The QER identifies opportunities these systems provide for a clean and secure energy future, as well as some growing and potential vulnerabilities of these systems. The report also proposes policy recommendations and investments to replace, protect, expand, and modernize TS&D infrastructure.   From the Document: "On the afternoon of July 4 (Washington, DC time), the U.S. detected multiple missile launches from North Korea, including the Taepo Dong 2. The United States strongly condemns these missile launches and North Korea's unwillingness to heed calls for restraint from the international community. We are consulting with international partners on next steps. This provocative act violates a standing moratorium on missile tests to which the North had previously committed. Regardless of whether the series of launches occurred as North Korea planned, they nevertheless demonstrate North Korea's intent to intimidate other states by developing missiles of increasingly longer ranges. We urge the North to refrain from further provocative acts, including further ballistic missile launches. The September 2005 Joint Statement at the Fourth Round of the Six Party Talks offered the North Korean government and the North Korean people a better path. North Korea's actions only serve to further isolate North Korea and harm its people. While the United States remains committed to a peaceful diplomatic solution and to implementation of the agreed upon Joint Statement, the North Korean regime's actions and unwillingness to return to the talks appears to indicate that the North has not yet made the strategic decision to give up their nuclear programs as pledged to the other five parties. Accordingly, we will continue to take all necessary measures to protect ourselves and our allies. We will be seeking to address this matter in discussions in New York and with our allies and regional partners."

The Strategy, released concurrently with this 'National Electric Grid Security and Resilience Action Plan' (Action Plan), details bilateral goals to address the vulnerabilities of the respective and shared electric grid infrastructure of the United States and Canada, not only as an energy security concern, but for reasons of national security. The implementation of the Strategy requires continued action of a nationwide network of governments, departments and agencies (agencies), and private sector partners. This Action Plan details the activities, deliverables, and timelines that will be undertaken primarily by U.S. Federal agencies for the United States to make progress toward the Strategy's goals. The security and resilience of the integrated U.S. and Canadian electric grid is dynamic. New threats, hazards, and vulnerabilities emerge even as the two countries work to prevent, protect against, and mitigate their potential consequences and to improve their ability to respond to, and recover from, disruptive incidents.   "S. 1867 would establish the National Commission on Terrorist Attacks Upon the United States. The commission would be made up of 14 members appointed by the President and the Congress, and charged with analyzing the terrorist attacks of September 11, 2001. It would evaluate the evidence developed by government agencies regarding the attacks, detail the circumstances surrounding the attacks, and report its finding to the President and the Congress, including recommendations for corrective measures to prevent future acts of terrorism. S. 1867 would authorize the appropriation of $3 million for the commission to carry out its duties. CBO [Congressional Budget Office ] estimates that implementing S. 1867 would cost about $3 million over the 2002-2004 period, subject to the availability of appropriated funds. Because S. 1867 would authorize the commission to accept and spend gifts, which could affect both governmental receipts and direct spending, pay-as-you-go procedures would apply. CBO estimates that any effect on receipts or direct spending would be insignificant. S. 1867 would require state, local, or tribal governments and entities in the private sector, if subpoenaed, to provide testimony and evidence related to matters the commission determines to be advisable. Such a requirement would be both an intergovernmental and private-sector mandate under the Unfunded Mandates Reform Act (UMRA). CBO estimates that the intergovernmental and private-sector costs of the mandate would be below the relevant thresholds established by UMRA ($58 million for intergovernmental mandates and $115 million for private-sector mandates in 2002, adjusted annually for inflation)."

"CBO expects that enacting S. 26 would lead to the development of hydropower facilities at the Diamond Fork Project in Utah by a nonfederal entity within a few years, sooner than expected under current law. Based on information from the Bureau of Reclamation, CBO estimates that the federal government would receive payments from the hydropower developer of about $4 million over the 2014-2023 period. Enacting the bill would decrease direct spending (by increasing offsetting receipts); therefore, pay-as-you-go procedures apply. Enacting the bill would not affect revenues. S. 26 contains no intergovernmental or private-sector mandates as defined in Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or tribal governments."
