Privacy Impact Assessment Update for the USCIS Person Centric Query Service, Supporting Immigration Status Verifiers of the USCIS National Security and Records Verification Directorate/Verification Division
This DHS privacy impact assessment addresses the USCIS Person Centric Query Service. "This is an update to the existing Privacy Impact Assessment (PIA) for the United States Citizenship and Immigration Services (USCIS), Verification Division, Immigration Status Verifiers' (ISV) use of the Person Centric Query Service (PCQS), operating through the USCIS Enterprise Service Bus (ESB) to expand the PCQS person-search capability, and describe the privacy impact of updating the PCQS by adding access to five additional systems to the PCQS query; ENFORCE Integrated Database (EID), the Executive Office Immigration Review System (EOIR), the Refugees, Asylum, and Parole System (RAPS), the Treasury Enforcement Communications System (TECS) Arrival/Departure Data Query (TECS SQ94), and the TECS Subject Lookout Search (SQ11). On January 18, 2008 Verification Division of the United States Citizenship and Immigration Services (USCIS) published on the DHS Privacy Office website www.dhs.gov/privacy a Privacy Impact Assessment (PIA) to address Immigration Status Verifiers' (ISV's) use of Person Centric Query Service (PCQS). The January 18, 2008 PIA supplemented and added ISV specific information to the general PCQS service-level PIA that was published by USCIS on June 22, 2007. The January 18, 2008 PIA generally described the primary data elements for each of the specific systems to which ISVs have access and use (data elements vary depending on the system.) It also explained the justification for accessing the various data sources as well as the privacy concerns and mitigations associated with the use of PCQS."

Privacy Impact Assessment Update for the Secure Information Management Service (SIMS) Pilot With Inter-Country Adoptions
This DHS privacy impact assessment addresses the Secure Information Management Service (SIMS). "United States Citizenship and Immigration Services (USCIS) is publishing this update to the Privacy Impact Assessment (PIA) for the Secure Information Management Service (SIMS). This update describes the electronic sharing of case management data with the Department of State (DoS) necessary to expedite and improve the processing of inter-country adoption cases. Specifically, the Personally Identifiable Information (PII) will be shared electronically with the DoS to maintain statistics related to inter-country adoption cases. The Department of Homeland Security (DHS) through United States Citizenship and Immigration Services (USCIS) implements United States (U.S.) immigration law and policy through the processing and adjudication of applications and petitions submitted for citizenship, asylum, and other immigration benefits. USCIS also supports the nation's security by preventing individuals from fraudulently obtaining immigration benefits and by denying applications from individuals who pose national security or public safety threats to the U.S. USCIS is embarking on an enterprise-wide 'Transformation Program' that will transition the agency from a fragmented, form-centric, and paper-based operational environment to a centralized, person-centric, consolidated environment utilizing electronic adjudication. A person-centric environment is USCIS's proposed method for doing business with customers, because it will enable the agency to focus more on the individual rather than the type of form they submit. The new operational environment will employ the types of online customer accounts used in the private sector. This person-centric model will link information related to an individual in a single account in order to facilitate customer friendly transactions, track activities, and reduce identity fraud."

Privacy Impact Assessment for the Verification Information System Supporting Verification Programs
This DHS privacy impact assessment addresses the Verification Information System. "The Verification Division of the U.S. Citizenship and Immigration Services (USCIS) operates the Verification Information System (VIS). VIS is a composite information system incorporating data from various Department of Homeland Security (DHS) databases. It is the underlying information technology that provides immigration status verification for benefits determinations through the Systematic Alien Verification for Entitlements (SAVE) program for government benefits and verification of employment authorization for newly hired employees through the E-Verify program. USCIS is conducting this Privacy Impact Assessment (PIA) to clarify previous VIS PIAs and to describe updates to VIS that will improve the ability of USCIS to verify citizenship and immigration status information to users of SAVE and E-Verify. The Verification Information System (VIS) is the technical infrastructure that enables USCIS to operate SAVE and E-Verify. VIS is a nationally accessible database of selected immigration status information containing more than 100 million records. Government agencies use SAVE information to help determine whether a non-citizen is eligible for any public benefit, license, or credential based on citizenship and immigration status. Private employers and government users use E-Verify information to determine whether a newly hired employee is authorized to work in the United States. […] This PIA is being published to clarify previous PIAs and to describe updates to VIS that will improve the ability of USCIS to provide immigration status verification for government benefit determinations through the Systematic Alien Verification for Entitlements (SAVE) program and verification of employment authorization for all newly hired employees for private employer through the E-Verify program."

