  "The theory of electromagnetic fields indicates such fields could be used to detect and locate trapped miners. To be useful, the hardware of the system must meet a number of requirements, including smaii size, intrinsic safety, and rugged construction. Such hardware has been built, and the system has been tested by the Bureau of Mines and its contractors. These tests indicate that the electromagnetic method provides a practical means to locate miners in emergencies."

• National Fire Incident Reporting System: A Key to Fire Hazard Quantification

  "'America Burning', the 1973 Report of the National Commission on Fire Prevention and Control, pointed out that in the United States fire is a major national problem. It stated that fire claims nearly 12,000 lives a year, injures some 300,000 and destroys property worth over 4 billion dollars. It stated that the United States leads all the major industrialized countries in per capita deaths and property loss from fire. The death rate is nearly twice that of second-ranking Canada. Among the Commission's recommendations was that a National Fire Data System be established to help place fire prevention and control programs on a firmer foundation of scientific data, and to facilitate development of cost-effective solutions to these problems. Acting on the recommendation of the Commission, the Congress passed and the President signed the Federal Fire Prevention and Control Act in 1974. The Act dealt with the entire national fire problem and it established the National Fire Prevention and Control Administration. Federal-level responsibility for the collection, analysis, and dissemination of data on the occurrence, control, and results of fires of all types was assigned to the National Fire Data Center of the Administration. The legislative mandate also specified that the program of the Data Center shall be designed to provide an accurate nationwide analysis of the fire problem, identify major problem areas, assist in setting priorities, determine possible solutions to problems, and monitor the progress of programs to reduce fire losses. This paper describes the National Fire Incident Reporting System, an ongoing effort undertaken in partial fulfillment of this mandate, and it provides a very brief review of a related activity on the international level."

• Report of the National Academy for Fire Prevention and Control Site Selection Board

  "The Federal Fire Prevention and Control Act of 1974 […] established the National Fire Prevention and Control Administration (NFPCA) within the Department of Commerce and directed the Secretary of Commerce to establish, at the earliest practicable date, a National Academy for Fire Prevention and Control (Academy). In passing the Act, Congress emphasized that a headquarters training facility for the Nation's firefighters was essential if the fire loss reduction effort was to succeed. It was the intent of Congress that the Academy be a small but excellent campus with a first-class staff and facilities to serve as the focal point for the professional training of firefighters and others concerned with fire prevention and control. The Act further provides that the Academy shall be located on such site as the Secretary selects after consideration of the recommendations of a three-member Site Selection Board. In January 1976, the Secretary appointed the Board members. On March 22, 1976, the Board undertook its duties in accordance with the provisions of Section 7(g) of the Act, the Charter of the National Academy for Fire Prevention and Control Site Selection Board, the Federal Advisory Committee Act, and the Instructions by the Administrator, NFPCA, as published in the Federal Register of February 13 and March 17, 1976. The Board, in making its recommendations, was required to give consideration to the training and facility needs of the Academy, the environmental effects, the possibility of using a surplus government facility and such other factors as it deemed important and relevant."

  "The report which follows is the result of two years of work by the National Commission for the Review of Federal and State Laws Relating to Wiretapping and Electronic Surveillance. In the course of its two years of work, the Commission held 17 days of hearings, receiving testimony from more than 100 witnesses. In August 1974, 14 experienced prosecutors and investigators conferred for three days in an attempt to determine, how, when, and why electronic surveillance can best be used in, law enforcement. Commission staff members visited 46 State and 12 Federal law-enforcement jurisdictions to study and report on the manner in which court authorized and consensual electronic surveillance is being used. Background studies of various aspects of electronic surveillance were\prepared by 0 the Commission staff and consultants. (A majority of the Commission determined not to study the use of electronic surveillance in national security cases.) This volume contains the Findings and Recommendations of the Commission, a Summary of the Evidence considered by it, and Minority and Concurring Reports. The testimony taken at our hearings and the reports, of the staff and consultants have been published in five separate volumes of supporting materials."

  "This is the [eighth] volume in the Preventive Medicine series for World War II. Its pages unfold the story of the Army's public health responsibilities in many countries during a time of tremendous upheaval and destruction. Many of the contributing authors were directly involved in the health activities which add significant impact to their accounts. The vastness and complexities of the problems which developed in this war were dimly perceived in the early planning of the American effort. The least understood of all problems was providing health services for civilian populations in occupied territories. Problems also encompassed the equally important concern for ecological factors and the total environment. Organizational misdirection, scarce resources, inadequate transportation, and the woefully small number of trained public health personnel available further aggravated the situation. This volume reveals how a small scattering of AMEDD personnel coped with adversity and hardship in their efforts to care for the indigenous populations until their own government could once more become functional. No other military publication describes this aspect of World War II more vividly and comprehensively in telling the story as it was. The reader will be rewarded with a greater understanding of how lessons learned can be applied to present and future events."

  From the opening statement of the Hon. Joshua Eilberg: "The second half of this morning's hearing will be concerned with the operation of section 212(d) (3) of the Immigration and Nationality Act. As such, this portion of the hearing represents a continuation of oversight hearings which have been held to review the general administration of various provisions of the Immigration Act by the Department of State and the Department of Justice, and we will continue to hold such hearings throughout this Congress. 212(d)(3) provides a broad grant of discretionary authority to the Attorney General to waive most of the grounds of excludability set forth in section 212 for aliens who are applying for temporary admission to the United States. The waiver authority extends to every ground for exclusion except those set forth in section 212(a) (27) and section 29 relating to national welfare, safety, or security. In conferring this authority on the Attorney General, Congress clearly recognized that certain circumstances could justify the temporary admission of an inadmissible alien for the purpose of promoting international trade, furthering the national interest, or for example, to enable an alien to obtain medical care in the United States which was not available in his native country. At the same time, Congress expressed its intent to closely monitor the implementation of this section of law under section 212(d)(6) which requires the Attorney General to submit detailed reports to the Congress on waivers which are granted for criminals and members of the Communist Party."

