Changing Severity of Home Fires: Workshop Report
"On Dec. 11-12, 2012, in response to an invitation from the U.S. Fire Administration, leading national organizations representing the fire service, fire researchers and other stakeholders in home fire safety came together at the Maryland Fire and Rescue Institute in College Park, Md., to explore how changing building construction methods, materials and building contents are affecting the way fires grow and develop in today's homes. The expected outcomes, as stated by USFA, of the workshop were to: 1.) Enhance the awareness of fire service and life safety officials of the changing and emerging fire and products of combustion risks to residential building occupants; 2.) Produce a document that clearly identifies contributing factors to the marked increase in the speed of fire spread experienced in interior residential fires; 3.) Identify potential solutions to mitigate if not prevent those risks; and 4.) Determine which organizations or agencies are interested in further studying and ultimately developing implementation strategies. […] The overall goal of the program was to share our new understanding of these effects, gained through a recent body of research funded by the Department of Homeland Security and other government agencies, and to consider how we should respond as a community."

Department of Justice Policy Guidance: Use of Cell-Site Simulator Technology
"Cell-site simulator technology provides valuable assistance in support of important public safety objectives. Whether deployed as part of a fugitive apprehension effort, a complex narcotics investigation, or to locate or rescue a kidnapped child, cell-site simulators fulfill critical operational needs. As with any law enforcement capability, the Department must use cell-site simulators in a manner that is consistent with the requirements and protections of the Constitution, including the Fourth Amendment, and applicable statutory authorities, including the Pen Register Statute. Moreover, any information resulting from the use of cell-site simulators must be handled in a way that is consistent with the array of applicable statutes, regulations, and policies that guide law enforcement in how it may and may not collect, retain, and disclose data. As technology evolves, the Department must continue to assess its tools to ensure that practice and applicable policies reflect the Department's law enforcement and national security missions, as well as the Department's commitments to accord appropriate respect for individuals' privacy and civil liberties. This policy provides additional guidance and establishes common principles for the use of cell-site simulators across the Department. The Department's individual law enforcement components may issue additional specific guidance consistent with this policy."

"This document provides guidance to facilitate planning for and execution of patient
handoff between an air ambulance agency and a ground ambulance agency. This may
occur when an air ambulance agency transfers the patient to a ground ambulance
agency or when a ground ambulance agency transfers a patient to an air ambulance
agency. This SOP [standard operating procedure] is focused on fixed-wing transport and not rotor-wing. It does not
address broader air and ground ambulance SOPs. Information is presented at a level of
detail that will afford local planners and operators the flexibility to develop procedures
that are suitable for their environment."

Securing Smart Cities [website]
"Securing Smart Cities is an initiative to identify the cyber-security challenges facing smart cities and to propose workable solutions to address them. We aim to promote cyber-security best practices and cyber-solutions for all the technologies used by smart cities -- with the goal of creating safer and better places for everyone. The concept of a smart city is very topical, and many organizations around the world are working on intelligent solutions to make urban areas energy efficient, comfortable, environmentally-friendly and safe. Far fewer are thinking of the cyber-security of these smart cities. The more IT is involved in the creation of a smart city, the greater the potential risk. If not addressed early on, the cost and complexity of creating a smart city could make it far more difficult to address security problems further down the line. In the end, the city would be left vulnerable. Securing Smart Cities aims to solve cyber-problems at every stage of a smart city's development: from planning through to the actual implementation of smart technologies."

ODNI: Bin Laden's Bookshelf [website]
"In the weeks following the raid on Osama bin Laden's compound in Abbottabad, Pakistan by United States forces, U.S. Intelligence Community analysts sifted through the recovered digital and hard copy materials in search of clues that would reveal ongoing al-Qa`ida plots, identities and locations of al-Qa`ida personnel, and other information of immediate importance. On May 20, 2015, the ODNI released a sizeable tranche of documents recovered from the compound used to hide Osama bin Laden. March 1, 2016, marks the release of the second tranche of material gleaned from the Abbottabad raid. These releases, which followed a rigorous interagency review, align with the President's call for increased transparency--consistent with national security prerogatives--and the 2014 Intelligence Authorization Act, which required the ODNI to conduct a review of the documents for release."