Secretary Napolitano Announces New Study to Protect Against Chemical Attacks and Bolster Emergency Planning Efforts [December 2, 2009]
"Department of Homeland Security (DHS) Secretary Janet Napolitano and the Massachusetts Bay Transportation Authority (MBTA) today announced a new DHS Science & Technology Directorate-led study that will examine the behavior of airborne contaminants if they were to be released into the subway--reflecting Secretary Napolitano's emphasis on preparedness and the shared responsibility of protecting the nation's critical infrastructure. 'Proactively studying and preparing for possible threats is one of our most effective strategies for fortifying our critical infrastructure,' said Secretary Napolitano. CBO Report: Estimated Impact of the American Recovery and Reinvestment Act on Employment and Economic Output as of September 2009
"CBO's [Congressional Budget Office] current estimates do not reflect any change in the agency's assessment of the effect that each dollar of spending increase or revenue decrease has on output and employment. Since March, CBO has continued to examine new research on the relationships between changes in government policy and changes in output and employment. To date, that examination has generated no significant change in CBO's assessment of those relationships. CBO has also examined incoming data on output and employment during the period since ARRA's [American Recovery and Reinvestment Act] enactment. However, those data are not as helpful in determining ARRA's economic effects as might be supposed, because isolating the effects would require knowing what path the economy would have taken in the absence of the law. Because that path cannot be observed, the new data add only limited information about ARRA's impact. Economic output and employment in the spring and summer of 2009 were lower than CBO had projected at the beginning of the year. But in CBO's judgment, that outcome reflects greater-than-projected weakness in the underlying economy rather than lower-than-expected effects of ARRA."

DHS Conference Spending Practices and Oversight
"The Department of Homeland Security conducts conferences for a variety of purposes, including employee and stakeholder training, information sharing, and mission support. During FYs 2005 2007, the department reportedly spent approximately $110 million on conference-related activities spending approximately $60 million in direct costs and an additional $50 million identified as salary expenses for employees attending the conference. At the request of Representative Bennie G. Thompson, Chairman of the House Committee on Homeland Security, we reviewed the department's conference spending practices and evaluated its policies, oversight, and reporting of conference planning and related expenditures. Specifically, we assessed the total amount spent by t he department on producing or facilitating conferences, retreats, and other offsite activities for FYs 2005, 2006, and 2007. For each component, we further analyzed budgets, funds spent on conferences, the number and locations of conferences, full-time equivalent staff allotments, and employee attendance at conferences. From this analysis and comparison, we selected five components and examined 11 conferences in more detail. [...]. Although we did not review all Department of Homeland Security components, this report seeks to identify areas in which the department can leverage best practices and generate new efficiencies. [...]. We are making 12 recommendations to assist the Directorate for Management in improving oversight and reporting of conference planning activities across the department. In response to our report, Management has proposed plans and taken action that, once fully implemented, will enhance its oversight and reporting capabilities. The department concurred with all 12 recommendations."

Homegrown Terrorism: The Threat Within
"This paper attempts to illustrate how difficult, if not impossible, it is to find root causes of domestic terrorism that are of general applicability. There may be similarities from one nation to another, but focusing on such similarities may well lead the analyst astray. The fact that each terrorist sought to cause fear in their fellow countrymen may well be the only common denominator. It is likely to be more important to focus on the unique cultural stamp of the individual nation to assess the reason for violence-prone disquietude among its citizens and residents. Unfortunately, many countries are now beginning to see similar threads of resentment that have begun to be expressed with violence at home. Here we briefly examine the experience of six countries with homegrown terrorism. Certainly, there are others that should be included in this survey; however, due to constraints of length we chose only six. In this paper, we eschew focus groups, such as animal and environmental rights groups, which are rightly described as terrorists when they use violence. We also leave aside the terrorist who acts to bring pressure on another nation--for example, the anti-Castro Cuban or the Sikh separatist who bombs a facility to express outrage at the conduct of another nation. Rather, we focus on the citizen and/or resident who seeks to cause harm to fellow citizens and residents, whether targeted for a single purpose, as with Theo Van Gogh, or murdered indiscriminately as in Spain and the United Kingdom."

