Disinformation Overdose: A Study of the Crisis of Trust Among Vaccine Sceptics and Anti-Vaxxers
From the Introduction: "The ongoing COVID-19 [coronavirus disease 2019] pandemic has propelled the topic of vaccines to the centre of public life and discourse in Germany. Debates on how necessary and effective vaccines really are have gained importance, fuelled by the unprecedented speed with which the vaccines against the novel coronavirus have been developed and certified for use. At the same time, an increase in uncertainty and economic hardship as well as social distancing mandates have been accompanied by a growing desire for straightforward explanations to the ongoing pandemic and the rapid development of the vaccines. One purported response comes in the form of a growing number of conspiracy theories, which are riddled with misinformation. Their authors, who range from right-wing extremists and esotericists to hard-core conspiracists, use them as highly fertile soil for sowing the seeds of discord and taking advantage of pre-existing fears. They claim that the vaccines are creating a 'two-tier society' or a 'COVID dictatorship', or are even part of a 'plandemic' aimed at decimating the population. The outcome? A permanently divided society. For the first time, this report by 'ISD [Institute for Strategic Dialogue] Germany' offers a comprehensive insight into the digital networks used by vaccine sceptics in Germany."

'Climate Lockdown' and the Culture Wars: How COVID-19 Sparked a New Narrative Against Climate Action
From the Executive Summary: "In September 2020, ISD [Institute for Strategic Dialogue] analysts identified an emerging trend on social media relating to the term 'climate lockdown'. This spike in volume seemed to be driven primarily by climate sceptics, who claimed that the COVID-19 [coronavirus disease 2019] pandemic was merely a precursor to future 'green tyranny', and that both governments and global elites would curtail civil liberties under the pretext of climate change. Over the following eight months, analysts conducted a detailed study of the emergence and mainstreaming of this phrase across Twitter, Facebook and YouTube. [...] This report details the chronological growth and evolution of 'climate lockdown', divided into two sections. The first outlines how the narrative emerged and was repurposed by malign actors, making its way onto different social media platforms. Anti-Lockdown Activity: United States Country Profile
From the Introduction: "For the US, 2020-21 was one of the most politically charged and socially divisive periods in the country's recent memory. Numerous issues like the response to COVID-19 [coronavirus disease 2019], the killing of George Floyd and subsequent racial justice protests, the pre- and post-election periods, and the vaccine rollout, have all served to further polarise the nation. The US faced significant division before 2020, yet the pandemic will likely be remembered as a period that served to accelerate polarisation across the nation. Restrictions introduced nationwide in March 2020 to curb the spread of COVID-19 fostered immediate backlash and gave rise to an anti-mask, anti-lockdown protest movement that provided an opportunity for extremists to campaign, mobilise offline, and potentially reach new sections of the public. Anti-lockdown protest groups in numerous states created what became an informal nationwide movement. Monitoring from ISD [Institute for Strategic Dialogue] picked up Telegram channels with tens of thousands of followers, mostly within the US, who urged people to take up arms to protest the lockdowns and protect their civil liberties, while COVID-19 was used to advance calls for the 'boogaloo', an extremist anti-government meme referring to an impending civil war. From the outset, individuals within right-wing extremist groups framed COVID-19 as an opportunity to enact violence."

OMB Sequestration Update Report to the President and Congress for Fiscal Year 2015
From the transmittal letter from Shaun Donovan, Director, Office of Management and Budget (OMB): "This report updates information contained in the OMB preview report regarding enforcement of the discretionary spending caps for both 2014 and 2015, including information about the discretionary spending limits for defense and non-defense programs, the status of OMB scoring of the latest House and Senate action on discretionary appropriations bills, comparisons with the estimates provided by the Congressional Budget Office in its August update report, and OMB's preview estimate of the 2015 adjustment for disaster relief. OMB must issue a final sequestration report after the Congress adjourns. To date, emergency supplemental appropriations have been enacted for 2014, which necessitates an adjustment to the 2014 defense cap. However, no 2015 appropriations bills have been enacted into law and, therefore, no changes are reflected to the current 2015 caps. If the 2015 discretionary caps remain unchanged, this report estimates that, if enacted, the actions by the Senate would result in a sequestration of $34 million in the defense category."

