  From the Document: "The President today made additional disaster assistance available to the State of Mississippi, impacted by Hurricane Katrina from August 29-October 14, 2005, by authorizing an extension of the period of 100 percent Federal funding of total eligible costs for debris removal and emergency protective measures, including direct Federal assistance, under the Public Assistance program. Under the President's amended major disaster declaration issued for the State of Mississippi on September 1, 2005, for Hurricane Katrina, Federal funding was made available to State and designated local governments for debris removal and emergency protective measures, including direct Federal assistance, at 100 percent of the total eligible costs for a period of 60 days retroactive to the date of the President's major disaster declaration of August 29, 2005. On October 22, 2005, the President amended his declaration of September 1, 2005, and extend ed the time period for 100 percent Federal funding for debris removal and emergency protective measures, including direct Federal assistance, for a period of 30 days, through and including November 26, 2005."

From the opening statement of Ed Whitfield: "Today, we are going to focus on increasing gas prices, an issue that has an impact on the pocketbook of practically every American. When President Obama took office, the average gasoline price was around $1.85 a gallon, and today it is over $3.60 per gallon. Now, I do not intend today to place all of the blame on the President, but I am going to give him some blame. But I think the facts clearly show that if we continue to follow his policies, gas prices are not going to go down, they are going to go up. Now, the President's supporters like to say, and they are correct, that oil production is up in the U.S. since President Obama became the President, but it is important to recognize that the increase in production is due to production on private and State lands, the Bakken Field being a prominent example of that. In fact, oil production is down on Federal lands, and that is what the President has control of. In fact, one of the President's first initiatives in 2009 was to cancel oil leases on Federal lands and to delay the offshore leasing program, and he cancelled five offshore leases even before the Horizon--Deepwater Horizon incident. I might also say that when he became president, offshore drilling was possible in the Atlantic and in the Pacific. Today it is not."   From the Overview: "During World War II, hundreds of thousands of German, Italian, and Japanese prisoners of war (POWs) were held in the United States at various military installations. During this time, the U.S. military standardized gravestones for its servicemembers but not for POWs. Under Article 120 of the 1949 Geneva Convention Relative to the Treatment of Prisoners of War, the United States must 'ensure that prisoners of war who have died in captivity are honourably buried … and that their graves are respected, suitably maintained and marked so as to be found at any time.' [...] In 2020, three of these POW headstones became a topic of controversy. [...] On May 12, 2020, the Military Religious Freedom Foundation's Founder and President, Michael L. Weinstein, called on then-VA Secretary Robert Wilkie to immediately remove the three World War II-era headstones located in the two VA national cemeteries. VA said it appeared that these three headstones were the only ones that contained a swastika or a Nazi Germany-related inscription and proceeded with the Section 106 Review process under the National Historic Preservation Act (NHPA). On December 23, 2020, the VA cemetery director and workers at Fort Sam Houston National Cemetery removed and replaced the two controversial headstones located there."

Now, there are so many regulations coming out of EPA that it is very easy to trivialize the impact of these regulations. EPA's greenhouse gas regulations range from rule-setting new emission standards for cars and trucks to complex permitting requirements for donut factories, farmers, to rules affecting power plants. These greenhouse gas rules are a regulatory overreach in my view and serve as a backdoor cap and tax policy that Congress rejected in the last Congress. Any action regarding climate change should rest with Congress and not unelected and unaccountable bureaucrats at the Environmental Protection Agency." From the opening statement of Ed Whitfield: "Today we are going to be focusing primarily on the Gasoline Regulations Act of 2012, which is--simply requires an interagency committee chaired by the Secretary of Energy to analyze the cumulative impacts of particular regulations on gas and diesel, and the impacts that that has on fuel prices and jobs. And then the second bill that we are going to be considering is the Strategic Energy Production Act of 2012, which simply would require the Secretary of Energy in response to any 'SPRO' drawdown to develop a plan with other Federal departments to open additional Federal lands for oil and gas exploration and production to replace the oil in the drawdown. Now, I want to take just a few minutes today--start my time there--take a few minutes today to make a few comments about the proposed regulation of EPA [Environmental Protection Agency] to regulate greenhouse gases, which was announced yesterday. Now, I am genuinely concerned about this for a lot of different reasons. First of all, it is my genuine belief that EPA has not been totally straightforward with the American people on some of its regulations recently." Of course, when we talk about energy, we talk about energy to generate electricity; we talk about energy for our automobiles, transportation. And today we are going to be focused a lot on that as well. We are going to focus specifically on the Gulf of Mexico's relation to energy production, energy security, oil prices and jobs. Over the past several years, 30 percent of our total domestic oil production has come from the Gulf. Recent world events and market conditions have caused a sudden surge in oil prices.
