• Chemical Safety Audit Program: FY 1998 Status Report

  "This is a comprehensive report on the status of the U.S. Environmental Protection Agency's Chemical Emergency Preparedness and Prevention Office's (CEPPO) Chemical Safety Audit (CSA) program since its inception in fiscal year (FY) 89, a review of the successful and problematic trends of CSA program implementation in FY 98, and a discussion of the current and future role of the CSA program in the CEPPO Prevention Strategy. In these ten years, the CSA program has encompassed the review of the chemical process safety management systems of 372 facilities and the training of over 1100 federal, state, and local officials. In addition, the CSA program has developed a database of chemical safety audit information and supported numerous other related chemical accident prevention activities, including outreach and technical assistance for both the public and private sector. Chemical accident prevention involves identifying the causes of accidental releases of hazardous substances and the means to prevent them from occurring, promoting industry initiatives in these areas, and sharing the results with the community, industry, and other interested groups. […] This status report is intended to provide EPA headquarters and regional management with a better understanding of how the program is being implemented both at headquarters and in the regions, the purpose and goals of the audit program, and the type of information being generated and its uses. The following four topics are the focus of this report -- program activities, program results, regional program implementation, and analysis of audit results."

  "This Report to Congress on Juvenile Violence Research presents the collective results of the studies funded under the congressional directive. In many ways, the studies confirm what we already knew--that young African-American males are disproportionately involved as offenders and as victims of violence, that firearms play a large role in juvenile violence, and that gang members are frequently involved in violence. The studies also remind us of something very important--although many violent juvenile offenders live in impoverished and high-crime areas, the majority of youth who live in such environments are not involved in serious delinquency. The recommendations of these studies emphasize four major areas of intervention--gangs, guns, high-risk juveniles, and locations and times of highest risk for juvenile violence--and provide examples of programs that address each. My hope is that this Report will serve as a useful resource for communities as they strive to further reduce the incidence of juvenile violence."

• Reserve Component Employment Study 2005

  In April 1998, Secretary of Defense William S. Cohen issued the Fiscal Years 2000-2005 Defense Planning Guidance, which directed the Department to conduct the Reserve Component Employment 2005 (RCE-05) Study. The study reviewed employment of the Reserve Component (RC), and developed several recommendations to enhance the role of the RC in the full range of military missions from homeland defense to major theater wars (MTWs). The study examined how to make the RC easier to access and use, and how to better train, equip, and manage it to ensure effective mission fulfillment. In examining the RC role in the future, the RCE-05 Study focused on three areas: homeland defense, smaller-scale contingencies, and MTWs. While the study evaluated several initiatives in each area, certain key themes emerged as particularly important to ensuring an effective future Total Force. Suggestions for new ways to involve the RC that are set forth in this report include: assisting in the management of consequences of attacks within the United States involving nuclear, chemical or biological weapons; protecting critical infrastructure throughout the United States from physical and information operations attacks; participating in manning a national missile defense system should one be deployed; providing additional high-demand/low-density capabilities for SSCS; assuming a greater role in sustained operations like the one being conducted in Bosnia; augmenting critical combat capabilities in specific warfighting areas; integrating the Reserve component more fully into the deliberate warplans; and developing post-mobilization training standards and deployment timelines for Army National Guard Divisions.

• Detection of Radioactive Materials at Astrakhan

  "Astrakhan is the major Russian port on the Caspian Sea. Consequently, it is the node for significant river traffic up the Volga, as well as shipments to and from other seaports on the Caspian Sea. The majority of this latter trade across the Caspian Sea is with Iran. The Second Line of Defense and Russian Federation State Customs Committee (RF SCC) identified Astrakhan as one of the top priorities for upgrading with modern radiation detection equipment. The purpose of the cooperative effort between RF SCC and DOE at Astrakhan is to provide the capability through equipment and training to monitor and detect illegal shipments of nuclear materials through Astrakhan. The first facility was equipped with vehicle and rail portal monitoring systems. The second facility was equipped with pedestrian, vehicle and rail portal monitoring systems. A second phase of this project will complete the equipping of Astrakhan by providing additional rail and handheld systems, along with completion of video systems. Associated with both phases is the necessary equipment and procedural training to ensure successful operation of the equipment in order to detect and deter illegal trafficking in nuclear materials. The presentation will described this project and its overall relationship to the Second Line of Defense Program."

• 1996 National Youth Gang Survey: Summary

  "The 1996 National Youth Gang Survey was sent to two groups: a statistically representative sample of 3,024 law enforcement agencies and a sample of 1,956 law enforcement agencies that were surveyed in the 1995 National Youth Gang Survey, but not selected for the 1996 representative sample. Information and analyses included in this report were limited to the survey responses for the statistically representative sample, as the data were more comprehensive and allowed for a more complete nationwide perspective. [...] The results of this survey indicate that the youth gang problem in this country is substantial and affects communities of all sizes. Almost three-fourths of the cities surveyed with populations greater than 25,000 reported youth gangs in 1996. Furthermore, a majority of suburban counties had gangs, as did a significant percentage of small cities and rural counties. Caucasians were found to be more involved in gang activity than previous studies and surveys had indicated, and their predominance in rural counties and small cities was especially high. Gang members were involved in a significant amount of crime, but the degree of involvement and type of crime varied by area type, region, and population. Examination of these data by the National Youth Gang Center will continue, and subsequent surveys will help to gather more information about gangs and gang members."