Combating Nuclear Smuggling: Recent Testing Raises Issues about the Potential Effectiveness of Advanced Radiation Detection Portal Monitors, Statement of Gene Aloise, Director Natural Resources and Environment, Testimony before the Subcommittee on Investigations and Oversight, Committee on Science and Technology, House of Representatives
"The Department of Homeland Security's (DHS) Domestic Nuclear Detection Office (DNDO) is responsible for addressing the threat of nuclear smuggling. Radiation detection portal monitors are key elements in the nation's defenses against such threats. DHS has sponsored testing to develop new monitors, known as advanced spectroscopic portal (ASP) monitors, to replace radiation detection equipment being used at ports of entry. DNDO expects that ASPs may offer improvements over current-generation portal monitors, particularly the potential to identify as well as detect radioactive material and thereby to reduce both the risk of missed threats and the rate of innocent alarms, which DNDO considers to be key limitations of radiation detection equipment currently used by Customs and Border Protection (CBP) at U.S. ports of entry. However, ASPs cost significantly more than current generation portal monitors. Due to concerns about ASPs' cost and performance, Congress has required that the Secretary of Homeland Security certify that ASPs provide a significant increase in operational effectiveness before obligating funds for full-scale ASP procurement. In May 2009, GAO issued a report (GAO-09-655) on the status of the ongoing ASP testing round. This testimony (1) discusses the principal findings and recommendations from GAO's May report on ASP testing and (2) updates those findings based on information from DNDO and CBP officials on the results of testing conducted since the report's issuance. DHS, DNDO, and CBP's oral comments on GAO's new findings were included as appropriate."

This Final Report published by the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate discusses the test results of the Self-Indicating Instant Radiation Alert Dosimeter (SIRAD), which is a campaign that "investigated the suitability of a credit-card format, human-readable radiation dosimeter as a dose control tool for preparedness and response to a terrorist event involving radioactive material. The device could fill a technology gap for first responders since they do not routinely carry radiation dosimetry. The SIRAD is a passive, disposable dosimeter that changes color upon exposure to a medically significant radiation dose. Its convenient format and low cost ($10-20) would allow for pre-distribution and provide immediate indication of any significant radiation exposure. This would provide reduced responder anxiety and response delays when exposure is low, and support for tactical response decisions when exposure is high."

Department of Homeland Security, Office of Inspector General: United States Secret Service After-Action Review of Inaugural Security (Redacted)
The Inspector General of the Department of Homeland Security (DHS) states the following about the contents of this DHS Inspector General Report: "This report addresses the strengths and weaknesses of the United States Secret Service after-action review of concerns raised in the Washington Post on January 30, 2009, on inaugural security. It is based on interviews with employees and officials of relevant agencies and institutions, interviews with members of the public, direct observations, and a review of applicable documents." More specifically, "our review focused on two issues: (1) the adequacy of security at the events described in the Washington Post article and (2) how well the Secret Service managed its after-action review of the concerns cited in the article. The article described ticket-sharing practices that the political hosts of inaugural events have discretion to allow, rather than deficiencies in physical screening measures that the Secret Service uses to provide security. The article also described other permitted activities, such as bringing a camera without live batteries through screening or posing for photographs near presidential vehicles. We evaluated the article's concerns that screened guests mingled with the public, but determined that Secret Service security measures were not readily identifiable to inaugural participants. We determined that the Secret Service after-action review was prompt and thorough, and designed to identify security planning and implementation weaknesses. We also concluded that the Secret Service risk assessments and security plans for the events described in the article were reasonable. Because the Secret Service after-action report identified and addressed areas for improvement, we recommend that Secret Service inform us of the implementation of these changes."

"The Department of Homeland Security Acquisition Manual (HSAM) implements and supplements the Federal Acquisition Regulation (FAR) and the Homeland Security Acquisition Regulation (HSAR). It is non-regulatory in nature and provides uniform procedures for the internal operation of acquiring supplies and services within the Department of Homeland Security. The HSAM format conforms to the arrangement and numbering system of the FAR and HSAR and is divided by chapters and subchapters. The HSAM is not a stand alone document and must be read in conjunction with the FAR and HSAR. The HSAM third edition, effective October 1, 2009 includes new or updated appendices to include guides for Justifications and Approvals, Acquisition Planning, Market Research, and Affirmative Procurement Plan. All HSAM appendices have been relocated to the end of the electronic version. Relevant internet links are included wherever external references are made. The DHS Office of Acquisition Policy and Legislation focuses information dissemination efforts to the internet, and does not publish any hard copies of the manual. In this speech on November 23, 2009, President Obama announced the "Education to Innovate" Campaign. From his speech: "Now the hard truth is that for decades we've been losing ground. One assessment shows American 15-year-olds now rank 21st in science and 25th in math when compared to their peers around the world. And this isn't news. We've seen worrying statistics like this for years. Yet, time and again, we've let partisan and petty bickering stand in the way of progress. And time and again, as a nation, we've let our children down. So I'm here and you are here because we all believe that we can't allow division and indifference to imperil our position in the world. It's time for all of us -- in Washington and across America -- to take responsibility for our future."
