Zika Virus Response Updates from FDA
"Zika virus is spread to people primarily through the bite of an infected Aedes species mosquito. Most people never know that they have been infected with the virus. It is estimated that four out of five people with Zika virus infections have no symptoms at all. When symptoms do occur, the most common symptoms are fever, rash, joint pain, and conjunctivitis (red eyes). Even in those who develop symptoms, the illness is usually mild, with symptoms lasting from several days to a week"

"This manual is composed of several volumes, each containing its own purpose. In accordance with the authority in DoD Directive (DoDD) 5143.01: [1] This manual implements policy, assigns responsibilities, establishes requirements, and provides procedures, consistent with Executive Order (E.O.) 12829, DoD Instruction (DoDI) 5220.22, and E.O. 10865, for the protection of classified information that is disclosed to, or developed by contractors, licensees, and grantees (referred to in this manual as contractors) of the U.S. Government (USG). [2] This volume prescribes industrial security procedures and practices applicable to USG activities using the DoD as their cognizant security agency (CSA). Defeating ISIS and Al-Qaeda on the Ideological Battlefield: The Case for the Corporation Against Ideological Violence
From the Message from the Editors: "Michael W. S. Ryan's second case study for CIWAG [Center on Irregular Warfare & Armed Groups] is a deeply analytical and penetrating assessment of two challenges: first, how Jihadi Salaafist groups recruit individuals to their cause; and second, how we can stop them. Ryan's argument is that to really disrupt the strategic communications of these groups, we must first understand how they leverage ideological frameworks to target vulnerable people. As a result, his nuanced analysis of the methods used by Jihadi Salaafist groups provides the framework for understanding how they hijack language and concepts to groom and retain followers. Ryan also addresses the question of how to inoculate against and repel these ideological overtures and help the families and communities they target by examining deradicalization and counter-radicalization programs in Saudi Arabia and Europe. Topical Fire Report Series, August 2018, Volume 19, Issue 5--Fire Department Overall Run Profile as Reported to the National Fire Incident Reporting System (2016)
"The findings from this issue of the Topical Fire Report Series include: [1] In 2016, fire departments responded to 25,693,300 incident calls that were reported to the National Fire Incident Reporting System (NFIRS); [2] Almost two-thirds (64 percent) of the reported calls to fire departments required Emergency Medical Services (EMS) and rescue services; [3] Only 5 percent of all reported fire department runs were fire related; [4] In 2016, fire departments responded to more severe weather calls reported on Saturdays than any other day of the week; [5] About half (52 percent) of the reported calls were to residential properties; [6] Only 3 percent of these were fire related; [7] Approximately 9 percent of reported runs involved mutual or automatic aid."

2020 CENSUS: Continued Management Attention Needed to Address Challenges and Risks with Developing, Testing, and Securing IT Systems, Report to Congressional Requesters
"One of the Bureau's most important functions is to conduct a complete and accurate decennial census of the U.S. population. The decennial census is mandated by the Constitution and provides vital data for the nation. The Bureau plans to significantly change the methods and technology it uses to count the population with the 2020 Census, such as by offering an option for households to respond to the survey via the Internet. In preparation for the 2020 Census, the Bureau is conducting a test of all key systems and operations (referred to as the 2018 End-to-End Test), which began in August 2017 and runs through April 2019. GAO (Government Accountability Office) was asked to review the Bureau's IT readiness for the 2020 Census. This report (1) determines the Bureau's progress in developing and testing systems for the 2018 End-to -End Test and (2) describes the challenges and risks that the Bureau has faced in implementing and securing these systems. To do this, GAO reviewed key documentation, including plans for system development and testing, and outcomes of key IT milestone reviews and security assessments."

Answers to Questions About Substantially Improved/ Substantially Damaged Buildings
From the Introduction: "The National Flood Insurance Program (NFIP) is administered by the Federal Emergency Management Agency (FEMA). FEMA identifies and maps areas that are subject to flooding under certain conditions, establishes minimum criteria for development in identified floodprone areas, and underwrites flood insurance coverage. The purpose of the NFIP is to reduce future flood damage and to break the cycle of repetitive flood damage by encouraging communities to adopt and enforce floodplain management regulations and by providing affordable insurance to property owners, renters, and businesses. The NFIP regulations are found in Title 44 of the Code of Federal Regulations (CFR) § 59.1, Definitions, and 44 CFR § 60.3, Flood plain management criteria for floodprone areas. The purpose of this booklet is to answer questions about the minimum NFIP regulations. It also summarizes FEMA's guidance and policies on substantial improvement and substantial damage (SI/SD) and what it means to bring structures into compliance with the minimum requirements for new construction."

