"This guidance document explains the training requirements in the Hazardous Materials Regulations, identifies those employees who must be trained, and provides a tool to help hazmat employers determine what type of training and training environment may be best for their employees. Hazardous materials transportation is a process that involves people performing functions related to handling, packaging, storing, moving, loading and unloading of hazardous materials, and responding to emergency situations while such materials are in transportation. It includes employees responsible for the safe transportation hazmat. The process also incorporates functions to design, manufacture, fabricate, inspect, mark, maintain, recondition, repair, or test a package, container or packaging component used in transporting hazardous materials. With such a complex process, the United States Department of Transportation (DOT) has identified human error as a contributing cause for most hazmat transportation incidents."

"TsunamiReady is a voluntary community recognition program that promotes tsunami hazard preparedness as an active collaboration among federal, state/territorial and local emergency management agencies, community leaders and the public. The main goal of the program is to improve public safety before, during and after tsunami emergencies. It aims to do this by establishing guidelines for a standard level of capability to mitigate, prepare for and respond to tsunamis and working with communities to help them meet the guidelines and ultimately become recognized as TsunamiReady by the NWS. Although tsunamis cannot be prevented, becoming TsunamiReady can help communities minimize their losses. Other incentives to becoming TsunamiReady include: Access to technical support from the NWS and NTHMP partners; Eligibility for credit points from the Federal Emergency Management Agency's Community Rating System, which provides discounts on flood insurance in participating communities; Justification for costs associated with tsunami preparedness; Improved positioning to receive state/territorial and federal financial support; and Improved preparedness for other hazards.

Commission on Wartime Contracting in Iraq and Afghanistan
This is an archived version of the Commission on Wartime Contracting website which was frozen on September 29, 2011. The Commission on Wartime Contracting is "an independent, bipartisan legislative commission established to study wartime contracting in Iraq and Afghanistan. Created in Section 841 of the National Defense Authorization Act for Fiscal Year 2008, this eight-member Commission is mandated by Congress to study federal agency contracting for the reconstruction, logistical support of coalition forces, and the performance of security functions, in Iraq and Afghanistan. Section 841 requires the Commission to assess a number of factors related to wartime contracting, including the extent of waste, fraud, abuse, and mismanagement of wartime contracts. The Commission has the authority to hold hearings and to refer to the Attorney General any violation or potential violation of law it identifies in carrying out its duties. [...]. The Commission is required to issue at least two reports, an interim report and a final report to Congress. The final report shall include findings, identify lessons learned, and include specific recommendations for improvements to be made in a broad range of matters related to wartime contracting. The Commission will sunset 60 days after submitting its final report."

National Tsunami Hazard Mitigation Program [website]
This website provides information about the National Tsunami Hazard Mitigation Program (NTHMP) which "was formed in 1995 by Congressional action which directed the National Oceanic and Atmospheric Administration (NOAA) to form and lead a Federal/State working group. The Congressional action was the result of recognition in 1990 of the tsunami threat to Oregon, Washington, and northern California from a magnitude 9 earthquake on the Cascadia subduction zone, the April 1992 earthquake and tsunami on the Cascadia subduction zone in northern California, and the loss of life and property in Japan due to the 1994 Hokkaido, Japan earthquake and tsunami. These events, together with the historic Alaska tsunamis of 1946 and 1964, brought to light the general lack of tsunami preparedness and hazard assessment for the U.S. west coast and the need for significant improvement in tsunami detection and forecasting. The NTHMP is a partnership between NOAA, the United States Geological Survey (USGS), the Federal Emergency Management Agency (FEMA), the National Science Foundation (NSF), and the 28 U.S. Coastal States Territories, and Commonwealths. [...] Primary goals of NTHMP are to: 1) raise awareness of the affected population; 2) develop integrated tsunami maps and models that can be used to develop improved warning guidance and evacuation maps; 3) improve tsunami warning systems; 4) incorporate tsunami planning into state and federal multi-hazard programs. Because tsunami mitigation is applicable beyond tsunamis and is integral to the nation's overall effort to reduce coastal losses and improve resilience, the mitigation capability takes a multi-hazards physical, commercial and ecological approach that responds to socio-economic and disaster management priorities."