• Non-Accident Release of Hazmat from Railroad Tank Cars: Training Issues

  "This report presents the results of a study to determine the extent to which written materials used in training railroad tank car hazmat loaders are consistent with the reading skills of the trainees. Data from four case study sites was used to conduct the analysis. Each site trains employees to load hazardous materials into railroad tank cars. The reading level of the trainees was assessed through self-reporting of years of education completed and through the administration of a verbal skills aptitude test. The Fry Readability Index was used to determine the reading level of the written training materials from each site. Each program had some degree of incompatibility between the reading level of the materials and the skills of the trainees. Suggestions are offered for individual companies that want to examine their programs for possible incompatibility. In addition to presenting the results of this analysis, the report contains guidelines and best practices for this type of training. An appendix contains guidelines for preparing written materials for adults with limited reading skills."

• Military Training: Management and Oversight of Joint Combined Exchange Training, Report to Congressional Requesters

  "This report responds to your requests that we review the management and oversight of U.S. Special Operations Forces' overseas deployments to train with the armed forces and other security forces of friendly foreign countries. These deployments, called Joint Combined Exchange Training (JCET), raised concerns that U.S. forces may be training with foreign militaries without adequate civilian oversight and engaging in activities that are inconsistent with U.S. policy goals. Specifically, we addressed (1) whether the Department of Defense (DOD) has implemented JCETs in accordance with legislation, (2) whether DOD and the Department of State are providing civilian oversight to ensure that JCET activities are consistent with U.S. foreign policy objectives in countries that we included in our review; and (3) how DOD is implementing recent legislation that restricts it from training with foreign forces involved in human rights abuses. GAO's review of available JCET files, attendance at command training conferences, observations of pre-event meetings, and discussions with DOD officials confirmed that DOD has complied with the statutory requirement that JCET's primary purpose be the training of U.S. special operations forces. GAO found a direct link between the training special operations forces indicated they needed and the training conducted. However; DOD has not accurately reported to the Congress the number of JCETs that were conducted, their costs, or their relationship to counter narcotics and counterterrorism, as also required by statute. Inaccuracies in reporting have arisen because of confusion in the field regarding how to define a JCET, how to pay for and report costs incurred by host countries, and how to interpret the legislative requirement to report JCET's relationship to counter narcotics and counterterrorism."

• FinCen (Financial Crimes Enforcement Network) Follows the Money: A Local Approach for Identifying & Tracing Criminal Proceeds

  The report outlines the role of FinCen and how it is used to fight crime. FinCEN's analysts provide case support to more than 150 federal, state, and local law enforcement agencies, issuing approximately 7,500 intelligence reports each year. Using advanced technology and a variety of data sources, FinCEN links together various financial elements of crime, helping federal, state and local law enforcement find the missing pieces to the criminal puzzle. Addressing money laundering is a nationwide problem and FinCEN treats it that way. Through Project Gateway, FinCEN works with law enforcement officials in each state so that they have on-line access to FinCEN's databases. Gateway's cutting edge technology gives each state electronic access directly to financial information which they use with great success. FinCEN also works to develop and foster global anti-money laundering strategies, policies, and programs, reaching out to assist countries in implementing these efforts. FinCEN supports the G-7 Financial Action Task Force (FATF), which is recognized as the leading organization in setting international anti-money laundering standards. In addition, FinCEN coordinates with financial intelligence units (FIUs) in scores of countries, including Britain, France, Belgium, Panama and Australia. FinCEN is also using its expertise to help establish FIUs worldwide.

While there is significant overlap between the DOE G 441.1 series of Guides and this Standard, this Standard differs from the Guides in both intent and detail. In contrast to the macroscopic view adopted by the Guides, this Standard discusses specific measures that should be implemented by affected line managers, workers, and support staff to ensure proper fulfillment of their radiological control responsibilities. DOE expects that each site will identify the provisions of this Standard that support its efforts to implement an effective radiological control program and incorporate these provisions, as appropriate, into the site-specific radiological control manual, site procedures, training, or other administrative instruments that are used to guide employee activities. The specific administrative instruments used at DOE sites vary widely, as would be expected given the varying nature of DOE facilities and activities and their associated hazards."

  Congress clearly has shown its interest in agency performance planning to better inform its decisions. This report provides summary information based on the review and evaluation of the fiscal year 2000 performance plans of the 24 agencies covered by the Chief Financial Officers (CFO) Act. The first objective was to summarize observations on the extent to which the agencies' plans include three key elements of informative performance plans: (1) clear pictures of intended performance, (2) specific discussions of strategies and resources, and (3) confidence that performance information will be credible. For each of these elements, each agency's plan was characterized in one of four ways, based on the degree to which the plan contains informative practices associated with that element. These practices, drawn from Results Act requirements, related guidance, and the more informative features of the fiscal year 1999 performance plans, are identified in the published work.