Protecting Key Assets: A Corporate Counterintelligence Guide
"A disturbing trend has developed in which foreign intelligence services, non-state actors, and criminals are
using intelligence collection techniques against American companies to steal valuable trade secrets and assets.
This activity can bankrupt a company by compromising years of costly research and development, weaken the
U.S. economy, and threaten national security. According to the FBI, the cost to U.S. industry is tens of billions of
dollars each year.
Corporate boards and executive officers must understand the true threat their companies face. It is one that
has evolved beyond the stage where information security, as one example, can simply be delegated to the
security office or CIO [chief information officer] - it requires full executive engagement. With the tools available to economic spies, the
American private sector is more vulnerable than ever."

Trans-Pacific Partnership: Strategic Importance of the TPP
"The Trans-Pacific Partnership (TPP) levels the playing field for American workers and American businesses, leading to more Made-in-America exports and more higher-paying American jobs here at home. By cutting over 18,000 taxes various countries put on Made-in-America products, TPP makes sure our farmers, ranchers, manufacturers and small businesses can compete--and win--in some of the fastest growing markets in the world. With more than 95 percent of the world's consumers living outside our borders, TPP will significantly expand the export of Made-in-America goods and services and support American jobs."

Health Care Coalition Influenza Pandemic Checklist
"This planning tool is intended to assist health care coalitions and their partners in assessing their preparedness for an influenza pandemic. It may also be used to orient the response as a pandemic begins. The tool is not comprehensive, and jurisdictional and coalition differences in composition, resources, and response will result in significantly different priorities and depth of engagement in many of these activities. The coalition should have already conducted a gap and resource analysis that may have identified issues common to this document [...]. Coalitions may use this tool to identify potential gaps in influenza pandemic planning and drive cross-discipline discussions."

ERCM Express, Vol. 2, Issue 8: Creating Emergency Management Plans
"To ensure the safety of students, faculty and staff, schools and school districts nationwide should create comprehensive, multi-hazard emergency management plans that focus on the four phases of emergency management--preventionmitigation, preparedness, response and recovery. All-inclusive plans and well-executed processes will ensure the continuity of school and school districts' daily business operations in the face of natural and man-made disasters, criminal activity on campuses and outbreaks of infectious diseases. 'Schools must prepare for the expected to be prepared for the unexpected,' asserts Robert Laird, director of school safety at the Mississippi Department of Education."

How to Prepare for a Hurricane [2015]
This document is from the Ready program, "America's PrepareAthon!". "Hurricanes are massive storm systems that form over the water and move toward land. Threats from hurricanes include high winds, heavy rainfall, storm surge, coastal and inland flooding, rip currents, and tornadoes. These large storms are called typhoons in the North Pacific Ocean and cyclones in other parts of the world. The Saffir-Simpson Hurricane Wind Scale classifies hurricanes into five categories based on their wind speed, central pressure, and wind damage potential. With wind speeds of 111 miles per hour or more, Category 3, 4, and 5 hurricanes are major according to this scale. Category 1 and 2 hurricanes can also cause damage and injuries. The Saffir-Simpson scale is shown at the end of this document."

Low Energy and High Friction: How Domestic Determinants Shape U.S. National Security Policy in the Asia-Pacific
"The number of non-governmental factors that can shape a society's foreign policy is staggering, and, accordingly, the task of piecing them together into a coherent whole is extraordinarily complex. This essay aims to assess many sources in many diverse situations, posing questions that Rosenau warns are 'resistant to coherent analysis' and dealing with cause and effect links that 'are not easily observed' where the number of factors to consider is 'staggering' and 'the task of piecing them together. . . .is extraordinarily complex.' Even if expectations about the findings cannot be high, the effort is well worth attempting."

CDC: Paraquat
This webpage is maintained by the Centers for Disease Control and Prevention (CDC). The webpage provides information and resources on Paraquat. "Paraquat is a toxic chemical that is widely used as an herbicide (plant killer), primarily for weed and grass control. [...] In the United States, paraquat is available primarily as a liquid in various strengths. It is classified as 'restricted use,' which means that it can be used only by people who are licensed applicators. [...] Because paraquat is highly poisonous, the form of it that is marketed in the United States has a blue dye to keep it from being confused with beverages such as coffee, a sharp odor to serve as a warning, and an added agent to cause vomiting if someone drinks it. Paraquat from outside the United States may not have these safeguards added."
