From the Takeaways: "The Trump Administration's catastrophic mismanagement of the pandemic has made the United States the center of virus contagion. Yes, the COVID-19 [coronavirus disease 2019] virus began in China and there should be a no-stones-unturned investigation into its origins and the failure to contain it. But Trump's attempts to distract from his mishandling are a sideshow-- the priority must be protecting Americans and safely re-opening the economy. Contact tracing slows the spread of COVID-19 by [1] Letting people know they may have been exposed to COVID-19 and should monitor their health for signs and symptoms of COVID-19. [2] Helping people who may have been exposed to COVID-19 get tested. [3] Asking people to self-isolate if they have COVID-19 or self-quarantine if they are a close contact of someone who has COVID-19. The messages in this toolkit use COVID-19, but you may want to use 'coronavirus' instead of COVID-19 if that's the term most often used in your community."

Baseline Projections of COVID-19 in the EU/EEA and the UK: Update
From the Introduction: "In May 2020, ECDC [European Centre for Disease Prevention and Control] published baseline projections of the number of confirmed COVID-19 [coronavirus disease 2019] cases and associated hospitalisation and mortality for 30 EU/EEA [European Economic Area] countries and the UK, with a comprehensive description of the dynamic compartmental model developed to produce the forecasts. In Annex 3, the 30-day projections made in May are plotted against the observed epidemiological data from June. This report provides updated 30-day projections, together with the inherent model assumptions and uncertainties. Both the model projections and the data to which the model is calibrated should be interpreted with caution given the differences between national surveillance systems, case definitions and testing policies. Comparisons between countries based on the data and forecasts presented in this paper should only be made with extreme caution and should take these differences into account. Nonetheless, the projections presented here illustrate potential future trends in COVID-19 transmission in EU/EEA countries and the UK."

Intellectual Property Violations and China: Legal Remedies [September 17, 2020]
From the Document: "[T]he United States continues to raise concerns about IP [intellectual property] theft by Chinese entities, including recent criminal allegations of Chinese state-sponsored hacking of COVID-19 [coronavirus disease 2019] vaccine research. [...] This report seeks to place these developments into a broader legal context by reviewing the various legal options available to address IP violations by Chinese entities. First, it describes various forms that 'IP theft' by Chinese entities may take, depending on the form of IP at issue (e.g., patents, copyrights, trademarks, or trade secrets) and the nature of the violation. These distinctions are significant because the remedies available to the U.S. government and individual rights holders will depend on the nature and circumstances of the IP violations. Second, the report reviews the scope and requirements of the legal remedies available under U.S. and international laws. These remedies fall into two broad categories: (1) remedies for systemic IP violations, which are initiated by the U.S. executive branch to target widespread IP violations by foreign actors by relying on trade or international law; and (2) remedies for individual IP violations, which seek to redress discrete IP violations by particular entities by relying on domestic civil, administrative, and criminal processes."

Navy Large Unmanned Surface and Undersea Vehicles: Background and Issues for Congress [Updated September 17, 2020]
From the Introduction: "This report provides background information and potential issues for Congress for three types of large unmanned vehicles (UVs) that the Navy wants to develop and procure in FY2021 and beyond: [1] Large Unmanned Surface Vehicles (LUSVs); [2] Medium Unmanned Surface Vehicles (MUSVs); and [3] Extra-large Unmanned Undersea Vehicles (XLUUVs). [...] The issue for Congress is whether to approve, reject, or modify the Navy's acquisition strategies and FY2021 funding requests for these large UVs. The Navy's proposals for developing and procuring them pose a number of oversight issues for Congress. WTO Agreement on Government Procurement (GPA) [September 17, 2020]
From the Document: "During the past 50 years, the United States has played a prominent role in developing international trade rules on government procurement. All U.S. free trade agreements, except with Jordan, include government procurement obligations. The most notable international procurement agreement to which the United States is a party is the World Trade Organization (WTO)'s Agreement on Government Procurement (GPA). The GPA has opened many procurement opportunities around the world to foreign competition, worth trillions of U.S. dollars annually. It also requires parties to establish transparent and nondiscriminatory rules for covered procurement. In particular, the agreement enables U.S. businesses to bid for certain government contracts in the markets of other GPA parties. Likewise, it allows foreign businesses to bid for contracts tendered by U.S. procuring entities in areas where federal and state governments have agreed to open up their procurement markets. The WTO estimates the size of the procurement market covered by the GPA at $1.7 trillion; data limitations make it difficult to quantify accurately the extent to which governments acquire goods and services from suppliers of other GPA parties."

