The purpose of this hearing is to review the futures market and gasoline prices. In fact, I think it is safe to say that this is one of the primary topics of conversation in the Nation's coffee shops and places of business. People are concerned, and rightly so, about the growing cost and availability of a commodity that is so essential to the American way of life. This, of course, extends to rural America, where long car trips are a part of the daily routine and farmers and ranchers rely on large amounts of gasoline and diesel fuel to run their equipment. Higher import costs do place a significant burden on our producers, and I want to ensure that no one is bearing the burden unwarrantedly." From the Document: "The President today [September 8, 2008] made additional disaster assistance available to the State of Iowa impacted by severe storms, tornadoes, and flooding during the period of May 25 to August 13, 2008, by authorizing an increase in the level of Federal funding for Public Assistance projects. The President's major disaster declaration issued for the State on May 27, 2008, initially authorized Individual Assistance, Public Assistance, and Hazard Mitigation, and any other forms of assistance under the Stafford Act, subject to the completion of joint Federal, State, and local Preliminary Damage Assessments. Public Assistance, Hazard Mitigation, and Other Needs Assistance under Section 408 were authorized at 75 percent Federal funding of total eligible costs. On June 30, 2008, the President amended his declaration of May 27, 2008, and increased the Federal funding for emergency protective measures, including direct Federal assistance, under the Public Assistance program to 90 percent. This adjustment was effective until August 8, 2008, at which time the National Oceanic and Atmospheric Administration's National Weather Service River Forecast Center reported that the rivers in the State of Iowa, which had experienced historical flooding, fell below flood stage. Under the President's order today, the Federal share for Public Assistance for this disaster has been increased to 90 percent of the total eligible costs. The cost-share adjustment is retroactive to the date of the President's major disaster declaration for the State of Iowa."

Since this increase was offset by legislative proposals that cannot pass and savings gimmicks that do not actually save, it is unlikely that the Appropriations Committee will be funding at this level. So, while it was great to see some of the Department of Energy funding increases proposed, since they were not actually the result of making the tough choices needed in this fiscal environment, we cannot realistically use this request as a true measure of need or priorities. Equally disappointing, is that even with the increases in your budget request, the budget funds Administration priorities at the expense of nuclear and fossil energy - accounts that can help secure our nation's energy security both now and in the future. The hearings that we have scheduled to review the budget request for the Department of Energy, beginning with this one, need to shed some light on what is actually needed in fiscal year 2016 to ensure a secure and prosperous nation. Secretary Moniz, at last year's hearing, I asked you to describe your vision for the Department. You highlighted the Department's role as 'a science and technology powerhouse' and the importance of the national lab system to that role. And with this new rule, EPA has made it very clear that in this area, they are not concerned about-- they are not setting environmental policy, they are setting energy policy for America."
