  From the opening statement of Robert M. Kastenmeier: "Throughout our Nation's history there has been tension between the first amendment and other governmental interests. Resolution of these competing needs has been a difficult and often stormy process. Frequently, we think in terms of these many conflicts being resolved by the Federal courts. As vital as preservation of that forum is for all of us, the courts are not the only place for dealing with these issues. As Holmes said several decades ago, 'It must be remembered that legislatures are the ultimate guardians of the liberties and welfare of the people in quite the same degree as the courts.' [...] I recite this history to establish that these hearings are part of an historical continuum. The issues we will address today are not partisan in nature. They are part of a diligent oversight of the executive branch. We begin the first 2 days of the series of hearings on '1984: Civil Liberties and the National Security State.' Since George Orwell penned his famous novel of life under 'Big Brother,' the year 1984 has had an ominous sound, threatening to ring in an era in which civil liberties would be crushed under the heels of the State. The very fact that we hold these hearings today is solid evidence that such a world has not yet arrived. But Orwell's '1984' was not intended to be a promise or even a prediction. It was a warning. The coming of the year 1984 thus offers a unique opportunity to examine the state of our civil liberties as well as what the future may hold in the light of Orwell's fears and our own."   From the opening statement of the Hon. Alan K. Simpson, a U.S. Senator from the State of Wyoming, Chairman, Subcommittee on Immigration and Refugee Policy: "We have our refugee consultation here. Certainly in a very real sense, the United States demonstrates its commitment to freedom and the inherent dignity of the individual through a most generous refugee program providing a haven to those people who are singled out for persecution by their own governments. The traditional generosity of the American people, I think, is richly illustrated by the leadership role this Nation has assumed, both in the resettlement in the United States of victims of persecution, and certainly by providing humanitarian assistance for refugees throughout the world. As chairman of this Subcommittee on Immigration and Refugee Policy, I want to reaffirm that commitment to assist those refugees who are of special humanitarian concern to the United States. But obviously, we cannot accept for permanent resettlement all of those persons fleeing from governments whose standards of freedom do not match our own. But we can and should continue to do our fair share in addressing the plight of the world's refugees. And I think we can most effectively render assistance by providing care and maintenance funds, and services to countries of first asylum until the refugees can return to their homes, and by directing our foreign policy initiatives to both address and avoid the root causes of refugee situations." • Maritime Boundaries: United States-Cook Islands and United States-New Zealand (Tokelau)

  "On April 13, 1976, President Ford signed into law the Fishery Conservation and Management Act of 1976, effective March 1, 1977. This law affected fishery jurisdiction over marine areas off the coasts of the 50 states and of the territories of the United States, including American Samoa. At that time, only part of American Samoa's fishery zone was delimited, owing to the dispute between the United States and New Zealand over the sovereignty of three islands and between the United States and the Cook Islands over the sovereignty of four islands. The US claim to these islands had arisen out of occasional 19th-century visits to the islands by American whalers and by the execution of guano bonds pursuant to the 1856 Guano Islands Act. Each of the two treaties resolved the disputed status through recognition by the United States of the sovereignty of the Cook Islands and of Tokelau and New Zealand over the respective islands. In addition, the treaty delimiting the boundary between American Samoa and Tokelau confirmed US sovereignty over Swains Island. [...] Attached is a page-size map illustrating the two boundaries established to the north and to the east of American Samoa."

