From the Document: "This Fact Sheet informs you of the significant known and potential risks and benefits of the emergency use of the 'COViage' System (or 'COViage') for use by healthcare providers (HCP) in the hospital setting for adult patients (18 years of age or older who are admitted to the hospital) with confirmed COVID-19 [coronavirus disease 2019] (based on a positive PCR [polymerase chain reaction] test result) for the computation of proprietary patient status indices referred to as Respiratory Decompensation Status and Hemodynamic Instability Status as an adjunct to patient monitoring during the COVID-19 outbreak. The COViage indices provide HCP with predictive screening information as a diagnostic aid to assist with the early identification of COVID-19 patients who are likely to be diagnosed with hemodynamic instability or respiratory decompensation, which are common complications associated with COVID-19."

From the Purpose and Summary: "H.R. 8825, the 'Fight 'Notario' Fraud Act of 2020,' is designed to address 'notario' fraud, the practice of the provision of unauthorized immigration legal services, which has not been effectively curbed by existing federal, state, and local efforts. The practice continues to cause irreparable harm to immigrant communities. Courts across the country, which often are the first government entities to identify instances of 'notario' fraud, have recognized the widespread prevalence of 'notario' fraud. The negative impact on immigrants and their families is clear. Furthermore, 'notarios' delegitimize the immigration system. The proposed explicit criminalization of 'notario' fraud is necessary to focus criminal fraud prosecution on widespread scams that target some of the least sophisticated and most vulnerable individuals in our society. [...] The 'Fight 'Notario' Fraud Act of 2020' directly addresses these fraudulent practices by criminalizing the provision of fraudulent legal services, certain misrepresentations by individuals who claim to be authorized to practice immigration law, and threats and retaliation associated with the provision of fraudulent legal services. Additionally, the bill would require the Attorney General to create no fewer than 15 Special United States Attorney positions to prosecute 'notario' fraud crimes."

From the purpose and Summary: "H.R. 7718, the 'Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act,' would: (1) require the Bureau of Justice Statistics to collect and report data relating to the demographics and physical and mental health needs of incarcerated women who are pregnant, in labor, or in post-partum recovery, at the Federal, State, tribal, and local levels; (2) ensure that appropriate medical services and programs related to pregnancy and childbirth are provided in the Bureau of Prisons (BOP) and made available to women in custody; (3) prohibit the use of restraints or restrictive housing, while in BOP or U.S. Marshals Service custody, during the period of pregnancy, labor, and postpartum recovery, unless these measures are necessary; (4) provide education and technical assistance by the National Institute of Corrections to state and local corrections facilities on appropriate medical care for pregnant women; (5) ensure training of BOP correctional officers at facilities housing women and of deputy U.S. Marshals, on the requirements of the bill; (6) order GAO [Government Accountability Office] studies on services and protections provided for pregnant incarcerated women in local and State correctional settings and in Federal pretrial detention facilities; and (7) authorize the Attorney General to make grants to State, tribal, and local governments, to promote and support the health needs of incarcerated pregnant women."

H.R. 8134 directs the Consumer Product Safety Commission (CPSC) to enhance its ability to identify unsafe consumer products entering the United States, especially e-commerce shipments entering under the de minimis value exemption. The bill also requires the CPSC to hire not less than 16 employees and add staffing every year until needs are met to identify violative products at ports and to complete a study and report on the CPSC's efforts and needs to effectively stop violative products from entering the United States."

