LLIS Lesson Learned: School Pandemic Influenza Preparedness: Incorporating Inventory Information into Emergency Plans
"Higher education institutions should consider including up-to-date inventory information about personal protective equipment (PPE) and other emergency supplies in their emergency plans. The plans can detail current stockpile levels as well as provide projections of how long the stockpiles would last during an emergency. [...] On October 10, 2007, the University of North Carolina Wilmington (UNCW) held a tabletop exercise (TTX) simulating the effect of a worldwide pandemic influenza outbreak on its Wilmington campus. The TTX scenario included the identification of a suspected avian influenza case on the UNCW campus. The TTX evaluated the UNCW pandemic influenza response plan and helped to prepare UNCW emergency responders. The TTX included 15 participants representing 12 UNCW departments."

Commission of the European Communities: On Community Influenza Pandemic Preparedness and Response Planning
This working paper addresses key issues of national and EU relevance of influenza pandemic, preparedness and response planning. It explains the stages of an influenza pandemic on the, basis of the definitions of the World Health Organisation (WHO) and sets out the main, objectives of action. Moreover, it outlines the role of the Commission and the Member States, in pandemic preparedness planning and defines key actions at pre-determined phases and, levels in the main areas of management and co-ordination, surveillance, prevention, mitigation and response, communication, civil protection and research. Particular reference is, made to animal health legislation and actions that aim to prevent and control influenza in, animals, in particular avian influenza, which can have a major role in the emergence and, impact potential of human influenza.

"Influenza illness is caused by a highly contagious virus that spreads easily from one person to another. Symptoms of influenza infection include rapid onset of high fever, chills, sore throat, runny nose , severe headache, nonproductive cough, body aches and fatigue. Secondary infections can lead to further complications and significantly contribute to influenza related morbidity and mortality. The influenza virus has several natural animal reservoirs allowing the virus to change genetically as strains are able to re -assort and recombine in different species. The new or novel virus strains that emerge from this process may adapt to efficient human -to - human transmission, leading to a pandemic."

Planning for Pandemic Influenza: Human Resources Information for Agencies and Departments
"The Guide was initially developed in 2006 in coordination with the Emergency Preparedness Subcommittee of the Chief Human Capital Officers Council, including representatives from the Departments of Agriculture, Defense, Health and Human Services, Homeland Security, Labor, State, and Transportation, and the Nuclear Regulatory Commission. While the Guide has been prepared specifically with the possibility of a pandemic influenza in mind, most of the information is equally applicable in other pandemic health crisis situations as well as in many other emergency situations. [...] This Guide also includes a revised and updated section on telework and a collection of specific examples of 'Human Resources Strategies' offered by Federal departments and agencies. Also included are numerous links to information and resources related to pandemic influenza. Finally, the Guide establishes a process for collecting workforce data during a pandemic influenza episode. [...] The Guide is designed to help Federal departments and agencies achieve two equally important goals--(1) protecting the Federal workforce and (2) ensuring the continuity of operations. These goals are not mutually exclusive. The message to the American people should be they can have confidence in the ability and determination of the Federal Government to carry out its mission, especially in an emergency."

Assessment of States' Operating Plans to Combat Pandemic Influenza: Report to Homeland Security Council
"This report summarizes the status of States' operating plans with respect to preparedness for, response to, and recovery from an influenza pandemic. This assessment fulfills a requirement (Action #6.1.1.2) established by the Homeland Security Council, Executive Office of the President of the United States, in its National Strategy for Pandemic Influenza: Implementation Plan. [...] We are pleased to submit this summary report on States' operating plans for combating pandemic influenza. Three pandemics occurred during the Twentieth Century-one, in 1918/19, with catastrophic health and socio-economic consequences. The pandemic threat is real and continuing, irrespective of how much the perception of the threat may wax or wane over time. Therefore, if we are to counter the next pandemic effectively, we must prepare now. This assessment process has done much to increase understanding by State and Federal Government officials alike as to the demands that an influenza pandemic would place upon them. We are grateful to the Working Group from the participating U.S. Government Departments as well as to their State counterparts for undertaking the arduous efforts that this assessment required. Whatever forms future plans and assessments may take, the health and socio-economic well being of the Nation will be well served by a collective commitment to continuous quality improvement in preparing for, responding to, and recovering from an influenza pandemic."

