From the Document: "By the Framers' apparent design, in order to keep the nation's 'purse' and the 'sword' in separate hands and in other ways hinder its embroilment in unnecessary wars, the Constitution divides war powers between Congress and the President. Congress is empowered to declare war, provide for and regulate the Armed Forces, and issue letters of marque and reprisal, as well as to call forth the militia to suppress an insurrection, repel an invasion, or 'execute the Laws of the Union.' The President, as the Commander in Chief, has the responsibility to direct the Armed Forces as they conduct hostilities, put down insurrections, or execute the law when constitutionally authorized to do so. But the extent to which the President has independent authority under the Constitution, without explicit statutory support, to use the military for purposes other than to repel a sudden attack is the subject of long-standing debate. At the same time, efforts in Congress to exercise its constitutional war powers in some way that is perceived to constrain military operations have met with objections that the constitutional separation of powers is imperiled."

From the Document: "The power 'To declare War' has long been construed to mean not only that Congress can formally take the nation into war, but also that it can authorize the use of the Armed Forces for military expeditions that may not amount to war. While a restrictive interpretation of the power 'To declare War' is possible, for example, by viewing the Framers' use of the verb 'to declare' rather than 'to make' as an indication of an intent to limit Congress's ability to affect the course of a war once it is validly commenced, Congress's other powers over the use of the military would likely fill any resulting void."

Congressional Budget Office Cost Estimate: S. 3405, Protecting and Securing Chemical Facilities from Terrorist Attacks Act of 2018
"S. 3405 would extend for five years the Chemical Facility Anti-Terrorism Standards (CFATS) program. CBO [Congressional Budget Office] estimates that implementing the bill would cost $348 million over the 2019-2023 period, assuming appropriation of the estimated amounts. CBO also estimates that enacting S. 3405 would increase direct spending by $2 million and would increase revenues by an insignificant amount over the 2019-2028 period; therefore, pay-as-you-go procedures apply. CBO estimates that enacting S. 3405 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029. S. 3405 would impose intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA) on operators of chemical facilities by reauthorizing existing security standards and duties under the CFATS program. CBO estimates the cost of the mandates would fall below the annual intergovernmental and private-sector thresholds established in UMRA ($80 million and $160 million in 2018, respectively, adjusted annually for inflation)."

Information Security: OPM Has Implemented Many of GAO's 80 Recommendations, but Over One-Third Remain Open
"The Office of Personnel Management (OPM) collects and maintains personal data on millions of individuals, including data related to security clearance investigations. In June 2015, OPM reported that an intrusion into its systems had affected the personnel records of about 4.2 million current and former federal employees. Then, in July 2015, the agency reported that a separate but related incident had compromised its systems and the files related to background investigations for 21.5 million individuals. From February 2015 through August 2017, we conducted multiple reviews of OPM's information security. We issued four reports based on these reviews. The reports contained 80 recommendations for improving the agency's security posture. The Explanatory Statement that accompanies the Consolidated Appropriations Act, 2018, included a provision for GAO [Government Accountability Office] to brief the House and Senate Appropriations Committees on actions taken by OPM in response to GAO's information security recommendations. Our specific objective was to determine the extent to which OPM has implemented our recommendations to improve the agency's information security."

Congressional Budget Office Cost Estimate: H.R. 1567, United States-Mexico Economic Partnership Act
"H.R. 1567 would require the Department of State to develop and implement a strategy to deepen economic cooperation with Mexico and to expand educational and cultural exchange programs with that country. It also would require the department to report to the Congress on that strategy. The department supports exchange programs with Mexico through grants from the 100,000 Strong in Americas Initiative. Those grants are combined with contributions from private-sector entities, educational institutions, and other governments to facilitate opportunities for students from the United States and other Western Hemisphere nations to train and study abroad in the region. On the basis of information from the department about how it would expand existing programs in Mexico, CBO [Congressional Budget Office] estimates that it would make new grants in partnership with private institutions and educational institutions in Mexico. The department would hire two employees (one in Washington, D.C., and one in Mexico) to manage the program; 10 grants of $25,000 each would be made annually. In total, CBO estimates that implementing the grant program and satisfying the reporting requirement would cost less than $500,000 a year and total $2 million over the 2019-2023 period; such spending would be subject to the availability of appropriated funds."

GloPID-R and PREPARE Reaching Out: A Meeting to Advance Clinical Research Preparedness for Infectious Disease Outbreaks - Report of Proceedings and Key Outcomes
"This year marks the centenary of the 1918 Influenza pandemic: a stark reminder of our global vulnerability to infectious disease (ID) outbreaks. Features of modern day life such as urbanisation, changes in land use, climate change, and an increase in global travel and trade, have rendered epidemics and pandemics inevitable, particularly when considered alongside the burgeoning threat of antimicrobial resistance (AMR) . For many emerging infectious diseases, effective diagnostics, medications and vaccines are simply not available. Where these medical counter measures are available, the evidence for their use in specific ID outbreaks is often limited. [...] This meeting sought to 'reach out' to the different networks and stakeholders working on ID outbreak preparedness to explore, collaborate, and closely consider the PEARLES [political, ethical, administrative, regulatory, logistic, economic, and social] factors shaping preparedness research in order to advance our capacity to deliver clinical research as a core part of outbreak response."