Intellectual Property: CBP Has Taken Steps to Combat Counterfeit Goods in Small Packages but Could Streamline Enforcement, Report to the Chairman, Committee on Finance, U.S. Senate
From the GAO (Government Accountability Office) Highlights: "Counterfeit goods infringe on IPR [intellectual property rights], and can harm the U.S. economy and threaten consumer safety. CBP [Customs and Border Protection], the U.S. agency tasked with enforcement against counterfeits at the border, has reported that the annual number of small packages sent to the U.S. since fiscal year 2013 more than doubled, and small packages seized often contain counterfeit goods. The European Union Intellectual Property Office noted similar economic and consumer safety impacts in Europe, as well as increases in counterfeit goods in small packages. GAO was asked to review IPR enforcement practices in other advanced economies, and the extent to which CBP could apply those practices. This report examines: (1) how elements of the EU and U.S. approaches to combating counterfeit goods in small packages compare, (2) any enforcement challenges posed by these goods, and (3) the extent to which CBP has taken steps to address these challenges. GAO reviewed agency documents; interviewed CBP and customs officials in the EU; and met with private sector stakeholders, such as express carriers."

Prioritizing Wall Street: The Fed's Corporate Bond Purchases During the Coronavirus Pandemic
From the Document: "On March 23, 2020, the Federal Reserve System (Fed) announced that, for the first time in its more than 100-year history, the Fed would directly purchase corporate debt as part of its response to the economic crisis caused by the coronavirus pandemic. The announcement sent bond markets surging, resulting in record-breaking issuances of corporate debt. In June 2020, the Fed began purchasing individual corporate bonds through its Secondary Market Corporate Credit Facility, a lending facility backed by CARES Act funds. Since June, the Fed has purchased corporate bonds issued by approximately 500 large companies. The Secondary Market Corporate Credit Facility lacks taxpayer and worker protections included in other programs funded by the CARES Act. In particular, the facility imposes no conditions requiring companies to save jobs or limit payments to executives or shareholders to become eligible issuers of bonds purchased by the Fed. Select Subcommittee on the Coronavirus Crisis staff analyzed the Fed's most recent disclosures about its corporate bond purchases and compared the transactions to public data on layoffs, dividend payouts, and legal violations. Staff found that the companies that issued bonds purchased by the Fed conducted substantial layoffs and paid billions in dividends to shareholders during the pandemic, raising concerns that the Fed's bond purchasing program may be exacerbating economic inequities and contributing to an economic recovery that benefits wealthy executives and investors but leaves behind American workers. Staff also found that the Fed bought bonds issued by companies who had been accused of illegal conduct, and that Fed bond purchases were disproportionately weighted towards oil, gas, and coal companies."

Effects of India's COVID-19 Lockdown on Critical Non-COVID Health Care and Outcomes
From the Abstract: "India's COVID-19 [coronavirus disease 2019] lockdown is widely believed to have disrupted critical health services, but its effect on non-COVID health outcomes is largely unknown. Comparing mortality trends among dialysis patients in the eight months around the lockdown with the previous year, we document a 64% increase in mortality between March and May 2020 and an estimated 22-25% total excess mortality through July 2020. The mortality increase is greater among females and disadvantaged groups. Barriers to transportation and disruptions in hospital services appear to be the main drivers of increased morbidity and mortality. The results highlight the unintended consequences of the lockdown on critical and life-saving non-COVID health services that must be taken into account in the implementation of future policy efforts to control the spread of pandemics."

We Need to Save Child Care Before It's Too Late
From the Document: "The coronavirus pandemic has struck a severe blow to the already inadequate child care system in the United States. As of August, approximately 214,000 child care workers--one fifth of the pre-pandemic level--are still out of a job. More than four fifths of child care providers report that if they don't receive additional public assistance they expect to close permanently. As result, 13 percent of parents say that they were forced to reduce hours or quit their jobs, on average losing a full day of work a week. The lack of child care has become one of the key factors holding back the U.S recovery. Even before COVID-19 [coronavirus disease 2019], more than four out of five parents of young children reported that finding quality, affordable child care in their area was a serious problem. This is because child care is neither widely accessible nor affordable. Millions of American families live in 'child care deserts,' in which the demand for child care far exceeds the supply. The average family that uses child care spends about one fourth of their income to pay for it. In some states, a single-earner family earning median income would need to spend more than half of their earnings to care for a single infant. In 30 states and Washington, D.C., the average cost of center-based infant care costs more than average in-state college tuition."
