Libya: Transition and U.S. Policy [October 2, 2017]
"Libya's political transition has been disrupted by armed nonstate groups and threatened by the indecision and infighting of interim leaders. After an armed uprising ended the 40-plus-year rule of Muammar al Qadhafi in late 2011, interim authorities proved unable to form a stable government, address pressing security issues, reshape the country's public finances, or create a viable framework for post-conflict justice and reconciliation. Elections for legislative bodies and a constitutional drafting assembly were held and transparently administered in 2012 and 2014, but were marred by declining rates of participation, threats to candidates and voters, and zero-sum political competition. Insecurity remained prevalent in Libya following the 2011 conflict and deepened in 2014, driven by overlapping ideological, personal, financial, and transnational rivalries. Issues of dispute have included governance, military command, national finances, and control of oil infrastructure. Resulting conflicts involving Libyans in different parts of the country drove the political transition off course. At present, armed militia groups and locally organized political leaders remain the most powerful arbiters of public affairs. Criminals and violent Islamist extremists have exploited these conditions, and the latter remain active inside Libya and threaten Libya's neighbors. The 2017 U.S. AFRICOM Posture Statement states that 'the instability in Libya and North Africa may be the most significant, near-term threat to U.S. and allies' interests' in Africa."

Kurds in Iraq Propose Controversial Referendum on Independence [September 18, 2017]

Armed Conflict in Syria: Overview and U.S. Response [August 10, 2017]
"After six years of conflict, the challenges posed to U.S. national security by the situation in Syria have multiplied and evolved. Initial unrest and the Syrian government's violent response fueled U.S. concerns about Syria's stability and civilian protection in the midst of the 2011 'Arab Spring.' The country's descent into brutal war created a multifaceted regional crisis, marked by the mass displacement of civilians, the emergence and empowerment of violent armed Islamist extremist groups, gross human rights abuses and war crimes, the use of chemical weapons, the proliferation of arms, and the covert and overt intervention of outside actors. Over time, U.S. policymakers have appeared to feel both compelled to respond to these interlocking crises and cautious in considering potentially risky options for doing so, such as the commitment of military forces or the provision of lethal assistance to combatants. The Obama Administration supported various partner forces in Syria, while calling for Asad's ouster through a negotiated transition."

Qatar and its Neighbors: Disputes and Possible Implications [June 26, 2017]
"On June 5, the governments of Saudi Arabia, the United Arab Emirates (UAE), Bahrain, and Egypt severed diplomatic relations with Qatar, moved to expel Qatari diplomats, recalled their ambassadors from the Qatari capital, Doha, and imposed limits on the entry and transit of Qatari nationals and vessels in their territories, waters, and airspace. Qataris currently in these countries were given 14 days to leave. Qatar's Foreign Ministry expressed 'deep regret' at these steps, calling them 'unjustified' and an attempt to impose 'guardianship' and thus violate Qatari sovereignty. The sanction announcements rippled through energy and financial markets and caused fears of food and import shortages in Qatar during observance of Ramadan."

Since taking office in January 2017, President Trump has stated his intention to 'destroy' the Syria-and Iraq-based insurgent terrorist group known as the Islamic State (IS, also known as ISIL, ISIS, or the Arabic acronym 'Da'esh'), and the President has ordered actions to 'accelerate' U.S. military efforts against the group in both countries. In late March, senior U.S. officials signaled that the United States would prioritize the fight against the Islamic State and said that Syrian President Bashar al Asad's future would be determined by the Syrian people. Nevertheless, following the April 4 attack, President Trump and senior members of his Administration have spoken more critically of Asad's leadership, and it remains to be seen whether the United States will more directly seek to compel Asad's departure from power while pursuing the ongoing campaign against the Islamic State."

[…] Congress has conditionally appropriated funding for limited U.S. transition assistance and security assistance programs for Libya since 2011. In parallel with more robust counterterrorism measures in 2016, the Obama Administration notified Congress of plans to support the GNA [Government of National Accord]. The Trump Administration has yet to articulate a detailed Libya policy. Libya is among the countries identified in a 2017 Executive Order restricting the entry of nationals of certain countries to the United States, with some exceptions. Political consensus among Libyans remains elusive, and insecurity may continue to preclude the return to Libya of U.S. diplomats and the development of U.S.-Libyan relations."