Mexico's Immigration Control Efforts [August 1, 2018]
"In 2014, the United States and Mexico experienced a surge in unauthorized migration from Central America, a region that has overtaken Mexico as the primary source for immigrants apprehended at the U.S.-Mexican border. With U.S. support, Mexico has since increased its immigration control efforts. From 2015 to 2017, Mexico apprehended more than 450,000 migrants and asylum seekers from the 'northern triangle' countries. As at the U.S. southwest border, Mexico's apprehensions of migrants from the northern triangle fell in 2017 but increased by 57% in the first half of 2018 as compared to that period last year."

Military Readiness: Air Force Plans to Replace Aging Personnel Recovery Helicopter Fleet, Report to Congressional Committees
From the Highlights: "Since the 1980s, the Air Force has used its HH-60G Pave Hawk helicopters to conduct life-saving missions, including for personnel recovery and medical evacuations. The aging HH-60G inventory has shrunk over the years as a result of mishaps. As the inventory was declining, the Air Force began efforts to replace its fleet with the new Combat Rescue Helicopter. The National Defense Authorization Act for fiscal year 2018 includes a provision for GAO [Government Accountability Office] to review HH-60G replacement programs. This report examines: (1) the maintenance condition and service life of the Air Force's HH-60G Pave Hawk helicopters; (2) the Air Force's schedule for fielding the new Combat Rescue Helicopter in the active and reserve components; and (3) any training challenges the Air Force has identified related to this schedule. GAO analyzed flight hour and availability data and contracts and fielding schedule for new and refurbished personnel recovery helicopters for the Air Force. GAO also analyzed documentation, and interviewed officials from the Air Force Headquarters, the Air Force major commands, including the Air National Guard and Air Force Reserve, and training and test and evaluation units to discuss challenges the Air Force expects to face as it fields its new helicopters."

Metro Disaster Debris Management Plan
From the Background: "The Metro region is vulnerable to natural and human-made incidents with the potential to generate large amounts of debris, such as construction and demolition materials, vegetative debris, hazardous waste, soil, etc. Natural hazards in the region capable of generating debris include earthquakes, floods, landslide, severe weather, and wildland/urban fires. Human-made hazards include intentional and unintentional incidents and can involve chemical, biological, radiological, nuclear, and explosive materials. Metro oversees the region's garbage and recycling system, ensuring that all solid waste generated in the region is managed in a manner that protects public health and safety, and safeguards the environment. Part of these responsibilities includes the management and disposal of disaster debris. Metro recognizes the need to be prepared for, respond to, and recover from a debris-generating incident especially when the volume of debris overwhelms the existing solid waste infrastructure. The Metro Disaster Debris Management Plan (DDMP) is designed to provide guidance for Metro on how to manage and coordinate debris operations and system disruptions."

Review of the Secondary Standards for Ecological Effects of Oxides of Nitrogen, Oxides of Sulfur, and Particulate Matter: Risk and Exposure Assessment Planning Document
From the Document: "The U.S. Environmental Protection Agency (EPA) is conducting a review of the air quality criteria and the associated secondary (welfare-based) national ambient air quality standards (NAAQS) for oxides of nitrogen, oxides of sulfur and particulate matter (PM). This review is focused on the contribution of oxides of nitrogen, oxides of sulfur, and PM to ecological effects and particularly the contribution of these pollutants to such effects through atmospheric deposition. Based on analysis of the information available in this review regarding support for a quantitative risk and exposure assessment (REA) to inform the review, this document outlines a plan, including scope and methods, for conducting a REA, and is intended to facilitate consultation with the Clean Air Scientific Advisory Committee (CASAC), as well as an opportunity for public participation. The information considered includes newly available scientific evidence, new and/or improved data, methods, and tools and other information or data supporting a quantitative REA particularly those assessed in the second draft 'Integrated Science Assessment for Oxides of Nitrogen, Oxides of Sulfur and Particulate Matter--Ecological Criteria' (ISA)."

