Border Information Flow Architecture (BIFA) [website]
"The Federal Highway Administration (Office of Freight Management and Operations) and Transport Canada (ITS Office) are spearheading an effort in partnership with state and provincial DOTs and regional planning organizations to develop a Border Information Flow Architecture (BIFA). The initiative involves numerous stakeholders and is intended to be a framework that depicts the flow of information between government (federal, state and local) agencies and components of the transportation system, as they relate to border processes (e.g., the flow of advanced traveler information from inspection and enforcement agencies to transportation organizations). The objective is to develop an architecture to promote information sharing and coordination among agencies and stakeholders and increase interoperability of technologies used to support their operations. There are a multitude of agencies from numerous jurisdictions (federal, state, provincial) that operate at or on the approach to Canada-U.S. border crossings. The BIFA is intended to aid agencies in planning and implementing interoperable technologies at or on the approach to Canada-U.S. land border crossings. […] The purpose of this web site is to encourage use of the BIFA and gather feedback so that the architecture is used and continues to reflect the intelligent transportation system vision for the international border region. The menu bar at left provides access to the stakeholders, the transportation systems in the Region (the 'Inventory'), the transportation services that will be provided, transportation-related functions that are envisioned, existing and planned interfaces, and other architecture components that apply at or near the border."

Army 2020: Generating Health and Discipline in the Force: Ahead of the Strategic Reset, Report 201
"After more than a decade of conflict, hard fought in two separate theaters, the Army is preparing to transition from a wartime Army to one predominantly training and preparing for future contingencies. This transition represents an enormous undertaking with the operational Army preparing to integrate and readjust back into its institutional base to reconstitute, draw down and replenish its readiness levels as part of its strategic reset. This equates to the reintegration of over 1.1 million Soldiers back into military installations and local communities, back to conducting essential services, training or resuming their civilian occupations. The strategic reset will be a time of change and challenge. Leaders will plan and execute this reset in the wake of tectonic shifts associated with the Force reduction, severe budgetary constraints, the massive military‐civilian transition (of a magnitude not seen in more than two decades), the return to personnel and equipping readiness and the regeneration of the health and discipline of the Force. The latter, the health and discipline of the Force, is perhaps the most critical aspect of the strategic reset--and the principal topic of this report--because the Army, unlike the Navy and Air Force, which are platform‐centric, is a personnel‐centric force. And its readiness is a direct reflection of the health and discipline of the men and women serving in its ranks."

Handling of Human Remains from Natural Disasters
"Natural disasters usually lead to fatalities due to trauma. Human remains resulting from these types of disasters generally pose little health risk because cellular and pathogenic organisms begin to die soon after death. As cellular death occurs, post-mortem cooling of the body occurs. During this process, known as algor mortis, the remains begin to decompose (the internal and external environment of the remains will determine their speed of decomposition). As the remains decompose, bloodborne pathogens and other potentially infectious materials (e.g., gastrointestinal and respiratory pathogens) may continue to persist. Personnel in direct contact with human remains must take precautions to protect themselves from chronic infectious hazards, including hepatitis B virus, hepatitis C virus, human immunodeficiency virus (HIV), enteric pathogens, and Mycobacterium tuberculosis."

License Plate Recognition (LPR) Systems: Function, Performance and Considerations for Law Enforcement Agencies
"License plate recognition systems (LPRs) use optical character recognition (OCR) algorithms to allow computer software to read vehicle license plates. (These systems are also known as 'automatic license plate recognition systems,' or ALPR.) LPR systems usually consist of a few basic components: 1. A camera designed to take images of license plates (numbers and letters). 2. A computer software package that interprets the numbers/letters from the video captured by the LPR camera. 3. A database of previously stored 'hot lists' or previously read license plates. LPRs come in a variety of formats, including fixed, mobile and portable. This document includes a chapter that goes into more detail on each type, its strengths and weaknesses, and other important considerations. It also discusses performance and capabilities, including uses, speed and accuracy. Vendors often refer to speed and accuracy when promoting their systems, and understanding some of these capabilities will help an agency more fully comprehend the differences between various systems."

How Do Environmental Issues Contribute to Regional Instability? and Which Regions Will Pose the Greatest Threat to U.S. Security as a Result of Environmental Degradation?
"Environmental Security is a hot topic throughout the world. It has been researched and discussed in papers and articles. However, it has yet to be applied to regional instability beyond discussion within the National Security Strategy. The purpose of this paper is to define 'Environmental Security' and apply the definition to two regions of the world and try to identify the environmental factors that pose the greatest threats to U.S. security. The primary objective of this research is to determine and define how environmental issues contribute to regional political, economic or physical instability and then apply this definition to the regions of the world. Environmental issues are not contained by national boundaries, hence, we will focus on the two contrasting pictures of regional instability as influenced by environmental issues. Competition for natural resources and environmental degradation pose a risk to national security and regional stability in the Middle east. However, in Southeastern Asia environmental crises have instigated regional cooperation and enhanced regional stability. As this paper will demonstrate, the effect of environmental issues on regional security is dependent on the disposition of the players."