Specific issues include illegal immigration, temporary workers, legalization, asylum adjudications, and legal immigration. The legislation under consideration is the Immigration Reform and Control Act of 1983, popularly referred to as the Simpson-Mazzoli bill, introduced in the House and Senate on Feb, 17, 1983 as H.R. 1510 and S. 529. S. 529 was reported by the Senate Judiciary Committee on Apr. 21 (S.Rept. 98-62). S. 529 was reported by the Senate Judiciary Committee on Apr. 21, 1983 (S.Rept. 98-62). It passed the Senate on May 18 by a vote of 76 to 18. H.R. 1510 was reported by the House Judiciary Committee on May 13 (H.Rept. 96-115, pt. I), and sequentially referred to four other committees. 1t was reported on June 27 by the Committee on Agriculture (H.Rept. 98-115, pt. II), and on June 28 by the Committee on Energy and Commerce (H-Rept. 98-115, pt. 111) and the Committee on Education and Labor (H.Rept. 98-115, pt. IV). House Speaker Tip O'Neill stated on Oct. 4, 1983 that the bill would not come to the House floor in 1983. He ahs since indicated that he will bring the bill to the floor in early 1984."

• Modeling Security in Local Area Networks

  From the thesis abstract: "The Department of Defense needs to process data at various levels of security in Local Area Networks (LAN) of computer systems. A formal computer network security model is a necessary first step in certifying a computer system to process classified data. Several computer security models have been developed to identify what is required to enable multilevel certification of a computer system, and a similar model is needed for LANs. The primary objective of this research project is to analyze the requirements of a LAN security model. Conceptual design issues of LAN security modeling are presented in this thesis to identify what must be achieved to ensure security is not violated when data of various levels of security are processed in a local area network. Due to their distributed nature, LANs involve several security issues not addressed in security models (such as the Bell-LaPadula security model) developed for single computer systems. Therefore, modeling of security in LANs and computer networks must be complemented with LAN application and implementation considerations, primarily associated with secure communications channels between LAN subscribers. This thesis analyzes the security requirements of a local area computer network, highlighting the need for a security architecture approach to modeling security in LANs. A textural definition of a prototype LAN security model is presented, and the model's application to hypothetical LAN configurations is discussed."

  "The Refugee Act of 1980 (P.L. 96-212; 94 Stat. 102) was enacted Mar. 17, 1980, as a major amendment to the basic U.S. immigration law, the Immigration and Nationality Act, as amended (8 U.S.C. 1101, et seq.). The Refugee Act has two basic purposes: (1) to provide a procedure for the annual admission of refugees into the United States, and for their admission in emergency situations; and (2) to authorize Federal assistance to resettle refugees admitted to the United States and to promote their self-sufficiency. The intent of the legislation was to end an ad hoc approach to refugee admissions and resettlement that had characterized U.S. refugee policy since World War II."

  "The impact of personnel fatigue in closed circuit television (CCTV) assessment has not enjoyed a high measure of concern or research effort over the last twenty years. Over seventy-five studies have researched stress or vigilance in such areas: airplane cockpit, intrusion detection system consoles, sonar systems, and air traffic control and equipment design. Only six recorded studies could be found that addressed fatigue as a factor in CCTV assessment. While indicating fatigue as a factor these studies did not address the operational concerns informally voiced by security professionals over conflicting guidance between assessment standards, personnel training, and duration of assessment requirements. Government, industry, equipment manufacturers, financial institutions, criminal justice facilities and retail operations all appear to operate CCTV security systems under a number of different engineering, physical, procedural and psychological variables. The opportunity to review recorded studies, document existing practices, hear the operator's concerns, review procedural problems, discuss industry rationale for constraints on CCTV operations, explore CCTV hardware manufacturing guidance and Original Equipment Manufacturing (OEM) or vendor required engineering modifications, and input from security professionals was fostered by the Sixth Annual Meeting of the Role of Behavioral Science in Physical Security Conferences, sponsored by the Defense Nuclear Agency in June 1981."

