"The United States, at the local, state, tribal, and Federal levels, has made a concerted effort to enhance, expand, and codify multiple measures designed to address the serious threats posed by illicit drug trafficking across the Southwest border and violence in Mexico Despite many successes, improved cooperation, coordination, unity of effort, and information sharing, illicit drug trafficking continues to be a multi-faceted threat to our national security which requires additional focus and effort Transnational criminal organizations based in Mexico with world-wide international connections continue to dominate the illegal drug supply chain and are continuing to expand their illegal activities throughout the United States Indeed, 90 to 95 percent of all cocaine that enters the United States continues to pass through the Mexico/Central America corridor from the cocaine source countries further south Mexico remains the primary foreign source of marijuana and methamphetamine destined for U S markets and is also a source and transit country for heroin The same organizations that traffic in drugs also control the south-bound flow of drug-related bulk currency and illegal weapons The smuggling and illegal export of weapons from the United States into Mexico is a threat to the overall safety and security of both countries and continues to fuel violence along the Southwest border and in the interior of Mexico Indeed, weapons smuggled into Mexico often end up in the hands of the Transnational Criminal Organizations (TCOs) or other smuggling organizations where they can be employed against law enforcement officers and citizens in either country On its northern border with the United States, Mexico experienced a dramatic surge in border crime and violence in recent years due to intense competition between Mexican TCOs that employ predatory tactics to realize their profits."

LLIS Good Story: Hurricane Sandy: Veteran-Focused Disaster Response Team
"Following Hurricane Sandy, the non-government organization Team Rubicon deployed more than 300 military and 5,000 civilian volunteers to support recovery efforts in Far Rockaway, New York. These volunteers processed work orders, tracked operations, rescued people trapped in floodwaters, delivered emergency supplies, provided medical care to evacuees, and supported residential clean-up efforts."

LLIS Notes from the Field: Learning from Hurricane Sandy and the Waldo Canyon Fire: Considerations for Emergency Wi-Fi Networks
"In the 1980s, MIT Professor Nicholas Negroponte proposed an idea that became known as
the 'Negroponte Switch,' the idea that technologies that were then wired (such as
telephone service) would become wireless, and that technologies that were then wireless
(such as television) would become wired. The growth in subsequent decades of mobile
phone service and cable television both are examples of how this switch has been realized.
Similarly in disaster response, we've seen a tremendous uptake in technology - PCs,
tablets, and smartphones. When I first started seeing computers used in disaster response
in the early part of the 2000s, wired Ethernet connections were the rule, as 802.11 wireless
networks were then in their infancy. [...] In the rush of governments and NGOs [non-governmental organizations] alike to deploy emergency Wi-Fi networks after a
disaster, recent emergencies have shown that there are going to be increasingly significant
challenges for disaster responders to get the kind of quality of service they require. Solving
this may require us to reverse the Negroponte Switch (just a little bit) in order to
accommodate the Bring Your Own Device (BYOD) world."

Interior Immigration Enforcement: Programs Targeting Criminal Aliens [December 20, 2012]
"Congress has a long-standing interest in seeing that immigration enforcement agencies identify and deport criminal aliens. The expeditious removal of such aliens has been a statutory priority since 1986, and the Department of Homeland Security (DHS) and its predecessor agency have operated programs targeting criminal aliens for removal since 1988. These programs have grown substantially since FY2005. Despite the interest in criminal aliens, inconsistencies in data quality, data collection, and definitions make it impossible to precisely enumerate the criminal alien population, defined in this report as all noncitizens ever convicted of a crime. CRS [Congressional Research Service] estimates the number of noncitizens incarcerated in federal and state prisons and local jails--a subset of all criminal aliens--at 173,000 in 2009 (the most recent year for which complete data are available), with state prisons and local jails each accounting for somewhat more incarcerations than federal prisons. The overall proportion of noncitizens in federal and state prisons and local jails corresponds closely to the proportion of noncitizens in the total U.S. population. DHS operates four programs designed in whole or in part to target criminal aliens: the Criminal Alien Program (CAP), Secure Communities, the §287(g) program, and the National Fugitive Operations Program (NFOP). The CAP, Secure Communities, and certain §287(g) programs are jail enforcement programs that screen individuals for immigration-related violations as they are being booked into jail and while they are incarcerated; the NFOP and some §287(g) programs are task force programs that target at-large criminal aliens. This report describes how these programs work and identifies their common features and key differences among them."

