"Many observers have expressed concern about Ukraine's democratic development, including the government's use of the courts to neutralize opposition leaders, most notably former Prime Minister Yuliya Tymoshenko, who was sentenced to a seven-year prison term in 2011. The government's effort in November 2013 to violently disperse pro-European Union protests backfired, resulting in mass demonstrations in Kyiv and elsewhere in Ukraine. For over two months, the government alternated between attempted crackdowns against the protestors and conciliatory gestures. The most serious violence has occurred during and after a massive government crackdown on February 18-20, resulting in at least 88 deaths, mainly among protestors but also including some police officers. The violence led to a collapse in support for the government of President Viktor Yanukovych, who fled from Kyiv, as did many of his supporters, and the seizure of power by opposition parties, with the support of the protestors. […] On February 10, 2014, the House approved H.Res. 447. The resolution is broadly similar to S.Res. 319. The resolution expresses support for the visa bans that the United States has already imposed on Ukrainian officials responsible for violence against protestors, and urges the Administration to consider additional sanctions against those responsible for the use of force. After the collapse of the Yanukovych regime in February 2014, congressional action may shift from a focus on possible sanctions to how the United States should aid the new Ukrainian government to achieve stability and conduct reforms."

"According to USDA's Economic Research Service (ERS), national net farm income--a key indicator of U.S. farm well-being--is forecast at $95.8 billion in 2014, down 27% from last year's record $130.5 billion. The 2014 forecast would be the lowest since 2010, but would remain $8 billion above the previous 10-year average. The forecast for lower net farm income and net cash income is primarily a result of the outlook for lower crop receipts and government payments. In contrast, livestock returns are forecast to be steady to slightly higher. The 2014 farm bill […] eliminated direct payments of nearly $5 billion per year, while market prices for program crops--despite their plunge since late 2013--are expected to remain above trigger levels for price-contingent programs, thus keeping government program support at historically low levels in 2014. […]These data suggest a strong financial position heading into 2014 for the agricultural sector as a whole relative to the rest of the U.S. economy, but with substantial regional variation. Declining prices for most major program crops signal tougher times ahead. Eventual 2014 agricultural economic well-being will hinge greatly on the final crop harvests and harvest-time prices, as well as both domestic and international macroeconomic factors, including economic growth and consumer demand."

U.S.-Vietnam Nuclear Cooperation Agreement: Issues for Congress [March 24, 2014]

"U.S.-Vietnamese cooperation on nuclear energy and nonproliferation has grown in recent years along with closer bilateral economic, military, and diplomatic ties. In 2010, the two countries signed a Memorandum of Understanding that Obama Administration officials said would be a 'stepping stone' to a bilateral nuclear cooperation agreement. This agreement was signed by the two countries in December 2013. Under section 123 of the Atomic Energy Act of 1954 (as amended), this agreement is subject to congressional review. The nuclear cooperation agreement is expected to comply with all the terms of the Atomic Energy Act as amended and therefore will be a 'non-exempt' agreement. This means that it will enter into force upon the 90th day of continuous session after its submittal to Congress (a period of 30 plus 60 days of review) unless Congress enacts a Joint Resolution disapproving the agreement. Vietnam would be the first country in Southeast Asia to operate a nuclear power plant. Vietnam has announced a nuclear energy plan that envisions installing several nuclear plants, capable of producing up to 14,800 megawatts of electric power (MWe), by 2030. Nuclear power is projected to provide 20%-30% of the country's electricity by 2050. Significant work remains, however, to develop Vietnam's nuclear energy infrastructure and regulatory framework."

"The United States and the European Union (EU) have engaged in a long-standing and acrimonious trade dispute over the EU's decision to ban hormone-treated meat. Despite an ongoing series of dispute settlement proceedings and decisions by the World Trade Organization (WTO), there is continued disagreement between the United States and the EU on a range of legal and procedural issues, as well as the scientific evidence and consensus concerning the safety of hormone-treated beef. To date, the EU continues to ban imports of hormone-treated meat and restricts most meat exports to the European Union to a limited quantity of beef imports that are certified as produced without the use of hormones. […] In January 2009, the U.S. Trade Representative (USTR) announced its intent to make changes to the list of EU products subject to increased tariffs under the dispute, including changes to the EU countries and products affected, and higher tariffs on some products. The EU claimed this action constituted an 'escalation' of the dispute. In May 2009, following a series of negotiations, the United States and the EU signed a memorandum of understanding (MOU), which phases in certain changes over several years. Currently, the EU has granted market access to U.S. exports of beef raised without the use of growth promotants, and the United States has suspended higher duties for imported EU products listed under the dispute. USTR continues to monitor EU implementation of the MOU and other policies affecting market access for U.S. beef exports."

