  "Congress has recognized the challenge of coordinating and sharing geospatial data from the local, county, and state level to the national level, and vice versa. The cost to the federal government of gathering and coordinating geospatial information has also been an ongoing concern. As much as 80% of government information has a geospatial component, according to various sources. The federal government's role has changed from being a primary provider of authoritative geospatial information to coordinating and managing geospatial data and facilitating partnerships. Congress explored issues of cost, duplication of effort, and coordination of geospatial information in hearings during the 108th Congress. However, challenges to coordinating how geospatial data are acquired and used--collecting duplicative data sets, for example--at the local, state, and federal levels, in collaboration with the private sector, are not yet resolved."

A Geographic Information System (GIS) is a computer data system capable of capturing, storing, analyzing, and displaying geographically referenced information. The federal government and policy makers increasingly use geospatial information and tools like GIS for producing floodplain maps, conducting the census, mapping foreclosures, congressional redistricting, and responding to natural hazards such as wildfires, earthquakes, and tsunamis. For policy makers, this type of analysis can greatly assist in clarifying complex problems that may involve local, state, and federal government, and affect businesses, residential areas, and federal installations."

  "This report highlights actions taken and issues raised as a result of the April 20, 2010, explosion on the Deepwater Horizon offshore drilling rig, and the resulting oil spill in the Gulf of Mexico. Readers can access more extensive discussions in various CRS reports, identified at the end of this report. Members in the 112th Congress continue to express concerns regarding various oil spill-related policy matters. At least three committees in both the House and the Senate have held hearings on issues associated with the Deepwater Horizon oil spill. Members have introduced multiple proposals that would address various issues, including: 1) the regulatory regime for outer continental shelf (OCS) oil exploration and development activities; 2) the liability and compensation framework created by the 1990 Oil Pollution Act; 3) technological challenges involved with deepwater activities; 4) response activities (e.g., the use of chemical dispersants) and decision-making. However, some argue that, in response to the Deepwater Horizon incident, the Administration has adopted less than optimal policies toward offshore oil exploration and development. Expressing this viewpoint, some Members have offered proposals that seek to spur offshore oil exploration and development. In recent days, the House passed three such bills: H.R. 1230 (May 5, 2011), H.R. 1229 (May 11, 2011), and H.R. 1231 (May 12, 2011). Future congressional activity may be influenced by several factors, including conditions in the Gulf region, independent inquiries, judicial actions, and the availability of data for further study."

  This Government Accountability Office (GAO) report focuses on the following topics: "(1) how DHS coordinates with CIKR [critical infrastructure and key resources] stakeholders to identify overlaps and gaps in CIKR security activities across all sectors, (2) how DHS addresses these potential overlaps in CIKR security activities, and (3) how DHS addresses CIKR security gaps. To conduct this work, among other things, we selected a non-random sample of nine sectors with a mix of regulations related to security to obtain stakeholders views on working with DHS to identify and address overlaps and gaps in CIKR activities; reviewed applicable laws and regulations, DHS documents such as the National Infrastructure Protection Plan, and pertinent GAO reports; and interviewed DHS officials in the Office of Infrastructure Protection (IP) in the National Protection and Programs Directorate and officials representing the sectors we selected. […] In summary we found: [1] DHS coordinates with CIKR stakeholders, including other federal regulatory authorities, through information-sharing mechanisms, such as council meetings, and other efforts to identify overlaps and gaps in CIKR security activities. [2] DHS is taking action to address overlapping security activities by clarifying roles and responsibilities for CIKR security activities with agencies that have regulatory oversight, such as the Nuclear Regulatory Commission, through coordination mechanisms, including memorandums of understanding and working groups. [3] DHS works to address gaps in infrastructure security by developing and distributing tools such as guides that promote common security activities; conducting voluntary training and security exercises to enhance security capabilities; providing information on resources available to security partners; and, as appropriate, conducting site vulnerability assessments and security surveys at both public and privately owned facilities that voluntarily participate in such efforts."

• Overview of the Accident at the Fukushima-Daiichi Nuclear Complex

  "On March 11, 2011, a massive earthquake occurred, with an epicenter approximately 45 miles off the coast of the Tōhoku region of Japan. The earthquake's magnitude has been estimated at 9.0 on the Richter scale. The epicenter was approximately 109 miles from the Fukushima Daiichi reactor site. The earthquake was the fourth-largest recorded in the world since 1900, and the largest in modern Japanese history. The earthquake (which has been officially named the Eastern Japan Great Earthquake Disaster) triggered an immense tsunami that devastated large areas of the eastern Japanese coast. Over twenty thousand people are known dead, and thousands more are missing. Damage estimates are unknown at this time but could amount to several hundred billion dollars."

Despite its benefits, every safety inspector knows that electrical wiring and equipment are blamed for a substantial number of fires. In some cases, the installation or maintenance was faulty, or there was some unauthorized tampering with the equipment. In some cases, the equipment and devices installed turned out not to be suitable for their environment."