From the Introduction: "From June 2020 onwards, in the wake of some of the most stringent COVID-19 [coronavirus disease 2019] lockdown measures in Europe, anti-government demonstrations began to proliferate throughout Italy. An amalgamation of anti-vaccine and anti-mask protesters joined forces with anti-5G [fifth generation] conspiracy theorists and elements of the far-right to demand the right to choose on behalf of themselves and their children when it comes to vaccines, mask mandates and school attendance. [...] Over the following 10 months, these demonstrations continued to shift shape. A range of other movements began to coalesce around these shared grievances, with groups like IoApro - made up of restaurateurs and shop owners whose businesses had been adversely affected by government-imposed lockdown - organising protests. These protests became violent, as paper rockets, rocks and flares were thrown and riot police attended demonstrations.3 Whereas families made up a lot of the initial cohort of protesters, by the end of October 2020 those with a more obvious political agenda including factions of the extreme right began to attend. [...] A spate of more violent protests occurred after 15 October 2021, when Mario Draghi's Government introduced the 'Green Pass' requiring all workers in both the private and public sector to show either proof of vaccination, recent recovery from COVID-19 or a negative test result to gain access to their workplace, or face being declared absent without pay."

Between Conspiracy and Extremism: A Long COVID Threat? Introductory Paper
From the Executive Summary: "ISD [Institute for Strategic Dialogue] has developed a series of briefings analysing the make-up and activities of anti-lockdown activists across Europe and North America. Importantly, this work compares these phenomena across borders, identifying commonalities between these contexts. Our analysis identifies how mobilisation against COVID [coronavirus disease] restrictions has brought together a broad-church of activists, with right-wing extremists rubbing shoulders with New Age spiritualists and alternative health practitioners. Although there is a lack of ideological coherence across these movements, we have found that across countries they are consistently engaged in harmful activity of different types, including the amplification of disinformation, harassment, hate speech, and threats of violence. This research also demonstrates how the individuals and groups involved in this activity often extend beyond more established extremist movements. By exploring the eclectic, and wide ranging nature of these communities, we frame the challenge in terms of increasingly 'hybrid threats' to public safety, which will require a new generation of responses, going beyond current counter-extremism policy paradigms. This overview paper introduces these briefings, presents key trends in anti-lockdown activism from across country contexts and explores the policy implications of these trends."

Anti-Lockdown Activity: Netherlands Country Profile
From the Introduction: "Restrictions brought in to slow the spread of COVID-19 [coronavirus disease 2019] across the Netherlands have fuelled anger and hostility amongst the Dutch public and led to an increase in polarisation and a threat of heightened extremist behaviour. This was the assessment of PieterJaap Aalbersberg, one of the country's chief counter-terrorism officials, in a November 2020 interview with Bloomberg. He added that 'social media is the catalyst amplifying conspiracies across borders' with the common denominator being 'anti-government sentiment.' This was echoed in a more recent update in April 2021 from the Dutch national security service (AIVD) who warned of the threat from anti-government protests organised in opposition to COVID-19 measures, stating that the 'intimidation, threats or violence' present in these groups have the potential to create a 'breeding ground' for extremism."

"La pandémie de COVID-19 [coronavirus disease 2019 ou maladie du coronavirus 2019] et les restrictions qu'elle a engendrées ont donné lieu à une prolifération de théories complotistes en ligne telles que la propagation de discours favorisant la désinformation et la mésinformation, la promotion de faux remèdes et la stigmatisation de certaines communautés minoritaires. Mit seiner Berichterstattung über die Covid-19 [coronavirus disease 2019]-Pandemie und wiederholten Anspielungen auf Verschwörungsmythen und irreführende Botschaften geriet RT DE mitten in eine öffentliche Debatte. In dessen Zentrum standen Desinformationen über die öffentliche Gesundheit und die Verantwortung, die große Plattformen wie YouTube oder Facebook tragen, wenn es um die Verbreitung von schädlichen Inhalten geht.
