Information Technology Information Sharing and Analysis Center (IT-ISAC) [website]
To help develop ways of better protect our critical infrastructures and to help minimize vulnerabilities, The Department of Homeland Security has established Information Sharing and Analysis Centers or ISAC's to allow critical sectors to share information and work together to help better protect the economy. The IT-ISAC is a forum for sharing information about network vulnerabilities, and effective solutions. It is also a forum for sharing threat related information, and ways to protect against those threats. Access is restricted to approved organizational members.

Technical Support Working Group (TSWG) [website]

Treaty Between The United States of America and The Union of Soviet Socialist Republics on the Limitation of Underground Nuclear Weapon Tests (and Protocol Thereto)
The Treaty on the Limitation of Underground Nuclear Weapon Tests, also known as the Threshold Test Ban Treaty (TTBT), was signed in July 1974. It establishes a nuclear "threshold," by prohibiting tests having a yield exceeding 150 kilotons.

Strategic Plan: Fiscal Years 2004-2009
In accordance with the Government Performance and Results Act of 1993, the Department of State and Agency for International Development (USAID) Strategic Plan for Fiscal Years 2004 to 2009 sets forth the Secretary of State's direction and priorities for both organizations in the coming years. The Strategic Plan supports the policy positions set forth by President Bush in the National Security Strategy and presents how the Department of State and USAID will implement U.S. foreign policy and development assistance. In the Strategic Plan, the Mission section defines the primary aims of U.S. foreign policy and development assistance as well as our priorities in the coming years. The remainder of the Strategic Plan provides an overview of our four strategic objectives and describes the key perspectives and outlooks for each associated goal. In addition, key U.S. Government partners and external factors that could affect achievement of goals are identified for each goal. The strategic objectives and goals constitute the strategic planning framework for both agencies. This framework serves as the basis for both organizations' annual performance plans at the Department, Bureau, and Mission levels. The annual plans focus more specifically on efforts to meet tangible performance goals and contain specific performance indicators. Success in meeting performance goals indicates the overall progress in achieving the mission and strategic objectives set forward in this Strategic Plan.

Protocol to the Treaty Between the United States of America And the Union of Soviet Socialist Republics on the Reduction and Limitation of Strategic Offensive Arms
In signing the Lisbon Protocol in May 1992, Belarus, Kazakhstan, Russia, and Ukraine became parties to the 1991 Strategic Arms Reduction Treaty (START) as successors to the former USSR. Belarus, Kazakhstan, and Ukraine also committed themselves in that Protocol to adhere to the Nuclear Non-Proliferation Treaty (NPT) as non-nuclear-weapon states "in the shortest possible time."

Developing Multi-Agency Interoperability Communications Systems: User's Handbook
This handbook is the result of a developed and focused effort by the ODP to address interoperability and is intended to enhance communications among the numerous agencies who would respond to large-scale terrorism incidents or emergencies. This handbook provides pragmatic information and practical steps on setup and operation of a multi-agency interoperability communications system using the highly adaptable ACU-1000 Modular Interface/ Interconnect System (ACU-1000), and the TRP-1000 Transportable Radio Interconnect System (TRP-1000). Section Two, Introduction to Multiple Agency Interoperability, provides background on multiple agency interoperability communication along with basic information on the ACU/TRP-1000 Gateway Switch/ Interoperability Communications System, including a general overview of its operation. Section Three, Establishing an Interoperability System, outlines the basic set-up and initial operating procedures of the ACU/ TRP-1000 Interoperability Communication System. Section Four, Technical and Tactical Considerations, presents valuable insight and experience gained through a survey of jurisdictions that have had operational experience with the ACU/TRP-1000 Interoperability Communications Systems. Section Five, Operating System Models, is provided to further assist users involved in setting up their own multi-agency interoperability communication system. This section presents descriptions of setup and deployment by jurisdictions that are using the ACU/TRP-1000. These system models demonstrate the potential for achieving a high performance system. From these reviews, new users will be better prepared to set-up and operate comprehensive systems that take full advantage of the capabilities of the ACU/TRP-1000.

NIH Design Policy and Guidelines
The goal of the NIH Design Policy and Guidelines is to ensure the quality of design and construction of NIH state-of-the-art facilities that are vital to the health care of all Americans. The material contained in this NIH Design Policy and Guidelines is the result of a partnering effort led by the Office of Research Facilities (ORF), Division of Policy and Program Assessment. Components within the Office of Research Facilities, Office of Research Services, Division of Safety, Division of Public Safety, and the Institutes and Centers of the National Institutes of Health were represented to provide input and expertise to this document. The 2003 NIH Design Policy and Guidelines represent a major restructuring and reorganization of the previous version of the NIH Design Policy and Guidelines. It incorporates feedback from a customer survey conducted during 2001, trends affecting biomedical research facility and animal research facility design and construction, and state-of-the-art technological changes. It also incorporates the NIH Planning and Programmatic Guidelines, resulting in a consolidated planning and design document for the NIH design and construction program.

Jihadi Graphics and Images
"Message Forums on the internet have become the prime method of communication for terrorist groups and sympathizers. They range from "legitimate"ideological religious and political groups, such as the Islamic Circle of North America (ICNA), Al Muhajiroun, linked to the teachings of the radical Muslim cleric Abu-Hamzaal Masri to; insurgent groups and sympathizers, disseminating information on bomb making, computer hacking and software piracy. They decorate their messages with graphics and artwork honoring their martyrs and sometimes providing insights to their plans or intentions. Some of these graphics and pictures can be useful indicators of terrorist activities or sympathizers, or to help the anti-terrorism investigator identify trends and "badguys." This presentation will focus on those found on insurgent websites and message boards, what they are and what they may mean in an effort to increase your familiarity."
