National Intimate Partner and Sexual Violence Survey: 2015 Data Brief -- Updated Release
From the Document: "Sexual violence, stalking, and intimate partner violence are serious public health problems affecting millions of people in the United States each year. These forms of violence are associated with chronic physical and psychological adverse health conditions, and violence experienced as a child or adolescent is a risk factor for repeated victimization as an adult. First launched in 2010 by CDC's [Centers for Disease Control and Prevention] National Center for Injury Prevention and Control, the National Intimate Partner and Sexual Violence Survey (NISVS) is an ongoing, nationally representative survey that assesses sexual violence, stalking, and intimate partner violence victimization among adult women and men in the United States. This brief report presents the highlights from the 2015 data year of NISVS. Data tables are presented at the end of the report."

From the Executive Summary: "The cybersecurity threats facing the Federal Government, and our Nation as a whole, clearly demonstrate the need for vigilance to protect the country's data and digital infrastructure. America's networks, both public and private, remain top targets of malicious actors the world over. This environment demonstrates that effective cybersecurity requires any organization -- whether a Federal agency or a public or private company -- to identify, prioritize, and manage cyber risks across its enterprise. [...] The Federal Government must continue to act to reduce the impact that cybersecurity incidents have on the Federal enterprise. "Cuba remains a one-party authoritarian state with a poor human rights record. Current President Miguel Díaz-Canel succeeded Raúl Castro on April 19, 2018, although Castro is continuing in his position as first secretary of Cuba's Communist Party. Over the past decade, Cuba has implemented gradual market-oriented economic policy changes, but critics maintain that it has not taken enough action to foster sustainable economic growth. Most observers do not anticipate significant policy changes under Díaz-Canel, at least in the short term, but the president faces the enormous challenges of reforming the economy and responding to desires for greater freedom."

Congressional Budget Office Cost Estimate: H.R. 6754, CIRCUIT Act of 2018
From the Summary: "H.R. 6754 [Court Imbalance Restructure Concerning Updates to Impacted Tribunals Act of 2018 or the CIRCUIT Act of 2018] would divide the Court of Appeals for the Ninth Circuit into four administrative divisions--Northern, Middle, Southern, and Circuit. The bill also would authorize five new judgeships and would require the Federal Judicial Center and the Judicial Conference to report to the Congress. CBO [Congressional Budget Office] estimates that implementing H.R. 6754 would cost $26 million over the 2019-2023 period, assuming appropriation of the necessary amounts. In addition, CBO estimates that enacting H.R. 6754 would increase direct spending by $14 million over the 2019-2028 period; therefore, pay-as-you-go procedures apply. Enacting the bill would not affect revenues. CBO estimates that enacting H.R. 6754 would not increase net direct spending or on-budget deficits by more than $5 billion in any of the four consecutive 10-year periods beginning in 2029."

Congressional Budget Office Cost Estimate: S. 3554, A Bill to Extend the Effective Date for the Sunset for Collateral Requirements for Small Business Administration Disaster Loans
"Under current law, the Small Business Administration (SBA) does not require collateral for loans of $25,000 or less under its disaster loan program. That threshold reverts to $14,000 on November 25, 2018, for home or business loans for nonmajor physical disasters. S. 3554 would extend the $25,000 threshold for those loans for one year. Using information from the SBA, CBO [Congressional Budget Office] expects that implementing S. 3554 could slightly increase the volume of loans made under the disaster loan program in 2019. However, the SBA generally does not deny a loan application if a borrower lacks the specified collateral, as long as the agency is reasonably sure that the loan can be repaid. For those reasons, CBO estimates that the bill would have an insignificant effect on the estimated subsidy cost of disaster loans; such spending would be subject to the availability of appropriated funds. Using information from the SBA on the costs of similar activities, CBO estimates that implementing the bill would cost the agency less than $500,000 to update program requirements."

"Difficulty with striking an appropriate balance between national security and export competitiveness has made the subject of export controls controversial for decades. Through the Arms Export Control Act (AECA), the International Emergency Economic Powers Act (IEEPA), the Export Controls Act of 2018 (ECA), and other authorities, the United States restricts the export of defense articles; dual-use goods and technology; certain nuclear materials and technology; and items that would assist in the proliferation of nuclear, chemical, and biological weapons or the missile technology used to deliver them. U.S. export controls are also used to restrict exports to certain countries on which the United States imposes economic sanctions. The ECA legislates dual-use controls."