• Arkansas Nuclear One: After Action Report/Improvement Plan: Drill Date - April 13, 2011

  From the Executive Summary: "On April 12-13, 2011, an out-of-sequence ambulance drill conducted in Russellville, Arkansas for the Pope County Emergency Medical Services (EMS) - St. Mary's Station followed by an out-of-sequence medical drill was conducted at the University of Arkansas for Medical Sciences (UAMS), Little Rock, Arkansas. Personnel from the U.S. Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) Region VI, evaluated all activities. The purpose of the drills was to assess the level of preparedness of local responders to react to a simulated radiological emergency at Arkansas Nuclear One (ANO). The previous UAMS medical drill at this site was conducted on April 14, 2009. The previous ambulance drill for Pope County EMS - St. Mary's Station was conducted on April 14, 2009. Personnel from the Pope County EMS, University of Arkansas Medical Sciences, and Arkansas Nuclear One participated in the drills. Evaluation Areas demonstrated included: Equipment and Supplies to Support Operations, Implementation of Emergency Worker Exposure Control, and Support Operations/Facilities Transportation and Treatment of Contaminated Injured Individuals. Cooperation and teamwork of all participants was evident during these drills, and DHS/FEMA wishes to acknowledge these efforts. This report contains the final evaluation of the out-of-sequence drills. The participants demonstrated knowledge of their emergency response plans and procedures and adequately demonstrated them. There were no Deficiencies and no ARCAs [Areas Requiring Corrective Action] identified during the drills."

  "Certain venues encourage or permit the public to be in contact with animals, resulting in millions of human-animal interactions each year. These settings include county or state fairs, petting zoos, animal swap meets, pet stores, feed stores, zoologic institutions, circuses, carnivals, educational farms, livestock-birthing exhibits, educational exhibits at schools and child-care facilities, and wildlife photo opportunities. Although human-animal contact has many benefits, human health problems are associated with these settings, including infectious diseases, exposure to rabies, and injuries. Infectious disease outbreaks have been caused by Escherichia coli O157:H7, Salmonella species, Cryptosporidium species, Coxiella burnetii, Mycobacterium tuberculosis, ringworm, and other pathogens. Such outbreaks have substantial medical, public health, legal, and economic effects. This report provides recommendations for public health officials, veterinarians, animal venue staff members, animal exhibitors, visitors to animal venues, physicians, and others concerned with minimizing risks associated with animals in public settings. The recommendation to wash hands is the most important for reducing the risk for disease transmission associated with animals in public settings. Other important recommendations are that venues prohibit food in animal areas and include transition areas between animal areas and nonanimal areas, visitors receive information about disease risk and prevention procedures, and animals be properly cared for and managed. These updated 2011 guidelines provide new information on the risks associated with amphibians and with animals in day camp settings, as well as the protective role of zoonotic disease education."

• Emergency Medical Services Workforce Agenda for the Future

  "Emergency medical services (EMS) workers serve on the front lines of emergency medical care. The EMS system is vitally dependent on the ability of these workers to provide high-quality emergent health care in dynamic and oftentimes dangerous circumstances. In the community-based EMS system envisioned in the 1996 EMS Agenda for the Future, EMS workers would contribute to the health of the populations they serve by providing services that reflect the integration of EMS with other health care providers, and in other arenas, such as public health and public safety. The Emergency Medical Services Workforce Agenda for the Future (EMS Workforce Agenda) envisions a future in which all EMS systems have a sufficient number of well educated, adequately prepared, and appropriately credentialed EMS workers who are valued, well compensated, healthy, and safe. The EMS Workforce Agenda identifies the following four components critical to developing an EMS workforce that will thrive and be a driving force for achieving integrated, community-based EMS systems: 1) health, safety and wellness of the EMS workforce. 2) education and certification 3) data and research 4) workforce planning and development The EMS Workforce Agenda also proposes the establishment of a National EMS Workforce Technical Assistance Center (TAC), whose function will be to assist national, state, territorial, tribal, local, and private EMS stakeholders with workforce development. The vision of the EMS Workforce Agenda is ambitious but achievable with the continued collaboration of local, tribal, territorial, State, national and Federal EMS stakeholders."

The last thing that we need as an organization is having inconsistent leadership for our future company officers. Therefore, Central Lyon County Fire District is faced with a lack of adequate formal training for the current company officers and future company officers. With this lack of training for company officers, Central Lyon County Fire District is faced with the possibility of compromising civilian and firefighter safety, along with the inconsistent leadership. Within the Central Lyon County Fire District organizational structure, the company officer is one of the most important individuals who make the fire station, the daily work assignments and the incidents run effectively and safely on a daily basis. The goal of Central Lyon County Fire District is to properly prepare the senior firefighters to become effective, efficient and safe company officers. The applied research project examines what types of training components are necessary to properly prepare firefighters for success as a company officer with Central Lyon County Fire District. The purpose of the applied research project is to develop and implement a company officer training program for Central Lyon County Fire District. The descriptive method was used to guide this research. The research questions to be answered are: (a) What are the benefits of developing a company officer training program for Central Lyon County Fire District; (b) What are the essential components needed to develop a successful company officer training program; and (c) What are other fire protection jurisdictions doing to address the need in developing their company officers?"