This 'Notes from the Field' document contains the "Observations from Rakesh Bharania, a Tactical Operations Support Engineer For a Major Telecommunications Company." The author [Bharania] was deployed to the disaster area in the aftermath of Hurricane Sandy. From the Introduction: "My team and I recently returned from a deployment in the aftermath of Hurricane Sandy where we worked to support public safety and disaster relief NGOs [non-governmental organizations] in the states of New York and New Jersey. This storm, regardless of what you want to call it ('Superstorm' seemed to be a popular moniker in the media, since the storm technically wasn't a hurricane when it made landfall) seemed to usher in a whole new wave of technology in disaster response, and I think it's worth trying to capture a few observations while the memories are still fresh and the after-action-reports are yet to be written. So, a standard disclaimer applies: this is really my own opinion, and not those of my teammates, or my employer."

"September 11, 2001 and the anthrax tragedies were a wake-up call to the
country. One of the things that caught the country off-guard was how limited
public health emergency preparedness was in the United States.
Since then, there have been ongoing reminders
about why it is essential to maintain the ability to
respond to health needs during major incidents,
like Superstorm Sandy or the H1N1 pandemic flu
outbreak. But what has become equally evident is
the number of health threats in the realm that we
can anticipate but we are not sufficiently prepared
to address as a nation. In addition to extreme
weather events and foodborne illnesses like 'Salmonella'
and 'E.coli', we have suffered a deadly rise of
West Nile virus, a fungal meningitis outbreak and a
resurgence of old diseases we thought were largely
conquered-like whooping cough and tuberculosis-all
in an era of growing antibiotic resistance."

LLIS Best Practice: Public Health Software Program for Medical Patient Data Tracking, Situational Awareness and Services Rendered During Major Response Events
"Provides information on a software program developed in-house by the Hidalgo County Health and Human Services Department (HCHHSD) in Texas to track patient flow, medications dispensed, and services rendered during Operation Lone Star characterized as one of the largest humanitarian events in the United States. There are very few tailored software products that are economically feasible and available to local health departments tasked with responding during local emergency response events that potentially involve the need to track patients, identify services rendered, quantify medications dispensed, and all be available in real-time for decision makers and support staff in the Emergency Operations Center. This Best Practice reviews a system developed by the Hidalgo County Health and Human Services Department used during the largest humanitarian event in the United States called Operation Lone Star. The system allows for real-time large scale patient information sharing between the first responders at the POD sites, Emergency Operations Center, and facilitates overall tracking of services, resources balancing, and provides a centralized data source of patient information being assessed in a large scale operation."

Pandemic Influenza Infection Control Tabletop Exercise: San Francisco, CA, September 14, 2006
"The San Francisco Pandemic Influenza Infection Control Tabletop Exercise was conducted over a 4-hour period on September 14, 2006. All nine San Francisco Hospitals and Seton Medical Center of San Mateo County were represented at the exercise. The goal is to practice coordination and communication activities in a pandemic influenza scenario among hospital infection control professionals, hospital emergency preparedness coordinators, and Sections of the San Francisco Department of Public Health. The objectives are: Identify thresholds that would trigger an emergency response activation or a change in infection control standards within each hospital before and during an influenza pandemic; and improve communication between emergency preparedness coordinators and infection control professionals as they prepare for their hospital's infectious disease emergency responses."
