From the Foreword: "The Blue Book, 'Military-Civilian Partnership for Training, Sustainment, and Readiness', provides the template for cementing the important and crucial relationship between military medicine and American surgery through the American College of Surgeons, which has always been at the forefront of setting standards for care and improving surgical science. This book is an outgrowth of the collective efforts of leaders in military medicine and the American College of Surgeons through the strategic partnership, Military Health System Strategic Partnership American College of Surgeons (MHSSPACS) that was established six years ago. The book outlines models for establishing military-civilian partnerships for trauma training that benefit both the readiness of military medicine and civilian systems and increase the ability to respond to war and major disasters. The Blue Book serves as a reference manual for those trauma centers or trauma systems wishing to establish these important partnerships with specific attention to administrative issues, curriculum, and tools for evaluation."

Maintaining Trauma Center Access and Care During the COVID-19 Pandemic: Guidance Document for Trauma Medical Directors
From the Introduction: "Regionalized trauma systems have been developed to ensure access to care for injured patients who require time-sensitive life-saving interventions and advanced critical care to support recovery. The current worldwide COVID-19 [coronavirus disease] pandemic threatens to overwhelm the health care system and thus impact the ability to care for critically injured patients and other surgical emergencies. The intent of this document is to advise trauma medical directors and trauma program managers on factors to consider as the public health and health care sectors prepare for an anticipated surge of critically ill patients related to COVID-19 infection. This document is not meant to be all inclusive for the planning and preparation required by hospitals and health care systems, but to raise awareness of the importance of preserving capacity to respond to traumatic injuries that routinely occur in our communities."

Joint Statement: Roadmap for Maintaining Essential Surgery During COVID-19 Pandemic
From the Introduction: "In response to the COVID-19 [coronavirus disease 2019] pandemic, the Centers for Disease Control and Prevention (CDC), the U.S. Surgeon General and many medical specialties such as the American College of Surgeons and the American Society of Anesthesiologists recommended interim cancelation of elective surgical procedures. Physicians and health care organizations responded appropriately and canceled non-essential cases across the country. Many patients have had their needed surgeries postponed due to the pandemic. After the first surge waned, many localities resumed essential surgeries in response to patient needs. However, the recent resurgence of the virus in many regions has many states near or at bed and ICU [intensive care unit] capacity, and healthcare facilities' ability to meet the needs of patients presenting for essential surgery may be stressed by new influxes of COVID-19 patients. Health care organizations, physicians and nurses must remain prepared to meet the demands for patients hospitalized with COVID-19 and for patients in need of essential surgery services. The need for ongoing governmental action to alleviate the financial burden on physician practices, health care providers and facilities is critical so the health care community can continue to meet the ongoing demand for care of COVID-19 patients both in the operating rooms and throughout facilities. Facility readiness to continue essential surgery will vary by geographic location. The following is a list of principles and considerations to guide physicians, nurses and local facilities in their care in operating rooms and all procedural areas during the ongoing pandemic."