2017 Atlantic Hurricane Season Impact on Communications Report and Recommendations
"The 2017 Atlantic hurricane season was notable for the devastation wrought to various types of infrastructure, including communications. A larger-than-expected number of significant storms caused billions of dollars of damages and significant loss of life. [...] Emergency call centers on the American mainland seem to have survived each storm relatively well; the Federal Communications Commission (FCC or Commission) did not receive reports of widespread 911 call center outages in those areas affected by the storms. In contrast, the 911 call centers serving Puerto Rico and the USVI were impacted [...]. Leadership at the Commission undertook fact-finding missions to the hardest-hit regions. To determine what went right, what went wrong, and how to better prepare for future hurricane seasons, the Commission sought comment from stakeholders through a variety of means, including a public notice, critical information needs workshop, and after-action reporting both within the Commission and with federal emergency response partners. [...] This Report includes actions the Commission took during, and in response to, the 2017 Atlantic hurricane season; lessons learned and observations to assist the Commission, service providers, local and regional emergency response authorities, and other stakeholders when confronting hurricanes; and next steps that the Commission will take to improve its disaster response and recovery efforts."

2014 Southwest Border Encounters: Three-Year Cohort Outcomes Analysis
From the conclusion: "This report re-examines the 2014 southwest border enforcement cohort by describing final or most current outcomes as of the end of 2017. Overall, DHS [Department of Homeland Security] repatriated 65 percent of aliens encountered in 2014, with the majority (80 percent) of these repatriations occurring as expedited removals or reinstatements of previous removal orders. [...] [A]liens who are not subject to expedited removal or reinstatement of a previous removal order--including most aliens in these potentially humanitarian categories--are likely to remain in unresolved statuses. This finding also means that aliens who are not repatriated within 90 days of their initial enforcement action typically go for long periods in unresolved statuses. With Mexicans accounting for a falling share of border encounters and with UACs [unaccompanied alien children], FMUAs [family units], and asylum seekers accounting for a growing share, these findings highlight important challenges for the Department."

Evaluation of Commercial Wet Vacuums for Bacillus Spore Sampling on Surfaces
"The objective of this work was to develop and optimize a wet vacuum cleaner-based sampling method so that this widely-available commercial device could be used for sampling spores on both porous and nonporous surface types. Such a sampling device would use a liquid sampling medium that could be analyzed directly without an extraction step (spore recovery from the sampling medium) required for other surface sampling methods. This direct analysis could potentially increase recovery efficiency while reducing the sample analysis turnaround time and cost. The main objective of this project was to assess an alternative cost-effective, reliable, commercially available (or built with off-the-shelf materials) wet vacuum cleaner that could be used for sampling 'Bacillus' spores (i.e., surrogates of 'B. anthracis') on both porous and nonporous surfaces. The technical approach for this study involved bench-scale research, as part of Phase I tests, on the effectiveness of sampling liquids and operational parameters (such as elapsed time and liquid volume) to sample spores from different surfaces."

"The U.S. Environmental Protection Agency's (EPA) Homeland Security Research Program (HSRP) mission is to advance EPA's capabilities to protect human health and the environment from adverse impacts arising from terrorist threats and other contamination incidents. The National Homeland Security Research Center (NHSRC) conducts research under the HSRP to address gaps in EPA's response to terrorist attacks involving chemical, biological, radiological, and nuclear contamination. The response following a chemical or biological incident in a transportation hub like a subway system requires fast and effective remediation approaches to mitigate cost and reduce the time for the underground system to return to normal operation. This study is designed to evaluate 'low-tech' decontamination approaches that use readily available off-the shelf equipment for dispensing decontamination solutions."

"Managers and owners of forests across the Nation face urgent challenges, among them catastrophic wildfires, invasive species, drought, and epidemics of forest insects and disease. Of particular concern are longer fire seasons and the rising size and severity of wildfires, along with the expanding risk to communities, natural resources, and the safety of firefighters. Accordingly, at the U.S. Department of Agriculture, Forest Service, we are rethinking our approach to land management. We will work closely with States to set landscape-scale priorities for targeted treatments in areas with the highest payoffs. For decades, we have worked with States, Tribes, local communities, and collaborative groups to reduce fuels and improve forest conditions.