• Ground Motion Values for Use in the Seismic Design of the Trans-Alaska Pipeline System

  From the abstract: "The proposed trans-Alaska oil pipeline, which would traverse the state north to south from Prudhoe Bay on the Arctic coast to Valdez on Prince William Sound, will be subject to serious earthquake hazards over much of its length. To be acceptable from an environmental standpoint, the pipeline system is to be designed to minimize the potential of oil leakage resulting from seismic shaking, faulting, and seismically induced ground deformation. The design of the pipeline system must accommodate the effects of earthquakes with magnitudes ranging from 5.5 to 8.5 as specified in the 'Stipulations for Proposed Trans-Alaskan Pipeline System.' This report characterizes ground motions for the specified earthquakes in terms of peak levels of ground acceleration, velocity, and displacement and of duration of shaking. Published strong motion data from the Western United States are critically reviewed to determine the intensity and duration of shaking within several kilometers of the slipped fault. For magnitudes 5 and 6, for which sufficient near-fault records are available, the adopted ground motion values are based on data. For larger earthquakes the values are based on extrapolations from the data for smaller shocks, guided by simplified theoretical models of the faulting process."

  From the opening statement of Birch Bayh: "This morning marks the first meeting of the Subcommittee on Rights of Americans of the Select Committee on Intelligence. With this meeting we are beginning what I am sure will be a long, difficult and ultimately a very important task. In the months ahead, it will be this subcommittee's particular responsibility to see that the needs of our Government for intelligence information are met efficiently and effectively and in a manner that is consistent with the fundamental rights of American citizens. In my opinion, the weight of our responsibility cannot be overstated. Allegations of widespread abuse of rights by the intelligence community led to the previous select committee's 15-month investigation of intelligence activities. The committee's finding that abuses had been even more serious and more frequent than most of us had imagined led to the bipartisan call for a permanent congressional committee on intelligence oversight. This subcommittee has now been charged by the Intelligence Committee's distinguished chairman, Senator Inouye, with accomplishing a large part of what so many have advocated. All of us are aware of the important role of the intelligence community in protecting the safety and welfare of our country and all of our citizens, but it is our duty as members of this Committee to keep a vigilant watch on the intelligence community and to insure that Americans are protected from the invasion of their rights while the intelligence community is fulfilling its responsibility."   "This correspondence provides a discussion of purported hazards of nuclear energy production and weapons research. The possibility of atmospheric burn and oceanic burn are discounted, and the cross sections of Nitrogen are investigated and the concentration of D[sub 2]O in the oceans are considered. In conclusion, extremely conservative calculations demonstrated that it is completely impossible for either the earth`s atmosphere or sea to sustain fusion reactions of either thermonuclear nuclear chain reaction type. And, in particular, such reactions cannot be triggered by the explosion of nuclear weapons, even those having unrealistically high yield and impractical high yield-to-weight."

• Church Report: Covert Action in Chile 1963-1973

  Covert United States involvement in Chile in the decade between 1963 and 1973 was extensive and continuous. This report of a congressional committee chaired by Senator Frank Church of Idaho investigates U.S. intelligence operations in Chile during this time. This study is primarily concerned with what is labeled "covert action" by the United States government and its purpose is to evaluate the intent and effect of clandestine American activities in Chile. The report preliminarily concludes that covert action has been a key element of U.S. foreign policy toward Chile and was obvious throughout the decade between 1964 and 1974. "In 1964, the United States commitment to democratic reform via the Alliance for Progress and overt foreign aid was buttressed via covert support for the election of the candidate of the Christian Democratic party, a candidate and a party for which the Alliance seemed tailor made. During 1970 the U.S. Government tried, covertly, to prevent Allende from becoming President of Chile. When that failed, covert support to his opposition formed one of a triad of official actions: covert aid to opposition forces, "cool but correct" diplomatic posture, and economic pressure. From support of what the United States considered to be democratic and progressive forces in Chile we had moved finally to advocating and encouraging the overthrow of a democratically elected government."

  "During any period when, by reason of absence, disability or vacancy in office, both the Secretary of Commerce and the Deputy Secretary of Commerce are not available to exercise the powers or perform the duties of the Office of Secretary, an Assistant Secretary of Commerce, the General Counsel of the Department of Commerce, or an officer of the Department of Commerce appointed by the President with the advice and consent of the Senate, in such order as the Secretary of Commerce may from time to time prescribe, shall act as Secretary. If no such order of succession is in effect at that time, an Assistant Secretary or the General Counsel shall act as Secretary in the order in which they shall have taken office as Assistant Secretaries or General Counsel."

• Communication Plan for Tsunami Warning System, Eighth Edition

  "A tsunami or seismic sea wave is a series of waves of extremely long wavelength and period caused by an underwater disturbance. Although most tsunamis are associated with large earthquakes in which the epicenters underlie or border the ocean floor, the generating mechanism is not positively known. Vertical displacement of the ocean floor during an earthquake may be responsible, or possible submarine avalanches on the slope of oceanic trenches, or generation of resonant oscillations of trench water by long-period earthquake waves. Submarine volcanic eruptions also have been known to generate tsunamis. All submarine earthquakes do not produce tsunamis, and all tsunamis are not large enough to cause damage; however, occasional large waves have caused great destruction and loss of life in coastal areas. At present, there is no way. to determine if an earthquake has generated a tsunami, except to note the occurrence and epicenter of the earthquake and then detect the arrival of the characteristic waves at a network of tide stations. The waves, although often called tidal waves, have nothing to do with the tides."
