies mainly with the state of record keeping at the time, a concern that undoubtedly obscures our ability to understand the entire scope of the pandemic."

NACCHO Model Practice Series: Videophone Monitoring of SARS Patients in Voluntary Home Isolation
"Nassau County Department of Health (County) has developed and pilot-tested a program for videophone monitoring of Severe Acute Respiratory Syndrome (SARS) patients and contacts in voluntary home isolation and quarantine. The program is targeted towards SARS patients and contacts that are not ill enough to be hospitalized and known SARS patients who are being released from the hospital. The goal of this program is to protect the public from the spread of SARS by using the least restrictive means possible. Program objectives are 1) to provide a mechanism for effectively monitoring patients on voluntary home isolation and quarantine, 2) to enable visual verification of patient compliance and condition, and 3) to maximize limited resources by being cost-effective and time-efficient."
