From the Webpage: "Here in Washington, over the course of recent years, increasing activism by people detained at the Northwest Detention Center (NWDC) and community supporters has spurred pointed criticism by elected officials at the local, state, and national level of conditions within the facility. [...] 'In this context, the UW [University of Washington] Center for Human Rights (UWCHR) considers it important to make our ongoing research on conditions within the NWDC available to the public'. As part of our longstanding effort to examine the human rights implications of federal immigration enforcement in our state, UWCHR has sought, since 2017, to obtain information about conditions of detention in public and private detention facilities where immigrants are housed in Washington state. While our efforts to obtain information about conditions within the NWDC have been only partially successful due to the lack of transparency surrounding the facility, the information we have obtained is sufficiently concerning, particularly in the context of the COVID-19 [coronavirus disease 2019] pandemic, that we are choosing to share our initial findings with the public even as our collection and analysis of further data continues. This report will be published as a series discussing areas of human rights concern at the facility, including background, methodology, and relevant human rights standards; sanitation of food and laundry; allegations of medical neglect; use of solitary confinement; COVID-19 and health standards; and reporting of sexual assault and abuse [hyperlink]."

From the Document: "This report describes IRS's [Internal Revenue Service's] processes for safeguarding federal tax information as well as what is known about cases of willful unauthorized access, attempted access, or inspection of federal tax information (UNAX) and unauthorized disclosure of federal tax information by IRS employees, with the exception of IRS Chief Counsel employees. Our report is presented in a question-and-answer format. The first half of the questions describe IRS's processes for safeguarding federal tax information. Our analysis of what is known about cases of UNAX and unauthorized disclosure by IRS employees follows that part. To describe IRS's processes for safeguarding federal tax information, we reviewed relevant statutes and IRS documentation to understand IRS's protections of federal tax information, who is allowed to access and disclose federal tax information, the circumstances under which access and disclosure is allowed, and the potential penalties for accessing and disclosing this information inappropriately."

Illegal, Unreported, and Unregulated Fishing in Oceania
From the thesis Abstract: "Illegal, unreported, and unregulated fishing (IUUF) is a prevalent issue in Oceania, a vital region to the United States from a military, economic, and diplomatic perspective. IUUF activity is threatening to erode U.S. influence and poses significant homeland defense and security challenges. This thesis addresses the question of how the United States and its partnering nations can better address the IUUF threat in Oceania. A variety of academic research, journal articles, scientific studies, laws and treaties, domestic and international government documents, and non-government reports were analyzed to answer this question. The analysis explored counter-IUUF mitigation efforts underway in Oceania and, in doing so, outlined the region's counter-IUUF strategy. A six-step strategic analysis tool was applied to evaluate Oceania's counter-IUUF strategy and identify actions that the United States and its partnering nations can take to strengthen its effectiveness."

This is a summary document that describes the functions of the Illinois Mobile Emergency Response Team: "The Illinois Mobile Emergency Response Team (IMERT) is a volunteer program that trains emergency medical personnel to respond to mass casualty incidents (MCIs). IMERT teams are deployed to MCIs, including those involving weapons of mass destruction (WMD). IMERT teams assist Illinois in state-declared disasters by providing treatment to casualties for up to seventy-two hours or until federal support arrives. It specifically trains physicians and nurses with trauma or emergency medicine backgrounds to enable them to respond to MCIs that may involve WMD."

Homeland Security Presidential Directive 17: [Classified]
This HSPD (Homeland Security Presidential Directive) is classified. Information on HSPD 17 can be found in the testimony by Mr. Rolf Mowatt-Larssen of the Office of Intelligence and Counterintelligence of the Department of Energy in a hearing before the Homeland Security and Governmental Affairs Committee on April 2, 2008. According to this testimony, "On August 28, 2006, the national-level Nuclear Materials Information Program (NMIP) was established via National and Homeland Security Presidential Directive (NSPD-48/HSPD-17). NMIP is an interagency effort managed by the Department of Energy's Office of Intelligence and Counterintelligence, in close coordination with the Departments of State, Defense, Homeland Security, Justice, the Nuclear Regulatory Commission, and agencies under the Director of National Intelligence. While the specifics of NMIP are classified, the goal of NMIP is to consolidate information from all sources pertaining to worldwide nuclear materials holdings and their security status into an integrated and continuously updated information management system."

This is the Feburary 11, 2020 testimony of Mark Pitcavage, on "Alarming Incidents of White Supremacy in the Military - How to Stop It?" before the U.S. House of Representatives, Armed Services Committee, Subcommittee on Military Personnel. From the testimony of Mark Pitcavage: "Extreme social, political and religious movements pose many problems for the societies in which they are active, particularly when such movements engage in criminal or violent means to achieve their goals. ADL [Anti-Defamation League] has long understood that adherents of extreme causes, such as the white supremacist movement, pose special problems when allowed to exist within key institutions dedicated to protecting the people of the United States. These institutions include first responders, law enforcement, and the military. The unchecked presence of extremists in the military has already led to serious negative consequences for the services themselves as well as for the country and could again." The difference in military power between China and Southeast Asian countries such as Malaysia, which will be dealt with below, and the Philippines, Vietnam, Brunei Darussalam, etc. is now clear, so these countries are struggling to respond to China's tough stance making full use of its power. The purpose of this paper is to analyze the facts and aims of China's inscrutable activity from a geopolitical perspective and using various sources because this will form the premise of a response. As will be shown in detail below, the recent incident with Malaysia has typical characteristics for deciphering Chinese actions up to the present. In order to respond to actions by China, which hides the true meaning of its own actions and avoids responsibility for those actions, one must first decipher the truth and intentions of those actions."
