Disaster Preparedness to Promote Community Resilience: Information and Tools for Homeless Service Providers and Disaster Professionals - Toolkit and Appendices
"Too often, the local emergency management system, which includes agencies responsible for managing disaster preparedness, response, and recovery, is not connected with communitybased organizations (CBOs) providing services to homeless populations before a disaster. As a result, the needs of homeless populations are often overlooked following a disaster. Past disasters have illustrated that government agencies alone will not be able to address the needs of at-risk populations, and that a system that includes multiple partners is needed to prepare for, respond, and recover from disasters. Better coordination and communication between all community partners can lead to improved outcomes for the entire community (Box 1) and help ensure that homeless populations and other at-risk individuals can access needed services during response and recovery phases."

The Secretary of Homeland Security named the Executive Director of the Office of State and Local Government Coordination and Preparedness (DHS/SLGCP) to coordinate HSPD-8 Implementation. HSPD-8 establishes national policies to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by: creating a national domestic all-hazards preparedness goal; providing mechanisms for improved delivery of Federal preparedness assistance to State and local governments; and outlining actions to strengthen the preparedness capabilities of Federal, State, and local entities."

"This manual is a Department of Defense (DoD)-wide resource for DoD personnel -- including commanders, legal practitioners, and other military and civilian personnel -- on the law of war. This manual has many distinguished antecedents that have provided important guidance to the U.S. Armed Forces. For example, General Order No. 100, the Instructions for the Government of Armies of the United States in the Field, commonly known as the Lieber Code, was prepared by Professor Francis Lieber and approved by President Abraham Lincoln during the Civil War in 1863. A similar code related to naval warfare titled The Law and Usages of War at Sea: A Naval War Code was prepared by then-Captain Charles H. Stockton and approved by President William McKinley in 1900. The War Department published instructions for the armed land forces of the United States in a 1914 manual titled Rules of Land Warfare, which was updated in 1917, 1934, and 1940."

Radiological Incident Response: Establishing a Temporary Storage Site for Contaminated Material
"In September 1987, an accidental release of Cesium-137 (Cs-137) in Goiânia, Brazil, caused the second largest nuclear accident after Chernobyl. Goiânia's decontamination created approximately 40 tons of radioactive waste material. Brazilian authorities had to establish a temporary storage site for radiologically contaminated materials from the beginning of incident response."

CBRNE Detection [Target Capabilities List]
"The Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Detection capability provides the ability to detect CBRNE materials at points of manufacture, transportation, and use. This capability includes the detection of CBRNE material through area monitoring, but not by their effects (i.e., signs or symptoms) on humans and animals which is addressed through the public and animal health capabilities. The CBRNE Detection capability does not include actions taken to respond to the consequences of a release or activities to render any CBRNE device safe. The CBRNE Detection capability is not only about technology, but rather the ability to recognize potential CBRNE threats through equipment, education, and effective protocols. The importance of training, communication, and close coordination with key partners, including intelligence, law enforcement, public safety, public health, and international partners, is recognized as a critical enabler for this capability. However, only the CBRNE detection specific tasks to these cross-cutting elements have been identified in this capability."

Expanding Local Healthcare Structure in a Mass Casualty Terrorism Incident
"In order to manage this potentially huge casualty load that would result from a covert bioterrorist attack, the BWIRP team developed the Modular Emergency Medical System (MEMS) concept. The MEMS addresses the gap in casualty care resources that would exist in most medical care jurisdic- tions today if a large number of BW victims were to seek treatment from neighborhood area hospitals. The MEMS is based on the rapid organization of two types of expandable patient care modules, the Neighborhood Emergency Help Center (NEHC) and the Acute Care Center (ACC). The MEMS concept also includes a Medical Command and Control (MCC) element, Casualty Transportation System (CTS), Community Outreach, Mass Prophylaxis, and Public Information components. This pamphlet is not extensive in detail; rather it serves to introduce key characteristics of the MEMS concept and modules and presents an overview of the MEMS as one possible approach to use in planning a response to biological terrorism. The MEMS is a highly adaptable planning guide that provides options and points of consideration that can be integrated in or tailored to any existing emergency plan to suit specific jurisdictional requirements."