South Africa: Current Issues, Economy, and U.S. Relations [Updated September 17, 2020]
From the Summary: "South Africa, a majority black, multiracial country of nearly 60 million people, has cordial relations with the United States, notwithstanding periodic strains, and is the largest U.S. trade partner in Africa. President Cyril Ramaphosa took office in 2018, after a series of corruption scandals under the administration of his predecessor, Jacob Zuma. Zuma, elected in 2009, resigned under intense pressure in early 2018, shortly after then-Vice President Ramaphosa was elected to replace Zuma as leader of the African National Congress (ANC), South Africa's dominant party. The ANC has held a parliamentary majority since the first universal suffrage elections in 1994, which marked the end of apartheid, a system of codified state racial bias favoring whites, but is facing headwinds. From the Summary: "After weeks of stalled negotiations over the next round of federal coronavirus aid, on September 15, the bipartisan Problem Solvers Caucus unveiled a new $1.5 trillion 'framework' to help break the gridlock on the latest COVID-19 [coronavirus disease 2019] negotiations ahead of the November election. This framework contains broad objectives for a future relief bill but not any legislative text. The 'March to Common Ground' framework contains many county priorities including increased food assistance and emergency funding for child care, re-upping the Paycheck Protection Program, reviving unemployment benefits and providing new aid to state and local governments. The framework also includes new funding for virus testing and tracing, elections, the U.S. Postal Service and extends the 2020 Census. Along with $1.5 trillion in new proposed new spending, the framework takes into account $130 billion in unspent CARES [Coronavirus Aid, Relief, and Economic Security] Act funds and includes potential spending increases (of roughly $400 billion) or reductions (of roughly $200 billion) based on the ongoing severity of the pandemic. The metrics for triggering these provisions involve hospitalizations and vaccine progress, but the framework does not include additional details."

From the Purpose and Summary: "H.R. 5546, the 'Effective Assistance of Counsel in the Digital Era Act,' would prohibit the Federal Bureau of Prisons (BOP) from monitoring privileged electronic communications between incarcerated individuals and their attorneys or legal representatives. The protections and limitations associated with the attorney-client privilege--including the crime-fraud exception--would apply to electronic communications sent or received through the new (or modified) BOP email system. BOP would be permitted to retain the contents of electronic communications until the incarcerated person is released. Those contents would be accessible, but only under very limited circumstances. The bill would also allow a court to suppress evidence obtained or derived from access to the retained contents if such contents were accessed in violation of the procedures and rules set forth in the bill."

H. Rept. 116-506: Strengthening the Opposition to Female Genital Mutilation Act of 2020, Report to Accompany H.R. 6100, September 16, 2020
From the Purpose and Summary: "H.R. 6100, the 'Strengthening the Opposition to Female Genital Mutilation Act of 2020,' or 'STOP FGM Act of 2020,' would amend Section 116 of Title 18 to clarify the manner in which female genital mutilation (FGM) is prohibited in the U.S. Code. Specifically, the bill explicitly defines what types of procedures constitute female genital mutilation. In doing so, H.R. 6100 would fortify the prohibition against FGM. The STOP FGM Act of 2020 makes it a federal criminal act to knowingly (1) perform, attempt to perform, or conspire to perform female genital mutilation on a minor; (2) facilitate or consent to the female genital mutilation of a minor, while being a parent, guardian, or caretaker of the minor; or (3) transport a minor for the purpose of the performance of female genital mutilation on the minor. H.R. 6100 would increase the statutory maximum term of imprisonment for a violation of the federal statute pertaining to FGM-- 18 U.S.C. § 116--from 5 years to 10 years. It would prohibit a defendant charged under section 116 from using as a defense the argument that they were compelled to commit the offense because of religion, custom, tradition, ritual, or standard practice."

COVID-19 Trends Among Adults with Intellectual and Developmental Disabilities (IDD) Living in Residential Group Homes in New York State Through July 10, 2020
From the Document: "An early report [hyperlink] warned that people with intellectual and developmental disabilities (IDD) may be at higher risk during the COVID-19 [coronavirus disease 2019] pandemic. Three reasons for concern were proposed. First, people with IDD are a socially disadvantaged population that experiences comparatively higher levels of health disparities that may be aggravated during the pandemic. Additionally, people with IDD have a higher prevalence of pneumonia, a respiratory infection initially identified as possibly leading to more severe COVID-19 outcomes. Finally, a disproportionate percentage of the IDD population resides in congregate settings, presenting increased challenges to physically distance and reduce the spread of the virus. Results from early studies confirmed the concern that COVID-19 presents a more severe risk to people with IDD. In a study [hyperlink] analyzing real-time electronic medical data of those with COVID-19, people with IDD had a higher prevalence of co-occurring medical conditions associated with more severe COVID-19 outcomes and higher case-fatality rates. Those conditions included respiratory, endocrine, nutritional, metabolic, and circulatory diseases. A second study [hyperlink] reported higher COVID-19 case rate, case-fatality rate, and mortality rate among a sample of adults with IDD that lived in Medicaid waiver funded residential group homes in New York State."

