Recommendations Related to Special Needs
"At FEMA's National Advisory Council (NAC) meeting on July 29,2009 in Grand Forks, North Dakota, the Council discussed and passed the following recommendations related to Special Needs. Recommendations: 1. The Council proposes that FEMA have the funding in place for the Regional Disability Coordinator positions in the Fiscal Year 2010 budget. The Council believes that FEMA's approval on December 5, 2008 of the creation of a Regional Disability Coordinator for each ofFEMA's ten regions is of vital importance to support the work of the National Disability Coordinator. The Special Needs Subcommittee of the NAC has received several updates from FEMA staff on the work going into the development of these positions and would like to see the commitment continued by having the funding in place for these positions within the FY 2010 budget. 2. The Council recommends FEMA review and revise the Mitigation Interim Policy, MRR-2- 09-1[…] The Council discussed the unique needs and nature of special needs populations in the event of a disaster and felt that MRR-2-09-1 needed to be re-examined in order to take these needs in to consideration."

Recommendations on Promoting Public/Private Partnerships
"The purpose of this memorandum is to transmit the recommendations of the National Advisory Council (NAC) to the Administrator regarding encouraging public/private partnerships in multiple ways. These recommendations were voted on and unanimously approved by the NAC on July 29,2009 at its meeting in Grand Forks, North Dakota. Recommendations: 1. FEMA should develop the capacity to share the contacts and relationships with the Private Sector that they are developing at the national level so that they are available to state and local emergency managers. The contact information for those state and local emergency managers can also be made available to those Private Sector contacts. 2. The Subcommittee recommends that Public/Private Partnership be made a priority by revising the Homeland Security Grant Program (HSGP) grant guidance language as reflected below."

Formation of the NAC Target Capabilities List Subcommittee
"The Federal Emergency Management Agency (FEMA) has convened Technical Working Groups comprised of individuals from all Regions to develop the first set of draft revised Target Capabilities. At the April 2009 meeting of the National Advisory Council (NAC), FEMA presented these drafts to the NAC for their consideration. At that time, the NAC formed the Target Capabilities List Working Group to review and provide FEMA with feedback on the draft revisions. Over the last three months the TCL Working Group has reviewed the TCL User Guide and the following Target Capabilities: Incident Command Capability; Multi-Agency Coordination Capability; WMD-HazMat Capability; and Mass Transit Capability. For each document, the Working Group members submitted comments and a teleconference was held to discuss all comments and make adjudication decisions with the technical assistance of FEMA staff. At the July 2009 NAC meeting, following discussion of the critical and ongoing input being provided by the TCL Working Group, the full Council voted unanimously to take the following internal Council actions: 1. The Working Group was changed to a Subcommittee and will continue its review of new Target Capabilities that are provided to the NAC utilizing the process developed for reviewing the first four Target Capabilities. 2. The Subcommittee membership will be expanded, as needed, depending on the Target Capability under review. 3. NAC members will identify individuals with the appropriate subject matter expertise and objectivity to assist the Subcommittee in reviewing upcoming Target Capabilities."

Recommendations on the Role of the NRF and the NRF Revision Process
"At the July 2009 meeting, the Federal Emergency Management Agency's (FEMA) National Advisory Council's (NAC) National Response Framework (NRF) Subcommittee discussed and provided recommendations on the nature of the NRF as a document and how that may impact work on the NRF Partner Guides. The NRF Subcommittee also provided recommendations on the NRF Review and Revision process outline document. On July 29, the full Council voted unanimously to send these recommendations to the Administrator. Recommendations: 1. The Subcommittee considers the National Response Framework (NRF) to be doctrine and, therefore, should be underpinned by a federal response plan that is shared with nonfederal partners. 2. The Subcommittee believes the NRF Partner Guides are not applicable to doctrine and the Subcommittee recommends FEMA reassess the need for the Partner Guides. 3. The Subcommittee has reviewed the FEMA provided NRF Review and Revision outline document and will continue to be involved in the revision process."

Recommendations on the Stafford Act and Related Federal Policies: Public Assistance and Individual Assistance Issues [August 19, 2008]
"In July 2008, the Federal Emergency Management Agency (FEMA) proposed that the National Advisory Council (NAC) provide initial conceptual input on potential regulatory reform that could simplify administration of select public and individual assistance programs. To this end, FEMA provided the NAC with specific issue areas and possible resolutions for substantive review and comment. FEMA expressed its desire to identify areas where regulatory change could be quickly enacted and to begin the Federal rulemaking process by the end of August 2008. The National Advisory Council's Stafford Act Subcommittee has reviewed and provided input on three public assistance issues and four individual assistance issues which FEMA should consider as they further develop these issues and move forward with the Federal rulemaking process. During the August 13-14,2008 meeting in Washington, DC, the full council approved providing the following input to FEMA. As an initial comment, the NAC highly recommends that FEMA respect tribal sovereignty and the 'government to government' relationship, especially as it relates to associated regulations and policies. In particular, appropriate references to States should also include Federally recognized tribes."

