  "The Islamic State (IS, aka the Islamic State of Iraq and the Levant, ISIL/ISIS, or the Arabic acronym 'Daesh') is a transnational Sunni Islamist insurgent and terrorist group that controls large areas of Iraq and Syria, has adherents in several other countries, and disrupts regional and international security with violence and terrorism. A series of terrorist attacks attributed to the group outside of Iraq and Syria during 2015 has demonstrated IS supporters' ability to threaten societies in the Middle East, Africa, Europe, and the United States, including in countries with sophisticated and capable intelligence and security forces. The group has stated its intent to attack inside the United States, and the December 2015 shootings in San Bernardino, California, have been attributed to IS supporters who did not have apparent links to the organization. Debate continues over whether IS elements overseas have the capability to direct, support, and/or carry out further attacks in the United States. Members of Congress and Obama Administration officials have spoken with increasing concern about the group's ability to threaten U.S. interests and partners abroad, its engagement in terrorist attacks outside of its core areas of operation, and its stated intent to attack the United States at home and overseas or to inspire others to do so. IS claims of responsibility in November 2015 for the apparent bombing of a Russian airliner in Egypt, a suicide bombing attack in Beirut, and a multi-pronged assault in central Paris intensified debate about U.S. strategy, policies, and options. The group's statements suggest it seeks to provoke reactions from targeted populations and spur confrontations between various Muslim sects and between Muslims and non-Muslims.   "Amid regional turmoil, Obama Administration officials have referred to the Saudi government as an important regional partner in recent years, and U.S. arms sales and related security cooperation programs have continued with congressional oversight. Since October 2010, Congress has been notified of proposed sales to Saudi Arabia of fighter aircraft, helicopters, missile defense systems, missiles, bombs, armored vehicles, and related equipment and services, with a potential value of more than $90 billion. Since March 2015, the U.S.-trained Saudi military has used U.S.-origin weaponry, U.S. logistical assistance, and shared intelligence to carry out strikes in Yemen. Some Members of Congress have expressed skepticism about Saudi leaders' commitment to combating extremism and sharing U.S. policy priorities. However, U.S.-Saudi counterterrorism ties reportedly remain close, and Saudi forces also have participated in coalition strikes on Islamic State targets in Syria since 2014. In parallel to these close security ties, official U.S. concerns about human rights and religious freedom in the kingdom persist, and, in part, reflect deeper concerns for the kingdom's stability. […] Current U.S. policy seeks to coordinate with Saudi leaders on regional issues and help them respond to domestic economic and security challenges.   "Libya's post-Qadhafi transition has been disrupted by armed non-state groups and threatened by the indecision and infighting of interim leaders. Since an armed uprising ousted the government of Muammar al Qadhafi in late 2011, interim authorities have failed to form a stable government, address pressing security issues, reshape the country's public finances, or create a viable framework for post-conflict justice and reconciliation. The insecurity that was prevalent in Libya in the immediate wake of the 2011 conflict deepened in 2014, driven by overlapping ideological, personal, financial, and transnational rivalries. Armed militia groups and locally organized political leaders remain the most powerful arbiters of public affairs. The U.S. State Department describes Libya as a terrorist safe haven, and the U.S. government suspended operations at the U.S. Embassy in Tripoli and relocated U.S. personnel out of the country in July 2014."

The FY2015 National Defense Authorization Act (NDAA, P.L. 113-291) and the FY2015 Consolidated and Further Continuing Appropriations Act, 2015 (P.L. 113-235) provided that up to $500 million could be transferred from the newly-established Counterterrorism Partnerships Fund (CTPF) to train and equip such Syrian forces. […] In FY2016, the Administration is requesting $600 million in a new, separate Syria Train and Equip account that, if authorized and appropriated as requested, would not require advance notification and approval by the four defense committees."

  From the Document: "The rising number of U.S. and European citizens traveling to fight with rebel and terrorist groups in Syria and Iraq has emerged as a growing concern for U.S. and European leaders, including Members of Congress. Several deadly terrorist attacks in Europe over the past year--including the killing of 17 people in Paris in January 2015--have heightened the perception that these individuals could pose a serious security threat. Increasingly, terrorist suspects in Europe appear to have spent time with groups fighting in the Middle East, especially with the Islamic State organization (also known as ISIL or ISIS). Others, like the gunman who murdered two individuals in Copenhagen in February 2015, seem to have been inspired by Islamist extremist propaganda. U.S. intelligence suggests that more than 20,000 foreign fighters have traveled to the Syria-Iraq region, including at least 3,400 Westerners, since 2011. The vast majority of Western fighters are thought to be from Europe, although roughly 150 Americans have traveled or attempted to travel to Syria. U.S. authorities estimate that a handful of Americans have died in the conflict; they also assert that military operations against the Islamic State group since August 2014 have killed thousands of fighters, including an unknown number of foreigners."

