Covid-19 News and Information: Summary of Views About Misinformation
From the Overview: "As a response to the Covid-19 [coronavirus disease 2019] outbreak, Ofcom has carried out an online survey of c.2,000 respondents initially on a weekly basis and from August onwards on a monthly basis, to monitor how people are getting news and information about the crisis. This research is designed to support a range of stakeholders with their activities during this time. Fieldwork takes place at the weekend, asking people about their habits and attitudes of the previous seven days. Fieldwork in the first week of the research took place between 27-29 March, just after the Prime Minister had announced lockdown measures and week twenty-five's fieldwork (the most recent covered in this report) took place between 11-13 September. This report summarises the findings from the questions we have asked about Covid-19- related misinformation, as a contribution to the ongoing debates around the topic. The topic of misinformation is of course a complex issue, and survey research can be challenging to carry out, not least because respondents can have different views on whether or not something is misinformation, and because top-of-mind responses about misinformation can mask more nuanced views."

Cyber Diplomacy: State Has Not Involved Relevant Federal Agencies in the Development of Its Plan to Establish the Cyberspace Security and Emerging Technologies Bureau

[...] In June 2019, State notified Congress of its intent to establish a new Bureau of Cyberspace Security and Emerging Technologies (CSET) that would focus more narrowly on cyberspace security and the security aspects of emerging technologies. From the Introduction: "As part of the Office of Inspector General's (OIG) effort to provide oversight of the U.S. Department of Housing and Urban Development's (HUD) relief efforts provided by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), we reviewed HUD's responses to inquiries regarding forbearance and foreclosure relief. The objective of our review was to evaluate the accuracy of HUD's responses to inquiries from borrowers, industry partners, and the general public regarding forbearance and foreclosure relief provided by the CARES Act. We found that HUD could improve its customer service to borrowers, industry partners, and the general public by providing more direct, accurate, and complete responses to their inquiries."

Final Report: Origins of the COVID-19 Global Pandemic, Including the Roles of the Chinese Communist Party and the World Health Organization
From the Executive Summary: "There remain many unanswered questions as to the origins of SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2], the virus that causes COVID-19 [coronavirus disease 2019], and the root of the global pandemic. Nine months into the pandemic, new information continues to emerge from the PRC [People's Republic of China] and elsewhere showing the scale of CCP [Chinese Communist Party] efforts to cover up the outbreak and punish countries seeking accountability. After discovering new evidence and receiving additional information from the WHO [World Health Organization], this report is an effort to put that information into context, define what questions regarding the virus and the response are still outstanding, and provide recommendations on how to improve the global response moving forward. A previous, interim version of this report focused on the early phases of the pandemic, prior to the declaration of a Public Health Emergency of International Concern on January 30, 2020. After the publication of that report, both the WHO and CCP modified their public statements regarding COVID-19, with the WHO issuing a new, 'updated' timeline and the CCP temporarily retracting their claim that they notified the WHO on December 31, 2019. This final version extends the timeline through the declaration of a pandemic by the WHO on March 11, 2020 and discusses significant events after that date."

This is the Congressional Budget Office Cost Estimate as ordered reported by the House Committee on Veterans' Affairs on July 30, 2020. From the Document: "H.R. 3228 would allow supervised health care trainees at the Department of Veterans Affairs (VA) to provide care using telemedicine to more patients. Under current practice, supervised health care trainees can use telemedicine to provide care to veterans in the state in which they are licensed. The bill would allow those trainees working with VA to use telemedicine to provide health care to veterans in any state. On the basis of information from VA, CBO [Congressional Budget Office] estimates that health care trainees would use telemedicine in about 5,400 appointments with veterans located in other states each year. CBO expects that half of those appointments would be an addition to the current workload of patient visits, at an average cost of $400 per appointment."

From the Purpose and Summary: "The need to fight domestic terrorism in America is increasingly urgent. Over the course of the 116th Congress, the Committee has investigated this issue, including conducting a hearing entitled 'Hate Crimes and the Rise of White Nationalism' on April 9, 2019. In the hearing witnesses highlighted Congress' critical role in addressing the disturbing increase in white supremacist violence, provided examples of how hate groups have proliferated inside the United States, and detailed how social media platforms have become dangerous recruiting tools in the white nationalist movement. [...] With three-fourths of all domestic terrorist attacks coming from white supremacists, the federal government must allocate its resources to the most deadly threats. H.R. 5602 authorizes the collection of data, call for the results of the data collection to be published, and requires the FBI to focus its resources on the greatest threats. Additionally, H.R. 5602 authorizes the creation of three offices, one each within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI), to monitor, investigate and prosecute cases of domestic terrorism. The newly created offices will provide Congress joint biannual reports assessing the state of domestic terrorism threats, with a specific focus on white supremacists."