National Advisory Council Recommendation Regarding Creation of a Regional Disability Coordinator Position
"In fulfillment of their charge, the National Advisory Council's Special Needs Subcommittee has undertaken a review of existing programs and offices with missions related to the role of the FEMA Disability Coordinator. The Subcommittee concluded that the creation of a Regional Disability Coordinator position within each of the ten FEMA Regions would appropriately expand and enhance the work of the FEMA Disability Coordinator, both in maintaining relationships with volunteer groups and in coordinating response activities. During its August 13-14, 2008 meeting in Washington, DC, the full National Advisory Council unanimously approved the provision of this recommendation to FEMA."

National Advisory Council (NAC) Recommendations Regarding Proposed Revisions to the NIMS
"The purpose of this memorandum is to transmit the recommendations of the National Advisory Council to the FEMA Administrator regarding revisions to the National Incident Management System (NIMS). The majority of comments were focused on writing style and diction, but fell into four other categories as well: 1. Unclear connection between NIMS and NRF; 2. Potential liability concerns for state and local governments with regard to wording. For example there is a recommended avoidance of mandatory words such as 'shall' and 'must'; 3. Concept of Incident Complex unclear; and 4. No inclusion of medical/heath care science and technology. The subcommittee recommended that all comments received move forward to FEMA for consideration and consolidation, paying particular attention to the four areas of emphasis listed above."

Recommendations on FEMA National Disaster Housing Strategy
"The Post Katrina Emergency Management Reform Act requires the Federal Emergency Management Agency (FEMA) to craft a National Disaster Housing Strategy. The Act also requires coordination of the strategy with the National Advisory Council (NAC). FEMA drafted the National Disaster Housing Strategy (NDHS) and released the Draft to the public and the NAC on or about July 17,2008. The National Advisory Council 's Post Disaster Housing Subcommittee reviewed the NDHS and submitted its input to the full council for approval. The input was proposed as high level guidance statements. During the August 13-14, 2008 meeting in Washington, DC, the full council discussed the statements at length and approved the provision of the following input to FEMA."

National Advisory Council (NAC) Recommendations: Public/Private Partnerships
"In establishing the National Advisory Council (NAC), the Post-Katrina Emergency Management Reform Act (PKEMRA) (PL 109-295) decreed that the NAC 'shall incorporate State, local, and tribal government and private sector input in the development and revision of the national preparedness goal, the national preparedness system, the National Incident Management System, the National Response Plan, and other related plans and strategies.' The NAC formed a subcommittee to review partnerships between public and private entities and obtain input from external stakeholders. During the December 10-11,2008 meeting of the NAC, the Public/Private Partnerships Subcommittee presented the following recommendations to the NAC which were unanimously approved for submission to the Administrator for his review and consideration."

Recommendations on Urban Search and Rescue
"At its April 15-16,2009 meeting in Washington, DC, the National Advisory Council (NAC) discussed, deliberated, and voted to submit the following recommendations to the Administrator of the Federal Emergency Management Agency (FEMA) regarding Urban Search and Rescue. The purpose of this memo is to convey the NAC's recommendations regarding coordination and partnership between the National Urban Search and Rescue (US&R) Chiefs and FEMA. As a result of the work of the NAC's US&R Working Group over the past eight months, the NAC developed the following five recommendations. The NAC recommends to FEMA that the following actions be incorporated into an enhanced partnership between the National US&R team leadership and FEMA US&R Program Office. Recommendations: These recommendations were drafted and approved with the end objective being to provide more direct contact between US&R and FEMA and continuing the strong partnership between US&R and sponsoring agencies. 1. Create an Urban Search and Rescue Strategic Group to become part of the FEMA Program Office decision making process. […] 2. Establish regular meetings between the Strategic Group, Emergency Support Function ESF 9 Search and Rescue partners, and the Department of Defense. 3. Continue to send US&R representatives to State US&R Alliance conferences. 4. US&R Chiefs are encouraged to independently continue legislative efforts. 5. NAC US&R Working Group will provide oversight of the formation and initial operations of the Strategic Group."

Recommendations on Wrap-Around Services to be Provided in Conjunction with Post-Disaster Housing
"In August 2008, the National Advisory Council (NAC) submitted formal guidance to the Administrator of the Federal Emergency Management Agency (FEMA) regarding the draft National Disaster Housing Strategy. The NAC appreciates the interim response that FEMA has provided and looks forward to specific feedback in the near future. The purpose of this memo is to convey the NAC's recommendations that were approved during its December 10-11,2008 meeting in Dallas, Texas, regarding the types of services that should be provided in conjunction with post-disaster housing services. The NAC acknowledges that many of these services would not necessarily be provided or funded by FEMA. The NAC recommends to FEMA that these following services be incorporated into transitional housing solutions. Recommendation: FEMA should be ready to respond to state requests for wrap around services for temporary housing residents in the following areas, working in collaboration with the State and local jurisdictions. 1. Site Security and Safety - Public Safety, Site Security, Traffic Redirection and Restoration of Access 2. Infrastructure to Support Site - Public Utilities/Public Works, Public Transportation 3. Centralized Services/Mass Care - Access to Healthcare/Medical Service, Business Services, Food Availability, Laundry Facilities 4. Community and Family Supports - Community Services, Childcare, Playgrounds/Pet Area The NAC also recommends that the Post Disaster Housing Subcommittee provide more in-depth informal guidance on the subcommittee's findings regarding wrap around services to the National Disaster Housing Task Force."

