Pandemic Influenza Plan: Implications for Local Law Enforcement
"In November 2005, after several years of concern, discussion, and planning in related matters, the U.S. Department of Health and Human Services released the HHS Pandemic Influenza Plan. Post-outbreak action under the plan, if and when that becomes necessary, will require taking steps in the public square that are highly unusual, possibly unprecedented in both nature and scope, and almost certainly highly controversial. Because local law enforcement will be deeply involved in any such steps, law enforcement should undertake significant planning in coordination with others with post-outbreak responsibilities."

Department of Defense Implementation Plan for Pandemic Influenza
"This plan implements the White House 'National Pandemic Influenza Strategy Implementation Plan.' It provides strategic guidance to all Department of Defense components for preparation and response to an outbreak of pandemic influenza. The Secretary of Defense's principal responsibility in responding to a pandemic will be to protect U.S. interests at home and abroad. This implementation plan sets forth Department of Defense (DoD) guidance and addresses key policy issues for pandemic influenza planning. This guidance will enable the Combatant Commanders, Military Departments, and DoD agencies to develop plans to prepare for, detect, respond to, and contain the effects of a pandemic on military forces, DoD civilians, DoD contractors, dependents, and beneficiaries. Additionally, plans will address the provision of DoD assistance to civil authorities both foreign and domestic. Finally, attention to the key security concerns, such as humanitarian relief and stabilization operations that may arise as a result of a pandemic, will be addressed."

Empire County Comprehensive Emergency Management Plan: Pandemic Influenza Annex - A Sample Plan to Assist Counties in Developing a Pandemic Influenza Annex to the County Comprehensive Emergency Management Plan [2011]
"The purpose of the CEMP [Comprehensive Emergency Management Plan] is to identify the county's overarching policies, authorities and response organizational structure that will be implemented in an emergency or disaster situation. In addition, the CEMP identifies the lines of coordination and the centralized coordination of resources that will be utilized in directing the county's response agencies and requesting State assistance. Further, the CEMP serves as the foundational framework for the county's response levels, and serve as the operational basis of which other functional and hazard-specific annexes will build upon. The purpose of this Annex is to ensure that the strategic and broad-based nature of the Empire County CEMP is more defined to allow the county to adequately prepare for, respond to and recover from a pandemic. This will include utilizing county agency activities and the interoperability with the State in its response. State planning efforts identify the key mechanisms in coordinating with the local response and identify the lines of coordination to interoperate with the federal response, including the U.S. Department of Health and Human Services Plan for Pandemic Influenza, via the National Response Plan."

Pandemic Influenza Preparedness Planning Project: An Evaluation of Strategies for Engaging Rural Community Partners
"Rural communities frequently lack resources and sufficient formal government structures, requiring these communities to engage a diverse group of stakeholders in order to facilitate effective preparedness, response, and recovery processes. The Pandemic Influenza Preparedness Planning Project was an interagency partnership between the USA Center for Rural Public Health Preparedness and the Texas Department of State Health Services Region 2/3 (HSR 2/3) to engage public and private rural community partners within HSR 2/3 in the development of pandemic influenza response plans. The USA Center conducted an evaluation focused on county participation, types of stakeholders participating, local versus regional delivery, and interactive versus non-interactive/didactic delivery strategies. These results suggest that interactive strategies held locally within communities over a period of time increase participation rates and diversity of stakeholder groups represented."

Integrating Primary Care Providers into Community Pandemic Influenza Planning: Abbreviated Pandemic Influenza Plan Template for Primary Care Provider Offices: Guidance from Stakeholders [presentation]
"The Abbreviated Pandemic Influenza Plan Template for Primary Care Provider [PCP] Offices is a planning tool developed based on input from stakeholders (PCPs, PCP office managers, hospitals, local and state public health departments, and local and state emergency management agencies) during a CDC-sponsored [Centers for Disease Control and Prevention] meeting in August 2009. It is intended to assist PCPs and office managers with preparing their offices for quickly putting a plan in place to handle an increase in patient calls and visits, whether during the 2009-2010 influenza season or future influenza seasons. It provides key considerations for PCP offices and is a summary of a forthcoming planning document, the Pandemic Influenza Organizer*, which will provide greater detail on each of these sections. Offices are encouraged to use this template as a guide to develop the framework for a pandemic influenza plan, and begin to integrate the plan into their community's plan."

Department of Health and Environmental Control (DHEC) as the lead agency for our state in preparing for and responding to the threat of a pandemic. This document outlines strategies to reduce pandemic influenza-related morbidity and mortality, as well as the social disruption that is expected. The plan includes an overview of pandemics, information on pandemic phases and severity, details regarding recognized mitigation strategies, and specifics on the preparedness, response and recovery actions that will be expected across the various divisions of the USC-Columbia campus. The intent of this plan is to provide a framework for the University in stopping, slowing or otherwise limiting the spread of an influenza outbreak among our students, faculty and staff. This plan also intends to help sustain USC's infrastructure during a pandemic, mitigate the impact on the University's mission, and reduce the social/economic disruption that results. The guidance contained in this plan will be revised and/or enhanced as new information becomes available. Such updates will occur in consultation with local, state and federal authorities and with University administration."