Reinfection with SARS-CoV-2: Considerations for Public Health Response

In many of these cases, it is uncertain if the individual's Polymerase Chain Reaction (PCR) test remained positive for a long period of time following the first episode of infection or whether it represents a true reinfection. The aim of this Threat Assessment Brief is to elucidate the characteristics and frequency of confirmed SARS-CoV-2 reinfection in the literature, to summarise the findings about SARS-CoV-2 infection and antibody development, and to consider the following questions: [1] How can a SARS-CoV-2 reinfection be identified? [2] How common are SARS-CoV-2 reinfections? [3] What is known about the role of reinfection in onward transmission? [4] What do these observations mean for acquired immunity? Finally, options for public health response are proposed."

Covid-Related Misinformation on YouTube: 'The Spread of Misinformation Videos on Social Media and the Effectiveness of Platform Policies'
From the Summary: "For this memo, we identified all Covid [coronavirus disease 2019]-related videos which circulated on social media, but which YouTube eventually removed because they contained false information. Between October, 2019 and June, 2020 there were 8,105 such videos - less than 1% of all YouTube videos about the coronavirus. We find that: [1] It took YouTube on average 41 days to remove videos containing false information, based on a subset of videos for which this data was available. [2] Surprisingly, Covid-related misinformation videos do not find their audience through YouTube itself, but largely by being shared on Facebook. [3] Facebook placed warning labels about false information only on 55 videos, less than 1% of the misinformation videos shared on the platform. [4] Misinformation videos were shared almost 20 million times on social media, which is more than the shares gathered by the five largest English-language news sources on YouTube combined."

Conspiracy Theories as Barriers to Controlling the Spread of COVID-19 in the U.S.
From the Abstract: "'Rationale': The COVID-19 [coronavirus disease 2019] pandemic poses extraordinary challenges to public health. 'Objective': Because the novel coronavirus is highly contagious, the widespread use of preventive measures such as masking, physical distancing, and eventually vaccination is needed to bring it under control. We hypothesized that accepting conspiracy theories that were circulating in mainstream and social media early in the COVID-19 pandemic in the US would be negatively related to the uptake of preventive behaviors and also of vaccination when a vaccine becomes available. 'Method': A national probability survey of US adults (N = 1050) was conducted in the latter half of March 2020 and a follow-up with 840 of the same individuals in July 2020. The surveys assessed adoption of preventive measures recommended by public health authorities, vaccination intentions, conspiracy beliefs, perceptions of threat, belief about the safety of vaccines, political ideology, and media exposure patterns. [...] 'Conclusions': Because belief in COVID-related conspiracy theories predicts resistance to both preventive behaviors and future vaccination for the virus, it will be critical to confront both conspiracy theories and vaccination misinformation to prevent further spread of the virus in the US. Reducing those barriers will require continued messaging by public health authorities on mainstream media and in particular on politically conservative outlets that have supported COVID-related conspiracy theories."

Vote Intention in November: Evidence from an Early September Survey
From the Document: "The results of a survey conducted of registered voters in seven battleground states by the Stanford-MIT [Massachusetts Institute of Technology] Healthy Elections Project suggest that although the U.S. will see historic levels of mail voting in November, the levels are below what similar studies showed just a couple of months ago. While the results cannot directly address the issue of causality, the pattern of results unsurprisingly suggests that the partisan differences that have emerged over mail balloting explain the reduced ardor over voting by mail. Less than half the respondents from six of the seven states studied (Arizona, Florida, Michigan, North Carolina, Ohio, Pennsylvania, and Wisconsin) report they are likely to vote by mail in November."

COVIDView: A Weekly Surveillance Summary of U.S. COVID-19 Activity, Week 38 [September 19, 2020]
From the Key Updates: "Nationally, indicators that track COVID-19 [coronavirus sidease 2019] activity continued to decline or remain stable (change of ≤0.1%); however, three regions reported an increase in the percentage of specimens testing positive for SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2], the virus causing COVID-19, and one of those regions also reported an increase in the percentage of visits for influenza-like illness (ILI) and COVID-like illness (CLI) to emergency departments (EDs). Mortality attributed to COVID-19 declined but remains above the epidemic threshold."

H.R. 5619 establishes two grant programs to help prevent self-harm and suicide. The bill requires the Secretary of Health and Human Services (the Secretary) to award grants to State, local, Tribal, and territorial health departments to expand surveillance of self-harm. The bill also requires the Secretary to award grants to hospital emergency departments for programs to prevent self-harm and suicide attempts among patients after discharge."