• Nigeria's Boko Haram and the Islamic State [March 10, 2015]

  "On March 7, 2015, Abubakar Shekau, leader of the Nigerian Islamist insurgent group Boko Haram, released a statement pledging loyalty to the leader of the Syria/Iraq-based Islamic State (IS/ISIL) organization, Abu Bakr al Baghdadi. Al Baghdadi has yet to respond publicly, as he has done with other pledges. Shekau had previously voiced support for both Al Baghdadi and Al Qaeda's leader Ayman al Zawahiri, but had not formally pledged allegiance to either. In recent months, some analysts suggested that the Nigerian group's increasingly sophisticated use of video and social media, and its taking of territory, might reflect influence or inspiration from the self-styled Islamic State. In February, a jihadi media group hinted on Twitter that Boko Haram was considering such a pledge. Shekau's latest message raises a series of questions about its meaning and implications. Open source reporting does not currently point to direct organizational ties between the groups. However, media reports of relations between the Islamic State organization and groups in North Africa suggest that IS leaders may use clandestine outreach efforts."

  "On September 10, 2014, President Obama announced a series of actions intended to 'degrade, and ultimately destroy' the Islamic State organization. The United States is leading and seeking to expand a multilateral coalition that is undertaking direct military action; providing advice, training, and equipment for partner ground forces in Iraq and Syria; gathering and sharing intelligence; and using financial measures against the Islamic State. The objective of these measures is to progressively shrink the geographic and political space, manpower, and financial resources available to the Islamic State organization. U.S. officials refer to their strategy as 'Iraqfirst' and 'ISIL-first,' ['Islamic State of Iraq and the Levant-first'] amid criticism by some in Congress that more attention should be paid to the civil war in Syria and more effort should be made to oust Syrian President Bashar al Asad. The U.S. desire to show progress against the Islamic State and in the recruitment of regional partners raises questions of whether the U.S. mission and commitment might expand. President Obama has ruled out deploying ground combat forces to Iraq or Syria, but has not ruled out providing forward aircraft controllers, additional military advisors, or other related ground-based military assets. Close U.S.-Saudi official relations have survived a series of challenges since the 1940s, and, in recent years, shared concerns over Sunni Islamist extremist terrorism and Iranian regional ambitions have provided a renewed logic for continued strategic cooperation. The full effect of the ongoing upheaval in the Middle East and North Africa on the kingdom and on U.S.-Saudi relations has yet to be determined. Official U.S. concerns about human rights and religious freedom in the kingdom persist, and some Members of Congress have expressed skepticism about Saudi leaders' commitment to combating extremism and sharing U.S. policy priorities in the Middle East, North Africa, and South Asia. However, Bush and Obama Administration officials have referred to the Saudi government as an important regional partner in recent years, and U.S. arms sales and related security cooperation programs have continued with congressional oversight.   "The FY2015 continuing appropriations resolution (P.L. 113-164, H.J.Res. 124, FY2015 CR), enacted on September 19, 2014, authorized the Department of Defense (DOD) through December 11, 2014, or until the passage of a FY2015 national defense authorization act (NDAA), to provide overt assistance, including training, equipment, supplies, and sustainment, to vetted members of the Syrian opposition and other vetted Syrians for select purposes. The FY2015 NDAA (P.L. 113- 291, H.R. 3979) and the Consolidated and Further Continuing Appropriations Act, 2015 (P.L. 113-235, H.R. 83) provide further authority and funding for the program. Congress acted in response to President Obama's request for authority to begin such a program as part of U.S. efforts to combat the Islamic State and other terrorist organizations in Syria and to set the conditions for a negotiated settlement to Syria's civil war. […] Compared with the authority first adopted in the September 2014 CR, the FY2015 NDAA and its accompanying explanatory statement further specify the types of assistance to be provided, expand reporting requirements, include human rights and rule of law commitments, set vetting requirements, authorize the provision of assistance to third countries for the purposes of the program, and create a broad waiver authority for the President to implementing a train and equip program for Syria subject to approval of a reprogramming to transfer the funds. The authority provided in the NDAA expires after December 31, 2016; the authority related to this assistance provided in the FY2015 appropriations act expires on September 30, 2015. This report reviews the authorities and funds granted by Congress for the Syria train and equip program to date and explores similarities and differences among them and the President's requests."

  "The FY2015 continuing appropriations resolution (H.J.Res. 124, P.L. 113-164, CR), enacted on September 19, 2014, authorizes the Department of Defense through December 11, 2014, or until the passage of a FY2015 national defense authorization act (NDAA), to provide overt assistance, including training, equipment, supplies, and sustainment, to vetted members of the Syrian opposition and other vetted Syrians for select purposes. The continuing appropriations resolution (CR) provision was enacted in response to President Obama's request for authority to begin such a program as part of U.S. efforts to combat the Islamic State and other terrorist organizations in Syria and to set the conditions for a negotiated settlement to Syria's civil war. […] In order to continue any related programs beyond the expiration of the CR, Congress would have to extend the authority or include an amended version of it in new legislation. The version of the FY2015 NDAA proposed by defense authorizing committee leaders on December 2 (House Rules Committee Print 113-58, House Amendment to the Text of H.R. 3979, hereafter H.R. 3979) would amend and extend the authority granted in the CR until December 31, 2016. Notably, H.R. 3979 and its accompanying explanatory statement would further specify the types of assistance to be provided, expand reporting requirements, include human rights and rule of law commitment vetting requirements, authorize the provision of assistance to third countries for the purposes of the program, and create a broad waiver authority for the President relative to the assistance program, subject to a 30 day congressional notification period. This report reviews the authority granted in the CR and explores similarities and differences among the CR authority, the President's requests, and the recently proposed version of the FY2015 NDAA (H.R. 3979)."