United Arab Emirates (UAE): Issues for U.S. Policy [May 15, 2014]

"The UAE's relatively open borders and economy have won praise from advocates of expanded freedoms in the Middle East, but have also produced financial excesses, social ills such as human trafficking, and opportunity for UAE-based Iranian businesses to try to circumvent international sanctions. The social and economic freedoms have not translated into significant political change; the UAE government remains under the control of a small circle of leaders who allow citizen participation primarily through traditional methods of consensus-building. To date, these mechanisms, economic wealth, and reverence for established leaders have enabled the UAE to avoid wide-scale popular unrest. Since 2006, the government has increased formal popular participation in governance through a public selection process for half the membership of its consultative body, the Federal National Council (FNC). But, the leadership has resisted any dramatic or rapid further opening of the political process and has suppressed Muslim Brotherhood-linked Islamists and secular opposition activists, drawing criticism from human rights groups. Very few policy changes are anticipated should UAE President Shaykh Khalifa bin Zayid Al Nuhayyan leave the scene unexpectedly. He suffered a stroke on January 24, 2014, leaving his younger brother Shaykh Mohammad bin Zayid, who already had substantial governing responsibilities, in charge."

Water Quality Issues in the 113th Congress: An Overview [April 30, 2014]

"Much progress has been made in achieving the ambitious goals that Congress established 40 years ago in the Clean Water Act (CWA) to restore and maintain the chemical, physical, and biological integrity of the nation's waters. However, long-standing problems persist, and new problems have emerged. Water quality problems are diverse, ranging from pollution runoff from farms and ranches, city streets, and other diffuse or 'nonpoint' sources, to toxic substances discharged from factories and sewage treatment plants. There is little agreement among stakeholders about what solutions are needed and whether new legislation is required to address the nation's remaining water pollution problems. For some time, efforts to comprehensively amend the CWA have stalled as interests have debated whether and exactly how to change the law. Congress has instead focused legislative attention on enacting narrow bills to extend or modify selected CWA programs, but not any comprehensive proposals."

The Ukrainian parliament approved a new pro-reform, pro-Western government on February 27. New presidential elections are scheduled for May 25. Russia has condemned the new government in Kyiv as illegitimate and responded by sending troops to seize Ukraine's Crimea region. Ignoring international condemnation, Russia annexed Crimea on March 18. In April and May 2014, armed men seized government buildings in several cities in eastern Ukraine, mainly in the Donbas region. On May 11, the separatists held 'referendums' on self-rule, after which they proclaimed their independence from Ukraine. U.S. and Ukrainian officials charge that Russian intelligence officers in Ukraine are coordinating the unrest. U.S. officials have expressed concern that Russia's efforts to destabilize eastern Ukraine may be the prelude to an invasion by an estimated 40,000 Russian troops on Ukraine's borders. Ukraine's new government faces serious economic problems. Ukraine has long-standing problems in attracting foreign investment, in part due to rampant corruption and other shortcomings in the rule of law. In the near term, the government's dwindling foreign exchange reserves raised the prospect of a default on sovereign debt. The United States is working with the EU, the IMF, and other international financial organizations to support a new Ukrainian government committed to reforms. In May 2014, the Ukrainian government received the first installment of a $17 billion IMF loan. The European Union has unveiled an 11.175 billion Euro (about $15.5 billion) aid package for Ukraine. The EU has also imposed sanctions on 61 persons from Ukraine and Russia held responsible for undermining Ukraine's sovereignty and territorial integrity, as well as two Crimean companies."

Unemployment Insurance: Legislative Issues in the 113th Congress [April 10, 2014]

"The 113th Congress is facing a number of issues related to unemployment insurance programs: Unemployment Compensation (UC), the temporary, now-expired Emergency Unemployment Compensation (EUC08), and Extended Benefits (EB). With the national unemployment rate decreasing but still high, the weekly demand for extended unemployment benefits continues at elevated levels. Mostly recently, P.L. 112-240 extended the authorization for the EUC08 program until the week ending on or before January 1, 2014 (December 28, 2013, for most states). In addition, P.L. 112- 240 extended the 100% federal financing of the EB program through December 31, 2013. Congress is currently considering whether to extend the authorization for these key temporary unemployment insurance provisions, which have expired. This report provides a brief overview of the three unemployment insurance programs--UC, EUC08 (currently expired), and EB--that may provide benefits to eligible unemployed workers. This report contains a brief explanation of how the EUC08 program, as well as some other UC-related payments, began to experience reductions in benefits as a result of the sequester order contained within the Budget Control Act of 2011 (P.L. 112-25)."