From the Executive Summary: "Immunization with a safe and effective COVID-19 [coronavirus disease 2019] vaccine is a critical component of the United States strategy to reduce COVID-19-related illnesses, hospitalizations, and deaths and to help restore societal functioning. The goal of the U.S. government is to have enough COVID-19 vaccine for all people in the United States who wish to be vaccinated. Homelessness and COVID-19 FAQs: FAQs for Homeless Shelters
From the Document: "Because many people who are homeless are older adults or have underlying medical conditions they may also be at increased risk for severe illness than the general population. Health departments and healthcare facilities should be aware that people who are homeless are a particularly vulnerable group. If possible, identifying non-congregate settings where those at increased risk can stay may help protect them from COVID-19. [...] Many of the recommendations to prevent COVID-19 may be difficult for a person experiencing homelessness to do. Although it may not be possible to avoid certain crowded locations (such as shelters), people who are homeless should try to avoid other crowded public settings and public transportation. If possible, they should use take-away options for food. As is true for everyone, they should maintain a distance of about 6 feet (two arms' length) from other people. They also should wash their hands with soap and water for at least 20 seconds as often as possible, and cover their coughs and sneezes."

From the Document: "Percent positivity represents the percentage of all COVID-19 [coronavirus disease 2019] ([SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2] RT-PCR [reverse transcription polymerase chain reaction]) tests conducted that are positive. While the methods used to calculate percent positivity can differ, percent positivity provides important insights into the transmission of an infectious disease, such as COVID-19 (SARS-CoV-2), in a geographical area (e.g., national, regional, state, county). Percent positivity provides a strong indication of how widespread infection is in an area where testing is being conducted, but is dependent upon whether testing is keeping up with the level of disease transmission and the criteria used for testing (routine screening vs. diagnostic testing)."

Agriculture Spending: Opportunities Exist for USDA to Identify Successes and Challenges of the Farmers to Families Food Box Program to Inform Future Efforts
From the Document: "Coronavirus Disease 2019 (COVID-19) has caused disruptions in the U.S. food supply chain, from the farms where raw agricultural commodities are produced to the food processing and distribution network that enables these commodities to be used by consumers. The closure of institutions (e.g., schools, restaurants, and hotels) made it difficult for agricultural producers to market their commodities, leading to the spoilage of crops, dumping of milk, and euthanization of livestock. As part of its response to the pandemic, the U.S. Department of Agriculture (USDA) developed the Farmers to Families Food Box Program. Through this program, USDA plans to purchase up to $3 billion in fresh fruits and vegetables, dairy products, and meat products; contract with distributors to package these products into family-sized boxes; and transport these boxes to food banks, community and faith-based organizations, and other nonprofits that will then provide the food boxes to persons in need. The program is implemented through USDA's Agricultural Marketing Service and involves about 200 contractors."

The Morbidity and Mortality Weekly Report (MMWR) Series is prepared by the Centers for Disease Control and Prevention (CDC). [It] is the agency's primary vehicle for scientific publication of timely, reliable, authoritative, accurate, objective, and useful public health information and recommendations. This early release issue of MMWR contains the following article: "Characteristics and Maternal and Birth Outcomes of Hospitalized Pregnant Women with Laboratory-Confirmed COVID-19 [coronavirus disease 2019] -- COVID-Net [COVID-19-Associated Hospitalization Surveillance Network], 13 States, March 1-August 22, 2020."

Color of Coronavirus: COVID-19 Deaths by Race and Ethnicity in the U.S.
From the Webpage: "Our ongoing Color of Coronavirus project monitors how and where COVID-19 [coronavirus disease 2019] mortality is inequitably impacting certain communities--to guide policy and community responses to these disproportionate deaths. The coronavirus has claimed more than 195,000 American lives through Sept. 15, 2020--about 24,000 more than our last update four weeks ago, averaging nearly 900 deaths per day. We know the race and ethnicity for 95% of the cumulative deaths in the United States. [...] The APM [American Public Media] Research Lab has independently compiled these death statistics. [...] The result is the most robust and up-to-date portrait of COVID-19 mortality by race available anywhere, with a lens on inequitable deaths. We have been tracking these deaths for more than five months now, revealing COVID-19's growing toll on all Americans, but with the heaviest losses among Black and Indigenous Americans."
