CBO Paper: The Economic Effects of Recent Increases in Energy Prices
From the Summary: "Contrary to general expectations, the large and persistent rise in energy prices that has occurred over the past two and a half years has not caused substantial problems for the overall U.S. economy. Although many households have had trouble adjusting to the higher prices, the effects on the nation's gross domestic product (GDP), employment, and inflation have thus far been moderate. The reasons for that outcome include various interrelated factors - for example, the U.S. and many foreign economies were at robust points in the business cycle when energy prices began to rise, the Federal Reserve has built up a legacy of successful monetary policy, and the U.S. economy has changed over the past 25 years in ways that have increased its underlying flexibility and stability." The first section of this paper discusses developments in oil and natural gas markets since 2003. The second section highlights the economic effects of higher oil and natural gas prices in both the short-term and over the next ten years. The third section explains why the negative effects of recent energy price increases have been smaller than those in the 1970s.

Congressional Budget Office Cost Estimate: H.R. 4, Pension Protection Act of 2006
From the Summary: "H.R. 4 changes the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code (IRC), affecting the operations of private pension plans. It does so mostly by changing the funding requirements for tax-qualified, defined-benefit pension plans and the premiums paid to the Pension Benefit Guaranty Corporation (PBGC). It also extends certain tax incentives for retirement savings, modifies tax provisions related to spending for health care, temporarily suspends certain customs duties, and provides for additional railroad retirement benefits. The Congressional Budget Office (CBO) estimates that H.R. 4 will reduce federal spending over the 2007-2011 period by $1.7 billion and by $5.0 billion over the 2007-2016 period; CBO and the Joint Committee on Taxation (JCT) estimate that the act will decrease federal revenues for the same periods by $7.7 billion and $72.9 billion, respectively."

CBO Presentation: Hurricane Damage: Effects of Climate Change and Coastal Development
This presentation was given at the Summer Conference of the Association of the Environmental and Resource Economists, and was intended to solicit critical comment and discussion regarding the economic impacts of hurricanes on coastal communities given two scenarios of climate change and and/or coastal development. Estimates of hurricane frequencies, intensities and damage costs are presented and preliminary analysis shows that the economic impact of hurricane damage will outpace GDP growth by 2075.

Pollinator Research Action Plan: Report of the Pollinator Health Task Force
From the Executive Summary: "Pollinator health is a crucial component of managed and natural landscapes. Thriving pollinator populations promote healthy food systems and healthy ecosystems. Recently, some pollinator populations have experienced notable declines, due to changes in habitat size and structure, pests and pathogens, pesticides and toxins present in the environment, and nutritional quality of forage, among other factors. The impacts of these factors individually and the interactions among them are not well understood. [...] The proposed research is built on a solid foundation of existing data from Federal agencies, as well as academic institutions. Task Force agencies will use emerging research findings to inform other actions in the Strategy and update goals and metrics as necessary, such as updates to best management practices for lands. Timelines for these activities are included in the Action Plan. This document is the statement issued by the White House Press Secretary, Dana Perino on February 25, 2008 regarding the Foreign Intelligence Surveillance Act (FISA). From the Document: "That the failure to enact long-term FISA modernization legislation is costly and dangerous is beyond any serious dispute. The Intelligence Community lost intelligence information last week because of the uncertainty caused by Congress' failure to act. It is unlikely that this information can ever be recovered. Our private sector partners have serious concerns about the multibillion-dollar lawsuits some companies are currently facing only because they are believed to have helped defend the country after 9/11. These lawsuits are abusive and, if they are allowed to proceed, would serve only to line the pockets of class-action trial lawyers. The private sector has similar concerns that, without statutory protection provided by long-term FISA modernization legislation, they may be exposing themselves to additional abusive lawsuits by cooperating in current efforts. Very late last week the Department of Justice and the Office of the Director of National Intelligence were able to secure the continued cooperation of private partners - but only reluctantly, and with the possibility that they may discontinue their cooperation if the uncertainty persists."

Secretaries Chu and Donovan Sign Agreement to Help Working Families Weatherize Their Homes [May 6, 2009]
According to this press release, the "U.S. Department of Housing and Urban Development (HUD) Secretary Shaun Donovan and U.S. Department of Energy (DOE) Secretary Steven Chu today announced an important step forward in the partnership between HUD and DOE to streamline and better coordinate federal weatherization programs. These efforts will make it easier for low-income families to weatherize their homes, saving money for working families and creating tens of thousands of new green jobs. Today, the Secretaries signed a Memorandum of Understanding (MOU) to coordinate energy retrofit programs in the American Recovery and Reinvestment Act of 2009. The signing of the MOU today [May 6, 2009] represents the next step in a longer-term partnership between these agencies, as they continue to make it easier and more cost-effective for families to weatherize their homes." The document continues "This unprecedented interagency collaboration will help minimize administrative barriers and simplify the process for residents of HUD public and assisted housing that are seeking to weatherize their homes under the DOE Weatherization Assistance Program, which is targeted to low-income households. By eliminating unnecessary red tape and helping more families weatherize their homes, Secretary Chu and Secretary Donovan are helping to fulfill President Obama's goal of making government work better for all Americans."

Attorney General's Third Annual Report to Congress Pursuant to the Emmett Till Unsolved Civil Rights Crime Act of 2007
From the Introduction: "This report is submitted pursuant to the Emmett Till Unsolved Civil Rights Crime Act of 2007 ('The Till Act'). This third Department of Justice ('DOJ' or 'Department') Report is updated with the Department's activities in the year since the second report and summarizes prior Department activities in order to present a comprehensive picture of the Department 's efforts regarding unsolved civil rights murders predating December 31,1969. Section I of the Report gives a history of the Department's civil rights cold case work and provides an overview of the factual and legal challenges we face in our ongoing efforts to prosecute unsolved civil rights era homicides. Since the last report, Department attorneys and FBI agents worked with local officials to bring a successful state prosecution: participated in a local grand jury investigation with a federal prosecutor cross-designated as a deputy district attorney; successfully defended one of our federal convictions on appellate review; interviewed potential witnesses; and reviewed thousands of pages of documents, files, news accounts, and evidence. We have now concluded our investigation into 79 of III cold cases involving 124 victims. Though very few prosecutions have resulted from these exhaustive efforts, the Department's efforts to review these matters have helped bring closure to many family members of the victims. This Section describes the Department's efforts locating the victims' next of kin, personally notifying them of the closure, and providing them with a detailed letter explaining the facts of their relative's case and our decision."