"Special Operations Forces (SOF) play a significant role in U.S. military operations, and the Administration has given U.S. SOF greater responsibility for planning and conducting worldwide counterterrorism operations. U.S. Special Operations Command (USSOCOM) has about 66,000 active duty, National Guard, and reserve personnel from all four services and Department of Defense (DOD) civilians assigned to its headquarters, its four components, and one sub-unified command. […] In February 2014, DOD issued the 2014 Quadrennial Defense Review (QDR). The 2014 QDR calls for 3,700 personnel to be added to USSOCOM's current strength but falls short of the 72,000-person goal set by the 2010 QDR. The 2014 QDR also places heavy emphasis on USSOCOM's role in counterterrorism operations. Beyond this, the QDR offers little detail as to how these additional personnel will be allocated and how the counterterror mandate will be accomplished. USSOCOM's FY2015 budget request was $9.913 billion--a 4% reduction over the $10.409 billion FY2013 budget request. This includes both the Base Budget and Overseas Contingency Operation (OCO) funding. Potential issues for Congress include possible greater clarification of the 2014 QDR's implications for USSOCOM and U.S. SOF and recent events in Crimea and the rest of Ukraine. This report will be updated."

Voting Rights Act of 1965: Background and Overview [July 1, 2014]

"The Voting Rights Act (VRA) was successfully challenged in a June 2013 case decided by the U.S. Supreme Court in Shelby County, Alabama v. Holder. The suit challenged the constitutionality of Sections 4 and 5 of the VRA, under which certain jurisdictions with a history of racial discrimination in voting--mostly in the South--were required to 'pre-clear' changes to the election process with the Justice Department (the U.S. Attorney General) or the U.S. District Court for the District of Columbia. The preclearance provision (Section 5) was based on a formula (Section 4) that considered voting practices and patterns in 1964, 1968, or 1972. At issue in Shelby County was whether Congress exceeded its constitutional authority when it reauthorized the VRA in 2006--with the existing formula--thereby infringing on the rights of the states. In its ruling, the Court struck down Section 4 as outdated and not 'grounded in current conditions.' As a consequence, Section 5 is intact, but inoperable, unless or until Congress prescribes a new Section 4 formula."

"Energy policy has been a recurring issue for Congress since the first major crises in the 1970s. As an aid in policymaking, this report presents a current and historical view of the supply and consumption of various forms of energy. The historical trends show petroleum as the major source of primary energy, rising from about 38% in 1950 to 45% in 1975, and then declining to about 40% in response to the energy crises of the 1970s. Significantly, the transportation sector continues to be almost completely dependent on petroleum, mostly gasoline. Oil prices, which had been low and stable throughout the 1990s, resumed the volatility they had shown in the 1970s and early 1980s. Starting in 2004, perceptions of impending inability of the industry to meet increasing world demand led to rapid increases in the prices of oil and gasoline. The continuing high prices stimulated development of nonconventional oil resources, first in Canadian oil sands, then in the United States in shale deposits. U.S. oil production, which had apparently peaked, showed a dramatic increase starting in 2009. U.S. imports of oil have also been decreasing over the same time period, and there are calls to allow more exports. Natural gas followed a long-term pattern of U.S. consumption similar to that of oil, at a lower level. Its share of total energy increased from about 17% in 1950 to more than 30% in 1970, then declined to about 20%. Recent developments of large deposits of shale gas in the United States have increased the outlook for U.S. natural gas supply and consumption in the near future, and imports have almost disappeared. The United States is projected to be a net natural gas exporter by 2018."

