NVDRS uses information from law enforcement reports, death certificates, and coroner/medical examiner reports (including toxicology) to monitor and characterize violent deaths. 'NVDRS is the only state-based online reporting system that pools data on violent deaths and their circumstances' from multiple sources into one anonymous database. No personally identifiable information is collected in the web-based system. We recognize law enforcement's unique role in the community, and NVDRS allows law enforcement to have a more comprehensive view of violent deaths. Greedy Terrorist: A Rational-Choice Perspective on Terrorist Organizations' Inefficiencies and Vulnerabilities

"This chapter offers a perspective for analyzing variations in the motivations of terrorists. Terrorist groups face two adverse selection problems. The first is that those likely to survive long in terrorist networks tend to be less ideologically committed as they are less likely to volunteer for the most dangerous missions. The second is that because participation as a financier or logistician is less risky than participating as a local leader or operator, middlemen in terrorist organizations will tend to be less committed. [This] paper proceeds as follows: Section I provides a model of the economics of terrorism and discusses the role of terrorist financial systems; Section II discusses terrorist motivation in more detail and links them to the selection mechanisms; Section III focuses on the principal-agent dilemma in covert organizations; Section IV demonstrates that strategies to ameliorate principal agent dilemmas create vulnerabilities for terrorist organizations; Section V summarizes the argument and discusses policies to make the security/efficiency trade-off more problematic for terrorist leaders."

From the Document: "The Voting Rights Act (VRA) was enacted to protect equal access to elections for all eligible Americans. In particular, and in response to widespread disenfranchisement between the post-Civil War period and the 1960s, the VRA protects voters in racial and language minority groups. The VRA rests principally on congressional authority to enforce the Fifteenth Amendment to the U.S. Constitution, which prohibits voting denial or abridgment based on color, race, or previous condition of servitude. H.R. 4, the John R. Lewis Voting Rights Advancement Act of 2021 (VRAA), proposes several VRA amendments. This In Focus provides an overview of H.R. 4's proposed changes to key sections of the VRA, primarily Sections 2 and 4. Applying nationwide, Section 2 prohibits voting discrimination based on race, color, or membership in a language minority. Before the Supreme Court ruled it unconstitutional, Section 4 established criteria, known as a coverage formula, for determining those jurisdictions required to obtain prior approval or preclearance for proposed voting changes. H.R. 4 proposes new standards for Section 2 claims and a new Section 4 coverage formula."

These standards include the Corporate Average Fuel Economy (CAFE) standards promulgated by the National Highway Traffic Safety Administration (NHTSA) and the Light-Duty Vehicle GHG emission standards promulgated by the U.S. Environmental Protection Agency (EPA). President Biden also signed Executive Order 14037, 'Strengthening American Leadership in Clean Cars and Trucks,' which (1) requires EPA and NHTSA to begin work on future rulemakings for multipollutant and fuel efficiency standards for both light-duty vehicles and heavy-duty vehicles and engines that would take effect beginning in model year (MY) 2027, and (2) sets a nonbinding electrification goal that '50 percent of all new passenger cars and light trucks sold in 2030 be zero-emission vehicles, including battery electric, plug-in hybrid electric, or fuel cell electric vehicles.'"

From the blog post: "With the federal government's rapid focus on improving first responder communications, it became obvious that NIST, with its long and distinguished history in advancing standards and technology, would be a critical player in addressing this important challenge. While NIST had a small program in public safety communications in 2002, leadership recognized that an expansion was both needed and inevitable. So, when NIST posted a program manager position to shepherd the growth of public safety communications research, I saw an opportunity to transition my career to a path that I'd unexpectedly been part of creating. Over the next 10 years, I worked with an incredible group of scientists and engineers from NIST and the National Telecommunications and Information Administration's (NTIA) Institute for Telecommunication Science (ITS). For the people of the Albu-Mahal tribe, the beheading of Major Ahmed was the last straw--the Albu-Mahal would be the first tribe to stage a significant uprising against al-Qaeda in Iraq (AQI). Although the term Al Sahawa, the Awakening, would not be coined until 12 months later, the movement started in Al Qaim with the partnership between the tribe, the Coalition, and the Government of Iraq (GOI) to fight AQI. The foundation for that partnership was a little known program called the 'Desert Protectors.' The Desert Protectors were local tribesmen: recruited, trained, organized, and deployed as scouts under the watchful eye and guidance of the Combined Joint Special Operations Task Force (CJSOTF) in Iraq."

Measuring Bullying Victimization, Perpetration, and Bystander Experiences: A Compendium of Assessment Tools

"Specifically, of a nationally representative sample of adolescents, 13% reported being a bully, 11% reported being a victim of bullying, and 6% reported being both a bully and a victim (Nansel et al., 2001). How bullying experiences are defined and measured, however, varies greatly. Much of the work on bullying has adopted the definition of Daniel Olweus, whose work in the 1990s increased attention on bullying as a research topic. According to Olweus, a person is bullied when he or she is exposed repeatedly over time to negative actions by one or more others, excluding cases where two children of similar physical and psychological strength are fighting (Olweus, 1994). Olweus added that bullying can be direct (open attacks that are physical or verbal in nature) and indirect (exclusion). Since the 1990s, researchers have modified Olweus' definition of bullying, for example, to assess the difference in power between bullies and victims (e.g., Vaillancourt, Hymel, & McDougall, 2003). Regarding measurement, some scholars provide respondents with a definition of bullying similar to Olweus' definition (e.g., Nansel, Overpeck, Haynie, Ruan, & Schiedt, 2003) before inquiring about their experiences with bullying, while others measure bullying by providing behaviorally specific questions, such as the frequency of name-calling or hitting (e.g., Bosworth, Espelage, & Simon, 1999)."

When President Clinton was elected in 1992, his administration immediately recognized the strategic importance of the Persian Gulf region and identified two central threats to stability and security there -- Iran and Iraq. In the past two decades, both countries have aggressively sought to build their arsenals of nuclear, chemical, and biological weapons, and this drive has created greater instability and uncertainty in a volatile region of the world. One of the most important objectives of U.S. foreign policy in the Middle East has been to prevent the spread of weapons of mass destruction (WMD) to Iraq and Iran. Allowing weapons of mass destruction to spread to Iraq and Iran undermines security and stability throughout the region. Over the course of years of sustained diplomacy, the United States has developed a level of trust and confidence with key states in the Middle East. From the Document: "The purpose of this research is to articulate the role of Special Operations Forces (SOF) civil affairs (CA) in the return to great power competition. More specifically, the ideas offered here are directed toward the 95th Civil Affairs Brigade more than the U.S. Army Reserve CA brigades; the reasons for this distinction are elaborated upon in chapter 2. Analyzed through the lens of how SOF CA can help the U.S. military as it specifically faces a rising China and a dissatisfied Russia, this monograph details primary roles and needed adjustments for SOF CA under current and future international competition. Rather than inventing new roles or ways to use SOF CA, this monograph intends to codify the overall framework of where SOF CA currently fits in the range of military operations conducted in the competitive environment. A secondary purpose is to provide the SOF CA branch a consolidated way to express its role within great power competition so that, when asked by a non-CA professional, 'What does CA do?' it offers a unified and well-structured answer."