Congressional Budget Office Cost Estimate: H.R. 2200, Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2018
From the Summary: "H.R. 2200 would reauthorize several programs to combat trafficking in persons that are run by the Departments of Justice (DOJ), Health and Human Services (HHS), Homeland Security (DHS), Labor, and State, and the U.S Agency for International Development. The act would specifically authorize the appropriation of $110 million each year over the 2018-2021 period for those purposes. This estimate excludes amounts authorized for 2018 because that fiscal year has ended. In total, CBO [Congressional Budget Office] estimates that implementing the legislation would cost $265 million over the 2019-2023 period, assuming appropriation of the authorized amounts. Another $64 million would be spent in years after 2023."

From the Executive Summary: "This Consortium for Robotics and Unmanned Systems Education and Research (CRUSER) sponsored Warfare Innovation Continuum (WIC) workshop was held 17-20 September 2018 on the campus of the Naval Postgraduate School (NPS) in Monterey, California. The three and a half day experience allowed NPS students focused interaction with faculty, staff, fleet officers, and visiting engineers from Navy labs and industry. Featuring a keynote address by the Vice President of the Defense Acquisition University (DAU), Mr. Frank Kelly (USMC [United States Marine Corps] retired), the workshop culminated in a morning of final concept briefs and fruitful discussion regarding the role of unmanned systems in the future naval force. This workshop also directly supported the Secretary of the Navy's (SECNAV) direction that CRUSER foster the development of actionable operational concepts for robotic and autonomous systems within naval warfare areas and work with our industry partners. The September 2018 workshop 'Cross-Domain Operations' tasked participants to apply emerging technologies to shape the way we fight. Within a near future conflict in an urban littoral environment, concept generation teams were given a design challenge: 'How might advancements in autonomy, machine learning, manned-unmanned teaming, emergent technologies, and unmanned systems be employed to enhance cross-domain operations in highly contested environments to accomplish missions more effectively and/or with less risk?' With embedded facilitators, teams had three days to meet that challenge, and presented their best concepts on the final morning of the workshop."

Deeming Resolutions: Budget Enforcement in the Absence of a Budget Resolution [Updated October 29, 2018]
From the Summary: "The budget resolution reflects an agreement between the House and Senate on a budgetary plan for the upcoming fiscal year. Once agreed to by both chambers in the exact same form, the budget resolution creates parameters that may be enforced by (1) points of order and (2) using the budget reconciliation process. When the House and Senate do not reach final agreement on this plan, it may be more difficult for Congress to reach agreement on subsequent budgetary legislation, both within each chamber and between the chambers.In the absence of agreement on a budget resolution, Congress may employ alternative legislative tools to serve as a substitute for a budget resolution. These substitutes are typically referred to as 'deeming resolutions,'because they are deemed to serve in place of an annual budget resolution for the purposes of establishing enforceable budget levels for the upcoming fiscal year."

Public Service Loan Forgiveness Program: Selected Issues [October 29, 2018]
"Student loan forgiveness and loan repayment programs provide borrowers a means of having all or part of their student loan debt forgiven or repaid upon satisfying certain criteria, such as having worked or served in particular fields or professions for a specified period of time. Some of these programs are intended to support goals such as providing a financial incentive to encourage individuals to enter into and/or remain in a particular profession or public service. One such federal program that has received considerable attention in recent years is the Public Service Loan Forgiveness (PSLF) program. Under the PSLF program, borrowers of the U.S. Department of Education's (ED's) Direct Loans who are employed full-time in certain public service jobs for 10 years while making 120 separate qualifying monthly payments on their Direct Loans may be eligible to have any remaining balance of principal and interest forgiven. Borrowers first be came eligible to apply for PSLF forgiveness benefits on October 1, 2017, based on service completed and payments made prior to that date. With the opportunity to apply for program benefits being made available recently, many issues that span multiple aspects of the program have been raised and have garnered congressional interest."