"Even though the United States has reduced the number of warheads deployed on its long-range missiles and bombers, consistent with the terms of the 2010 New START [Strategic Arms Reduction Treaty] Treaty, it also plans to develop new delivery systems for deployment over the next 10-30 years. The 116th Congress will continue to review these programs, and the funding requested for them, during the annual authorization and appropriations process. During the Cold War, the U.S. nuclear arsenal contained many types of delivery vehicles for nuclear weapons. The longer-range systems, which included long-range missiles based on U.S. territory, long-range missiles based on submarines, and heavy bombers that could threaten Soviet targets from their bases in the United States, are known as strategic nuclear delivery vehicles. At the end of the Cold War, in 1991, the United States deployed more than 10,000 warheads on these delivery vehicles. With the implementation of New START completed in February 2018, the United States is limited to 1,550 accountable warheads on these delivery vehicles, a restriction that will remain in place at least through 2021, while New START Treaty remains in force."

"In calendar year 2018, the Trump Administration has significantly cut funding for the Palestinians during a time of tension in U.S. - Palestinian relations. One of the Administration's apparent reasons for the funding cuts is to express displeasure at the Palestine Liberation Organization's (PLO) cutoff of diplomatic contacts with the United States after President Trump's December 2017 recognition of Jerusalem as Israel's capital. PLO Chairman and Palestinian Authority (PA) President Mahmoud Abbas and other PLO/PA officials have insisted that aid cuts will not compel them to resume those contacts.Until this year, the U.S. government had consistently supported economic assistance to the Palestinians and humanitarian contributions to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), even if funding in some cases was reduced or delayed. Bilateral assistance to the Palestinians since 1994 has totaled more than $5 billion, and has been a key part of U.S. policy to encourage an Israeli-Palestinian peace process, improve life for West Bank and Gaza residents, and (since 2007) strengthen the West Bank-based PA vis-à-vis Hamas in Gaza. "The United Arab Emirates (UAE) has been a significant U.S. partner in Gulf security for more than two decades, and the alliance has expanded in recent years to address multiple regional threats. As the UAE has become increasingly capable of projecting force, it has in some cases acting independently or in concert primarily with its allies of the Gulf Cooperation Council (GCC: Saudi Arabia, Kuwait, UAE, Bahrain, Qatar, and Oman). The UAE's ability to act in the region has benefitted from extensive U.S.-UAE defense cooperation. About 5,000 U.S. military personnel are stationed at UAE military facilities, hosted there under a 1994 U.S.-UAE defense cooperation agreement (DCA) that remains in effect by mutual agreement. The UAE was the first Gulf state to order the most sophisticated missile defense system sold by the United States (the THAAD), demonstrating support for U.S. efforts to forge a coordinated missile defense network against Iran. The UAE also hosts other Western forces, including those of France."

The United States and Mexico share many common economic interests related to trade, investment, and regulatory cooperation. The two countries share a 2,000 mile border and have extensive interconnections through the Gulf of Mexico. There are also links through migration, tourism, environmental issues, health concerns, and family and cultural relationships. The 114th Congress has maintained an active interest on issues related to the proposed Trans-Pacific Partnership (TPP) agreement and possible effects on U.S.-Mexico trade relations; NAFTA [North Atlantic Free Trade Agreement] and WTO [World Trade Organization] trade issues; U.S.-Mexico trade and investment issues; Mexico's economic reform measures, especially in the energy sector; and U.S.-Mexico border management. Congress has also taken an interest in the economic policies of Mexico's President, Enrique Peña Nieto. "The United States is the largest investor abroad and the largest recipient of direct investment in the world. For some Americans, the national gains attributed to investing overseas are offset by such perceived losses as displaced U.S. workers and lower wages. Some observers believe U.S. firms invest abroad to avoid U.S. labor unions or high U.S. wages, however, 74% of the accumulated U.S. foreign direct investment is concentrated in high income developed countries, who are members of the Organization for Economic Cooperation and Development (OECD). Even more striking is the fact that the share of investment going to developing countries has fallen in recent years. Most economists conclude that direct investment abroad as a whole does not lead to fewer jobs or lower incomes overall for Americans and that the majority of jobs lost among U.S. manufacturing firms over the past decade reflect a broad restructuring of U.S. manufacturing industries responding primarily to domestic economic forces. In the 115th Congress, Members introduced a number of measures that would affect U.S. multinational companies in their foreign investment activities: (1) H.R. 685 and S. 247 (Bring Jobs Home Act) that would provide certain tax exemptions to U.S. multinational firms to induce them to redirect economic activity from a foreign subsidiary to a domestic U.S. operation."

This report is designed to inform the debate over the health of U.S. manufacturing through a series of charts and tables that depict the position of the United States relative to other countries according to various metrics.
