From the Document: "S. 2135 would require the Office of Management and Budget to provide guidance to federal agencies for identifying programs and activities for elimination or consolidation, within the current budget process. The federal government currently reviews different ways to reduce, eliminate, or manage the overlap and duplication within its agencies. Because of that ongoing activity, CBO [Congressional Budget Office] expects that implementing the bill would not significantly increase or reduce federal spending over the 2022-2027 period. Additionally, CBO estimates that the administrative costs to implement the bill would be less than $500,000 over the same period. Any effect on spending would be subject to future appropriation action."

National Security Decision Memorandum 117 is directed to the members of the National Security Council, the Attorney General, the Director, Arms Control and Disarmament Agency, and the Director of Central Intelligence. From the Document: "Having considered the discussions and recommendations of the National Security Council, I have decided on the United States position for presentation at Helsinki (SALT [Strategic Arms Limitation Talks] V), as detailed: The Delegation should prepare draft language of provisions incorporating the United States position. The Delegation should proceed on the basis that there will be an agreement limiting strategic defensive weapons. The agreement dealing with defensive weapons must contain (1) a cross-reference to the agreement limiting offensive weapons, and (2) provisions requiring continued negotiations on offensive limitations. The language prepared by the Delegation must be returned to the White House for approval prior to presentation to the Soviet delegation. The final form of what is agreed (e.g. treaty) will be determined later. Pending approval and tabling of the written language, the Delegation may outline to the USSR [Union of Soviet Socialist Republics] the principal provisions of the United States position at the beginning of negotiations."

From the Document: "The Islamic State (IS, also known as ISIL, ISIS, or the Arabic acronym 'Da'esh') is a transnational Sunni Islamist insurgent and terrorist group. At its 2015 height, the group controlled large areas of Iraq and Syria, including some cities, from which it launched attacks in the region and beyond. While the group no longer controls territory outright in Syria and Iraq, U.S. military officials warn that it maintains a low-level insurgency and has worked to expand its global presence via a burgeoning number of affiliate groups. The 2022 Annual Threat Assessment of the U.S. Intelligence Community (IC) stated that 'ISIS leaders remain committed to their vision of building a self-styled global caliphate headquartered in Iraq and Syria and are working to rebuild capabilities and wear down opponents until conditions are ripe for seizing and holding territory.' [...] The Islamic State continues to wage a low-level insurgency across Syria and Iraq. In 2021, U.S. Central Command (CENTCOM) assessed that, 'ISIS likely has sufficient manpower and resources to operate indefinitely at its present level in the Syrian desert.' [...] The 2022 IC Annual Threat Assessment reported that the threat posed by the Islamic State to U.S. persons and interests 'probably will remain greatest in regions where the group has an operational presence; ISIS's ideology and propaganda, however, almost certainly will continue to inspire attacks in the West, including in the United States.'"

Climate Risk Exposure: An Assessment of the Federal Government's Financial Risks to Climate Change
From the Introduction: "The climate crisis poses a serious threat to the United States economy and human welfare, with a narrowing timeframe to invest in opportunities to avoid the most catastrophic impacts. Extreme weather events can be exacerbated by climate change, disrupting supply chains, and flooding made worse by sea level rise can destroy critical infrastructure. As a smaller subset of these impacts, climate change threatens the Nation's fiscal health. The Fourth National Climate Assessment (NCA4) notes that: 'Climate change creates new risks and exacerbates existing vulnerabilities in communities across the United States, presenting growing challenges to human health and safety, quality of life, and the rate of economic growth'. The impacts of climate change on businesses and communities are broad; escalating costs, and lost revenue as a direct or indirect result of a changing climate is significant and varied. Across the United States, estimated damages from a subset of storms, floods, wildfires, and other extreme climate-related weather events have already grown to about $120 billion a year over the past five years."

From the Executive Summary: "The Constitution grants Congress the power of the purse. Specifically, Congress has the sole responsibility to raise revenue and appropriate money to fund the federal government. When Congress and the President fail to reach agreement on legislation to appropriate funds, affected federal agencies shut down and suspend most activities. During this time, federal law prevents most federal employees from working and most are sent home without pay. In recent shutdowns, however, the spending legislation ultimately agreed upon by Congress and the President provided back pay for federal employees. As such, the American taxpayer funded furloughed federal employees' salaries for the duration of each shutdown, even when employees were not permitted to go to work. This report documents the cost to the American taxpayer of the last three government shutdowns."

China's Impact on the U.S. Education System
From the Executive Summary: "When China sought to market itself to students around the world, it looked to its past. Confucius, the ancient Chinese philosopher, is synonymous with morality, justice, and honesty. The Chinese government capitalized on this rich legacy and began establishing Confucius Institutes on college campuses around the world in 2004, including the first in the United States at the University of Maryland. Today, there are more than 100 Confucius Institutes in the United States, the most of any country. [...] Through Confucius Institutes, the Chinese government is attempting to change the impression in the United States and around the world that China is an economic and security threat. Confucius Institutes' soft power encourages complacency towards China's pervasive, long-term initiatives against both government critics at home and businesses and academic institutions abroad. Those long-term initiatives include its Made in China 2025 plan, a push to lead the world in certain advanced technology manufacturing. The Thousand Talents program is another state-run initiative designed to recruit Chinese researchers in the United States to return to China for significant financial gain--bringing with them the knowledge gained at U.S. universities and companies."

Mistreatment of Military Families in Privatized Housing
From the Executive Summary: "During service to the nation, America's military service members and their families may live in on-base housing across the country. Nearly all of the family housing on military installations are operated by private companies, and service members pay rent to these companies with taxpayer dollars. The U.S. Senate Permanent Subcommittee on Investigations ('Subcommittee' or 'PSI') has uncovered ongoing mistreatment of these service members and their families and mismanagement by one of the largest private military housing companies -- Balfour Beatty Communities, LLC ('Balfour') -- that has put the health and safety of military families at risk. Balfour operates more than 43,000 on-base homes at 55 separate Army, Navy, and Air Force bases in 26 states serving approximately 150,000 residents. PSI's eight month-long inquiry found numerous instances between November 2019 and February 2022 where Balfour's executives and managers failed to properly respond to both repairs and environmental hazards such as mold in homes on two military bases -- the Fort Gordon Army Base in Georgia ('Ft. Gordon'), where Balfour operates approximately 1,000 homes, and Sheppard Air Force Base in Texas ('Sheppard AFB'), where Balfour operates an estimated 700 homes. The PSI review was a case study of these bases, particularly Ft. Gordon. Balfour's failures in these instances exposed military service members and their families living on these bases to hazards that jeopardized their health and safety."