"A series of three large earthquakes and many smaller ones shook the central United States two centuries ago, striking in an area now known as the New Madrid Seismic Zone (NMSZ). Ever since, there have been questions about the implications of those events for the region.   "Emergency response teams across the Nation require reliable and interoperable chemical, biological, radiological, nuclear, and explosives (CBRNE) equipment that can be used with confidence for the protection of life, health, property, and commerce. The United States Government will, together with commercial and end-user communities, facilitate the development and implementation of national consensus CBRNE standards and establish an enduring capability to coordinate, prioritize, and implement those standards. It is the vision of the National Science and Technology Council (NSTC) to establish and coordinate implementation of an integrated standards development approach that spans the full spectrum of standards, including performance, interoperability, test and evaluation, conformity assessment, operating procedures, training, and certification. This will assure that equipment is reliable and interoperable, and provides consistent and accurate results. This Strategy describes the elements of a standards and testing infrastructure needed to counter CBRNE threats. The Subcommittee has consulted across the Federal government to identify research efforts and current practices with respect to performance specifications and test methods, as well as standards development needs. The Subcommittee recognizes that the CBRNE mission may be only one component of what users do each and every day. Therefore, the goals reflect not just the technical performance of the technology, but the interoperability with their suite of equipment, as well as concepts of operations involved in their deployment and the training of the users."

The resources required for the care of neonates and children are limited and regionally distributed. First steps to effective response include preserving bed capacity, competency and equipment to support a system of emergency care for infants and children within the county under normal conditions. • Fire Effects on Tree Overstories in the Oak Savannas of the Southwestern Borderlands Region

  "Effects of cool-season and warm-season prescribed burning treatments and a wildfire on tree overstories in oak savannas on the Cascabel Watersheds of the Southwestern Borderlands Region are reported in this paper. Information on the initial survival, levels of crown damage, species compositions and densities, annual growth rates, and basal sprouting following these burning events is presented. Impact of the fires on spatial distributions of trees in the overstories is also described. These events were all of low fire severities. As a consequence, effects of the prescribed burning treatments and the wildfire on tree overstories of the watersheds were similar and, therefore, the data sets were pooled. Effects of these fires on the tree overstories were mostly minor and often insignificant in terms of management implications."

"The FEMA Best Practices Portfolio consists of mitigation stories submitted by individuals and communities that describe measures they have taken to reduce the loss of life and property from disasters. These Best Practices are meant to provide ideas and concepts about reducing losses and to encourage others to evaluate their own risk and consider mitigation as a long-term solution to reducing that risk." This Best Practice story is about retrofits to a bridge in Gunlock, Utah after a flash flood. "The tiny hamlet of Gunlock, Utah, is tucked out of the way on an isolated, rural road. [...] Three times in the last 6 years, Gunlock has been cut off from everything because of flooding on the Santa Clara River. [...] Since there are no grocery stores or other conveniences in the small community, ingress and egress are critical. Emergency services are closest to the north, but via a winding, isolated road. In 2005, the Santa Clara River was raging at 5,700 cubic feet per second (cfs) through the Gunlock gorge. Three bridges had to be replaced. In 2007, the river roared through the village at 8,000 cfs. A flash flood caused by 3 inches of rain overtopped the road and destroyed the Tonaquint Bridge at Tobin Wash. [...] A Federal Emergency Management Agency (FEMA) Legislative Pre-Disaster Mitigation grant (L-PDM) provided $200,000 to Washington County in 2008 to replace metal culverts with larger concrete culverts designed to handle extreme flood flows."   This document is part of the Federal Emergency Management Agency (FEMA) Best Practices Portfolio. "The FEMA Best Practices Portfolio consists of mitigation stories submitted by individuals and communities that describe measures they have taken to reduce the loss of life and property from disasters. These Best Practices are meant to provide ideas and concepts about reducing losses and to encourage others to evaluate their own risk and consider mitigation as a long-term solution to reducing that risk." This Best Practice story is about mitigation efforts to promote public safety in The City of St. George. "When the Quail Creek Dam blew on New Year's Eve 1989, the disaster that followed in southern Utah not only changed the course of the Virgin River, but it also changed the course of the City of St. George. The meandering river and unstable soil create a volatile combination that makes development along the Virgin River especially dangerous. The City of St. George officials understood the dangers, but faced great opposition from developers and citizens who didn't believe that flooding dangers existed. The city's goal was to back people away from the river for their own safety while, at the same time, create a recreational amenity with the purchased land."
