Federal Food Safety Working Group Progress Report, December 2011
From the Document: "The federal government has taken important steps to protect an increasingly complex food supply. In March 2009, President Obama created the Food Safety Working Group (FSWG), a central coordinating mechanism for the federal government's food safety activities that is led by the Department of Health and Human Services (HHS) and the U.S. Department of Agriculture (USDA).The FSWG's core mission is to strengthen federal efforts and develop short-term and long-term strategies to improve food safety. Partner agencies include HHS's Food and Drug Administration (FDA), USDA's Food Safety and Inspection Service (FSIS), and HHS's Centers for Disease Control and Prevention (CDC), as well as the Environmental Protection Agency (EPA), Department of Homeland Security, Department of Commerce, Department of State, and the Office of the United States Trade Representative. The White House Domestic Policy Council convenes the FSWG. The premise underlying the FSWG's creation is that coordination among federal agencies is essential to protect consumers in our highly diverse, global food system. Coordination and cooperation are necessary through every stage of the production and consumption process--'from farm to table.' FSWG member departments and agencies thus share information and experience about all aspects of food safety. Such coordination strengthens the scientific and technical infrastructure to support a modern food safety system."

While the strain in the United States has not been as potent as the one in Mexico, it is impossible to say that this virus will not mutate into something more deadly. The steps include urging people with symptoms to stay home from work or school, distributing antiviral treatments from the Strategic National Stockpile, requesting $1.5 billion from Congress to invest in additional antivirals, emergency equipment and the development of a vaccine, and launching MySpace, Facebook and Twitter pages to update the public as quickly and effectively as possible."

From the Document: "With the approval of Congress, we will devote $15 billion to the fight AIDS abroad over the next five years, beginning with $2 billion in the year 2004. (Applause.) I've been asked whether or not we're committed to the Global AIDS Fund. Well, first of all, I wouldn't put Tommy as the head of it if we weren't. And more importantly, he wouldn't have joined if we weren't. And so we're still committed to the Global AIDS Fund to fight disease. This program in no way diminishes our commitment to the fund. We will continue bilateral AIDS programs in more than 50 countries. We've already got bilateral relations with 50 countries with whom we're working on AIDS, and we'll continue that program. But this plan that I've laid out in front of the Congress and will work with members of the Senate and the House on will dramatically focus our efforts. You notice I didn't say, 'focus our efforts,' I said, 'dramatically focus our efforts.' The AIDS diagnosis still obviously brings tremendous grief and worries in parts of our society. The budget I've submitted and worked with Congress on -- it will be a request for $16 billion for domestic HIV prevention and care and treatment, a 7 percent increase over '03. (Applause.) It's a $93 million increase for AIDS research, $100 million more to support the AIDS drug assistance program. (Applause.) So today I've got an announcement to make, and it's this, that the Department of Health and Human Services, after a lot of careful review, has waived regulations so that the test will soon be more readily available to doctors and public health facilities throughout the country."

The first was the historic vote the House took last night on health insurance reform. For years we've been told that this couldn't be done. After all, neither chamber of Congress has been able to pass a comprehensive health insurance reform bill for generations. But last night the House proved differently. [...] The second development I want to mention is a significant breakthrough in Iraq, where Iraq's parliament has approved a new election law that paves the way for national elections early next year. This is an important milestone as the Iraqi people continue to take responsibility for their future."

From the summary of the White House review of the December 25, 2009 attempted terrorist attack, released on January 7, 2010: "[O]n December 25, 2009 a Nigerian national, Umar Farouk Abdulmutallab attempted to detonate an explosive device while onboard flight 253 from Amsterdam to Detroit. The device did not explode, but instead ignited, injuring Mr. Abdulmutallab and two other passengers. The flight crew restrained Mr. Abdulmutallab and the plane safely landed. Mr. Abdulmutallab was taken into custody by Customs and Border Protection (CBP) and later was questioned by the Federal Bureau of Investigation (FBI). Mr. Abdulmutallab was not on the U.S. Government's (USG) terrorist watchlist, but was known to the U.S. Intelligence Community (IC)." National Security Decision Memorandum 82: Revision of the U.S. Port Security Program
From the Document: "National security interests require that measures be taken for the protection of vessels, harbors, ports and waterfront facilities of the United States from threats of espionage; sabotage; intelligence collection operations directed against sensitive U.S. defense facilities from foreign vessels; and, related subversive activities including the introduction into the United States of persons or materials in the pursuance of such activities. It is also in our national interest to insist that entries of Soviet and East European vessels into U.S. ports be permitted only in direct reciprocity for the admissions of U.S. vessels to ports of the Soviet bloc countries. With a view to fulfilling these national requirements, the Secretary of Transportation is hereby assigned the responsibility for the promulgation - in consultation with the Departments of State, Defense, and Justice, and the Director of Central Intelligence - of a U.S. port security program."
