  "Threats to the Government's use of mobile devices are real and exist across all elements of the mobile ecosystem. The enhanced capabilities that mobile devices provide, the ubiquity and diversity of mobile applications, and the typical use of the devices outside the agency's traditional network boundaries requires a security approach that differs substantially from the protections developed for desktop workstations. These are the conclusions of this study, presented to Congress as a joint effort of the Department of Homeland Security (DHS) in consultation with the National Institute of Standards and Technology (NIST) via the National Cybersecurity Center of Excellence, validated and supplemented by input from industry (vendors, carriers, and service providers), industry organizations, and academic researchers. For the purposes of this study, the term 'mobile device' refers to smartphones and tablets running mobile operating systems, as defined in NIST Special Publication 800-53, Revision 4. Mobile phones and the subclass of smartphones represent one of the greatest advances in human communication in history. The world has embraced this technology family as shown by a rapid adoption rate resulting in a global user base, when compared historically to other technologies. According to the Global System for Mobile Alliance (GSMA), the professional body composed of most carriers, mobile network operators and equipment makers, penetration in 2015 reached 4.7 billion unique subscribers globally. By 2020 that number is expected to reach 5.6 billion, meaning that over 70 percent of the world's population will have a mobile subscription."

Based on an analysis of information from NIST and several of the affected agencies, CBO [Congressional Budget Office] estimates that implementing the bill would cost $48 million over the 2018-2022 period, assuming appropriation of the necessary amounts. Enacting H.R. 1224 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 1224 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. H.R. 1224 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA) and would not affect the budgets of state, local, or tribal governments."

• Counterinsurgency Aircraft Procurement Options: Processes, Methods, Alternatives, and Estimates

  "A call is being made for an aircraft dedicated to the counterinsurgency (COIN) mission within military academic circles and the special operations community. Support for a COIN aircraft needs hard numbers, given the Air Force's budget constraints brought on by the dedication to the F-22A. Building on Arthur Davis's COIN aircraft advocacy paper, this research doesn't focus on further advocacy, but on a process and method for COIN aircraft procurement. The acquisition focus is on United States Special Operations Command's (USSOCOM) acquisition authority to couple its global war on terrorism (GWOT) mission responsibility with commercial-off-the-shelf aircraft procurement to specifically address the need for an airborne COIN capability. The performance, schedule, and cost information associated with Raytheon's T-6A NTA and Stavatti's SM-27 are reviewed and compared beyond the acquisition process. Additionally, acquisition and operations, maintenance and support cost estimates are produced for both alternatives. The estimates reflect respective acquisition costs of approximately $211 million and $426 million; and maintenance, and support costs of $38 million and $47 million, respectively. The latter two costs are stated in fiscal year (FY) 2007 dollars. The analysis of alternatives yields a recommendation based on the three key acquisition areas of performance schedule, and cost. The T-6A NTA platform possesses demonstrated performance, immediate availability, and lower costs, and is recommended by this analysis."

No. 13,768, Enhancing Public Safety in the Interior of the United States on January 25, 2017, which states that agencies may no longer extend the protections of the Privacy Act to those other than U.S. citizens and Lawful Permanent Residents (LPR). As such, DHS must change its 2007 policy. Instead, DHS will now treat all persons, regardless of immigration status, consistent with the Fair Information Practice Principles (FIPPs) and applicable law. Acting Deputy Administrator Jack Riley and two local police detectives from New Jersey appear on the video to urge any law enforcement personnel who come in contact with fentanyl or fentanyl compounds to take the drugs directly to a lab. "Fentanyl can kill you," Riley said. "Fentanyl is being sold as heroin in virtually every corner of our country. It's produced clandestinely in Mexico, and (also) comes directly from China. It is 40 to 50 times stronger than street-level heroin. A very small amount ingested, or absorbed through your skin, can kill you."

In 2014 and 2016, two outbreaks of avian influenza led to the deaths of millions of poultry in 15 states and prompted emergency spending to control the disease. While the health risk to humans is low, humans have been infected with these viruses, sometimes fatally. A spike in fatal human infections in Asia began in late 2016. GAO [Government Accountability Office] was asked to review several issues related to avian influenza. This report examines (1) how outbreaks of avian influenza have affected human health, animal health, and the U.S. economy, (2) the extent to which USDA [United States Department of Agriculture] has taken actions to address any lessons learned from its responses to the outbreaks in 2014 and 2016, and how it plans to evaluate the actions' effectiveness, and (3) ongoing challenges and associated issues , if any, federal agencies face in their efforts to mitigate the potential harmful effects of avian influenza. GAO reviewed global and domestic data on the effects of avian influenza and USDA reports and corrective action data associated with its responses to the recent outbreaks, and interviewed federal officials and stakeholders from state agencies and the poultry industry."

From the statement of Maureen K. Ohlhausen: "Reports of data breaches affecting millions of American consumers have become commonplace. Data is an increasingly vital asset for every business, including small businesses, and as companies collect more personal information from consumers, the databases they create become more attractive targets for criminals. Hackers and others seek to exploit vulnerabilities, obtain unauthorized access to consumers' sensitive information, and potentially misuse it in ways that can cause serious harms to consumers and businesses. Failing to take reasonable precautions to secure data from identity thieves and other malicious actors hurts consumers and legitimate businesses alike. Consumers face the risk of fraud, identity theft, and other harm. In addition, data breaches can harm a business's financial interests and reputation as well as result in the loss of consumer confidence in the businesses to whom they entrust their data. In the case of small businesses, a data breach can be devastating. Although such incidents rarely make the headlines, the majority of attacks target small and midsized businesses, and, according to the National Cyber Security Alliance, some 60% of small businesses go out of business within six months of a breach. The Federal Trade Commission is a small, independent agency with a large role to play when it comes to data security. The Commission, a bipartisan body, has operated effectively for more than 100 years, with a unique dual mandate to protect consumers and maintain competition in broad sectors of the economy. As the nation's consumer protection agency, the FTC [Federal Trade Commission] is committed to protecting consumer privacy and promoting data security in the private sector using the flexible tools Congress gave us. The Commission has undertaken substantial efforts throughout the 21st century to promote data security in the private sector through civil law enforcement, business outreach and consumer education, policy initiatives, and recommendations to Congress to enact legislation in this area. National security experts, lawmakers, and policymakers have become increasingly concerned about the interactions among a number of emerging technologies that could alter and increase the threats from weapons of mass destruction (WMD). [...] To assess the impact of various emerging technologies, it is important to understand how they may be game-changers for state and nonstate actors actively seeking to develop WMD and for policymakers attempting to prevent the proliferation and the use of WMD.   "The rapid, global proliferation of IoT [Internet of Things] devices has generated significant interest. In light of the current and potential effects of the IoT on consumers, businesses, and policy makers, GAO [Government Accountability Office] was asked to conduct a technology assessment of the IoT. This report provides an introduction to the IoT and describes what is known about current and emerging IoT technologies, and the implications of their use. To conduct this assessment, GAO reviewed key reports and scientific literature; convened two expert meetings with the assistance of the National Academies; and interviewed officials from two agencies to obtain their views on specific implications of the IoT. Ten federal agencies and twelve experts reviewed the draft report and some provided technical comments, which were incorporated as appropriate."
