"Influenza and other acute respiratory infections (hereafter - ARI) cause the most harm to residents' health and stipulate most social and economic waste of all communicable diseases. Increase of population incidence and mortality during influenza epidemic condition not only influenza and pneumonias, but also cardiovascular and other chronic diseases, the exacerbation of which is instigated by influenza infection. After increasing incidence of pneumonia and other chronic diseases, more patients are hospitalised. Different complications occur mostly and are more dangerous for elderly people and people suffering from chronic diseases. During influenza epidemic about of 80% of cause the death of elderly people (65 years and elder). There are registered from 40 to 190 thousand cases of influenza annually (in average - 100 thousand). Yearly about 500 million of people worldwide get sick with influenza."

Pandemic Influenza Preparedness Action Plan of the Japanese Government
"Global efforts against new influenza include influenza pandemic measures conducted by World Health Organization (WHO) in coordination with 4 WHO influenza collaborating centers around the world (Japan, US, UK, and Australia). In May 2005, WHO published 'WHO Global Influenza Preparedness Plan'. Member states have been developing action plans to protect their own citizens based on the Plan. On the other hand, in Japan, 'Ministry of Health, Labour and Welfare established a Review Subcommittee on Measures against New Influenza' in October 2003. The subcommittee compiled 'Report of measures against new influenza' in August 2004. After the commencement of the discussion, in response to the intimidating situation caused by the onsets of highly pathogenic avian influenza (A/H5N1) (Yamaguchi, Oita, and Kyoto), the government developed 'Emergency comprehensive measures against avian influenza' in March 2004, while revisions of the Law for prevention of infectious diseases of domestic animals (Law No.166, 1951) including promotion of early reports and compensation for farmers in areas of movement restriction were implemented. In November 2004, 'Highly pathogenic avian influenza epidemic prevention manual' (Notice from Director-General of Food Safety and Consumer Affairs Bureau, Ministry of Agriculture, Forestry an Fisheries in September 2003) was reviewed to develop guidelines for prevention of specific infectious diseases of domestic animals concerning highly pathogenic avian influenza based on the Law for prevention of infectious diseases of domestic animals. Moreover, based on proposals suggested in 'Report for measures against new influenza', 'Basic guidelines for comprehensive promotion of prevention of infectious diseases' (Announcement No.115 from Ministry of Health and welfare in 1999) established under the Law concerning the Prevention of Infectious Diseases and Medical Care for Patients of Infections (Law No.114 in 1998, hereinafter referred to as 'Infectious Diseases Law') etc. were revised to promote the measures by incorporating provisions concerning the development of vaccines and stockpile of Antiviral drugs etc. Thus, measures have been taken step by step in Japan. In response to increasing risk of emergence of a new influenza virus, however, it was determined to develop 'Pandemic Influenza Preparedness Action Plan' in compliance with 'WHO Global Influenza Preparedness Plan' to take prompt and reliable measures."

Arizona Influenza Pandemic Response Plan, June 2006
"It is likely that another influenza pandemic will occur sometime in the future. Arizona needs to be prepared for such an event. To lessen the impact of an influenza pandemic, the State of Arizona has created this Influenza Pandemic Response Plan to promote an effective response throughout the pandemic. The plan was originally crafted in 2000, through a coordinated effort of the Arizona Department of Health Services (ADHS), Arizona Division of Emergency Management (ADEM), local health departments and other partners and stakeholders. It is also an annex to the Arizona State Emergency Response and Recovery Plan (SERRP). The United States Department of Health and Human Services (HHS) has incorporated the World Health Organization (WHO) Pandemic Planning Periods and Phases into its influenza pandemic response plan. These periods represent different levels of impact on society, based on the progression of a novel influenza virus and its potential to cause a pandemic; therefore, pandemic preparedness requires determining the appropriate capabilities, roles, and responsibilities needed to respond to the different periods. In keeping with the national model, the Arizona Influenza Pandemic Response Plan identifies responsible parties and prescribes necessary actions, based on the WHO/HHS pandemic periods. […] These entities are addressed in this plan, and are encouraged to develop their own influenza pandemic response plans that coordinate with the Arizona Influenza Pandemic Response Plan. The heart of the Arizona Influenza Pandemic Response Plan is the Response Activity Supplements. The Response Activity Supplements address the concepts listed below."

Hospital Pandemic Influenza Planning Checklist
Planning for pandemic influenza is critical for ensuring a sustainable healthcare response. The Centers for Disease Control and Prevention (CDC), with input from other Federal partners, have developed this checklist to help hospitals assess and improve their preparedness for responding to pandemic influenza. Because of differences among hospitals (e.g., characteristics of the patient population, size of the hospital/community, scope of services), each hospital will need to adapt this checklist to meet its unique needs and circumstances. This checklist should be used as one of several tools for evaluating current plans or in developing a comprehensive pandemic influenza plan.

Can Local Police and Sheriff's Departments Provide a Higher Degree of Homeland Security Coordination and Collaboration through Consolidation of Police Services?
"Police consolidation is examined in this thesis because it fits with the homeland security mission of integrating and coordinating intelligence information, standardizing policies, procedures, and training, leveraging police resources in combating terrorism, while working to create a uniform response system to major police incidents. Though this thesis has a special focus on San Mateo County, California, the makeup of the San Mateo County system of small jurisdictional policing within specific boundaries is replicated throughout the United States. The claim of this thesis is in order to provide integrated homeland security protection to communities, cities must abandon decentralization for consolidated policing. This thesis will use a comparative case study model and policy options analysis to examine the benefits of police consolidation. The overarching theme is this country continues to face challenging threats against determined terrorist and local police agencies have an obligation to become an integral part of the homeland security mission. To fulfill that obligation, cities must explore abandoning the current fragmented system of policing for a system that promotes coordination of intelligence, uniformity of policy and procedures, standardization of training, comprehensive prevention plans and unified response procedures that address the unique challenges facing police in the twenty-first century."

'Dirty Bomb' Attack: Assessing New York City's Level of Preparedness from a First Responder's Perspective
From the thesis abstract: "Past history and recent intelligence have shown that New York City (NYC), a critical node of the U.S. economy, is clearly in the terrorist's crosshairs. In order to reduce the probability, lessen the risk, and minimize the consequences of a Radiological Dispersion Device (RDD), or 'dirty bomb,' attack, NYC's first responders must be adequately prepared for its seemingly inevitable occurrence. This particular type of attack on NYC has the potential to create immense panic and confusion on behalf of the general public. Adding to the complexity of the problem is the notion that, since 9/11, the expected actions taken by employees in NYC high-rise office buildings in response to shelter-in-place instructions can be extremely difficult to predict. Therefore, a proposed public awareness campaign and a shelter-in-place plan are two cost-effective and easily implemented terrorism preparedness programs that would build the confidence and increase the capability of the citizenry. Since an RDD incident would likely result in a major inter-agency emergency operation, the unification of command, control, and coordination among NYC's first responder community is an essential element to its overall success. Hence, an informed and collaborative response by both public and private sector entities could potentially reduce casualties and save lives."