"Evacuteer.org is a non-profit organization incorporated by the State of Louisiana on June 8, 2009, and approved as a 501©3 tax-exempt entity by the IRS on August 17th, 2009. Evacuteer.org recruits, trains, and manages evacuation volunteers (evacuteers) who assist with New Orleans' public evacuation option called the City Assisted Evacuation Plan (CAEP). The CAEP activates when a mandatory evacuation is called in the city of New Orleans and is designed to move 25,000-30,000 New Orleanians without transportation. The City has successfully implemented the plan once, in advance of Hurricane Gustav (Sept. 2008), when 18,000 residents utilized the CAEP. Evacuteer.org is an organization created out of lessons learned from that experience. Through an existing agreement with the City of New Orleans Office of Homeland Security and Emergency Preparedness (NOHSEP), the City of New Orleans has authorized evacuteer.org to manage all volunteers who work within the CAEP at 17 neighborhood pick-up points, at the Union Passenger Terminal (hereafter UPT) for evacuee processing, and at City Hall to assist with hotline operation."

Import Trade Trends: Fiscal Year 2012, Year-End Report
"Reflecting on fiscal year 2012, we can feel very optimistic about the future of U.S. trade. The value of our imports reached an all-time high for the second consecutive year, as U.S. Customs and Border Protection [CBP] processed goods valued at nearly $2.4 trillion. In addition, CBP collected a record $39.4 billion in revenues, a 6 percent increase over revenue collected during fiscal year 2011. With these key trade indicators reaching record levels, expediting legitimate trade is more important than ever. CBP has partnered with the trade community to make international trade more efficient, cost-effective and secure. For example, CBP piloted and officially launched four Centers of Excellence and Expertise during fiscal year 2012. The agency established centers for electronics; pharmaceuticals, health and chemicals; automotive and aerospace; and petroleum, natural gas and minerals to centralize processing for trusted partners and provide uniformity for importers within specific industries. These virtual centers allow CBP to proactively monitor and analyze the flow of goods into the United States with increased speed and are at the heart of CBP's 'Trade Transformation' efforts."

From the website: "The purpose of the Near-Earth Object [NEO] Program is to coordinate NASA-sponsored efforts to detect, track and characterize potentially hazardous asteroids and comets that could approach the Earth. The NEO Program will focus on the goal of locating at least 90 percent of the estimated 1,000 asteroids and comets that approach the Earth and are larger than 1 kilometer (about 2/3-mile) in diameter, by the end of the next decade. In addition to managing the detection and cataloging of Near-Earth objects, the NEO Program office will be responsible for facilitating communications between the astronomical community and the public should any potentially hazardous objects be discovered."

2010-2011 Academic Year Annual Report on Sexual Harassment and Sexual Assault at the United States Merchant Marine Academy
"The Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (P.L. [Public Law] 110-417) requires that the United States Merchant Marine Academy (Academy) conduct an annual assessment to determine the effectiveness of the Academy's policies, training, and procedures with respect to sexual harassment and sexual violence prevention. The Act requires, among other things, a survey on sexual harassment and sexual assault every other year. In the survey administered to the midshipmen, faculty, and staff in the spring of 2010, midshipmen reported instances of sexual harassment and sexual assault in the previous year that had not otherwise been reported to the officials of the Academy. Students and faculty also reported a lack of confidence in the leadership of the Academy to foster a climate that is intolerant of sexual assault and harassment. Following the last Report to Congress for Academic Year 2009-2010, the leadership of the Academy has undergone key changes to address those concerns in a timely and effective manner. As a result, the Academy and the U.S. Department of Transportation have undertaken key initiatives in order to ensure that its programs, training, and processes create a safe and welcoming environment for all members of the Academy community. We also are devoting additional resources to the critical area of training and education for midshipmen, faculty, and staff and to bolstering the Academy's victims support network."
