Preventing Toxic Leadership Through Professional Military Education
From the Thesis Abstract: "Toxic leadership continues to plague the U.S. Army and other services, even though there are multiple publications written on leadership expectations. This thesis asks, if through the education at CGSOC [Command and General Staff Officer's Course], toxic leadership can be mitigated in the future Field Grade Officers. To do so this thesis uses the toxic triangle as a methodology to analyze a case study of a former Battalion Commander that was relieved of command after a 15-6 investigation deemed them a toxic leader and they created a negative command climate. This thesis makes two recommendations to help mitigate toxic leadership with education through CGSOC. First, a larger portion of the curriculum of CGSOC should focus on toxic leadership, the followers and environments that support it by integrating elements of the toxic triangle. Second, is to expand leadership doctrine to include a more in depth discussion on toxic leadership and how it effects organizations, to include examples. This thesis closes with a discussion on obstacles hindering the use of the toxic triangle in CGSOC."

Gang-Related Witness Intimidation
"Witness intimidation--which includes threats against the victims of crime--strikes at the root of the criminal justice system by denying critical evidence to police investigators and prosecutors and undermining the confidence of the whole community in the government's ability to protect and represent the members of the community. Unfortunately, gang members so frequently engage in witness intimidation that it is considered part of normal gang behavioral dynamics. Intimidation may be aimed at individual witnesses, either in a direct or indirect fashion, or may be something felt by an entire community living with the impact of an active criminal street gang in its midst. Meaningful control of gang crime requires minimizing the incidents and effects of gang-related witness intimidation. A number of strategies exist to offset the impacts of gang-related witness intimidation. Traditionally used strategies include intensive witness management, immediate apprehension and aggressive prosecution of intimidators, setting high bail in cases of gang violence (especially gang-related witness intimidation), creation and use of influential victim/witness assistance programs, and occasional relocation of threatened witnesses. Promising new approaches include increasing prosecutions of witness intimidation incidents and amending the rules of evidence in some states to allow the admission of a prior sworn statement or grand-jury testimony if the defendant causes the witness to be unavailable."

Abandoned Cold Storage Warehouse Multi-Firefighter Fatality Fire: Worcester, Massachusetts
"The U.S. [United States] Fire Administration develops reports on selected major fires throughout the country. The fires usually involve multiple deaths or a large loss of property. But the primary criterion for deciding to do a report is whether it will result in significant 'lessons learned.' In some cases these lessons bring to light new knowledge about fire-the effect of building construction or contents, human behavior in fire, etc. In other cases, the lessons are not new but are serious enough to highlight once again, with yet another fire tragedy report. In some cases, special reports are developed to discuss events, drills, or new technologies which are of interest to the fire service. [...] This body of work provides detailed information on the nature of the fire problem for policymakers who must decide on allocations of resources between fire and other pressing problems, and within the fire service to improve codes and code enforcement, training, public fire education, building technology, and other related areas. [...] On Friday, December 3, 1999, at 1813 hours, the Worcester, Massachusetts Fire Department dispatched Box 1438 for 266 Franklin Street, the Worcester Cold Storage and Warehouse Co. A motorist had spotted smoke coming from the roof while driving on an adjacent elevated highway. The original building was constructed in 1906, contained another 43,000 square feet. Both were 6 stories above grade. The building was known to be abandoned for over 10 years. Due to these and other factors, the responding District Chief ordered a second alarm within 4 minutes of the initial dispatch."

Changing the Game: Human Security as Grand Strategy
This is a Peacekeeping and Stability Operations Institute (PKSOI) publication of the U.S. Army War College. From the Abstract: "Dire forecasts of 'game-changing' political, social and environmental upheaval over the next thirty years only add to the pessimism generated by constraining fiscal environments and tangible signs, the world over, of a rising China. These same pressures lend urgency to initiatives that seek greater organizational efficiency in the Department of Defense (DOD) and the Department of State (DOS). Efficient organizations alone will not suffice. Only the development of cross-cutting synergies between them can serve and preserve American preeminence and power in a vastly changing world. Such a task requires a game-changing approach. Adopting the human security paradigm as grand strategy can inclusively and powerfully integrate United States Government (USG) functions for international development and building partner capacity. In the process, the versatile human security concept will generate stable foundations for security, governance and rule of law abroad while preserving, and even increasing, American leadership around the globe. Utilizing elements of the Army design methodology and creativity theory, this monograph explores how human security can revolutionize DOD and DOS coordination and, more importantly, action."