  "In its report on the Fiscal Year 1999 Defense Appropriations Bill, the House Committee on Appropriations expressed concern with the Cold War mindset of the services, which are continuing to develop and procure an increasing number of tank-killing weapons. The Committee questioned whether current antiarmor acquisition plans are appropriate at a time when potential adversaries have smaller armored forces than during the Cold War. Accordingly, the Committee directed the Secretary of Defense to develop an antiarmor master plan to be submitted with the fiscal year 2000 budget. The plan is to identify the projected armored threat and the quantity of all antiarmor weapons, with the purpose of eliminating excess antiarmor weapon capabilities. The last master plan was prepared in September 1990. This document evaluates the plan's findings and conclusions, its underlying data and analyses, and its key assumptions, as well as overall antiarmor funding trends."

  On February 16-17, 1999, in Arlington, Virginia, 950 public health officials, physicians, and other medical personnel, along with government, military, and intelligence experts gathered for the first National Symposium on Medical and Public Health Response to Bioterrorism. Participants were geographically diverse. Represented were 46 states, plus Washington, D.C., and 10 countries: Australia, Austria, Canada, England, Finland, France, Germany, Israel, Italy, and the Netherlands. The guiding force behind the symposium was the newly established Johns Hopkins Center for Civilian Biodefense Studies, which hopes the discussions will lead to a framework and partnership for strategic planning. From their different backgrounds and perspectives, the more than 20 speakers addressed the following questions: Why are current concerns about bioterrorism real? Why must the medical and public health communities address the issue of bioterrorism? Which biological threats warrant the most concern? What is the possible aftermath of an act of biological terrorism?

Testifying are John McPhee of the Commerce Department, SW Hall, Jr., of the US Customs Service, Jack Brock of the GAO, and Harold Bauner of Bauner International Corporation. Chairwoman Ileana Ros-Lehtinen explains that "the Y2K bug, as it has been referred to, has been more difficult to exterminate than many had once thought. Today's international business and trade transactions are increasingly conducted via computerized and automated systems. That is surely true for the operations of our U.S. Customs Service which is the focus of our hearing today. Our U.S. Customs Service, in fact, relies heavily upon the use of automated systems to collect duties, taxes and fees on imports as well as to assist in the enforcement of our trade laws. The importance of information technology to this agency is evident in their automated commercial system which is used to process all of the commercial goods imported into the United States. Ranking minority member Menendez adds that "this hearing is also intended to look at the implementation of the Customs Modernization Act, particularly Customs modernization of our import and export systems." John McPhee explains the Commerce Departments strategies for dealing with Y2K security, as does SW Hall for the US Customs Service. Jack Brock of the GAO lauds the Customs Service's work, as does Harold Bauner.

  Executive Order 13128 outlines in Sections 1 through 11 how the US is to execute the Chemical Weapons Convention, as well as the Chemical Weapons Convention Implementation Act. For example, Section 1 designates the Department of State as the "United States National Authority" (USNA) for the purposes of the Act and Convention, while Section 2 states that the USNA will coordinate with an interagency group consisting of the Secretary of Defense, the Attorney General, the Secretary of Commerce, the Secretary of Energy, and the heads of various other agencies or departments. The remaining sections outlines further details, and authorizes specific functions for each Department in order to facilitate implementation of the Act and Convention.

  The Defense Department (DOD) recently approved the creation of 10 National Guard response teams to help state and local authorities deal with terrorists attacks involving weapons of mass destruction. GAO found differing views on the role and the use of these response teams and how they will fit into state and federal plans to respond to weapons of mass destruction. Army officials believe that the teams can be a valuable asset to federal authorities. They also believe that the teams will be a critical part of the state and local response. However, officials with the FBI and the Federal Emergency Management Agency, which are responsible for managing the federal response to terrorist attacks, do not see a role for the teams in the federal response. Instead, they foresee the National Guard providing its traditional assistance in emergencies. Differing views also exist at the state level. Many state, local, and federal groups can do the work that the teams would perform. For example, more than 600 state and local hazardous materials teams in the United States deal with incidents involving highly toxic industrial chemicals and other hazardous materials. GAO's discussions with state, local, and federal officials and its own analysis found several concerns that could affect the teams' abilities to meet their mission and responsibilities. These concerns centered on recruiting and retention, training, and operational issues. This testimony summarizes GAO's June 1999 report, GAO/NSIAD-99-110.

Testifying are David Adelman of the Natural Resources Defense Council, Ralph Beedle of the Nuclear Energy Institute, Greta Joy Dicus of the Nuclear Regulatory Commission, Timothy Fields of the EPA, Edward McGaffigan of the Nuclear Regulatory Commission, and Jeffrey Merrifield of the Nuclear Regulatory Commission. Chairman Barton submits "questions about changing the foreign ownership of power reactors, the fee structure, and how these reforms are going to improve the efficiency and operation of the Commission in carrying out its licensing and regulatory functions on behalf of the United States nuclear industry."