Pandemic Influenza Planning Electronic Toolkit for Wisconsin Schools
"Every school needs to develop a plan to address a possible influenza pandemic. Leading health authorities tell us that it is not a matter of if a pandemic will occur, but rather when it will occur. HHS Pandemic Influenza Plan [Full Plan]
"This document, the HHS [Health and Human Services] Pandemic Influenza Plan, serves as a blueprint for all HHS pandemic influenza preparedness planning and response activities. This plan updates the August 2004 draft HHS Pandemic Influenza Preparedness and Response Plan and features important additions and refinements. The Plan integrates changes made in the 2005 World Health Organization (WHO) classification of pandemic phases and expansion of international guidance and now is consistent with the National Response Plan (NRP) published in December 2004. The HHS Pandemic Influenza Plan has three parts, the first two of which are contained in this document. Part 1, the Strategic Plan outlines federal plans and preparation for public health and medical support in the event of a pandemic. It identifies key roles of HHS and its agencies in a pandemic and provides planning assumptions for federal, state and local governments and public health operations plans. Part 2, Public Health Guidance for State and Local Partners, provides detailed guidance to state and local health departments in 11 key areas. Parts 1 and 2 will be regularly updated and refined. These documents will serve as tools for continued engagement with stakeholders, state and local partners. Part 3, which is currently under development, will consist of HHS Agencies Operational Plans."

Interruptions in child care services during an influenza (flu) pandemic may cause conflicts for working parents that could result in high absenteeism in workplaces. New York City Department of Health and Mental Hygiene Pandemic Influenza Preparedness and Response Plan
"The most densely populated city in the United States and a major international port of entry, New York City (NYC) has long been vulnerable to infectious disease threats, whether naturally occurring or intentional. In the event a novel influenza strain develops the capacity for efficient human-to-human transmission anywhere in the world, it would not take long to reach NYC. Such an outbreak poses wide-ranging challenges, including the potential for huge numbers of illnesses and deaths, a severely strained health care system, and difficult psychosocial consequences for a large proportion of the population, especially the homeless, the homebound, and other vulnerable New Yorkers. Aware of our susceptibility, the New York City Department of Health and Mental Hygiene (NYC DOHMH) has for many years placed great emphasis on emergency preparedness planning, even before 9/11. Working closely with our colleagues in the emergency services, health care, business, and not-for-profit sectors, DOHMH continues to engage in extensive preparedness efforts-more than 50 tabletop, functional, and full-scale exercises in the past 5 years-to test, assess, and strengthen our response capabilities. The NYC DOHMH Pandemic Influenza Preparedness and Response Plan draws on lessons learned from these efforts, providing a comprehensive, scalable, and flexible strategy to protect the health of New Yorkers."

Pandemic Influenza - Phase 4 and 5: Infection Control Recommendations Template
"These recommendations are intended for implementation when WHO [World Health Organization] has declared Phase 4 and/or 5 where there is a novel influenza virus circulating causing disease in humans, the disease spreads locally with small or large clusters, and there is evidence of limited or localized human to human transmission, but it has not yet spread to many parts of the world and a vaccine against this strain is not yet available. The objective is to contain or delay the spread before it becomes widespread. The duration of phase 4 and 5 are unknown, it may be as short as 1 day or as long as 1 month or more."

Preparedness Planning for Pandemic Influenza Among Large US Maternity Hospitals
"The objective of this investigation was to determine the state of pandemic influenza preparedness and to delineate commonly reported challenges among a sample of larger US national maternity hospitals. This was done given the recent emphasis on hospital disaster planning and the disproportionate morbidity and mortality that pregnant women have suffered in previous influenza pandemics. An internet-based survey was sent to all 12 members of the Council of Women's and Infants' Specialty Hospitals. Questions addressed hospital demo- graphics and overall pandemic preparedness planning, including presence of a pandemic planning committee and the existence of written plans addressing communications, surge capacity, degradation of services, and advance supply planning. Nine of 12 (75%) hospitals responded. All had active pandemic planning committees with identified leadership. The majority (78%) had written formal plans regarding back-up communications, surge/overflow capacity, and degradation of services. However, fewer (44%) reported having written plans in place regarding supply-line/stockpiling of resources. The most common challenges noted were staff and supply coordination, ethical distribution of limited medical resources, and coordination with government agencies. In conclusion, the majority of the Council of Women's and Infants' Specialty Hospitals maternity hospitals have preliminary infrastructure for pandemic influenza planning, but many challenges exist to optimize maternal and fetal outcomes during the next influenza pandemic."

LLIS Lesson Learned: Pandemic Influenza Planning: Collaboration with Agricultural and Animal Health Experts
"Regional pandemic planners should consider engaging applicable agricultural and animal health experts to ensure that poultry and avian species disease surveillance and response efforts are linked to public health planning. The Louisiana Department of Health and Hospitals/Office of Public Health sponsored a series of pandemic influenza tabletop exercises (TTX) throughout the state from December 2006 to February 2007. On January 31, 2007, the Louisiana Office of Public Health (OPH) Region VI conducted a TTX in Alexandria, LA. TTX participants represented 5 state organizations and 37 regional and local organizations. The goal of the TTX was to engage community partners in a discussion of Emergency Support Function (ESF)-8 (public health and emergency medical) roles and responsibilities, expectations, and anticipated challenges in the face of an influenza pandemic. One TTX objective was to assess the familiarity of pandemic influenza planning among internal (ESF-8) and external stakeholders. The TTX scenario consisted of a severe influenza pandemic emerging in OPH Region VI."