Management Alert - Coast Guard Investigative Service Search and Seizure of DHS OIG and Congressional Communications

From the Document: "The Office of Inspector General (OIG) is conducting an investigation into allegations that the whistleblower was retaliated against for, among other things, communicating with Members of Congress regarding discrimination and retaliation against the whistleblower. The whistleblower alleged being subjected to retaliatory investigations by CGIS [Coast Guard Investigative Service] in violation of the Military Whistleblower Protection Act (MWPA). We recently learned that CGIS executed a search warrant against the whistleblower several months after the whistleblower retired from the Coast Guard, but soon after CGIS became aware of the OIG's whistleblower retaliation investigation. Our information indicates that a CGIS agent obtained the search warrant in connection with a CGIS-directed investigation. This same CGIS agent oversaw execution of the warrant, which specifically sought 'communications with DHS OIG and congressional aid[e]s' regarding the whistleblower's claims of discrimination. [...] The MWPA prohibits restricting a member of the armed forces from communicating with a Member of Congress or an Inspector General. The Act also prohibits conducting an investigation 'requested, directed, initiated, or conducted for the primary purpose of punishing, harassing, or ostracizing a member of the armed forces for making a protected communication.' Based on the information before me, I am deeply concerned that CGIS may be conducting a retaliatory investigation against the whistleblower."

Russian Compliance with the Intermediate Range Nuclear Forces (INF) Treaty: Background and Issues for Congress [October 29, 2018]
"The United States and Soviet Union signed the Intermediate-Range Nuclear Forces (INF) Treaty in December 1987. Negotiations on this treaty were the result of a 'dual-track' decision taken by NATO in 1979. At that time, in response to concerns about the Soviet Union's deployment of new intermediate-range nuclear missiles, NATO agreed both to accept deployment of new U.S. intermediate-range ballistic and cruise missiles and to support U.S. efforts to negotiate with the Soviet Union to limit these missiles. In the INF Treaty, the United States and Soviet Union agreed that they would ban all land-based ballistic and cruise missiles with ranges between 500 and 5,500 kilometers. The ban would apply to missiles with nuclear or conventional warheads, but would not apply to sea-based or air-delivered missiles."

"Morocco is a constitutional monarchy with an elected parliament and local government entities. King Mohammed VI, who inherited the throne in 1999, maintains overarching political authority but has taken some liberalizing steps. In 2011, amid domestic and regional protests, the king introduced a new constitution providing more power to elected officials and expanding individual rights. The monarch nonetheless remains the arbiter of national political decision-making, the head of the military, and--as 'Commander of the Faithful'--the country's highest religious authority. The king's seizure of the initiative in 2011 and quick response to protests arguably helped the monarchy retain its popular legitimacy and stability. Coast Guard Polar Security Cutter (Polar Icebreaker) Program: Background and Issues for Congress [October 26, 2018]
"The Coast Guard Polar Security Cutter (PSC) program, previously known as the polar icebreaker (PIB) program, is a program to acquire three new heavy polar icebreakers, to be followed years from now by the acquisition of up to three new medium polar icebreakers. The Coast Guard wants to begin construction of the first new heavy polar icebreaker in FY2019 and have it enter service in 2023. The PSC program has received about $359.6 million in acquisition funding through FY2018, including $300 million provided through the Navy's shipbuilding account and $59.6 million provided through the Coast Guard's acquisition account. The Coast Guard's proposed FY2019 budget requests $750 million in Coast Guard acquisition funding for the program."

Coast Guard Cutter Procurement: Background and Issues for Congress [October 26, 2018]
"The Coast Guard's acquisition program of record (POR) calls for procuring 8 National Security Cutters (NSCs), 25 Offshore Patrol Cutters (OPCs), and 58 Fast Response Cutters (FRCs) as replacements for 90 aging Coast Guard high-endurance cutters, medium-endurance cutters, and patrol craft. The Coast Guard's proposed FY2019 budget requests a total of $705 million in acquisition funding for the NSC, OPC, and FRC programs. NSCs are the Coast Guard's largest and most capable general-purpose cutters; they are intended to replace the Coast Guard's 12 aged Hamilton-class high-endurance cutters. NSCs have an estimated average procurement cost of about $682 million per ship. Although the Coast Guard's POR calls for procuring a total of 8 NSCs to replace the 12 Hamilton-class cutters, Congress through FY2018 has funded 11 NSCs, including two (the 10th and 11th) in FY2018. Six NSCs are now in service, and the seventh, eighth, and ninth are scheduled for delivery in 2018, 2019, and 2020, respectively. The Coast Guard's proposed FY2019 budget requests $6 5 million in acquisition funding for the NSC program; this request does not include additional funding for a 12th NSC."