  From the Document: "The Soviet Union has developed a doctrine of 'maskirovka' which calls for the use of camouflage, concealment and deception (CC&D) in defense-related programs and in the conduct of military operations. They define maskirovka as a set of measures to deceive, or mislead, the enemy with respect to Soviet national security capabilities, actions, and intentions. These measures include concealment, simulation, diversionary actions and disinformation. […] Integral to development and deployment of strategic and tactical weapons systems, is establishment and execution of a plan for maskirovka. A Soviet Directorate for strategic maskirovka has been established and its directives are carried out by numerous elements of the Soviet government. Additionally, the Soviets have established a program to counter western signal and imagery intelligence collection. The Soviets may be attempting to deceive the West regarding the intent and purpose of basic policies, e.g., arms control. […] Several recent discoveries reveal that the Soviet maskirovka program has enjoyed previously unsuspected success and that it is apparently entering a new and improved phase.   "On May 5, 1980 at 1030 EDT, a prescribed fire was ignited in jack pine slash near Mio, Michigan. [...] At 1206, the fire spotted into standing jack pine timber adjacent to the prescribed burn area. [...] In the first 6 hours, the fire took one life, destroyed 44 homes and buildings, and burned 20,000 acres of forest land. [...] Trying to understand the behavior of all large fires with individual case studies is like trying to understand a movie by examining individual frames chosen at random. Each fire is only a single observation of a complex process, and many observations are needed before patterns begin to emerge. Despite the complexity, however, careful examination of even a single fire can yield insights into the underlying physical processes that control large fire behavior."

  "In February 1983, the National Institute for Occupational Safety and Health (NIOSH) received a request from the International Association of Fire Fighters to evaluate potential health problems resulting from exposures during an industrial fire and explosion at United Organics, Inc., Stamford, Connecticut. NIOSH assistance was requested six weeks after the fire when fire fighters continued to complain of symptoms of chest discomfort, shortness of breath and headache. [...] Symptoms and medical abnormalities found in these fire fighters following exposure to smoke and fumes from this chemical fire were consistent with the possible effects of pyrolysis products of polyacrylonitrile, including hydrogen cyanide. Recommendations are made in Section VIII of this report to help orevent future exposures."

  "This Process Overview is intended to provide a general description of the Integrated Emergency Management System (IEMS) and its relationship to the overall Federal Emergency Management Agency (FEMA) mission, set forth how the IEMS concept can be applied by State and local governments, and outline plans for implementing various components of IEMS. […] Several major objectives were to be accomplished when the Federal Emergency Management Agency was created in 1979. One objective was to establish a single point of contact for State and local governments to deal with all emergency management programs at the Federal level. Another objective was to broaden the application of emergency preparedness and response resources to all hazards, and to take advantage of the similarities that exist in planning and response functions for peacetime and attack emergencies. Understandably, since FEMA began as a collection of individual agencies, programs, and functions rather than as a unified, composite organization, realization of these objectives has taken time. The realignment of FEMA in October 1981 brought the majority of programs supporting State and local government efforts in mitigation, preparedness, response, and recovery together in one directorate. Although the multiplicity of programs remained, efforts were made to consolidate the transfer of program funds-to State governments. These efforts culminated in the Comprehensive Cooperative Agreements which are now negotiated annually between FEMA and the States."

  "The purpose of this guide is to provide a resource for use by State and local officials in preparing an analysis of hazards. By presenting a general approach, definitions, processes, and models, it is hoped that a common framework for local, State and nationwide analysis of hazards will be established. The Federal Emergency Management Agency (FEMA) is developing an Integrated Emergency Management System (IEMS) approach to comprehensive emergency management. The initial step in this approach is the systematic analysis of the hazards in individual communities or jurisdictions. Before a community can plan how to deal with potential disasters, the hazards that can lead to these disasters must be identified and priorities for action must be assigned. Hazards analysis is an essential element in disaster preparedness planning to minimize loss of life, human suffering and damage to public and private property. […] This guide incorporates material developed by the National Governors' Association (NGA), the Association of Bay Area Governments (ABAG) in San Francisco, California, contractors to FEMA, and other organizations. The term 'hazards analysis' is used throughout this guide. Other writings treat the same subject under the terms vulnerability assessment, loss study or analysis.
