"A Nation Blessed" includes remarks adapted from a commencement address
delivered by George Bush on 15 June 2001 to the Naval War College graduating class of 2001. "A little over a decade ago, a true revolution in world affairs took place. The Soviet Union imploded; the Baltic States and the captive nations of Eastern Europe were freed. Then, when Iraq invaded Kuwait, the world made a very important statement in coming together to see that that aggression would not stand. Such a revolution required a fundamental rethinking of the role of the United States in world affairs and of the nature of warfare in a radically transformed military environment. The Gulf War forced us to face up to this revolution, this transformation, almost before we knew it was upon us.
We did not know it at the time, but the Gulf War was in many respects a preview of things to come. It's hard to remember how surprising it was in 1990 when the Soviet Union stood with us in condemning Iraqi aggression and actually voted with the United States in the United Nations to condemn Iraq. This remarkable development was absolutely crucial to our strategy in dealing with that situation. It also raised the possibility of a new world order, and I think it stemmed from the way we managed the winding-down of the Cold War."

"This order establishes a National Industrial Security Program to safeguard Federal Government classified information that is released to contractors, licensees, and grantees of the United States Government. To promote our national interests, the United States Government issues contracts, licenses, and grants to nongovernment organizations. When these arrangements require access to classified information, the national security requires that this information be safeguarded in a manner equivalent to its protection within the executive branch of Government. The national security also requires that our industrial security program promote the economic and technological interests of the United States. Redundant, overlapping, or unnecessary requirements impede those interests. Therefore, the National Industrial Security Program shall serve as a single, integrated, cohesive industrial security program to protect classified information and to preserve our Nation's economic and technological interests."

Executive Order 12820: Facilitating Federal Employees' Participation in Community Service Activities
"By the authority vested in me as President by the Constitution and the laws of the United States of America, including Public Law 101-610, as amended, and in order to ensure that the Federal Government encourages its employees' participation in community service, it is hereby ordered as follows: Charge to the Cabinet and Members of the Executive Branch Departments and Agencies. (a) The head of each Executive department and agency shall encourage agency employees to participate voluntarily in direct and consequential community service. Community service participation may include, among other things, participation in programs, activities and initiatives designed to address problems such as drug abuse, crime, homelessness, illiteracy, AIDS, teenage pregnancy, and hunger, and problems associated with low-income housing, education, health care and the environment. (b) The head of each Executive department and agency shall designate a senior official of his or her department or agency to provide leadership in and support for the Federal commitment to community service through employee awareness and participation within his or her department and agency. The senior official shall report to his or her department or agency head to ensure that community service activities receive a high level of visibility and promotion."

Executive Order 12751: Health Care Services for Operation Desert Storm

Executive Order 12743: Ordering the Ready Reserve of the Armed Forces to Active Duty
"I hereby order as follows: To provide additional authority to the Department of Defense and the Department of Transportation to respond to the continuing threat posed by Iraq's invasion of Kuwait, the authority under section 673 of title 10, United States Code, to order any unit, and any member not assigned to a unit organized to serve as a unit, in the Ready Reserve to active duty (other than for training) for not more than 24 consecutive months, is invoked and made available, according to its terms, to the Secretary concerned, subject, in the case of the Secretaries of the Army, Navy, and Air Force, to the direction of the Secretary of Defense. The term 'Secretary concerned' is defined in section 101(8) of title 10, United States Code, to mean the Secretary of the Army with respect to the Army; the Secretary of the Navy with respect to the Navy, the Marine Corps, and the Coast Guard when it is operating as a service in the Navy; the Secretary of the Air Force with respect to the Air Force; and, the Secretary of Transportation with respect to the Coast Guard when it is not operating as a service in the Navy."

Executive Order 12734: National Emergency Construction Authority
"By the authority vested in me as President by the Constitution and laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. [United States Code] 1701 'et seq.'), the National Emergencies Act (50 U.S.C. 1601 'et seq.'), and 3 U.S.C. 301, I declared a national emergency by Executive Order No. 12722, dated August 2, 1990, to deal with the threat to the national security and foreign policy of the United States caused by the invasion of Kuwait by Iraq. To provide additional authority to the Department of Defense to respond to that threat and in accordance with section 301 of the National Emergencies Act (50 U.S.C. 1631), I hereby order that the emergency construction authority at 10 U.S.C. 2808 is invoked and made available in accordance with its terms to the Secretary of Defense and, at the discretion of the Secretary of Defense, to the Secretaries of the military departments. This order is effective immediately and shall be transmitted to the Congress and published in the Federal Register."

Executive Order 12733: Authorizing the Extension of the Period of Active Duty of Personnel of the Selected Reserve of the Armed Forces
"By the authority vested in me as President by the Constitution and the laws of the United States of America, including sections 121 and 673b(i) of title 10 of the United States Code, I hereby determine that, in the interests of national security, extending the period of active duty is necessary for the following: units of the Selected Reserve, and members of the Selected Reserve not assigned to a unit organized to serve as a unit of the Selected Reserve, now serving on or hereafter ordered to active duty pursuant to section 673b(a] of title 10 of the United States Code and Executive Order No. 12727 of August 22, 1990. Further, under the stated authority, I hereby authorize the Secretary of Defense, and the Secretary of Transportation with respect to the Coast Guard when the latter is not operating as a service in the Department of the Navy, to extend the period of active duty of such units and members of the Selected Reserve. This order is intended only to improve the internal management of the executive branch, and is not intended to create any right or benefit, substantive or procedural, enforceable at law by a party against the United States, its agencies, its officers, or any person."

From the document: "By virtue of the authority vested in me as President by the Constitution and laws of the United Stales of America, including the Robert T. Stefford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. 5121 et seq.), and in order to conform delegations of authority to recent legislation, it is hereby ordered as follows: Section 1. Section 4-203 of Executive Order No. 12148 is amended to read: Section 4-203. The functions vested in the President by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, es amended (42 U.S.C. 5121 et seq.), except those functions vested in the President by Section 401 (relating to the declaration of major disasters artd emergencies), Section 501 (relating to the declaration of emergencies}, Section 405 (relating to the repair, reconstruction, restoration, or replacement of Federal facilities), and Section 412 (relating to food coupons and distribution), are hereby delegated to the Director of the Federal Emergency Management Agency."