"The Islamic State (IS, aka the Islamic State of Iraq and the Levant, ISIL/ISIS, or the Arabic acronym 'Da'esh') is a transnational Sunni Islamist insurgent and terrorist group that controls large areas of Iraq and Syria, has affiliates in several other countries, has attracted a network of global supporters, and disrupts international security with its campaigns of violence and terrorism. The U.S.-led coalition military campaign against the Islamic State organization in Iraq and Syria has adapted since 2014, as Administration officials and coalition partners have implemented changes in strategy and tactics that have reduced the area controlled by the group and eliminated thousands of its personnel. While the Islamic State has suffered losses on the ground in Iraq, Syria, and Libya, a series of terrorist attacks attributed to the group or to individuals it has inspired have claimed hundreds of lives on four continents since November 2015, including in the United States. A number of countries, including the United States, share an interest in further weakening the group and preventing future attacks. "The rise of the insurgent terrorist group known as the Islamic State (IS, also known as ISIL, ISIS, or the Arabic acronym Da'esh) and Russia's military intervention on behalf of the Syrian government have reshaped debates over U.S. policy toward the ongoing civil conflict in Syria, now in its sixth year. The Islamic State controls large areas of northeastern and central Syria, from which it continues to launch assaults on forces opposed to and aligned with the government of President Bashar al Asad. Meanwhile, fighting elsewhere pits government forces and their foreign allies against a range of anti-government insurgents, some of whom receive limited U.S. assistance. Russian military intervention in support of Asad poses a direct challenge to U.S. goals in Syria, and has raised new questions about the future of the conflict and U.S. strategy. Since March 2011, the conflict has driven more than 4.8 million Syrians into neighboring countries as refugees (out of a total population of more than 22 million). More than 6.3 million other Syrians are internally displaced and are among more than 13.5 million Syrians in need of humanitarian assistance. The United States remains the largest bilateral provider of such assistance, with almost $6 billion in U.S. funding identified to date. [...] U.S. officials and Members of Congress continue to debate how best to pursue U.S. regional security and counterterrorism goals in Syria without inadvertently strengthening Asad, the Islamic State, or other anti-U.S. armed Islamist groups. From the Summary: "Since 2014, the United States and members of a coalition it leads have partnered with a politically diverse set of Kurdish groups to combat the Islamic State organization (IS, also known as ISIS/ISIL or by the Arabic acronym Da'esh). [...] Legal authorities enacted by Congress and the President permit the Administration to provide some arms and some Iraq/Syria anti-IS-related funding to Kurdish groups under certain conditions. In April 2016, the Defense Department announced that it would provide more than $400 million in assistance to pay and otherwise sustain Iraqi Kurdish fighters as part of an ongoing partnership that delivers U.S. assistance to Iraqi Kurds with the consent of the Iraqi national government. Saudi Military Campaign in Yemen Draws Congressional Attention to U.S. Arms Sales [August 30, 2016]
"Some lawmakers have introduced legislation seeking to condition or prohibit the sale or transfer of certain munitions and the provision of some U.S. foreign assistance to Saudi Arabia. These proposals have come amid reports of Yemeni civilian casualties resulting from Saudi-led coalition military operations in Yemen, which resumed in August 2016. Some lawmakers suggest that U.S. arms sales and military support to Saudi Arabia are enabling alleged Saudi violations of international humanitarian law. Human rights organizations seek further investigations into the alleged Saudi violations, and some observers are calling for the suspension of U.S. arms sales and Yemen-related military support to Saudi Arabia. Proponents of proposed sales and continued U.S.-Saudi military cooperation have argued that the United States should provide more advanced U.S. technology and expanded training and intelligence sharing to improve Saudi operations. Some of these proponents point to Saudi actions to mitigate civilian casualties and investigate alleged violations, arguing that disrupting U.S. support could threaten Saudi security and jeopardize broader, long-standing defense and intelligence ties. Saudi officials acknowledge that their operations have caused undesired civilian casualties, while also alleging that their adversaries in Yemen intentionally use civilian facilities for military purposes. Al Qaeda's Syria Affiliate Declares Independence [August 5, 2016]
"On July 28, 2016, Al Qaeda's affiliate in Syria, Jabhat al Nusra (aka the Nusra Front), announced that it was reconstituting itself as an independent group. Nusra Front leader Abu Muhammad al Jawlani stated that his group would hereafter be known as Jabhat Fatah al Sham ('Levant Conquest Front'), and would have 'no affiliation to any external entity.' Saudi Arabia: Background and U.S. Relations [April 22, 2016]
"The kingdom of Saudi Arabia, ruled by the Al Saud family since its founding in 1932, wields significant global influence through its administration of the birthplace of the Islamic faith and by virtue of its large oil reserves. Close U.S.-Saudi official relations have survived a series of challenges since the 1940s. In recent years, shared concerns over Sunni Islamist extremist terrorism and Iranian government policies have provided a renewed logic for continued strategic cooperation. Political upheaval and conflict in the Middle East and North Africa appear to have strained bilateral ties, but the full effect has yet to be determined. [...] Current U.S. policy seeks to coordinate with Saudi leaders on regional issues and help them respond to domestic economic and security challenges. Time will tell whether U.S. initiatives and, more importantly, Saudi leaders' decisions will ensure stability. "Amid regional turmoil, Obama Administration officials have referred to the Saudi government as an important regional partner, and U.S. arms sales and related security cooperation programs have continued with congressional oversight. Since October 2010, Congress has been notified of proposed sales to Saudi Arabia of fighter aircraft, helicopters, naval vessels, missile defense systems, missiles, bombs, armored vehicles, and related equipment and services, with a potential value of more than $100 billion. Since March 2015, the U.S.-trained Saudi military has used U.S.-origin weaponry, U.S. logistical assistance, and shared intelligence to carry out strikes in Yemen. Some Members of Congress have expressed skepticism about Saudi leaders' commitment to combating extremism and the extent to which they share U.S. policy priorities. Nevertheless, U.S.-Saudi counterterrorism ties reportedly remain close, and Saudi forces have participated in some coalition strikes on Islamic State targets in Syria since 2014.