National Disaster Recovery Framework: Initial Input
"On Monday, December 14,2009, the National Advisory Council met in public teleconference to be briefed on the status of the Agency's work on National Disaster Recovery Framework and to provide initial feedback on the questions that have been put to a wide range of stakeholders. Specifically, the council discussed and provided their thoughts and input on four questions. 1. How would you define successful disaster recovery? 2. What are the appropriate State, local and Tribal roles in leading disaster recovery efforts? 3. How can Federal, State, and local disaster planning and recovery processes and programs be best coordinated? 4. What else would you like FEMA to know?"

Recommendations on the Stafford Act and Related Federal Policies: Public Assistance and Individual Assistance Issues [August 24, 2009]
"In July 2008, the Federal Emergency Management Agency (FEMA) proposed that the National Advisory Council (NAC) provide initial conceptual input on potential regulatory reform and associated policies that could simplify administration of select public and individual assistance programs. At that time, FEMA provided the NAC with specific issue areas and possible resolutions for substantive review and possible recommendations. The NAC reviewed three public assistance (P A) and four individual assistance (lA) regulatory issues and provided recommendations to the Administrator on August 19,2008. FEMA also sought input on ten P A and IA policies, some of which supplement the regulations. FEMA asked the NAC to review those policies with regard to agreement of the issues and proposed solutions, and to provide additional suggestions, input and justification behind potential policy changes. On December 18, 2008, the NAC provided a recommendation to the Administrator on six public assistance (P A) and four individual assistance (lA) policy issues. On April 22, 2009 FEMA responded to the NAC by stating that the recommendations are actively under consideration as they work to develop and revise policy issues. At the July 2009 meeting, The National Advisory Council's Stafford Act Subcommittee reviewed and provided recommendations on statutory changes related to one P A issue, two LA issues, one Mitigation issue and a general issue."

Recommendations on Post-Disaster Housing: NDH Concept of Operations
"At the July 2009 NAC meeting, the Council's Post-Disaster Housing Subcommittee provided recommendations on important elements of the National Disaster Housing (NDH) Concept of Operations, as well as how to more fully engage Federal partners in this area. On July 29, the full Council voted unanimously to send these recommendations to the Administrator. Recommendations: The NAC recommends that the following five elements be incorporated into the NDH Concept of Operations: 1. Menu of housing options researched, developed, 'prototyped', and contracted; 2. Menu of existing and proposed Federal program solutions (rent vouchers, repair program, block grants, etc); 3. Total capabilities of those programs quantified and run against various disaster scenanos; 4. Delineate wrap-around social services for relocated populations; and 5. Provide a post-disaster housing gap analysis tool for utilization by States. To address the problem of Federal partners' reluctance to fully engage, the NAC recommends that FEMA's Administrator aggressively reach out to its Federal Housing partners."

Recommendation on FEMA Review and Support for Disaster Housing Legislation
"In accordance with the Post-Katrina Emergency Management Reform Act (PL 109-295), the council continues to review and provide input on the National Disaster Housing Strategy documents and program. In August 2008, the National Advisory Council (NAC) submitted formal guidance to the Administrator of the Federal Emergency Management Agency (FEMA) regarding the draft National Disaster Housing Strategy. In December 2008, the council provided input regarding the services associated with post disaster housing (wrap around services). At its meeting held on April 15-16, 2009 in Washington, DC, the NAC discussed and approved the following recommendation to FEMA. The NAC's Post Disaster Housing Subcommittee continues to have dialogue and provide feedback to FEMA staff, and looks forward to working with the National Disaster Housing Task Force. Recommendation: To date, the Department of Housing and Urban Development (HUD) continues to have authority and funding issues with regard to their temporary and long term housing missions. The council understands that an interim solution is being sought in the form of a blanket authority agreement (Disaster Housing Assistance Program), which it supports. The council recommends that the FEMA Administrator review legislation and support current or future legislation that gives HUD the authority and funding for their disaster housing mission consistent with the National Response Framework."

Recommendation Regarding Review of FEMA Documents
"At its April 15-16, 2009 meeting in Washington DC, the National Advisory Council (NAC) discussed, deliberated, and voted to submit formal guidance to the Administrator of the Federal Emergency Management Agency (FEMA) regarding the NAC's review of FEMA documents. The NAC believes that its recommendations are most effective when it is able to review and provide guidance on draft documents during early stages and prior to a potential public comment period. Ideally, the NAC and its subcommittees would be fully incorporated into all stages of a document's review or development. The NAC recommends to FEMA that it provide the NAC and its subcommittees pertinent documents for review at the earliest possible time and prior to any public comment period. This will allow the NAC sufficient time to fully review and consider the documents, resulting in the most valuable input and guidance to FEMA."
