The latest intelligence information we have, however, indicates that nearly one-third of the heroin that reaches the streets in America today originates from Southeast Asia and the middle East. The Select Committee is in Hawaii for the purpose of examining how this heroin is coming into the mainland, and to search for ways that the Federal Government can help Hawaii, a gateway, deal with this enormous problem."   "Information on federal disaster relief programs, which is based on data contained in GAO-issued reports and a report soon to be issued and in Department of Agriculture (USDA) reports, is submitted for inclusion in a Senate Committee on Agriculture, Nutrition, and Forestry print. The material includes information on: protecting against production loss; protecting against loss from disease, poisoning, or contamination; providing emergency credit assistance; and providing emergency livestock feed assistance. Federal protection against production loss is provided in the form of the Commodity Credit Corporation's (CCC) disaster payment program and the Federal Crop Insurance Corporation's crop insurance program. The Agricultural Stabilization and Conservation Service (ASCS) provides protection against loss from disease, poisoning, and contamination through its beekeeper indemnity payment program. Emergency credit assistance is provided through the Farmers Home Administration's emergency loan program. Emergency livestock feed assistance is provided through the emergency livestock feed program administered by CCC, the Department of Housing and Urban Development's Federal Disaster Assistance Administration's (FDAA) emergency feed program, the FDAA hay transportation assistance program administered by ASCS, and the FDAA cattle transportation assistance program, also administered by ASCS."

[…] The Academy Planning Assistance Program has four major objectives: A. To encourage the development of a coordinated system for improving education and training for fire service personnel and others involved in fire safety throughout the state. B. To help those responsible for providing fire education and training to identify current and projected needs that can be met more effectively and efficiently through the coordination of existing resources, and at the same time, to identify those education and training needs not likely to be met with current and anticipated resources from within the state. C.   "The South Dakota Advisory Committee, pursuant to its responsibility to advise the Commission on civil rights problems in the State, submits this report on criminal justice for Native Americans. Through its investigation, the Advisory Committee concludes that despite progress made during the last few years in improving the quality of justice, Indian people continue to face problems in the State's criminal justice system, which places them at a severe disadvantage. The study found evidence of widespread abuse of police power throughout the State. Improprieties cited included selective law enforcement, search and arrest without cause, harassment and brutal treatment, arrest of intoxicated persons on disorderly conduct charges, and simple discourtesies. The court-appointed defense attorney system in South Dakota was found to place indigent defendants at a serious disadvantage. Far too often, inexperience, difficulties in communication, and inherent conflicts of interest on the part of defense attorneys were found to be detrimental to Native American defendants. The Advisory Committee examined practices by State, county and municipal law enforcement agencies and the courts in off-reservation areas of Pennington and Charles Mix Counties. Federal courts and agencies were not included in the study. In the course of the investigation, members of the Advisory Committee and staff from the Rocky Mountain Regional Office interviewed over 130 persons including State officials, law enforcement officers, defense and prosecuting attorneys, judges, court administrators, community representatives, and Native American complainants. Information, also, was received from more than 50 persons who testified at a fact-finding meeting conducted by the Advisory Committee last December."

• Fire Deaths in the United States: Review of Data Sources and Range of Estimates

  "Over the past decade, it has often been reported that approximately 12,000 fire deaths occur in the United States each year. To check the validity of this estimate and to identify the population groups most affected and the causes of the fires in which deaths occur, a study of fire death data was undertaken. The fire death data examined revealed large differences in estimates derived from various data sources in the annual rate of fire deaths in the United States. The range was 6,000 to 12,000 deaths per year. We think the range 7,000 to 9,000 is most plausible, but further analysis is needed to be sure. However, all sources indicated that the fire death rate in the United States has declined during the period 1970-1974. Annual fire death rates based on data in State fire marshal reports from the years 1970-1975 indicate that between 29 and 35 fire deaths per million population occur each year. These death rates projected nationally mean that 6,000 to 7,400 fire deaths occur in the United States each year. The U.S. Department of Health, Education and Welfare [HEW] vital statistics mortality data for the 1970 to 1974 period provide another source of fire death rates, but they exclude motor vehicle accident fire deaths. The number of annual fire-related motor vehicle accident deaths were calculated from data in special studies of motor vehicle accident deaths and added to the HEW reported fire deaths. The maximum yearly number of motor vehicle accident fire deaths was estimated to be 1,270, the minimum 280."