Autopsy Version 4.6.0: Test Results for String Search Tool
From the Introduction: "The Computer Forensics Tool Testing (CFTT) program is a joint project of the Department of Homeland Security (DHS), the National Institute of Justice (NIJ), and the National Institute of Standards and Technology (NIST) Special Programs Office and Information Technology Laboratory (ITL). [...] The objective of the CFTT program is to provide measurable assurance to practitioners, researchers, and other applicable users that the tools used in computer forensics investigations provide accurate results. Accomplishing this requires the development of specifications and test methods for computer forensics tools and subsequent testing of specific tools against those specifications. Test results provide the information necessary for developers to improve tools, users to make informed choices, and the legal community and others to understand the tools' capabilities. The CFTT approach to testing computer forensics tools is based on well-recognized methodologies for conformance and quality testing. The CFTT approach tests features that forensic labs are likely to use on a regular basis. Interested parties in the computer forensics community can review and comment on the specifications and test methods posted on the CFTT website. This document reports the results from testing the string search function of Autopsy Version 4.6.0 using the CFTT Federated Testing Test Suite Version 4.0 (beta version, final to be released in 2018) using String Searching data set Version 1.1."

California Wildfire: Camp Fire - Projected Infrastructure Impact Summary
"As of 0700 EST [Eastern Standard Time] on November 10, 2018, CAL FIRE reported wildfires in Butte County, CA had burned more than 100,000 acres and was 20 percent contained as seen in Figure 1. The cause of the fires is currently unknown. The wildfires are expected to be fully contained by November 30th. Northeast winds are expected to decrease in strength into the afternoon. The fires will continue to burn in drainages to the north and northeast. The fire continues to burn to the northwest into Magalia and toward Stirling City. Extremely dry fuels and heavy fuel loads in combination with low relative humidity are contributing factors which will aid in fire intensity and size, potentially impeding control efforts. The fire burned through Paradise and Concow Thursday; these areas will likely continue to experience active burning throughout Saturday. Friday night, the fire burned to the southwest toward Chico and Butte Creek Canyon and South. The fire crossed Highway 70 near Pulga and is expected to continue to burn east, southeast toward Yankee Hill. More than 2300 personnel, 300 fire engines, 20 dozers and nearly 20 helicopters are currently involved in fire-fighting efforts. Numerous air tankers from throughout the State are flying fire suppression missions as conditions allow."

California Wildfires: Woolsey and Hill - Projected Infrastructure Impact Summary
"As of 0700 EDT [Eastern Daylight Time] on Saturday, November 10, 2018, CAL FIRE reported two wildfires in Los Angeles and Ventura Counties, CA had burned more than 70,000 acres and are currently uncontained. Firefighting efforts have been focused, and are likely to remain focused, on the protection of life and structures. The CAL FIRE Incident Management Team 5 will integrate into the fires management team, and assume command. Crews will continue to battle steep terrain, limited access, and extreme fire behavior. Nearly 900 personnel, 150 fire engines, 5 bulldozers, and 6 water tenders are currently involved in firefighting efforts."

U.S. Agent Orange/Dioxin Assistance to Vietnam [November 9, 2018]
"U.S. assistance to Vietnam for the environmental and health damage attributed to a dioxin contained in Agent Orange and other herbicides sprayed over much of the southern portion of the country during the Vietnam War remains a major bilateral issue. Between fiscal years (FY) 2007 and 2018, Congress appropriated over $222 million to address these two issues. In addition, the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (P.L. 115-232) authorized the transfer of up to $15 million to the U.S. Agency for International Development (USAID) for the dioxin cleanup of the Bien Hoa Airbase. Most of the appropriated funds have been used by USAID for the environmental cleanup of Danang airport, one of the major airbases used for storing and spraying the herbicides between 1961 and 1971. A lesser amount of the appropriated funds have been used by USAID for assistance to Vietnam's persons with disabilities, generally, but not always in the vicinity of Danang or other dioxin-contaminated areas."

Oman: Reform, Security, and U.S. Policy [November 9, 2018]
"The Sultanate of Oman has been a strategic ally of the United States since 1980, when it became the first Persian Gulf state to sign a formal accord permitting the U.S. military to use its facilities. Oman has hosted U.S. forces during every U.S. military operation in the region since then, and it is a partner in U.S. efforts to counter regional terrorism and related threats. Oman's ties to the United States are unlikely to loosen even after its ailing leader, Sultan Qaboos bin Sa'id Al Said, leaves the scene. Qaboos underwent cancer treatment abroad for nearly a year during 2014-2015, and appears in public rarely, fueling speculation about succession. He appeared frail while hosting a surprise visit made by Israeli Prime Minister Benjamin Netanyahu on October 25, 2018, the first such visit by Israeli leadership in more than 20 years."

"The annual Energy and Water Development appropriations bill funds civil works projects of the Army Corps of Engineers, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. It extends through Fiscal Year 2023 a requirement to withhold contributions to the Global Fund in an amount equal to any assistance provided to a State Sponsor of Terrorism and clarifies that any funds withheld from the Global Fund for any purpose may be made available for U.S. bilateral HIV/AIDS, tuberculosis, or malaria programs. The bill additionally extends through Fiscal Year 2023 a requirement to withhold 20 percent of planned annual U.S. contributions to the Global Fund until statutory transparency requirements are met."