Since the mid-1990s, Qatari leaders have overseen a course of major economic growth, increased diplomatic engagement, and limited political liberalization. The Qatari monarchy founded Al Jazeera, the first all-news Arabic language satellite television network, in 1995.   "After more than a decade of combating Al Qaeda in Afghanistan and Pakistan, the United States now faces an increasingly diverse threat from Al Qaeda affiliates in the Middle East and Africa and from emerging groups that have adopted aspects of Al Qaeda's ideology but operate relatively or completely autonomously from the group's senior leadership. U.S. counterterrorism debates have focused on 'formal' Al Qaeda affiliates, and policymakers increasingly are considering options for addressing the range of threats posed by the wider spectrum of groups inspired by--or similar in goals and aspirations to--Al Qaeda. An additional challenge is the fluid nature of the threat, given the apparent fragmentation of Al Qaeda, and Ayman al Zawahiri's struggle to assert leadership of the group in light of challengers such as Islamic State leader Abu Bakr al Baghdadi. Finally, concerns regarding these issues might shape ongoing reevaluations of the federal statutes that underpin current U.S. counterterrorism policy, including the 2001 Authorization for Use of Military Force (AUMF, P.L. 107-40). In addition to the AUMF, Congress has addressed the emergence of Al Qaeda affiliates through a number of channels, including oversight of executive branch counterterrorism policies and practices; authorization and appropriations of U.S. funds for counterterrorism operations; and assistance for partner nations engaged in such operations."

  "On September 22, U.S. military forces launched strikes against Syria-based terrorists referred to by U.S. officials as the 'Khorasan Group,' whose members President Obama has described as 'seasoned Al Qaeda operatives in Syria.' According to Deputy National Security Advisor Ben Rhodes, the group 'includes some former al Qaeda operatives, core al Qaeda operatives from Afghanistan and Pakistan [a region historically known as Khorasan] who made their way to Syria.' Rhodes added that the Administration views the Khorasan Group as 'an extension of the threat posed by al Qaeda and their associated forces. These are individuals who have their origin, their history serving in al Qaeda.' Other U.S. officials and independent observers report that the group's members may hold leadership roles in the Al Qaeda-affiliated Syrian insurgent organization known as Jabhat al Nusra (the Support Front), which the United States has designated as a Foreign Terrorist Organization (FTO). Former CIA Deputy Director Mike Morell has described the 'Khorasan Group' as 'the external operations arm' of Jabhat al Nusra, saying its members 'came from Pakistan' and 'focus on attacks in the West.' Despite this reported affiliation, some observers believe the approximately 50 to 100 members of the 'Khorasan Group' focus primarily on planning international terrorist acts, rather than aiding Jabhat al Nusra's efforts to topple the Asad regime."

The Islamic State controls large areas of northeastern Syria, where it continues to clash with forces opposed to and aligned with the government of Bashar al Asad. Meanwhile, fighting continues in other parts of Syria, pitting government forces and their foreign allies against a range of anti-government insurgents, many of whom also are engaged in battles with IS forces. […] For the United States and others examining options for weakening the Islamic State, these conditions raise questions about how best to pursue new counterterrorism and regional security goals without strengthening the Syrian government relative to the opposition groups and civilians it has brutalized during the conflict. Similar questions arise in relation to options for countering the Islamic State without bolstering other anti-U.S. Islamist groups. At present, anti-Asad armed forces and their activist counterparts remain divided over tactics, strategy, and their long-term political goals for Syria, with some powerful Islamist forces seeking outcomes that are contrary in significant ways to stated U.S. preferences for Syria's political future. The United Nations Security Council also seeks continued Syrian government cooperation with efforts to verifiably end Syria's chemical weapons program. As of September 2014, all declared chemical weapons had been removed from Syria, and all declared materials of priority concern had been destroyed. On September 15, the House Rules Committee approved consideration of an amendment introduced by Representative Howard 'Buck' McKeon (hereinafter the McKeon Amendment)1 to the proposed FY2015 continuing resolution (H.J.Res. 124) that represents a counterproposal to the President's revised request for assistance authority. Both the Administration's revised request and the McKeon amendment would provide explicit new authority for the Secretary of Defense to overtly train and equip vetted Syrians to defend the Syrian people from attacks by the Islamic State organization (IS, aka ISIL/ISIS).
