LLIS Practice Note: Emergency Public Information: Cranford, New Jersey, Police Department's Use of Nixle After Hurricane Irene
From the description: "On August 27, 2011, Hurricane Irene made landfall near Cape Lookout, North Carolina. Irene tracked north to the Hampton Roads, Virginia, area before moving back over the Atlantic Ocean. Irene made a second landfall near Little Egg Inlet, New Jersey, on August 28, 2011. […] In the days before Hurricane Irene made landfall, Cranford Police Department personnel established a presence on social media platforms such as Facebook, Twitter, and Nixle. They used these platforms to provide residents with updates on the storm and to advise them of a mandatory evacuation. However, Nixle proved to be particularly useful following the area's loss of power and the evacuation. Nixle is a free Web-based service that allows law enforcement agencies to send notifications by text message to individuals who are registered for the service. Nixle allows agencies to supplement the text messages with longer email messages. In addition, law enforcement agencies are able to post Nixle notifications on Facebook and Twitter automatically. Individuals who are interested in receiving alerts register online and indicate the zip codes for which they are interested in receiving notifications. […] Consequently, Nixle's use of text messaging allowed personnel to reach a wider audience than other Web-based social media platforms. One lieutenant remarked that 'Nixle became an effective way to communicate, via cell phone messaging, to the public and give them the information they needed as we dealt with the aftermath of the storm.' The Cranford Police Department continues to use Nixle to notify the public of traffic updates and emergency storm or flood alerts."

Political Transition in Tunisia [December 16, 2011]
"On January 14, 2011, Tunisian President Zine el Abidine Ben Ali fled the country after weeks of mounting anti-government protests. Tunisia's mass popular uprising, dubbed the 'Jasmine Revolution,' sparked anti-government movements in other countries across the region. Ben Ali's departure was greeted by widespread euphoria within Tunisia. Yet disputes over reform priorities, economic crisis, labor unrest, tensions between the privileged coastal region and relatively impoverished interior, and lingering insecurity are continuing challenges. The humanitarian and security impact of events in neighboring Libya present additional difficulties. National elections were held on October 23 to select a National Constituent Assembly. The Assembly has put in place a transitional government and is expected to draft a new constitution, ahead of new elections that have yet to be scheduled. Thousands of candidates competed for seats in the Assembly, but the outcome showed popular support to be primarily focused on a handful of political parties. Harakat al Nahda (alt: Ennahda/An-Nahda), a moderate Islamist party, won 41% of the seats, and has formed a governing coalition with two center-left secular parties, the Congress for the Republic (CPR) and the Democratic Forum of Labor and Liberties (FDTL/Ettakatol). Certain aspects of the Assembly's mandate, duration, and internal structure are still to be determined."

Critical Infrastructure Protection: Cybersecurity Guidance is Available, but More Can Be Done to Promote Its Use, Report to Congressional Requesters
From the Highlights: "Critical infrastructures are systems and assets critical to the nation's security, economy, and public health and safety, most of which are owned by the private sector. These assets rely on networked computers and systems, thus making them susceptible to cyber-based risks. Managing such risk involves the use of cybersecurity guidance that promotes or requires actions to enhance the confidentiality, integrity, and availability of computer systems. For seven critical infrastructure sectors, GAO [Government Accountability Office] was asked to identify (1) cybersecurity guidance for entities within the sectors, (2) the extent to which implementation of this guidance is enforced and promoted, and (3) areas of commonalities and differences between sector cybersecurity guidance and guidance applicable to federal agencies. To do this, GAO collected and analyzed information from responsible private sector coordinating councils; federal agencies, including sector-specific agencies that are responsible for coordinating critical infrastructure protection efforts; and standards-making bodies. In addition, GAO compared a set of guidance in each of three subsectors with guidance applicable to federal agencies. […] GAO is recommending that the Department of Homeland Security (DHS), in collaboration with public and private sector partners, determine whether it is appropriate to have cybersecurity guidance listed in sector plans. DHS concurred with GAO's recommendation."

"The 2010 NCR [National Capital Region] strategy addresses why the strategy was produced, the scope of its coverage, and the process by which it was developed. The introduction to the plan specifies that it was produced to help identify the capabilities needed to strengthen the region's homeland security efforts and to define the framework for achieving those capabilities. The scope of the plan, as outlined in the introduction, is strategic investment in new and existing capabilities to help all localities in the NCR prepare for, prevent, protect against, respond to, and recover from all-hazards threats and events. Specifically, the plan's goals and objectives are designed to build new and expanded capabilities and to ensure maintenance of previous investments. Additionally, the aim of these capabilities, according to the plan, is to help support the localities in the NCR as they execute their operational plans in all phases of homeland security. The plan's methodology appendix specifies that the effort to produce the 2010 plan started with an NCR partner-led assessment of progress under the 2006 NCR Strategic Plan and stakeholder recommendations on how best to update the goals to reflect current priorities of the NCR. As part of this effort, subject-matter experts identified priority capabilities from the 2010 UASI [Urban Area Security Initiative] Investment Justifications that serve as the foundation for the plan's goals and objectives. Additionally, the appendix outlines how the NCR partners (1) accounted for legislative, policy, and economic factors; (2) facilitated stakeholder engagement; (3) drew on capabilities-based analysis to identify priorities; and (4) designed capability initiatives to be specific and measurable."

Lessons in Community Recovery: Seven Years of Emergency Support Function #14 Long-Term Community Recovery from 2004 to 2011
Taken from 'Purpose of the Report': "This report, 'Lessons in Supporting Community Recovery,' draws on the experiences of Emergency Support Function #14 Long-Term Community Recovery (ESF #14 LTCR) to give examples and practical lessons for all audiences seeking to better prepare for disasters and to implement a 'Whole Community'* disaster recovery process. Public, private and nonprofit entities will find useful lessons that can be material they can apply as our country implements the National Disaster Recovery Framework. This report also documents the progression of ESF #14 LTCR support to communities over the past seven years, noting the elements of successful recovery, challenges encountered and lessons learned. Background. ESF #14 LTCR has worked with more than 180 communities across 23 states, two Indian tribal governments and the Commonwealth of Puerto Rico since it officially became an Emergency Support Function in late 2004. Approximately 60 teams, totaling more than 600 subject matter experts, supported tribal, state and community recovery efforts. As a result, some 90 community recovery plans, strategies or documents were produced, 18 local community recovery organizations were formed, and assistance was provided to 11 states to organize for recovery. The report is organized into three sections: Part 1: Achieving Disaster Recovery, Part 2: Recovery in Action, and Part 3: Lessons for the Future. The key findings for each section are summarized below." Maps are included for geographic representation of information.

"Emergency responders in several rural communities in Queensland, Australia, received information from upstream residents about the large volume of water flowing down local water systems prior to the 2011 flood inundations. Responders used these residents' experiences and knowledge of the local environment to alert and, when necessary, evacuate populations at risk before the floods."