  From the Document: "I [President Carter] have reviewed the PRM [Presidential Review Memoranda]/NSC [National Security Council] 10 conclusions and the discussion of the Special Coordination Committee. It is clear that in the foreseeable future, US-Soviet relations will continue to be characterized by both competition and cooperation, with the attendant risk of conflict as well as the opportunity for stabilizing US- Soviet relations. In that competition, military aspects aside, the United States continues to enjoy a number of critical advantages: it has a more creative technological and economic system, its political structure can adapt more easily to popular demands and relies on freely given support, and it is supported internationally by allies and friends who genuinely share similar aspirations. In contrast, though successfully acquiring military power matching that of the United States, the Soviet Union continues to face major internal economic and national difficulties, and externally it has a few genuinely committed allies while lately suffering setbacks in its relations with China, parts of Africa, and India."

  "This report reviews the U.S. civil defense program, discusses the need for a more defined national policy on civil defense, and makes recommendations for improving the program's effectiveness. We made this review because of the increasing congressional interest in the U.S. civil defense posture and in the Federal organizational structure for preparedness. […] The United States lacks a comprehensive civil defense policy. Yet it is vital that we overcome obstacles to meeting and surviving a nuclear attack. Civil defense in the United States has not been a high-priority or high-dollar program. The present situation can be traced in part to the Federal Civil Defense Act, as amended in 1958. This act made Federal, State, and local governments jointly responsible for civil defense. This joint responsibility had a dual effect-all levels of government were involved in civil defense efforts, but these efforts were weakened as a result of State and local government disagreement and disinterest in nationally set goals concerning nuclear preparedness and because of the program's low priority. Federal-state and Federal-local matching funds have not created the impetus for a large-scale civil defense program because the Government can only encourage, not mandate, State and local participation. The question thus becomes: Can a civil defense program, based on voluntary State and local participation, be fully effective? The need for such a program could be justified by its potential life-saving capabilities, if for no other reason."

From the preface: "Issues of public policy rarely, if ever, emerge on the political scene fully developed and fully articulated. Rather, they result from gradual changes in the social and economic environment, which are then identified and intensively debated. This has been the pattern with the subject of this report.   "A NOAA [National Oceanic and Atmospheric Administration] survey team traveled to Massachusetts February 7-9, 1977, to interview NOAA personnel. other Federal and state officials, and scientists from local institutions associated with the NOAA participation in the ARGO MERCHANT incident…The survey was limited to the period extending from December 15, 1976, when the ARGO MERCHANT was grounded, to February 11, 1977, when the Coast Guard determined that the wreckage contained no oil and that cleanup and containment activities were no longer necessary. This survey constitutes the first evaluation of a NOAA response to a major oil spill. The spill did not occur within territorial seas, where the States have primary responsibility for assessing damage to the marine environment and fishery resources, nor did the oil go ashore during the period covered by the survey. Consequently, the assessment of environmental and resource damage was predominantly a Federal action, in which NOAA played the principal role. The survey provided an opportunity to determine the extent of interaction not only among the many NOAA elements involved, but also the extent of their interaction with Federal, state, local, and private organizations and individuals."

  "From New Hampshire to Florida, and virtually the entire coast of the Gulf of Mexico, our shoreline is a succession of low-lying barrier islands, beaches, sand dunes, bluffs, and unconsolidated landforms. They are the front line of storm defense for a thousand miles of United States Atlantic and Gulf of Mexico coastline. The low-lying lands immediately adjacent to the open oceans are hostile environments for man to build in. The combination of coastal storm surges, wave action, battering by debris, scouring, and high winds makes development highly hazardous in such coastal areas...Operation of the National Flood Insurance Program in three Rhode Island coastal communities studied by the author in 1975 indicated a number of counterproductive forces to the goals of the Program. In response, the Federal Insurance Administration questioned extrapolation of the Rhode Island experience to all of the nation's coasts, but expressed concern that phenomena found there might be more widespread. It proposed to investigate the effects of flood insurance availability at several points along the U.S. coast , and to perform a random investigation of coastal development to determine the impact of flood insurance on the acquisition or construction of coastal properties. The author's ensuing study, reported here, has combined field investigations of fifteen coastal communities with survey data obtained by the Wharton School of Finance of the University of Pennsylvania."

  From the Abstract: "The magnitude and frequency of floods from gaged and ungaged drainage areas in California, for any recurrence interval from 2 to 100 years, can be estimated by use of the method presented. Equations relating flood magnitudes of selected frequency to basin characteristics such as drainage area, precipitation, and altitude were developed for six regions in the State. Nomographs are included for solution of the equations. The regression equations were developed for streams that have natural flow or flows not substantially affected by storage."
